공공과 민간 주거복지 현장전문가 인터뷰를 통한 청주시 주거복지서비스 실태 및 개선요구 분석 (Analysis of Housing Welfare Service Situation and Demands for Improvement in Cheongju through Interviews of Housing Welfare Field Specialists in Public and Private Sectors)

  • This study aimed to explore housing welfare service situation in City of Cheongju, Chungbuk, and assess demands for the service improvement through interviews of public and private field specialists in order to seek practical implications for enhancement of housing welfare policy and system in Cheongju. In December 2016, a series of personal and focus group interviews using semi-structured questionnaires were conducted to total 10 specialists who were currently providing and housing services. Major findings and implications are as follow. (1) City's own housing survey and database construction are in need for development and implementation of housing welfare service programs serving local needs effectively and efficiently. (2) The field specialists perceived importance of realignment of service system and to establishment of the Cheongju housing welfare center as a control tower of the services. (3) It is required to provide various opportunities to strengthen the specialists' competence through education, training and networking and to arrange persons in charge of housing programs in every community-level self-government. (4) The specialists showed their strong interests in introduction of diverse housing welfare services and programs.

주거빈곤층의 주택개보수서비스 이용 경험 (Experiences of the Housing Improvement Service Utilization)

  • 본 연구는 주거환경이 열악한 취약계층의 삶의 현실과 주택개보수서비스 이용 경험을 탐색하는데 목적이 있다. 이를 위해 서비스를 이용한 9명의 연구 참여자에게 심층 면접을 실시하였다. 연구 결과, 이들은 열악한 주거 환경 속에서 심리적 사회적으로 위축되는 한편, 비염과 알레르기 등의 건강상의 문제, 잠재된 위험에 대한 불안감 등을 안고 살고 있었다. 그러나 빈곤한 생활로 인하여 주택개보수에는 신경을 쓸 수 없는 형편이었으며, 집주인이나 세입자 모두 집에 대한 애착이 적어 주거개선에 무관심하여 주거의 열악함이 관리 되지 못하였다. 이러한 상황에서 담당 공무원 등의 연계로 주택개보수서비스를 이용할 수 있게 되었고, 이로 인해 서비스 수혜에 대한 고마움이 매우 컸다. 주택개보수서비스 이후, 외관상으로 깔끔해진 집과 수리 이후의 안정감, 사회관계의 회복, 따뜻한 겨울나기에 대한 기대 등 긍정적인 변화를 경험하였다. 그러나 이처럼 '고마운 서비스'임에도 불구하고, 주택개보수서비스는 '제한적인 서비스'로서의 한계 또한 갖고 있었다. 주로 외관상의 시급한 문제에 치중한 공사였고, 이는 제한된 공사비로 인한 경우가 많았다. 또한 현 주거의 문제는 개보수 뿐 아니라, 제도적으로 뒷받침되어야 하는 상황들도 많이 있어 근본적인 문제해결을 위해서는 제도 및 정책적 변화도 수반되어야 함을 알 수 있었다. 이와 같은 연구결과를 바탕으로 결론에서는 주택개보수서비스와 관련된 정책적 제언을 제시하였다.

영구임대주택 단지 내 사회복지관과 관리사무소의 업무 및 운영실태 분석을 통한 서비스체게 개선방안 (A Study to Improve Service System through the Analysis of Needs and Problems of Community Welfare Center and Management Office in Permanent Rental Housing Complex)

  • Permanent rental housing which is entirely financed by the Government is welfare housing for those who fall within the lowest income bracket. This type of housing is intended for use as rental housing on a long-term basis. At present, there are about 190,000 permanent rental housing units in Korea. The purpose of this study is to suggest the implications to improve the management and welfare service system of permanent rental housing. For this, qualitative data were collected by using the in-depth interview with staffs of community welfare center and management office of five permanent rental housing complexes and two times of advisory committee meeting with housing and social welfare experts. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Conflicts between the management office and social welfare center of permanent rental housing could be classified into two aspects; personal and operational. Main reasons for the conflicts between two institutions were identified such as attitude of management office staffs, lack of cooperation, current administrative system, lack of management resources such as space and operation cost, and so on. Based on the results, some implications including institutional support and social complementary cooperation were suggested for improvement of management and welfare service system for the residents of permanent rental housing.

도시단독주택단지 경로당 시설유형 및 노인복지서비스 이용현황에 관한 비교 연구 - 대전광역시를 중심으로 - (A Comparative Study on the Facilities' Type of Gyungrodang in Urban Single Rousing District and Present Condition of Welfare Service of the Elderly - Focused on Daejeon City -)

  • Recently there has been increasing the population of the elderly, the welfare of the elderly is no longer family's and personal problems. It is a social issue that the communities have a role to supply the systematic welfare service of the elderly and the facilities. Therefore It is needed to study the extended function and role of Gyungrodang because Gyungrodang is the most wide spreaded welfare service facilities for the normal elderly in urban single housing district. The subject of this study is to propose the facilities' program improvement method for the Gyungrodang that hold a extended role as a community welfare service facility for the elderly. This paper Is assessed as an sustainable research of normalization of the old people's living. By the comparison analysis of the existing Gyungrodang in Daejeon City and the investigation results of the welfare service present condition of the elderly in Daejeon City, finally the facilities' program improvement direction for the Gyungrodang is proposed.

