This study compares the economic impacts among ICT sectors and derives strategic considerations for development of the ICT industry in Korea. Prior to analysis, this study classified ICT industry into four sectors: ICT equipment, components, service, and SW/system. This study conducted Input-Output Analysis on the four ICT sectors. An Input-Output Analysis is a quantitative economic technique that represents the direct and indirect interdependencies between different industries of a national economy. Features of each ICT sector were observed in the results. Within the ICT equipment sector, production is decreasing, import dependence is increasing, and employment size is very low, relative to the overall ICT industry. The component sector accounts for the over half of the output and value added of the ICT industry, but domestic production has recently declined. The subsector experienced decreasing production and increasing imports relative to the other ICT subsectors. In the service sector, output is small but its production and employment impact is very high. The fourth sector, ICT SW/system, has very low impact on production but high impact on employment. These features suggest two strategies to develop the ICT industry in Korea. First, the ICT component and service sectors should be promoted to stimulate growth of the national economy. Second, to encourage employment growth, policies should promote the ICT SW/system and service sectors.

본 연구는 국내 ICT 제조업과 서비스업의 경쟁력 강화를 위한 기초 연구로서 효율성과 생산성 추이 및 생산성의 결정요인을 분석하는 것을 목적으로 하였다. 구체적으로 본 연구는 ICT산업의 효율성 분석을 위해 ICT 제조업 23개 업종과 ICT 서비스업 18개 업종에 대하여 2007년부터 2011년까지 5년간 규모의 수익불변을 가정한 DEA(Data Envelopment Analysis)의 CCR모형과 규모의 수익가변을 가정한 BCC모형을 통해 기술효율성과 순수기술효율성의 정태적 효율성을 살펴보고, 기술효율성에 대한 DEA/Window 분석과 Malmquist 생산성 지수를 이용하여 동태적 효율성을 분석하였다.

Information and Communication Technology (ICT) has revolutionized the world and has profound impact on the social and economic development of a country. Implementation, practice and accessibility of ICT is viewed as an integral part of any countries' strategy today. These new technologies are becoming popular due to their ability to produce, distribute and provide instant access to massive information in no time. ICT has pervaded almost every aspect of human endeavor that may include health, education, economics, governance, entertainment etc. Tourism is one such vital industry that find enormous application of ICT in its strategic and operational level, to promise long term benefits and enhance economic growth. Tourism industry in western world and some developed countries of Asia have applied ICT for more than 30 years, and have gained tremendous benefits. Nepal which is also growing as one of the favourite tourist destinations lacks proper implementation of ICT in this industry. In our study we examined how the ICT can play a vital role in developing the tourism industry of Nepal. This study is an exploratory research based on primary data collected from tourist visiting Nepal, supported by information from tour operators, government agencies, NGOs and INGOS. A framework is devised on the basis of data and information collected and finally, discussions elaborate on the prospect and challenges of implementation of ICT in tourism industry of $Nep{\grave{a}}l$.

This study has a purpose to analyze quantitatively whether ICT industry provides the qualitative indicator of employment to attract excellent human resources. We investigate the relationships of labor market conditions among ICT manufacturing, non-ICT manufacturing, ICT services, non-ICT services. Therefore, the quantitative and qualitative indicators of employment (wages, working hours, admission and turnover, involuntary retirement, and the duration years of job) are analyzed for the ICT industry and IT workers. In order to quantitatively analyze qualitative indicators such as employment status and longevity, we used employment statistics. In order to compensate for the limitations of employment insurance data, the comparison analysis with the survey data of economically active population of the National Statistical Office was conducted. As a result of this research, ICT service industry has to improve the working conditions of employees and establish an ecosystem for a lifelong career base to grow as a specialist, need to pursue an investigation for ICT worker career shift, and promote standard labor contracts. In addition, protection of employees, ICT-related job vision and social respect have to be perused.

This paper analyses the Korean information and communication technology supply side across the economy using 1995, 2000 and 2003 input-output tables. Input-output analysis considers inter-industry relations in an economy, depicting how the output of one industry goes to another industry where it serves as an input, and thereby makes one industry dependent on another both as customer of output and as supplier of Inputs. It can be evaluated that the recent growth of Korean ICT sector has come from the development of communication service and equipment industry and software industry. Although the high performance and positive revealed comparative advantages in ICT manufacturing sector, the value added and employment in that sector are not satisfactory. It may reflect in part high portion of imported intermediate goods in ICT manufacturing. However, it is fortunate that ICT services, which accounted for relatively high value added, induce the development of ICT manufacturing and follow strong export performance. Moreover, it is expected that the software sector with high value added and employment will be a major driver of ICT growth.

