Objectives: It has been pointed out that there are problems in handling and managing chemicals due to trade secrets of Material Safety Data Sheet(MSDS). To date, some company intentionally leave out of several parts and use an inaccurate expression in MSDS. In particular, with the result of the inspection of the government and labour community, it is required that the 2nd section in MSDS included the composition and information on ingredients has to be provided with comprehensive expression to secure more reliability. Methods: Therefore, this study is aimed: 1) to recognize the current status of trade secrets of MSDS in workplaces with both domestic manufacturers of chemical products and multinational corporations; 2) to make contributions to prevention of the industrial accidents by providing the accurate information of MSDS; 3) to improve the risk communication system related with chemicals; 4) to impress workers on the importance of right of known for MSDS. With the result we analyzed the status of trade secrets in MSDS in 73 companies, such as petrochemistry production, paint production, metal processing oil production, detergent production, and international company related with chemicals, we have found that 38,150 (45.5%) have the trade secrets parts in the total number of 83,832 in MSDS. Also, based on the 288 MSDS gathered by the Occupational Safety and Health Research Institute (OSHRI) from 2005 to 2009, 41.7% of the MSDS are classified into the trade secrets. Conclusions: Therefore, to procure an assurance system of MSDS, we suggest that a MSDS picking up and checking system be legislated in the Occupational Safety and Health Act to protect workers from the unidentified chemical hazards due to the secret trade of MSDS.

Objectives: According to the compliance of the asbestos-related regulation, every building has to be inspected for asbestos presence before its abatement work. This study was performed for identifying the types and contents of asbestos in building bulk samples. Materials and Methods: Bulk samples were collected during the asbestos inspection in 2010. We grouped the bulk samples into the regulated asbestos containing materials(RACM), presumed asbestos containing materials(PACM), and construction products. Additionally, the types of asbestos in all bulk samples were identified by polarization microscopy(PLM). Results: The RACMs were from building, house, pipe and facility. The RACMs were found mainly building (72.1%) and house (93.7%). The contents of chrysotile in building, house and facility were 66.9% (1-90%), 89.7% (2-90%) and 11.0% (2-90%), respectively. PACMs were surfacing material, thermal system insulation (TSI), and miscellaneous material. The miscellaneous materials that showed a high detection rate (79.2%) were ceiling, roofing and wall materials. Among them, the roofing materials had high chrysotile content(9.7%, 2-21%), followed by wall (8.7%, 2-21%) and ceiling (3.4%, 1-17%). In the construction products, asbestos was found mainly in slate (92.6%, 2-21%), including chrysotile. The slate had high asbestos content (9.7%, 2-21%), followed by cement flat board (8.7%, 2-19%) and textile (3.4%, 1-17%) Conclusions: Utilizing these results, it would be contributed to construct a useful ACM database and prevent from asbestos exposure to workers in the asbestos abatement and maintenance works.

High-tech microelectronics industry is known as one of the most chemical-intensive industries. In Korea, Microelectronics industry occupied 38% of export and 16% of working employees work in microelectronics industry. But, chemical information and health hazards of high-tech microelectronics manufacturing are poorly understood because of rapid development and its penchant for secrecy. We need to investigate on chemical use and exposure control. We Site-visits to 6 high-tech microelectronics manufacturing company which have cleanroom work using over 1,000kg organic solvents (5 semi-conductor chips and its related parts company, 1 liquid crystal display (LCD)). We reviewed their data on chemical use and ventilation system, and measured TVOCs (Total Volatile Organic Compounds) and carbon dioxide concentration. All cleanroom air passed through hepa filters to acheive low particle levels and only 1 cleanroom uses carbon filters to minimize the organic solvents exposures In TVOC screening test, Cleanroom for semi-conductor chips and its related parts company with laminar down flow system (e.g. class 1~100) showed nondetectable level of TVOCs concentration, but Cleanroom for liquid crystal display (LCD) with conventional flow system (e.g. class 1,000~10,000) showed 327 ppm as TVOCs. Acetone concentration in cleanroom for Jig cleaning, LC Injection, Sealing processes were 18.488ppm (n=14), 49.762 ppm (n=15), 8.656 ppm (n=14) as arithmetric mean. Acetone concentration in cleanroom for LCD inspection process was 40ppm (n=55) as geometric mean, where the range was 7.8~128.7ppm and weakly correlated with ventilation rate efficiency(r=0.44, p<0.05). To control organic solvents in cleanrooms, chemical and carbon filters should be installed with hepa filters. Even though their volatile organic compounds concentration was not exceed to occupational exposure limits, considering of entrance limited cleanroom environment, long-term period exposure effects and adverse health effects of cleanroom worker need further reseach.
For the purpose of discussing two colorimetric methods modified from the Standard Methods of Sanitary Inspection. Guide issued by the Ministry of Health and Social Affaires of Korea (1985), the Standard Methods of Analysis of Hygienic Chemists authorized by the Pharmaceutical Society of Japan.(1980) and HPLC (high performance liquid chromatography) method were studied. Two kinds of ham, sausage samples and four kinds of roe samples were analyzed by the HPLC method and the results agreed well with those obtained by the diazotization-coupling colorimetric method prescribed in the Standard Methods of Analysis for Hygienic Chemists authorized by the Pharmaceutical Society of Japan (1980) and two modified methods.

