A Study on the Personality Types of PMO Leader on Project Performance: Focusing on the Mediating Effects of Positive Psychological Capital

  • Purpose: The purpose of this study was to investigate the effect of organizational management competency according to the personality types of Project Management Office (PMO) leader on the Project Performance and to further verify the mediating effect of positive psychological capital. Research design, data and methodology: The collected data of this study was statistically checked using SPSS 25.0 program and AMOS 25.0, and the result analysis and hypothesis verification were conducted by applying demographic frequency analysis, descriptive statistics, model fit, reliability, validity, correlation analysis, and structural equation modeling. Results: The personality types of the project Management Office (PMO) leader had an effect on positive psychological capital and positive psychological capital had a mediating effect between project performance. Conclusion: Since the essence of project Management Office (PMO) leadership for organizational management exists in a smooth mutual relationship between the leader and the project members, it is necessary to expand the leadership education that strengthens the positive psychological capital and to manage the communication ability of the PMO leader continuously in terms of personnel management practice.

주민참여와 농촌 마을만들기 사업성과의 관계에서 거버넌스의 매개효과 실증분석 - 제주 웃뜨르권역 사례를 중심으로 - (An Empirical Study of the Mediating Effect of Governance in Relationship between Resident Participation and Rural Community Design Project Performance - Focused on the Case of Utturu Village -)

  • As rural development projects, mostly carried out in a top-down development method in the past came to take a bottom-up development method in earnest, entering the 2000s, resident participation became an essential element of a rural community design project, to the extent that it can influence the success or failure of a rural community design project. It is taken for granted that rural residents independently participate in community design projects, but as they are accustomed to various subsidy projects carried out by the government and become increasingly aging, it is not easy to induce their spontaneous participation in farming areas with such problems. Especially, to prevent the distrust between administrative agencies and residents from serving as an obstacle in the residents' spontaneous participation, it is necessary to construct horizontal governance among the village residents, administrative agencies and the group of experts supporting for the project. This study attempted to verify the mediating effect of governance in the relationship between resident participation and the performance of the rural community design project based on this problem recognition, and for this purpose, the results of a survey with residents in Utturu Village, Hangyeong-myeon, Jeju-si, which was completed by carrying out a comprehensive rural development project, the typical bottom-up community design project was used for an empirical analysis. The results of the study can provide implications for setting directions, establishing strategies and constructing governance of rural community design projects in the future, and especially, it can be said that this study has academic significance in that governance is recognized as an important variable related to the project performance.

국방물류전략의 성과요인 분석 (Analysis of Performance Factors of Defense Logistics Strategy)

  • This study reconstructed the military logistics improvement project currently being implemented by ROK military as a defense logistics strategy. In addition the factors affecting the performance of the defense logistics strategy are analyzed using PLS. The significance of this study is as follows. First, the defense logistics improvement project was structured as a defense logistics strategy according to function. Second, PLS is used for performance factor analysis. Most of the existing defense researches utilized the ML structural equation. However, this study used the PLS structural equation in view of the fact that each detail project is the formation of defense logistics strategy. Third, we identified projects that have a substantial impact on defense logistics performance and those that do not. We found that inventory, process, and information strategy influenced logistics performance among defense logistics strategies. On the other hand, it was confirmed that the facility/equipment strategy had no significant effect on defense logistics performance.

Forecasting Project Cost and Time using Fuzzy Set Theory and Contractors' Judgment

  • This paper presents a new method for forecasting construction project cost and time at completion or at any intermediate time horizon of the project duration. The method is designed to overcome identified limitations of current applications of earned value method in forecasting project cost and time. The proposed method usesfuzzy set theory to model uncertainties associated with project performance and it integrates the earned value technique and the contractors' judgement. The fuzzy set theory is applied as an alternative approach to deterministic and probabilistic methods. Using fuzzy set theory allows contractors to: (1) perform risk analysis for different scenarios of project performance indices, and (2) perform different scenarios expressing vagueness and imprecision of forecasted project cost and time using a set of measures and indices. Unlike the current applications of Earned Value Method(EVM), The proposed method has a numberof interesting features: (1) integrating contractors' judgement in forecasting project performance; (2) enabling contractors to evaluate the risk associated with cost overrun in much simpler method comparing with that of simulation, and (3) accounting for uncertainties involved in the forecasting project cost.

  • This research has seven factors such as top management leadership, belt system operation, implementation of systematic methods, adequate project performance measurement, customer focus performance, quality performance and business performance. Those are critical to correct implementation of Six Sigma. I set seven hypotheses which represented the relationships among the seven factors, gathered questionnaires and analyzed the data. Top management leadership affected positively the adequate project performance measurement and the belt system operation, The belt system operation affected the implementation of systematic methods positively and it also affected the adequate project performance measurement. It affected positively the customer focus performance, the quality performance and the business performance, respectively.

  • Recently, many software companies are trying to improve the software quality and project outcome with more costs and efforts in development time. In the software convergence and integration environments, it is required efforts to gain high quality of software. In other words, it is required to utilize software engineering knowledge and technology for higher software quality and better software project productivity. The Software development productivity can be varied by software process capability according to building a framework for software development, selection and use of appropriate technology, human resource management. Software process capability will influence software project outcome which is the general opinion. This study provides empirical evidence about software engineering efforts and investment approach to lead software project performance. We measured the software engineering efforts by SW engineering level and analyzed the corelation between software engineering level and schedule deviation. And, we verified that this performance is affected by the size of software company. As a result, software process capability is important to build a infrastructure and develop systematically software project. The higher software engineering level can lead to improved software project performance.

