By the way, in light of the knowledge, even public institutions are paying much attention to the management of IT assets for achieving organizational goals. Recently, some public institutions adopt balanced scorecard for enhancing efficiency in operations and management of total administrations. To be interested, some key performance indicators(KPI) of the balanced scorecard reflect the three aspects of IT assets and their possible outcomes. The main focus of this study is to investigate whether there is positive effects of IT asset management through balanced scorecard at public institutions. Specifically, we selected and classified KPIs into different categories depending on three aspects of IT assets, internal process change, and organizational outcomes. To address relationships of KPIs among the categories, we specified each category and developed as a variable respectively. A middle-sized city provided us with 138 KPIs for the development of scales.

IT 자산관리(ITAM, IT Asset Management)는 조직이 소유한 IT 자산과 관련된 모든 이력 변경 정보, 비용, 계약 및 구매/리스 데이터를 관리하는 것이다. 자산 취득 및 처분에 관한 기술, 재무 및 계약 정보를 취득하고 통합한다. 그리고 유지하는 과정. 비즈니스의 효율성과 효율성을 높이기 위해 IT 인프라의 서비스 및 리소스에 대한 자산 관리의 4가지 요소(4C, 특성: 자산 수명 주기 정보, 구성: H/W와 S/W 정보, 계약: 서비스 및 보증, 종합관리: 보증 정보, 비용 및 재무 정보)는 회사 인프라 자원의 TCO 및 ROI를 개선하고 생산성의 범위를 확장하는 것을 목표로 한다. IT 자산 관리의 필요성은 사업에 필요한 IT 자산 정보 제공, 비용 관리, 구매 결정에 필요한 정보 제공, 소프트웨어 라이선스 및 하드웨어 자원의 재활용 촉진, 장치 노후화로 인한 추가 비용 방지를 위한 것이다. 비용 예측 및 관리, 내부 통제 및 외부 감사 대응, 사업부별 IT 비용 및 활용도 분석을 유지 및 지원한다. 사업부의 IT 자원 사용으로 인한 문제는 업무 효율성을 저하시키고 IT 부서의 업무를 증가시키며 결과적으로 기업의 비용을 증가시키며 이것이, IT 자산 관리의 현실이다. 본 논문에서는 적용 사례를 통해 더 나은 관리 방안을 마련하기 위한 방법을 제안한다.

As IT is also recognized as assets, IT assets management system is trying to introduce for the management and operation in domestic enterprises and public institutions. The general assets management system was introduced in domestic companies, but because it managed mainly the only simple information about the assets, there were a lot of operational difficulties of the assets. In order to operate effectively the IT assets used in special business such as bank, prosecutors, railway, etc the classification system of IT assets based on the EA was needed first of all. Accordingly, in this paper, we classified IT assets systematically according to the EA meta model Application Guide V1.4 in consideration of the characteristics about the IT asset business for A public institution, and performed to improve the operating costs and efficiency by implementing a web-based IT assets management system for this public institution.

최근 몇 년 사이 기업들의 IT자산 수량과 투자비용은 급격히 증가하였다. 매년 많은 예산을 IT에 투자하여 정보시스템을 구축하고 그에 따른 IT자산을 도입하였지만, IT투자가 비즈니스의 향상 및 개선에 많은 도움이 될 것이라는 기대와는 달리 IT서비스가 비즈니스를 지원하지 못하는 경우가 발생하고 있다. 최근 IT최대의 화두인 IT거버넌스 개념 역시 IT와 비즈니스의 GAP을 줄여서 IT 서비스가 경영목표와 전략을 지원하도록 IT운영을 하자는 것이다. 해양수산부는 정보자산관리시스템을 통하여 본부 및 여러 소속기관의 정보자산을 통합 관리하고, 투자에 앞서 비즈니스의 요구에 맞는 투자가 되도록 지원하고, 투자된 IT자산을 효과적으로 관리할 수 있는 방안을 마련하고 IT핵심 서비스들에서의 활용으로 그 가치를 더해 갈 것이다. 본 사례연구는 ITA를 서두르고 있는 정부 및 공공기관에 그의 기반이 될 정보자산관리체계 구축사례를 제사하고자 한다.

