  • 본 논문에서는 IMO e-Navigation 전략이행계획 구현의 일환으로 시작된 한국형 e-Navigation 사업과 관련하여 전자해도 스트리밍 서비스 개발방안을 연구하였다. 이를 통하여 ECS 의무탑재 대상이 아닌 소형 선박 운항자들이 모바일 단말을 이용하여 S-101 차세대 전자해도 기반의 모바일 전자해도 스트리밍 서비스를 이용할 수 있을 것으로 예측된다.

  • 국제해사기구(IMO)에서는 인적과실의 예방과 항해사의 업무부담 경감을 위하여 e-navigation의 도입을 추진하고 있고 전략이행계획에 따라 2019년까지 e-navigation의 구현을 위한 관련 지침의 개발과 협약규정 제 개정작업이 활발히 진행 예정이다. 해양사고에 취약한 소형선박이나 어선에 e-navigation적용위해서는 사고예방에 관한 시스템의 개발과 구축이 필요하다. 본 연구에서는 IMO의 e-navigation 솔루션과 현재 정부에서 추진중인 한국형 e-navigation 구축사업 내용을 바탕으로 향상된 개념의 소형선박의 선박충돌예방지원시스템을 연구하여 제시하였다. 이 연구가 e-navigation이 실질적인 해양사고 예방에 효율적으로 활용되는데 정책적인 측면과 실무적인 측면에서 기여할 수 있다고 보며, 특히 연안선박과 소형어선의 안전증진에 기여할 수 있기를 기대한다.

  • VTM is regarded as a core element in e-Navigation under developing by IMO. IMO's e-Navigation aims for VTM which could provide more navigational information for ships and provide more active VTS services for safe and efficient marine traffic environment. To be successful for VTM under e-Navigation, VTS operator's experience and ability for carrying out VTM tasks are essential. In this study, Decision-making support system for VTS operators are designed conceptually which support VTS operators' VTM tasks by providing informations on traffic risk, and predicted behaviour of ships. This paper describes a designed system with design concept, main functions, main elements and necessary technologies to be developed.

Automated Ship Reporting System in the Context of e-navigation

  • Ship reporting systems are used to exchange information between ship and shore. To realize the digital ship reporting concept, the International Maritime Organization (IMO) recently developed revised guidelines and descriptions of Maritime Service for ship reporting systems in the context of e-navigation. To improve the existing ship reporting system, each Administration should follow the IMO guidelines for ship reporting system. The purpose of this paper is to identify follow-up measures to be taken by the Korean Government as a member State according to the recently developed IMO guidelines in the context of e-navigation, and to present the considerations for the implementation of follow-up measures in Korea. In this study, a ship reporting system in Korea was investigated to identify the considerations for the digital ship reporting system. Consequently, a digital reporting system and digital traffic clearance were proposed and considerations for ship reporting system are presented. This paper is expected to be helpful for the safe operation of ships by presenting the considerations necessary for the implementation of an automated and standardized ship reporting system.

  • The e-navigation has been being developed in IMO is a sort of strategy to provide user-oriented services for safe navigation and environmental protection based on the architecture and its related services complying with the user needs. At NAV $57^{th}$ meeting in 2011, the overarching e-navigation architecture was approved which represent overall relationship only between onboard and ashore elements, so more detail technical architecture for each element should be developed for implementation in view of services and systems. Considering the continuous and iterative verification of e-navigation development process required by IMO, the relationship and traceability should be took in consideration between the outcome of e-navigation process and the element of the architecture. In this paper, we have surveyed literarily the user needs, result of gap analysis and practical solutions to address them and defined the architecture elements and their relationship considering the three kinds of views of DoDAF(Architecture Framework) of US department of Defence, in result, proposed the e-navigation shipboard technical architecture.

  • IMO established an e-Navigation Strategy Implementation Plan(SIP) in 2014 and they aim to enforce in 2019. Accordingly, korean government also prepared e-Navigation SIP as the Next Maritime Safety Comprehensive Management System in 2015. The main content is to promote R&D by putting 131 billion won over the next five years from 2016 to 2020. On the other hand still in a situation that staying at the conception level of Korean e-Navigation System, by study the architectural design requirements of the Korean e-Navigation system, so we will be able to establish future research directions.

  • 최근 해양 분야에서는 해상과 육상의 다양한 데이터를 통합, 활용하여 해상에서의 선박의 안전 운항, 해양 환경 및 자원의 보호 등의 활동에 필요한 정보를 적시에 제공하는 정보 서비스 체계로 e-Navigation에 대한 관심이 높아지고 있다. 국제해사기구(IMO)를 비롯한 해양 분야 국제기구 등은 e-Navigation을 위한 정책, 표준, 관련 기술 및 시스템 개발 등 e-Navigation을 주도하기 위한 많은 노력을 기울이고 있다. UN산하 해사안전 분야 전문기구인 국제해사기구(IMO)는 인적과실에 의한 해양사고를 줄이기 위해 2006년 e-Navigation 도입을 결정, 2018년부터 시행하기 위해 국제협약 제 개정 등을 추진하고 있다. 해양수산부는 국제해상안전 규제동향에 선제적으로 대응함으로써 해양안전을 강화하는 한편, 관련 분야 신산업 육성과 일자리 창출 등을 목표로 하는 "한국형 e-Navigation 대응전략"을 발표하였다. 항로표지는 해상에서의 안전한 활동을 지원하는 필수 시설로써 e-Navigation 시스템의 중요한 운영자원으로 활용될 예정이며 이에 국내에서도 e-Navigation 시스템 운영을 위한 항로표지시설에 대한 기술 개발이 절실한 실정이다. 이러한 항로표지를 이용한 한국형 e-Navigation 운영을 위한 발전 방안에 대하여 기술하였다.

  • The International Maritime Organization (IMO) has defined e-Navigation for the purpose of providing safe and efficient maritime information and communication services. Currently, a maritime cloud is being developed as a communication infrastructure for e-Navigation services. In this paper, we design the structure of vessel ID importation system which can efficiently register the maritime ID in the maritime cloud environment.

  • IHO has established S-100 Standard profiled from ISO 19100 GIS standards for standardization and improvement of hydrographic data and are developing S-10X Standards. IMO is implementing the e-Navigation strategy for maritime safety and marine environment protection and has established the CMDS as information standard framework which will be developed from the S-100 standard. The development domain of e-Navigation can be divided into onboard, communication network, onshore and VTS is a core actor in onshore system. In this study, we analyzed the effects of S-100 standard development on VTS through e-Navigation strategy of IMO and suggested the cooperation between hydrographic fields and VTS fields under e-Navigation strategy.

  • The e-navigation in IMO(International Maritime Organization) has been developed as a strategy for user oriented service followed by HEAP(Human Element Analysing Process) to assess the solutions in view of human ergonomics. Although IMO already had an interim guideline for human element assessment, it did not include appropriate human elements for user-oriented assessment, therefore there should be a need for revising the human elements of current guideline for ergonomic assessment of e-navigation. We have developed user-oriented human element checklist, threat elements caused by human external condition and error elements originated by human itself in line with the e-navigation development concept of user-based approach.
