A Study of Policy on the Win-Win Strategy of the Department for the Largest Local Administration Innovation (지방행정혁신 확산을 위한 부서간의 협력증진에 관한 정책적 연구)

  • The purpose of this paper is to find an appropriate policy for local government innovation step by step. In order to accomplish this purpose, we considered the characteristics and situation of Gumi city. Specifically, we analyzed the win-win strategy of the department for the largest local administration innovation. Finally, we found that the chief executive's leadership and other strategies such as the adjustment of the innovation propulsion system are key factors. Also, Managing the resistance to change appeared during the process of local administrative innovation is important . The failure of the policy for local government innovation is caused by the failure to manage the resistance Thus for government innovation to succeed, correct informal ion provision, comprehensive participation of public officials and effect ive management of resistance is necessary.

The Influence of Information Security Related Work Stress on Information Security Policy Resistance through Job Burnout (정보보안 관련 업무 스트레스가 직무 소진을 통해 정보보안 정책 저항에 미치는 영향)

  • Recently, the importance of information security (IS) has been socially recognized, leading organizations to adopt IS policies, secure specialized personnel, and demand IS compliance from employees. However, the implementation of these policies can disrupt existing work processes, causing resistance among employees. This study aims to elucidate the mechanism linking work stress, caused by IS policies that do not consider the work system, to individual job burnout and IS policy resistance. We established a research model and hypotheses based on previous studies and utilized structural equation modeling with data collected from organization members of companies that have implemented IS policies. The results of the structural equation modeling confirmed that work ambiguity and work impediment are linked to IS policy resistance through job burnout, characterized by emotional exhaustion and disengagement. Our findings suggest that the swift implementation of IS policies can provoke a backlash from employees, with stress being the primary cause. This paradoxically indicates the need for the development of organization-specific IS policies.

  • Freight transport by railway is gaining more attention at present as a countermeasure against global warming. In keeping with this purpose, the present study examined various methods for promoting railway use through minimization of the transfer resistance of bulk freight at railway stations. First, the transfer-related factors that shippers consider as important when choosing railway as a transport mode were identified. Also, the relative importance and the level of influence of each factor during the transfer stage were evaluated. Policy directions for reducing transfer resistance in railway stations were then proposed based on the analysis of the transfer resistance factors. The policy directions include both hardware and software approaches. The necessary reduction ranges with regard to the transfer cost and time through policy implementation efforts were suggested as well.

  • An insider's information security incidents continue to occur, there is a growing demand for strengthening information security within the organization. However, when strict information security policies and rules are applied to employees of the organization, it can result as an information security stress and resistance behavior. The purpose of this study is to suggest the causes of insiders' negative information security behavior and factors that mitigate the cause. In particular, the study identifies how the mutual influence of individual (psychological empowerment) and organizational (justice climate) factors mitigates negative behavior. In this study, a sample was obtained by surveying workers of organizations that reflect information security policies to insiders, and hypothesis testing was performed by structural equation modeling. As a result of the analysis, role stress had a partial mediating effect on the effect of psychological empowerment on security policy resistance, and the justice climate strengthened the effect of psychological empowerment. Our results suggest a direction for reducing insider information security policy resistance, so it helps to establish a strategy for achieving internal information security goals.

  • As information security(IS) is recognized as a critical success factor for organizational growth, organizations are increasing their investment in adopting and operating strict IS policies and technologies. However, when strict IS technology is adopted, IS-related techno-stress may occur in the employees who apply IS technology to their tasks. This study proposes the effect of IS-related techno-stress formed in individuals on IS policy resistance through IS strain and proves that task-technology fit mitigates the negative effect of techno-stress. Research models and hypotheses were presented through previous studies, and the secured samples were used, and structural equation modeling was applied to verify hypothesis. As a result of the study, it was confirmed that IS-related techno-stress (overload, complexity) affected IS policy resistance through IS strain (anxiety, fatigue), and that task-technology fit moderated the relationship between techno-stress and strain. This study suggests a strategic direction for improving the level of internal IS from the viewpoint of suggesting ways to mitigate the stress of employees that may occur when IS policies and technologies are adopted.

  • The purpose of this study is to explore conquest plans of the barrier and resistance in innovation management. In addition, this study is to describe the model of innovation resistance that reflects adoption process stages and identify the factors that drive the resistance of consumers and the barriers. Whenever organizations try to plan and implement some kind of innovation in organizations, they confront the resistance and barriers in many ways. By understanding innovation resistance and barrier, organizations can not only design better innovations but can develop strategies to reduce resistance and conquer the barriers. Thus they accelerate innovation. Also, these results indicate that people resist innovation strongly when it betrays their value, needs and beliefs or when they felt the pressure on self-conviction and mental risk, loss, and lack of knowledge. Understanding the factors that drive the innovation resistance and barrier has important implications for both theoretical development and managerial action.

  • The purpose of this study is to investigate the factors influencing the innovation resistance of cloud computing services and to suggest policy alternatives to increase the use of domestic cloud computing services. For this, a survey was conducted on 178 SMEs that introduced cloud computing services with government support. As a result, technostress, CEO informatization leadership and organizational structure concentration had a significant influence on innovation resistance. Therefore, in the future, first, it is necessary to provide user-centered cloud computing services in the direction of reducing technostress. Second, it is necessary to apply cloud computing services through a deeper understanding of the organizational characteristics of each small and medium enterprise. Third, there is a need for advanced security authentication and a compensation system. In order to promote the use of cloud computing services, an environment in which users can safely use should be prepared first.

Consumers' knowledge and attitudes toward antibiotic resistance (항생제 내성에 대한 소비자의 지식 및 태도)

  • This study was conducted to investigate the association between socio-demographic factors and attitudes toward antibiotic resistance and consumer's knowledge on antibiotic use for common cold. Telephone survey was conducted between June 24 and July 2, 2009, among 1,015 adults who were randomly stratified by age, sex and area. A total of 921 respondents were included in the analysis. Logistic regression was used to analyze the influence of socio-demographic factors on knowledge and attitudes. A total of 452 respondents(49.1%) recognised that they knew about antibiotic resistance and 769 respondents(83.5%) worried that antibiotic resistance is a serious problem in Korea. A total of 577 respondents(62.7%) had adequate knowledge on antibiotic use and resistance. Multiple logistic regression showed that younger age and higher education level were associated with adequate knowledge. The odds ratio of appropriate knowledge among persons with college degrees was 5.25(95% CI, 2.78-9.90) compared to those with elementary or less education. Sex and income variable were not predictors of adequate knowledge on antibiotic use and resistance. This study showed that consumers with less education had inadequate knowledge on antibiotic use for common cold. Even though consumers in their 40s and 50s thought they knew about antibiotic resistance, there is a need to improve their knowledge. Education campaigns for appropriate antibiotic use have to be differentiated among consumers with different socio-demographic characteristics.

  • In this study, we investigated the influence of smart factory's implementing energy management system on innovation resistance and work performance. We surveyed and analyzed 211 employees of system construction companies in the metropolitan area. In order to increase the introduction performance through diffusion of the energy management system, it is found that it is important to support the organizational-level management strategy to reduce the user's resistance to innovation. In conclusion, this study has implications for positively leading to the efficiency and management performance of the manufacturing process of the manufacturing enterprises, and it is necessary to follow - up studies considering the characteristics of the energy management system and the expansion of the research scope in the future.