Objectives: The objective of this study is to evaluate microbial exposure hazards in the metal-working fluids(MWF) handling industry. Methods: Air quality parameters(airborne bacteria, fungi, endotoxin and oil mist) and bulk MWF in storage tanks were evaluated at 54 points at nine sites in South Korea. Results: The geometric means(GM) of culturable airborne bacteria, fungi, endotoxin and oil mist concentration were $133CFU/m^3$(n=376, range $7{\sim}6,510CFU/m^3$), $159CFU/m^3$(n=381, range $7{\sim}8,469CFU/m^3$), $8.06EU/m^3$(n=103, range $0.34{\sim}280.4EU/m^3$) and $0.20mg/m^3$(n=104, range $0.01{\sim}2.87mg/m^3$), respectively. The ratio of indoor to outdoor concentration was 2.7 for bacteria, 6.1 for endotoxin, and 4.8 for oil mist. Even though average airborne bacteria concentration did not exceed recommended exposure limits($1,000CFU/m^3$), MWF in the storage tanks was highly contaminated with bacteria(arithmetic mean $2.1{\times}10^6CFU/ml$) and exceeded recommended bacteria limits($10^5CFU/ml$). Conclusions: It is necessary for MWF handling workplaces to conduct periodical biohazard inspection of MWF storage tanks. Additionally, further research may be necessary to establish biological occupational exposure limits.
We inspected contaminations of pesticides in the 3,313 crop samples grown under the standard of Korean Good Agricultural Practices (GAP) between 2014 to 2016 May. According to our inspection, violations by unregistered pesticide contaminations far outweighed those by exceeding maximum residue limits. Most of the crops contaminated with unregistered pesticides were minor vegetable crops, for which far less pesticide products are registered compared to cereal grains and fruits. And in our second study, the pesticide in the sprayer was removed 90% or more, but not totally by serial rinses. From this result, it is assumed that pesticide remained in the rinsed sprayer can be carried over to crops unintentionally. Our study shows that supplying pesticide products evenly to all kinds of crops and allowing unintentional carry-over of unregistered pesticides to a certain extent are solutions to revitalize depressed Korean Good Agricultural Practices.
Background: Delivery of Bacille Calmette-Gur$\acute{e}$in (BCG) Tokyo vaccine, with the multipuncture device, has been much preferred over BCG Pasteur, with the intradermal method, possibly due to the easier manner of administration, a desire to avoid any trouble with scars, as well as side effects and higher profits to providers in South Korea. Methods: To determine BCG scar status in 0~6 year old children vaccinated with two BCG vaccines (Pasteur BCG vaccine with intradermal method and BCG Tokyo vaccine with percutaneous method), the data from the national BCG scar survey in 2006 was analyzed. Results: Based on the national survey, the high proportion that were vaccinated with BCG Tokyo vaccines with the multipuncture method (64.5%) was noted in 0~6 year old Korean children. From inspection of scar formation, as an indicator of vaccination, the median number of the visible pin scars from the percutaneous method was 16 (interquartile range, 12~18) in the Korean children, and pin scars decreased as the age of the children increased (p<0.001). Conclusion: The findings in this survey clearly showed a growing preference of parents for the BCG Tokyo vaccines by the multipuncture method in South Korea.

