Risk Assessment in OECD High Production Volume Chemicals Program and its Countermeasure (OECD 대량생산화학물질 위해성평가 및 대책)

  • The risk assessment is the qualitative or quantitative evaluation of the risk posed to human health and the environment by the actual or potential presence or release of hazardous substances, pollutants or contaminants. The environmental impact assessment (EIA) is assessed by the environmental criteria, and risk assessment is assessed by the risk rate. Risk rate based on dose-response values may not be easy to apply on regulatory basis like EIA for uncertainty. Internationally there is an example of OECD program. Risk assessment of High Production Volume (HPV) Chemicals has started since the OECD Program with the 1990 Council Act on the Co-operative Investigation and Risk Reduction of Existing Chemicals. These HPV chemicals include all chemicals produced or imported at levels greater than 1,000 tonnes per year in at least one Member country or in the European Union region. The SIDS called the Screening Information Data Set is regarded as the minimum information needed to assess an HPV chemical to determine whether any further work should be carried out or not. All the data elements of SIDS including assessment for environment and health are prepared as three formats of the full SIDS Dossier, the SIDS Initial Assessment Report (SIAR), and the SIDS Initial Assessment Profile (SIAP) of an HPV chemical. In 1998 the global chemical industry through the International Council of Chemical Associations (ICCA) has joined to work with OECD. The OECD has assessed approximately 1,000 chemicals from 1991 through 2004 with ICCA. Till the February of 2005, 592 chemicals of those chemicals completed SIDS reports. Member countries have been targeted the goal of 1,000 new chemicals from 2005 to 2010 and Korea shared 36 chemicals from the 1,000 new chemicals. Currently Korea has completed SIDS reports of 7 chemicals among sponsored 24 chemicals. In conclusion SIDS project will be linked to national program for outputs application with more reliable production. Both the OECD and industry will carry out their commitment to complete assessments for more and the remaining chemicals assessment. The major outputs will contribute to cope with international chemical management.

Critical Review of the Former Korean Regulations for Consumer Chemicals and the Humidifier Disinfectant Disaster (가습기 살균제 참사와 관련된 당시 생활화학물질 관리 법령에 대한 비판적 고찰)

  • Background: No study has examined the regulatory factors associated with fatal health problems due to the use of humidified disinfectants (HD) in South Korea. Objectives: This study aimed to identify and discuss the deficiencies and limitations found in the Toxic Chemical Control Acts (TCCA) that failed to prevent the health risk of chemicals in HD products. Methods: The South Korean TCCA was reviewed focusing on acts in operation from 1994 through the end of 2011, the period when HD was allowed in manufacturing and marketing. Results: The TCCA was the act intended to regulate the toxicity of chemicals in HD products. We found the TCCA to lack three key legal clauses which would have been essential to controlling the health risk of HD. First, there was the exemption of toxic and hazard testing for existing chemicals, including chloromethylisothiazolinone (CMIT), methylisothiazolinone (MIT), and benzalkonium chloride (BKC). Secondly, there were no articles requiring industry to provide animal inhalation test result for polymers such as polyhexamethylene guanidine (PHMG) and Oligo(2-)ethoxyethoxyethyl guanidine chloride (PGH). Finally, there was a lack of articles on examining the risk of products as well as on addressing changes in the usage of products. These articles were found to be generally provided in the US Toxic Substance Chemical Act (TSCA) and the EU Registration, Evaluation and Authorization of Chemicals (REACH). Conclusions: In conclusion, the Ministry of Environment of South Korea had not updated key articles for regulating hazardous chemicals, causing large-scale health problems due to HD which had been fundamentally addressed in chemical-related acts in other countries.

Passivation of Silicon Oxide Film Deposited at Low Temperature by Annealing in Nitrogen Ambient (저온공정 실리콘 산화막의 질소 패시베이션 효과)

  • Poly silicon TFT requires high quality dielectric film; conventional method of growing silicon dioxide needs highly hazardous chemicals such as silane. We have grown high quality dielectric film of silicon dioxide using non-hazardous chemical such as TFOS and ozone as reaction gases by APCVD. The films grown were characterized through C-V curves of MOS structures. Conventional APCVD requires high temperature processing where as in the process of current study, we developed a low temperature process. Interface trap density was substantially decreased in the silicon surface coated with the silicon dioxide film after annealing in nitrogen ambient. The interface with such low trap density could be used for poly silicon TFT fabrication with cheaper cost and potentially less hazards.

