Analysis of Basic Characteristics for Providing Parking Information (주차정보제공을 위한 기초자료 분석연구)

  • The objective of this research is to establish the relationship between the important variables necessary for real-time available parking space presumption algorithm for a parking lot information provision. So it investigated the variables that come relate to the algorithm and collected parking information for an algorithm plan. It analyzed variables inciuding average number of parked cars, average parked time, rate of turnover, occupancy, cumulative number of parked cars, and etc. of the parking lot. And it collected data regarding illegal parking, double space parking, searching car and it presumed the number of available parking spaces. As a result of the research, It appeared that the achieved accuracy is superier to existing provision system which only take the total input and output numbers. This will help drivers' judgement, and also the parking lot operation and management.

  • The purpose of this study is to analyze factors for resolving problems of Jejusi Residential Parking Permit Program and to draw up a plan by examining Jejusi case. This program was started by way of showing an example in October, 2005, and then has been put in practice in the heart of Jejusi since October, 2007. Jejusi government introduced this system to prevent all kinds of accidents by the indiscreet parking near the residental street and to guarantee the rights to live comfortably by encouraging a pleasant parking environment. As the result of the survey which is about residents' participation from the process of decision-making, the answers such as "Should Participate" and "Surely should participate" are at the high rate of 87.5 percent. A matter of the utmost importance is that this system should be reformed to make the visitors pay parking if they want to park near there. Almost 36 percent of the respondents have a negative opinion, and this is because they consider their visitors. Especially the important factors from the Logistic Regression Analysis are that the government should exercise stricter control over illegal parking, that the system should be improved for the visitors to pay parking, and that the government should support the declining sales of the shops near shopping streets. The suggestions are as follows. First, the government should enforce on reducing the illegal parking. Second, they should secure the parking lots for visitors. Third, they should minimize the impact on the declining sales of the shops near shopping streets.

Vehicle License Plate Recognition System on PDA for Illegal Parking Car Regulation (주정차 단속을 위한 PDA 기반의 자동차번호판 인식 시스템)

  • In this paper, we propose a method of vehicle license plate recognition on PDA for illegal parking car regulation. we classified three kinds of vehicle license plates being used down to date since the introduction of each vehicle license Plate using features of each one. And we recognized vehicle license plates segmentation the AreaName, the AreaCode, the TypeCharacter and the Numbers. A 88.7% recognition accuracy was obtained through the experiment of the proposed vehicle license plate recognition system using the obtained images of PDA.

A Study on the Effect of Upstream Parking to Traffic at the 4-Leg Intersection (교차로 상류부 주차가 교통에 미치는 영향에 관한 연구)

  • One of the traffic problems has been caused by the illegal parking because of the lack of parking space. Especially, the illegal occupancy of the road near an intersection makes an serious reduction of road capacity. The current illegal parking and stop-prohibited areas have been designated for less than 5 meters from the edge or the corner of the 4-leg intersection. However, in reality, the cars parked at the place over 5 meters have had a significant impact on the intersection traffic. In addition, many variables such as intersection type, size, and service levels should be considered as factors which influence on the traffic condition at the intersection. It was assumed that through and right-turn traffic rate have a significant impact on the 4-leg intersection with the illegal parking or stop near it. This study tried to verify the impact through the simulation implementation with MOE and LOS. It shows a guideline to designate the parking or stop-prohibited area near the 4-leg intersection under various traffic conditions.

The Awareness of Usage of Parking Lot in the Parking Environment Improving Zone and Activation of Private Parking Lot (주차환경개선지구의 주차장 이용의식 분석과 민영주차장 활성화에 관한 연구)

  • The study was carried out to determine the real condition in parking environment improving zone suffering poor supply for demand and then present a solution to it. To this end, the study reviewed the existing data including parking ratio which means percent of the total parking space in the region divided by the number of registered vehicles in the zones and surveyed residents for their awareness of parking lots. The results showed some major findings as follows. Parking ratio is low and illegal parking is serious in the zones, which, as a consequence, it results in lack of parking area in the zones. More than 70% of those who live in the zones had inconvenience during parking. And insufficient space for parking generates illegal parking. Residents in the zones answered that the best way to deal with the parking problems is to create more parking zones. As they had more difficulties having parking spaces, they showed stronger tendency to use newly-built parking lots. The study also gave thought to building private parking lots as a solution to the parking issues in the zones. And it suggested that supporting policies on the private parking lots be strengthened to promote the private parking lots in residential areas. Those policies will gradually improve parking problems in the parking environment improving zone.

  • Because vehicles increases very rapidly by elevation of people living standard since 1995 years, become parking space of residential street poorly and most vehicles is doing unlawfulness parking to two faces road. So, was placed popular enmity and administration's difficulty by operation of system that have been enforcing Resident Priority Parking System in each ward office since 1996 years, but is not computerized. In this paper examines about GIS technology, wire and wireless communication technology, character recognition technology etc. that is base technology necessary to Design and Implementation Wire and Wireless Integrated System for Resident Priority Parking System. Explain main process, That is registration, assignment, control, traction process. And see execution appearance of implementation system. Operation of integrated system is considered very rapidly regulation illegal parking and Illegal parking expect on the decrease.

  • A Parking Guidance and Information Service System is to provide real-time parking-information and the shortest parking-path for increasing the user's convenience, relieving traffic congestion, reducing illegal parking, and maximizing the efficiency of parking management. This paper discusses the result of the needs analysis, design, and implementation of the Parking Guidance and Information Service System. Furthermore, it analyzes and compares the parking time and vehicle turnover rate before and after the system installation.

  • In this study, we propose a method to regulate parking violations using computer vision technology. A still color image of the parked vehicle under question is obtained by a camera mounted on enforcement vehicles. The acquired image is preprocessed through a morphological algorithm and binarized. The vehicle's shadows are detected from the binarized image, and lanes are identified using the information from the yellow parking lines that are drawn on the load. Whether parking is illegal is determined by the conformity of the lanes and the vehicle's shadow.

  • Nationals Assembly have experiencing unbalance between capacities and demand of parking facilities because of increasing parking demand, free parking policy, long term parking and passenger car use of workers, usage of neighborhood office workers and visitors. The lack of parking facilities cause illegal parking on the street inside and outside of National Assembly which result in the disorder of parking culture. To solve these parking problems, this study suggest parking management system to enter the National Assembly for the short term and charging parking fee, operation by private company, constructing parking building by abrogation of upper limit and construction of ground park, and so on. The study, also, suggested to strengthen weekday or 10 day shift system, to increase shuttle bus and commuting bus, to activation of Han River waterside parking area, public transportation with those new parking management system. For the conclusion, the parking problems of National Assembly should be focused more on parking management than the parking facilities supply.

Detection and Recognition of Illegally Parked Vehicles Based on an Adaptive Gaussian Mixture Model and a Seed Fill Algorithm

  • In this paper, we present an algorithm for the detection of illegally parked vehicles based on a combination of some image processing algorithms. A digital camera is fixed in the illegal parking region to capture the video frames. An adaptive Gaussian mixture model (GMM) is used for background subtraction in a complex environment to identify the regions of moving objects in our test video. Stationary objects are detected by using the pixel-level features in time sequences. A stationary vehicle is detected by using the local features of the object, and thus, information about illegally parked vehicles is successfully obtained. An automatic alarm system can be utilized according to the different regulations of different illegal parking regions. The results of this study obtained using a test video sequence of a real-time traffic scene show that the proposed method is effective.