농촌지역의 정주환경 개선을 위한 일본우량전원주택 사례분석 연구 (Case Analysis of Japanese Excellent Rural Housing for Improvement of Settlement Environment in Agricultural Region)

  • Purpose: The purpose of this study is to suggest a implication and improvement which can provide direction when proposing prospective housing policies which comply the peculiar and changing needs of rural communities. Method: Accordingly this study reviewed for rural housing regulations and policies that appear in the process of developing Japanese Excellent Rural Housing. According to the case study, municipal organizations have implemented independent housing programs base on the Promotion of Rural Residence Act for returning farmers. Result: They provide service to provide returning farmers comprehensive counseling and information about employment, child-rearing and education, housing, and etc. The service program is run by a cooperative way. In addition the Japanese Excellent Rural Housing projects nowadays focus on promoting voluntary establishments of local communities by providing comprehensive plans for local community formation and interaction for harmony between existing residents and returning farmers. In the case of Korea, targeting existing residents and returning farmers for settlement environment in rural areas need jobs, child care, education, and comprehensive housing counseling. In addition, this suggests the need for linkages between the various community programs and residents.

주거만족도에 의한 공공임대주택의 방향 - 광주광역시 사례를 중심으로- (Resident's Satisfaction and Preferred Public Rental Housing Types in Gwangju)

  • This research analyzes the types of resident's satisfaction and the preferred rental housing types in Gwangju. The results are summarized as follows : This study devided the characters of resident's satisfaction into four factors and classified the types of residents into three specific groups by the factors of resident's satisfaction : high dwelling density and management improvement demanding type, medium size and general satisfaction type, environmental improvement demanding type The first type includes the lowest income group and relatively high income group coincidently. They need wider living space or want improvement of the level of management service. The second type omnipresently satisfies not only medium sized living space but also other items. This type will be regarded as the inducement standard for the rental housing policy. The third type includes the lowest group in economic and physical level who wants the general upgrade of living space and management level. And, residents need long-term rental housing and wider housing area by 5 pyong.

  • While Korean traditional culture considers it necessary that children support their parents, a new trend of silver support is expanding by the recent social change, the increase of women's working, and the reluctance to support the old people. However, the number of silver welfare facilities in Korea is short for the demand with limited selections of them. Based on the situation, the following results of the study what kind of policies Korea service for the old people in the USA where early stepped into the aging society: 1. provide specific and proper social-supporting service and facilities with charge or free for the old people to be able to select one of them, according to economic, physical and psychological situation of the old people; rather to prepare service and facilities for all the old people. 2. increasing community service support for the home-staying old people 3. the development of support program for the family of the old 4. the improvement of housing environment for the home-staying senior 5. prepare the housing alternatives for the senior would be home-like environment.

건축행정 서비스 개선방안 연구 (A Study on the Improvement of Architectural Administration Service Program)

  • According the high growth of Korean economy, there are many changes in our life recently. As life quality is improved, the standard of construction is strengthen and subdivision. However, in many steps through which it passes until a building is planned, designed, constructed and completed, there are lots of problems among the law related architecture. Especially, there are many statutes which must be checked related to building permits and much wastes time and money in review because of overlapping laws related architecture. Furthermore, there are limitation of computerization and shortage of human power of administration in architecture. In this study, we propose six improvement programme of administration service in architecture. Through these program, civil applications like housing and economic condition could be improved consistently.

Suggestions for Detection System of Bid-rigging in Public Construction Projects

  • In recent years, the bid-rigging in public construction markets has been treated as a critical issue in Fair Trade Commission. The investigation revealed that the collusion was implemented extensively in every area from the material supply to the construction service of general contractors. This study reviewed the causes of the bid-rigging in public construction projects, and proposed the improvement plan to eradicate bad practices. Firstly, the causes and purposes of bid-rigging were categorized into two types of internal factors from construction companies and external environment factors influencing business activities. Secondly, the system development method was explained to detect the signs of bid-rigging based on the technical proposal documents in open tender. The detection systems of repetitive public owner also provide the function of sharing data on the companies and cases to violate the fair trade regulation. In addition, the problems and improvement direction of public procurement policies were discussed.

자활분야의 주거복지서비스 변화와 함의 (A study on the Application of Housing Welfare Service in Self-sufficiency Assistance Program)

  • 국민기초생활보장법에 따라 2002년 시행되어 온 주거현물급여사업은 "주거급여법" 제정(2014.1.24.)으로 변화를 맞이하고 있다. 그동안 주거현물급여는 수급자 가구의 주거환경개선과 저소득층의 자활일자리 창출이라는 이중의 목표에 맞추어 13년간 사업이 시행되어 왔지만 각 지방자치단체에서의 이를 관리하고 시행하는데 따른 편차에 따라 사업의 효율성을 확보하는데 한계를 보였다. 이에 그동안 중추적인 역할을 담당했던 주거분야의 자활기업과 사업단의 매출액, 수익금의 변화와 새롭게 형성된 중앙 단위조직인 전국자활기업연합체가 향후 사업수혜자에 대한 만족도 향상과 제도변화에 따른 대응, 저소득층 일자리로서의 기능을 유지하는데 필요한 서비스 수준 향상 가능성과 사업관리체계의 변화요구에 대한 자기노력과 선도적 대응을 요청받고 있는 것 또한 사실이다. 이에 그동안의 주거현물급여사업에 대한 기존연구를 보완함과 동시에 새로운 제도 환경에 맞는 현장의 변화유인을 확인하고 그에 따른 대응을 검토하였다. 이를 위하여 첫째 전국자활기업이 저소득 대상에 대한 이해도 높은 특화된 서비스제공, 둘째 전국자활기업을 주거현물급여의 품질을 향상시키기 위한 전문화된 기관으로 전환 유도, 셋째 공급기관으로서의 수선유지에 대한 업무와 관련된 명시적인 지침의 제시를 통한 제도변화와의 조응, 마지막으로 사업수행과정프로세스에서의 일관된 기준과 절차적 표준화를 위한 혁신이 동반되어야 한다.