Objective: Paint manufacturing industry workers are exposed to various lung cancer carcinogenic substances including hexavalent chromium and crystalline silica. Studies have been conducted on lung cancer in Paint manufacturing industry workers and the concentration of hexavalent chromium in paint industry; however, the concentration of crystalline silica and hexavalent chromium and cases of lung cancer in a single Paint factory has never been reported in Korea. Methods: To determine whether the cancer was related to his work environment, we assessed the level of exposure to carcinogens during pouring and mixing talc and pigment. In addition, a mask fit test was performed for the worker. Results: Analysis of talc and silica bulk powder materials showed that crystalline silica (quartz) was 5% in talc and 100% in silica. The green and yellow pigments contained 87% and 92% of lead chromate, respectively. Our quantitative analysis of pigment powder samples showed that the hexavalent chromium contents quantified in the green and yellow pigment samples were 87% and 92%, respectively. In order to estimate his exposure level of hexavalent chromium, we measured a personal exposure level of hexavalent chromium for a worker in accordance with the National Institute for Occupational Safety and Health #7605 method. The results showed that the worker was exposed to the high level of hexavalent chromium (0.033 mg m-3). In addition, the talc powder also contained 5% quartz, and the worker's exposure level to respirable quartz exceeded OEL. As a result of the respiratory protection fit test for workers, the overall Fit Factor was '15' when wearing a second-grade mask and '25' when wearing a first-grade mask, significantly lower than the US Occupational Safety and Health Agency (OSHA) pass value of "100". Conclusion: Workers who pouring and mixing powder materials such as talc or colored pigments in paint manufacturing company may be exposed to high concentrations of carcinogenic substances. These findings indicate that it is necessary to local ventilation system inspection, safety and health education for employers and workers, and periodically monitoring and manage the working environment.

Objectives: The aim of this study is to evaluate the quality management systems of domestic asbestos survey and monitoring service providers and the relationships with the number of licenses or designations and sales performances. Methods: Data on quality management systems were collected by assessors who were assigned by the Korea Occupational Safety and Health Agency(KOSHA) during a pilot evaluation program for designated asbestos survey and monitoring service providers in 2016 using evaluation criteria developed by KOSHA. Basic characteristics, evaluated scores, and sales performance were gathered and statistically analyzed. Results: The median and arithmetic mean of the total scores were 0.64 and 0.66. Evaluation fields that scored highly with the highest percentages were sales performance, installation and availability of equipment, compliance with the mandatory minimum number of airborne samples, laboratory independence, and results of proficiency analytical testing, in that order. Evaluation fields that received low marks with the highest percentages were the training of personnel, blank field samples, calibration of flow rates, preliminary check and visual inspection of the work area prior to the clearance test, and review and approval of final reports, in that order. Comparison of normalized scores between service providers registered for asbestos and other tasks and those designated for only asbestos showed significant differences in their evaluated scores. Sales performance did not show a positive correlation with evaluated scores. Conclusions: The quality management systems of domestic asbestos survey and monitoring service providers were poor. High scores were recorded mostly in evaluation fields related to regulatory requirements. Low scores were recorded mostly in evaluation fields related to documentation and recordkeeping. Considering the low influence of quality on sales performance, the government needs to evaluate the quality management of asbestos survey and monitoring service providers and provide the results to public in order to address their low levels of quality management.

Objectives: This study was conducted to analyze the trends of government R&D (R&D) projects related to laboratory safety over the past 20 years. Methods: We collected publications from various databases(DBs) with words such as laboratory(ies), lab(s), researcher(s), laboratory worker(s), safety, environment, hazard(s), risk(s), and so on. Selected publications were analyzed by the research funds and the number of projects according to the investment subject and research characteristics. Results: About 93% of the total R&D budget went to government policy projects, not scientific research. Second, from the perspective of 'safety management activities', most of the research is related to management and inspection at the organizational level. Issues that need to be discussed at the national level like policy governance are not included. Third, focusing on the 'safety management cycle', there were few studies related to 'prediction' or 'post-response'. Fourth, when an analysis framework combining the perspectives of 'safety management activities' and 'safety management cycle' is applied, most of the budget is spent on infrastructure such as digital management systems, whereas basic knowledge for prevention and production of evidence was very few. Conclusions: In order to prevent policy planning without policy evaluation, implementation without strategy, and evaluation without evidence, it is necessary to expand investment in empirical research on risks, research on the effectiveness of current application methods, and research on theory development. The government budget for laboratory safety-related projects should be managed separately from the R&D budget for scientific research. Although less than 5% of the budget allocated to scientific research is the total budget, an optical illusion occurs because both the project budget and the scientific research budget are counted as R&D budgets.
