  • The Seoul Metropolitan Government and the Ministry of Science, ICT, and Future Planning(MSIP) are promoting the creation of "R & CD clusters" in the Yangje area as a base for future growth engines that will lead the fourth industry. The Yangje area has many large enterprise research institutes and ICT SMEs, and is located in the south part of Seoul and has geographical advantages such as traffic, education, and leisure life. As an initial research for the successful cluster of the Yangje area, quantitative analysis was carried out to identify the status of ICT SMEs in Yangje area using the Korean company information DB and contents of "Korea SMTp 2017 DVD ROM". • This study aim to figure out the limitation of existing ICT SMEs technology support programs conducted by Government Funded Research Institute. To investigate the limitations of SMEs programs, we conducted Focus Group Interview(FGI) with staff in charge of R&D department of beneficiaries(ICT SMEs). The results of FGI show that SMEs have troubles with the lack of R&D manpower, R&D infrastructure and non-R&D activities. Then, we conducted Delphi survey(derived from FGI) with related field experts to ask the problems and limitations of SMEs programs. The Results of Delphi show that SMEs programs has limitations with avoiding of SMEs support staff, lack of public R&D infrastructure sharing center, incompleteness of policies. Based on the results of FGI and Delphi, we suggest the several ways to improving SMEs programs.

  • As Korea strive to bolster their respective economies and to minimize the repercussions of the global financial crisis, policies for strengthening the innovative capabilities of small and medium enterprises have emerged as an important means for pursuing these governmental efforts. In this study, possibilities and limitations of R&D information support policy are researched empirically and implications are provided to enable evidence based policy. Futhermore, the effects of government R&D information support policy on the technological and economic performances of SMEs (small and medium enterprises) are analyzed by using survey results of SMEs technology statistics in 2014. According to the results, R&D information support program (SME R&D planning support program and technology information support program) provided to SMEs was significant for R&D investment. On the other hand, the program, did not exhibit any significant correlation to technological and economic outcomes of SME. The program was also found to have a significant correlation to SMEs' technological outcomes in the case of the specific groups of ICT technology category. I anticipate that the results of this study will serve as a guide to various policy-related issues for policymakers who are conceptualizing programs to support ICT technology-oriented SMEs, and I particularly hope that this study will provide various insights for companies and researchers in their efforts to build R&D information support program for SMEs.

  • The ICT industry has been the main driver of Korea's economy with international competitiveness and is expected to be the growth engine that will revitalize the currently depressed economy. A broad range of different perspectives and opinions on the industry exist in Korea and overseas. Some of these are stereotypes, not all of which are based on objective evidence. Stereotypes refer to widely-held fixed opinions on a specific group and do not necessarily have negative connotations. However, they should not be viewed lightly because they can substantially affect decision-making process. In this regard, this study sought to review the stereotypes of ICT industry and identify objective and relative stereotypes. In the study, a decision-tree analysis was conducted on a survey result of 3,300 small and medium-sized enterprises (SMEs) in order to identify Korean ICT companies' characteristics that distinguish them from other technology companies. The decision-tree analysis, a data mining process based on machine learning, took a total of 291 variables into account in 10 subjects such as: corporate business in general, technology development activities as well as organization and people in technology development. Identifying the variables that distinguish ICT companies from other technology companies with the decision-tree analysis, the study then came up with a list of objective stereotypes of ICT companies. The findings from the stereotypes of Korean ICT companies are as follows. First, the companies are in need of technology policies that help R&D planning and market penetration. Second, policies must better support the companies working to sell new products or explore new business. Third, the companies need policies that support secure protection of development outcomes and proper management of IP rights. Fourth, the administrative procedures related to governmental support for ICT companies' R&D projects must be simplified. It is hoped that the outcome of this study will provide meaningful guidance in establishment, implementation and evaluation of technology policies for ICT SMEs, particularly to policymakers or researchers in relevant government agencies who determine R&D policies for ICT SMEs.

  • Recently, the Korean government is planning to create ICT-centered clusters that will lead the fourth industrial revolution in the Yangjae-Umyeun area. In order for a cluster to be successful, innovation environments such as support systems and institutions should be appropriately prepared. In this study, we present a hierarchical model of ICT SME support measures after comprehending the support measures for existing SMEs and the factors needed for clustering, and then deriving the priorities of support measures. The questionnaire was distributed to 9 ICT SMEs and R&D experts. A total of 6 copies were collected. The priority of the support measures in this study is expected to be utilized for the successful development of R&CD cluster and the allocation of the support budget.
