A Study of Causal Relationship between Worker's Participation & Communication in Industrial Accident Prevention Activities and Industrial Accident Reduction (근로자참여와 소통이 산업재해 감소에 미치는 인과관계 구조모형 연구)

  • This study was designed to analyse the performance and the mechanisms of workers' participation and communications in industrial accident prevention activities leading to the reduction of industrial accidents. This study also aimed to find out the causal relationship influencing the promotion of prevention activities of industrial accidents. Of the manufacturing businesses with more than 5 workers as the population of the survey, a questionnaire was conducted with 2,500 workspaces chosen by stratified sampling. Out of 2500 workspaces, 971 workspaces equipped with industrial safety and health committee were analysed in this study. According to the results of this study, the primary influential factors on safety activities were the management of industrial accidents and the cooperations between supervisors and workers on site. The secondary influential factor was the establishment of industrial safety and health committee. Regarding the effectiveness of industrial accident reduction, -0.01 was shown by workplace safety activities by themselves and -0.09 was shown by participation and communications through indirect safety activities. This indicated workers' participation and communications play an important role in the reduction of industrial accidents. By discovering the clue to the mechanism of the workers' participation and communications, this study is expected to stimulate the reduction of industrial accidents by emphasizing the importance of workers' participation and communications in resolving the safety and health problem in the workplaces.

The Role of Safety Management Professional Organizations through Industrial Accident Analysis (산업재해분석을 통한 안전관리전문기관의 역할)

  • Since last year, the government has enforced the 'Act on the Punishment of Severe Accidents, Etc.' (hereafter referred to as the 'Serious Accident Punishment Act'), which punishes business owners and business managers who fail to fulfill their duty of safety measures with 'imprisonment of one year or more' and the Occupational Safety and Health Act. Based on this, various occupational safety and health policies were developed, including the operation of a system related to entrusting the work of safety managers. Despite these efforts, the effect of implementing the Severe Accident Punishment Act is a groundbreaking change in the current disaster prevention policy, which has increased by 0.02%P and 0.03‱P, respectively, from the previous year to 0.65% of the total accident rate and 1.10‱ of the death rate per 10,000 people as of 2022. As the need emerged, attention was paid to 'collaboration and governance with safety management institutions' in the 'Severe Disaster Reduction Roadmap' announced by the Ministry of Employment and Labor in November 2022. In this study, a meaningful result was derived by comparing and analyzing the industrial accident status of workplaces entrusted by "A" safety management institutions with the national average based on the industrial accident survey table, and the types of industrial accidents that occurred in consigned workplaces were selected as intensive management targets. The policy direction for industrial accident prevention was established. It is necessary to develop safety management work manuals based on the results of this study, expertise, discover best cases of risk assessment and develop guides, and educate and train consigned workers. In addition, it suggests that the government's guidance and supervision are needed to advance the professionalism of safety management entrusted tasks, and that safety management institutions should strengthen their roles and functions for preventing and reducing industrial accidents. However, due to difficulties in disclosing information of specialized safety management institutions, the limitation of the provision, collection, and viewing of research-related data to "A" specialized safety management institutions remains a limitation of the research. It seems likely that more thorough research will be conducted.

  • Objectives: The purpose of this study is to understand the impact on accident reduction by analyzing the policy effectiveness of an industrial accident prevention clean workplace support project targeting the construction industry. Methods: In this study, DID and PSM models were used to analyze workplaces receiving and not receiving financial support based on the status of industrial accidents in recent years and the status of the workplaces by year. Results: The research results show that meaningful effects continued to occur in terms of reducing accidents and increasing employment. Conclusions: In this study, we show the effectiveness of the clean workplace support project, one of the South Korean government's financial support projects in the field of occupational safety and health focusing on the construction industry. Financial support projects such as clean projects should be further expanded based on the results of this study.

  • The major purpose of this study is to find the problems that the statistics of industrial accidents showed and to prevent the preventive countermeasures for effective security management. An industrial accident is a disease resulting from exposure during employment to condition or substance detrimental to health or life. This is caused by the conditions of employment and is not projected by the man. This results generally from the comprehensive factors. The claiments of 1990 are 7,542,752 members and the economic deficit is up to 2,696,757 million won. Because of this severe damage, the preventive of the industrial accident is highly required. The way of preventive countermeasures could be presentation as follows. First, for securing the safety, precaution about the tools, machineries and working condition is needed from the time of installation. Second, a traing system for the managerial class the specialists or engineers should be established. Cultivation of the appropriate personnel and enhancement of technique for safety are prerequists for reduction of the industrial accidents. Third, the health checkup system must be improved. For the prevention of the occupational disease and good health of the workes, experts who knows workers health must be appointed. In conclusion, industrial accident is not unavoidable result of the advance of the industries but the result of the incapability of management that can not meet the requirement necessary for the prevention of industrial accident. Therefore, each corporation should be regard the above mention and make effective safety control that is free from the industrial accident. The implement of organizational safety programs, similar to the application of company health plan, involves shared administrative responsibilities among top executive line personnel, staff specialists, first line supervisors, and organizational employment.