융복합 시대 모바일 커뮤니케이션 서비스 유용성이 팀 과제 성과에 미치는 영향 (The Effect of Service Usefulness of Mobile Communication Services on Team Project Performance in the Convergence Era)

  • 최근 팀 프로젝트에서 모바일 커뮤니케이션 서비스(MCS: mobile communication services)를 활용한 협업이 활발히 진행되고 있다. 본 연구에서는 MCS를 활용한 협업이 팀 프로젝트 성과에 미치는 영향을 살펴보았다. 조직 측면에서 팀 몰입과 팀 신뢰가 팀 프로젝트 성과 형성에 핵심적인 역할을 담당할 것으로 예상하였으며, MCS 유용성의 영향에 대해서도 살펴보았다. MCS 유용성을 형성하는 주요 특성으로 유비쿼티, 복합적 사용, 사용 용이성을 고려하였다. 팀 프로젝트 수행 시 IT 서비스를 자주 활용하는 116명의 대학생들을 대상으로 연구 모형을 검증하였으며, PLS를 활용하였다. 연구 모형 분석 결과, 팀 신뢰는 팀 몰입과 팀 프로젝트 성과에 긍정적으로 유의한 영향을 미쳤다. 하지만, MCS 유용성은 팀 몰입에 유의한 영향을 미치지 않았고, 팀 프로젝트 성과에만 유의한 영향을 미쳤다. MCS 특성 가운데 사용 용이성만 MCS 유용성 형성에 도움을 주는 것으로 밝혀졌으며, 유비퀴티와 복합 사용성은 MCS 유용성에 유의한 영향을 미치지 않았다.

사전 프로젝트 리스크 평가와 프로젝트 성과와의 관계에 관한 탐색적 연구 (An Exploratory Study on the Relationship with Previous Project Risk Evaluation and Project Performance)

  • 프로젝트에 대한 리스크 평가는 프로젝트의 성과를 사전에 판단할 수 있기 때문에 프로젝트를 수행하는 기업의 입장에서 사업수행 이전에 진행하는 활동 중 가장 중요한 활동이다. 본 연구는 이러한 프로젝트 리스크 평가가 사업 수행 성과 및 고객만족도에 어떠한 영향관계를 가지는 지 분석하기 위해 기술 및 일정 등과 같은 전통적인 리스크 요인과 재무적, 전략적, 특별 리스크 등과 같이 기업에서 활용하는 리스크 요인을 종합하여 리스크 평가를 위한 요인을 마련하였다. 분석을 위해 전체 134개 공공 및 민간 프로젝트에 대한 사전 리스크 평가 결과와 사업 수행성과 및 고객만족도 등 프로젝트 수행 결과에 대한 정보를 수집하였다. 분석 결과 도출된 리스크 요인들은 비즈니스 성과 및 고객 만족도에 어느정도 영향을 미치는 것으로 나타났으나, 리스크가 반드시 성과에 부(-)의 영향을 미치지는 않다는 결과도 나타났다. 이는 리스크에 대한 관리 수준에 따라 프로젝트 성과가 영향 받는다는 것을 의미하는 것으로, 향후 연구에서는 리스크에 대한 관리 수준과 프로젝트 성과와의 관계에 대한 실증적인 연구가 필요할 것으로 판단된다.

  • Building restoration is a complex process with a high level of uncertainty. Restoration professionals can significantly benefit from the well-established discipline of project management to achieve their targets; however, available evidence shows that the use of the project management body of knowledge in restoration projects is far from the desired level. Several historical organisations have since been established with the goal of preserving and governing cultural identity, and numerous studies have supported the need of preserving architectural heritage. Many owners, investors, academics, and developers believe that it would be considerably more expensive to renovate and restore an old building than to create a new one. Although the project management process is generally recognised, the concept of project management for architectural heritage projects differs due to the uniqueness of each project. It differs from many construction projects in terms of the need for research-based practices to define scope, planning, scheduling, supervision,decision-making,and also performance. The Greco-Roman Museum in Alexandria's planning, design, and building phases are being studied with the aim of identifying and analysing the variables that contribute to project delays. Three project management pillars were established as a result of gathering this data from the project's stakeholders: the first pillar addresses time management for the existing phase and how it will be incorporated into the new extension phase; the second pillar addresses performance in relation to project management issues in the delivery of the best quality of a construction project; and the third pillar addresses the scope of the new extension because it will significantly impact the other two pillars. This paper argues that a contemporary perspective which utilizes project management tools and techniques can contribute to the conservation of architectural heritage in line with the conservation principles.

구조방정식 모델을 이용한 중소기업의 IT화 성공지수(ITSI) 개발 연구 (Structural Equation Model for Information Technologization Success Index(ITSI) of Small and Medium Enterprise)

  • OECD countries including Korea positively adopt performance-based budget systems which convert an input-centered system to an output-centered system to solve two baffling problems: public expense retrenchment and efficiency recovery of government management. Output management of IT project propelled in public sector becomes a prominent figure influenced by these keynote of policy. However, it is placed in difficult circumstances to develop a performance index and the methodology to cover characteristics of IT project, measuring the goal achievement of business and the customer contentment according to the phases of business progress. Existing studies of IT project accomplishment measurement have been fulfilled on the subject of business targeting on IT technology application, administrative information network business and national base of information network construction. Most of the studies have been executed using BSC or AHP to reflect synthetically business specifics of IT project from a methodological point of view. In this study, we propose a structural equation model (SEM) to develop a performance index which measures the outcome of IT project according to the phases of business progress, avoiding a simple presentation of project outcome or conceptual frame. The proposed SEM is applied to the survey results of "IT support project for Small and medium business". Based on the fitted model, we apply ACSI concept to develop an Information Technologization Success Index (ITSI). This index allows us comparison of several IT vendors as well as feedback information for further improvement.
