Statistics Quality Assessment and Improvement of Monitoring on Soil Quality (토양오염도 현황 통계의 품질 진단과 개선 방안)

  • The statistics of monitoring on soil quality is a report statistics which is made on the basis of Article 15, Environment Strategy Basic Law and Article 5, Soil Environment Conservation Law. This study was conducted according to quality assessment of Korea National Statistical Office. The assessment of quality infrastructure advised that the authority bring up and increase completely responsible officer and secure the budget. The assessment of user satisfaction and reflection of request propose that the statistics is focused on soil background concentration, decrease soil sampling points and extend survey period. The assessment of error management system per processes of detailed preparation suggest change of the statistics objective, a reduction of sampling points and improvement of survey period and soil measurement properties. Accuracy assessment of data proposed cuts of sampling points, accessibility increment and build up of management system linking subordinates and Ministry of Environment. The substantiality assessment of data service demonstrated information environment improvement for users including reference expression and records of statistics table and figure contents.

  • The improvement of quality is a continuous process and one of the main objectives of the Statistical Strategy launched by the Korea National Statistical Office (KNSO) is the enhancement of the quality of Korea national statistics. In this paper, we define the processing statistic, classify the Korea national processing statistics, and develop the quality indicators and check list for assessing the national processing statistics of Korea. During its development, the indicators has been discussed with the processing statistic managers of the KNSO and the checklist tested in a pilot study covering a variety of processing statistic areas.

  • Purpose: This paper aims to evaluate the quality of Small & Medium Enterprises(SMEs) Survey and to provide some desirable directions and improvements for the future SMEs Survey, conducted by the Government. Methods: The diagnosis were performed by employing the quantitative and qualitative approaches with the official guideline provided by the Ministry of Statistics. Results: Results show that follow-up management are evaluated relatively low in specific processes, and timeliness are evaluated relatively lower than accuracy, accessibility, relevance, comparability and consistency in statistical qualities. Conclusion: we propose the alternatives which enhance the quality level of SMEs by using the 6 tools of Quality Management for Statistics.

Generalized Linear Models for the Analysis of Data from the Quality-Improvement Experiments (일반화 선형모형을 통한 품질개선실험 자료분석)

  • The advent of the quality-improvement movement caused a great expansion in the use of statistically designed experiments in industry. The regression method is often used for the analysis of data from such experiments. However, the data for a quality characterstic often takes the form of counts or the ratio of counts, e.g. fraction of defectives. For such data the analysis using generalized linear models is preferred to that using the simple regression model. In this paper we introduce the generalized linear model and show how it can be used for the analysis of non-normal data from quality-improvement experiments.

  • Purpose This study measures the degree of improvement in statistical quality experienced by data users when the data of a more convenient measurement method is extended to the analysis target to improve the quality of fine dust statistics service, and the method of expressing analysis data is revised. Ultimately, the main purpose is to explore how it can affect the quality of life of citizens. Design/methodology/approach As it was an issue the emerged as the most important issue at the time, various parties (government, private company, academia, civic groups, etc.) conducted multifaced research on fine dust, but they all focused on measuring technology and demonstrating its effectiveness there was only. This researcher redesigned the study from the viewpoint of statistical data users by changing the research subject from the technology itself to user, different from the existing research cases. The questionnaire method and structural equation were used in the study, and fine dust statistics generated through the existing method and the expanded/revised method were provided and compared for a total of 200 people. Findings Based on the results of the study, I would like to suggest what each entity should ultimately focus on to resolve the fine dust issue in the future.

  • There has been growing interest in the quality of official statistics based on the administrative records. Such statistics take a large part in the official statistics in Korea, which are distinguished from survey statistics in aspects of data collection process. So we need specific quality management methods appropriate for official statistics based on the administrative records. This paper concerns improvement of the quality of official statistics. We first briefly review some of main issues facing the official statistics based on the administrative records in Korea and then provide quality assessment indicators for improving the quality of official statistics.

  • Although the picture quality of today's displays is very good already, a continuous improvement is desirable as the new larger display sizes increase the visibility of artifacts. A contributing factor for picture quality enhancement through smart video processing and algorithm design is the information gathered from video statistics. Interesting parameters gathered from video statistics are e.g. the image- and display load, the usage of the color gamut, the estimated power consumption and the occurrence of static image parts. Examples of applications that can benefit from video statistics are power calculations, color gamut mapping algorithms, dynamic backlight control for LCD panels and LED backlights for LCD panels.

A Development of the Evaluation Indices for Improving the Quality of Statistics (통계품질 향상을 위한 평가지표의 개발)

  • The quality of statistics as a product is necessary to increase the competition of the nation. It will also improve the nation. In 2002 KNSO(Korea National Statistical Office) assessed 12 statistics produced by KNSO using 48 statistics quality evaluation indices. However, there are some difficulties in assessing the quality of the statistics correctly and in establishing policies for the improvement of the quality of statistics due to a lack of staff and organizations. Moreover there are insufficient statistics quality evaluation indices comparing main international organizations and developed countries. In this paper, we developed 81 statistics quality evaluation indices by revising and complementing the current indices of KNSO and divided these indices into 7 dimensions. These indices can be classified by dimensions or procedures, and also used according to statistics.

  • The Government is making every effort to improve the quality of statistics as well as the statistical system as a part in the sixth Five-year Economic and Social Development Plan which started from 1987. With regard to development plan, this paper is aiming to show the directions for improvement and development of the government statistical activities conforming to new socio-economic situation by reviewing and analysing the developing stage and the current circumstances and problems of statistics.

A Study on the Model Improvement of Korean Industrial Standards-Quality Excellence Index(KS-QEI) (KS제품 품질우수성지수 모델 개선 방안에 관한 연구)

  • Purpose: The purpose of this study is to suggest the modified 'Korean Standard-Quality Excellence Index' model and analyze the improvement effect with survey data by comparing the properness between current and suggested model result. Methods: The collected data through the survey were analyzed using paired t-test and unbalanced ANOVA method for testing the consistency of two customer satisfaction evaluating categories and comparing the current model to suggested model for confirming the improvement of performance. Results: The statistical analysis result shows that adjusted model using prior information improves the consistency between two customer satisfaction in case of short life-cycle product. Also long life-cycle product case, the result shows difference gap decreasing with same direction. Conclusion: Considering statistical model for QEI reflecting the characteristic of product group such as life cycle seems to be meaningful. Since index may be compared yearly base for checking the trend, careful approaching without big change should be considered for application.