평화 통일을 유도하기 위한 최우선 정책은 북한의 인터넷 개방유도이다. 남북한 ICT산업 교류협력을 위하여 인터넷 개방을 유도하기 위하여 북한의 ICT 일반표준, 인터넷 현황과 산업현황, 실현가능성 등을 분석하여 준비 과제를 도출하였다. 남북한 ICT산업 교류협력을 위한 우선과제는 낙후되어 있는 북한의 기술수준을 선진화하기 위한 노력이 필요하다. 이에 한국의 첨단 정보화 인프라를 적극 제공하여 기술격차를 줄이는 것이 선행되어야 한다. 따라서 본 연구에서는 남북 ICT산업의 국가기술규격 및 표준화를 통한 북한 인터넷 개방유도에 대하여 연구하였다.

본 연구는 ICT 분야 국가연구개발사업 후 이루어지는 성과분석의 개선을 위한 정책적 대안들을 논의하고 있다. 이를 위해 성과지표 설계, 성과분석 방법론, 성과분석 결과의 공개 및 비교, 추적조사의 확대, ICT 분야 성과분석의 통합관리 이슈 등을 중심으로 현황 및 문제점을 진단하였다. 이 같은 문제점을 개선하기 위해 본 연구에서는 성과지표 개선을 위한 컨설팅 활용, 사전에 설정된 성과지표의 유지, 효과성 측정을 위한 질적 성과지표의 도입, 사업 특성에 맞는 새로운 연구방법론의 적용, 성과의 비교 평가 강화 및 이를 위한 성과지수 도입, 주요 연구개발사업에 대한 추적조사 의무화, ICT 분야 성과분석을 위한 독립된 임시 조직의 활용 등을 제안하고 있다. 본 연구에서 제안하는 정책 대안이 반영될 경우 향후 ICT 분야 국가연구개발사업 성과분석의 효율성 및 효과성이 증진될 것이며 나아가 사업의 개선 뿐 아니라 산업 경쟁력 강화에도 일조할 것으로 기대된다.

As the ICT is an industry which is the basis of the technology convergence, it is the driving force of development for new business opportunities and existing industries. But, most of the existing studies for ICT convergence have identified the trend for convergence in technological terms. So, it is difficult to identify the convergence trend in the subject innovation perspective which leads the innovation activities In the ICT industry. The newly entered companies in the ICT industry are key indicators to identify the convergence trend. They have two specific characteristics that show the wide range of the convergence technology and the application rate of the convergence. Because previous studies did not take into account these two characteristics of the newly entered companies, so it is hard to analyze the exact convergence trend. Therefore, in this paper, we classify the patents for the ICT industry depending on the subject innovation. Then, we deduct the core convergence technology in the ICT industries and application area of the non-ICT industries.

While the 4^th Industrial Revolution (4^th IR) is actively being discussed in Korea, the core and common point is that in the era of the 4^th IR, computer networking is becoming more common due to the generalization of ICT(Information and Communication Technology). There may be a variety of factors that have allowed ICT to occupy a core position in the 4^th IR, but the most important may be the position of ICT as a foundation technology. ICT has important technical value in itself, but when it is converged with other technology or industry, or when it acts as a foundation technology of such technology or industry, it greatly improves the value of existing technology or industry. Thus, this paper focused on ICT, the core technology of the 4^th IR, to examine the past, present and future of ICT-related R&D and ICT-based convergence industries. In other words, the purpose of this study is to identify which areas ICT has been actively researched from past to present and what changes have been made in such areas.

최근 우리나라에서 재배되고 있는 농작물은 지구 온난화 등의 영향으로 점점 북상하고 있다. 이러한 농업 환경의 변화에 적극적으로 대처하기 위해 본 논문에서는 농업 재배지의 환경 데이터를 수집하고 분석하여 현재 농업 재배지에 최적화된 농작물을 추천할 수 있는 농작물 추천 서비스를 제안한다. 이를 위해 농작물 추천 서비스에 활용하기 위해 농업 환경 데이터의 모니터링과 농작물 데이터 관리 스마트팜 모형을 설계 및 구축한다.