Generally, asset management procedure consists of exact information collection, decision of service level, analysis of aspiration level, analysis of financial condition and available budget, preparation of asset management plan, and value of modified asset. In this study, for the risk-based asset management, condition assessment and performance measuring, assessment of failure modes and risks, evaluation/selection of treatment options, and implementation of optimum solution are additionally included. For this, bridge inventory and performance measure considering risks are classified and method of quantitative/qualitative performance measure is suggested. Also, evaluation method of risk analysis for bridge asset management is suggested and basic research is carried out for applicable method of risk-based asset management. Using suggested risk procedure and method of risk-based bridge service level evaluation, it is possible to perform resonable asset management. Moreover, it is concluded that the proposed applicable method of risk-based asset management will provide a solution to contribute the development of systematical asset management for optimal decision making and prototype asset management system.

As ubiquitous computing technologies become the important paradigm for replacing internet based IT paradigm and developing the next generation IT, the research and development on the ubiquitous technologies are progressed actively. One of the core technologies for ubiquitous computing is RFID. In this paper, we design and implement the property management system as a new business item using the RFID since the demands for the u-business model that considers the ubiquitous environment are being grown. There are many properties in the organizations such as companies, schools and so on. Many users share these properties. Thus, these fields require efficient management systems for monitoring a variety of information such as the locations and the detailed information of the properties for the monitoring and lending services. We attach RFID tags to every property and monitor their information with our web-based management system. Our management system provides the monitoring service and the lending service for properties and users.

According to Korean Ministry of Land, Transportation and Maritime Affairs, total national SOC(Social Overhead Capital) stock comes up to 500 billion dollars. Until now, although the construction of SOC is more important than the maintenance of them in Korea, it is necessary to introduce of valuation based total asset management concept in nowadays. In this paper describes problems of exsiting data collection method, needs of Information Technology and introduction of RFID/USN(Radio Frequency IDentification/Ubiquitous Sensor Network) in data collection stage.

With the social infrastructure being deteriorated, there is a growing need to introduce the asset management to social infrastructure management in order to increase their value and save budget. Social infrastructure asset management is a new concept of facility management in response to these demands. It is defined as a procedure for collecting and analysing facility maintenance data and for making and practicing an economically optimized management plan. Detailed survey work of asset management business is analyzed in order to derive a strategy for asset management information. The contents of IIMM of New Zealand and the asset management definition of the FHWA of the United States, and representative facility management systems of Korea are analysed. The role between organizations and the relationship between business and organization were analyzed. Information required for asset management and for existing facility management systems is compared with business of asset management. In this thesis, three development strategies are suggested. The first one is to develop core business of asset management while excluding duplicated development. The second one is to divide system's structure into three layers. And the last one is to share information by interfacing asset management systems with existing facility management systems.

기업간의 경쟁이 치열하여지며 새로운 고객의 유치에 많은 비용과 노력이 드는 상황에서, 고객과의 관계를 어떻게 유지하고 발전시켜 나가느냐가 기업의 지속적인 경쟁우위를 확보하는 중요한 수단이 되고 있다. 요즈음 산업계에서 화두가 되고 있는 고객 관계 관리(CRM)가 치열해지는 경쟁시장에서 기업의 지속적인 경쟁우위를 확보하는 주요한 전략으로 등장하였다. 성공적인 고객관계 관리를 실행하기 위하여 고객의 가치, 브랜드 자산 등을 포함하는 고객자산의 개념정립과 전략적 관리가 필요하다. 본 연구 에서 고객관계에 관련된 고객자산의 개념을 고찰하고 이를 전략적으로 활용하는 방안 을 분석하고자 한다. 또한 CRM의 성공적인 도입과 활용을 위하여 필요한 여건과 조치를 제시한다.

In Korea, much effort is being made to introduce asset management for improved efficiency and lower costs. Many researches related to asset management are ongoing, but asset management for public facilities is still in its early development stage in many countries including Korea. It is necessary to continuously improve and complement asset management for its successful execution. Thus, there should be a series of performance measurements and evaluations to perceive the current state of asset management in Korea from which to set future goals. In developed countries including Australia, asset management performance is measured using various methods for diverse purposes. The Korea Institute of Construction Technology has recently launched a study entitled Development of an Asset Management System for Public Facilities (KTAM-40) to change the country’s existing countermeasure-type maintenance system into a preliminary maintenance system and to suggest asset management evaluation parameters. this study aims to develop performance indicators of effective asset management with respect to its utility, which shall include all matters that are important for the efficient measurement of the management of domestic public facilities using the BSC (Balanced Score Card) method, and AHP method.