  • Total industrial accident rate in Korea is facing a record 0.7% for 10 years since 2000. After entering the continuous versus 0.6% (0.69%) in 2010. In 2011, the decrease was reduced to 0.65%. Conversely In contrast to foreign workers' share has increased dramatically over 10 years since 2000 to 2010 are expected to be difficult in the accident rate of 0.5% for the entry.   • With regard to industrial accidents, large corporations and public institutions are continuously reducing disasters through systematic management. However, industrial accidents continue to increase in small-scale workplaces. In order to ensure the safety of workers, the government supports the purchasing of industrial accident prevention equitments through financial support projects for small business. However, despite the financial support, the effectiveness of the project is hardly verified. In this study, we analyze the policy effectiveness of the financial support program for industrial accident prevention in a small-scale workplace using the difference-in-difference method. To achieve research purposes, we used the data on the occurrence of industrial accidents, the status of workplaces by year and the data on the status of workplace benefiting from financial support program for the past 10 years. This study is significant in that it analyzed the net effect of financial support programs for disaster reduction in the small business site.

  • Current OSH system was analyzed in this paper to explain why high fatal incidents and disasters are continuously repeated for recent years in Korea. It was found that we have Dichotomous Perceptional Misconception of prevention before accident and compensation after accident and there is a significant lack of proper feed­back reward system for OSH performance. It was assumed that no reduction of accident rate and fatality rate have not been achieved recently despite of a great effort and increased resource allocations. Some statistics for proving weak punishment were analyzed. In the current system, the will of administrative agency would have been very limited particularly in the legal aspects. The Industrial Safety and Health Act is not suitable to after-injury punishment for employer and/or corporate since it is based on a framework for enforcement of prevention. Based on these analyses, it was concluded that there was a need to consider a special law for Corporate Accountability for Fatal Accidents. Because it is necessary to consider seriously for introduction of a new legal system for after injury punishment to repair the current system where it was found lack of proper feedback system. Also, there was no proper sanction measures for corporate with the current OSH legal system, and the most urgent problem in OSH area is the high fatality rate. it is necessary to consider seriously for introduction of a new legal system for after injury punishment.   • This study is carried out for the fire safety of the factory building, the fire risk reduction measure in compliance with an example approached in fire risk reduction systematically, contribute to reduce the fire risk. The analytical fire risk process of discovering, identifying, estimating and evaluating risk and control measure as risk reduction measures are core concept, applies loss prevention with loss control techniques. The painting process in the workplace where the fire hazard and death accident accompanies coexists. Loss prevention problem of creation prevention of dangerous atmosphere at workplace is health and human services problem of normal circumstances, must be inspected with problem of combustible gases at the time of fire explosion. Static electricity measure accomplished the risk control process thoroughly as the fire risk reduction process model with the ignition sources measure which is presented. Fire risk from within organizing will be able to classify with each field by detailedly but risk treatment process will be able to apply basically all the same concept. Consequently about risk management example from before, this study is proposed risk management techniques that standardized rightly in the actual condition of organization with one plan, with discovery of fire risk, the feedback process in compliance with a fire risk reduction and the review which control the result is joint responsibility of engineer, technical expert and manager as part of safety management to practice with the fact must be supervised.

Disaster Reduction Plan through Forklift Accident Case Analysis (지게차 재해사례 분석을 통한 재해감소방안)

  • Purpose: In order to reduce industrial accidents caused by forklift trucks, it is actually necessary to analyze the causes of accidents. This study aims to present disaster prevention measures by analyzing accident cases by forklift accident type. Method: For the analysis of industrial accidents, including serious industrial accidents caused by forklifts from 2021 to 2022, accident statistics from the Korea Occupational Safety and Health Agency were used to analyze accidents in four types. Result: In the last two years, the total number of victims, including deaths and other serious injuries, was 2,559, which was 1,396 in 2021 and 1,163 in 2022. Disaster prevention measures were presented for industrial accidents by size and occurrence type of equipment that cause serious industrial accidents in which more than 1,000 people are injured annually. Conclusion: It is necessary to expand the number of workers subject to the forklift financial support project to less than 100. It is necessary to amend the proviso on boarding restrictions in Article 86, Paragraph 7 of the 「Regulations on Industrial Safety and Health Standards」. It is mandatory to install front and rear cameras. It is necessary to install driving-linked safety belts. It is necessary to install line beams obligatory. It is necessary to expand the subject of forklift special safety and health education to workplaces that have more than one forklift truck, and it is necessary to redesignate the training hours to 16 hours every year.