Review for Retrospective Exposure Assessment Methods Used in Epidemiologic Cancer Risk Studies of Semiconductor Workers: Limitations and Recommendations

  • This article aims to provide a systematic review of the exposure assessment methods used to assign wafer fabrication (fab) workers in epidemiologic cohort studies of mortality from all causes and various cancers. Epidemiologic and exposure-assessment studies of silicon wafer fab operations in the semiconductor industry were collected through an extensive literature review of articles reported until 2017. The studies found various outcomes possibly linked to fab operations, but a clear association with the chemicals in the process was not found, possibly because of exposure assessment methodology. No study used a tiered assessment approach to identify similar exposure groups that incorporated manufacturing era, facility, fab environment, operation, job and level of exposure to individual hazardous agents. Further epidemiologic studies of fab workers are warranted with more refined exposure assessment methods incorporating both operation and job title and hazardous agents to examine the associations with cancer risk or mortality.

  • Isothiazolinone derivatives are widely used in consumer products as disinfectants or preservatives, but there are growing concerns about their impact on human health. Therefore, rapid screening of these biocides is very important for proper control and regulation of potentially hazardous substances. To this end, low-temperature plasma (LTP) ionization mass spectrometry (MS) was investigated to demonstrate its potential for direct and selective analysis of isothiazolinones from sprayed aerosol samples. Benzisothiazolinone (BIT) was clearly identified from a commercial fabric deodorant using LTP ionization MS and MS/MS. LTP allowed selective ionization of BIT directly from the simply sprayed aerosol sample and illustrated its potential for fast screening without sample pre-treatments. Selective nature of LTP ionization, on the other hands, implicates use of LTP ionization MS as a general screening method for specific groups of hazardous chemicals in commercial products.

  • This paper reviewed available information/data compiled by various agencies, institutions, and experts, including the academe. The review concentrated on five of the most pressing problems such as air pollution, water pollution, land pollution related to the problem of solid wastes, toxic and hazardous chemical wastes and deforestation. Most of the data presented focused on Metro Manila. Past air monitoring data showed significant exceedances of national air quality guideline values especially for particulates and lead. Many of the country's rivers and lakes have deteriorated, some were declared biologically dead. The acute solid waste problem and the proliferation of toxic and hazardous chemicals have led to the enactment of legislation. Uncontrolled deforestation has taken its toll on the environment and people. Various actions were undertaken by the national administration with the cooperation of other sectors to address environmental problems. However, constraints to the enforcement of environmental laws and programs must be minimized to attain the desired level of environmental protection and management.

  • Flexible production system has been expanded to all sectors of economy with the change of labor market and diversification of employment. The unstable employment with irregular work has replaced stable employment with regular work. This study has investigate the impact pathway of the type of employment on health status especially ill-health symptoms experiences. Among the first Korean Working Conditions Survey data, the employee's response data was used to analyze the path way with multiple regression analysis. The result has shown the direct effect of the type of employment on ill-health symptoms experience. Indirect effect of the type of employment was found the pathway via the exposure to noise, high temperature, low temperature, dust, skin contact to chemicals, painful posture, heavy material handling, standing position, repetitive movement of hands. However the exposure to the other hazardous factors such as organic solvent, wholebody vibration, radiation, lifting people, infectious materials were not influenced by the type of employment.

  • In Korea, The protective action distance based on Canada's ERG has been adopted for safety of residents in case of hazardous chemicals leakage accident. However, it couldn't respond properly on the accidents because of geographical and meteorological differences between two nations. In this study, It was found that the protective action distance varies depending on season and terrain, Through AERMOD modeling analysis for the petrochemical complex reflected local geographical data and meteorological conditions.

  • This study analyzed the gender factors and priorities that are on the basis for establishing the school safety education policy according to the times when the demand for customized education is increasing. AHP analysis method was used in the paper for systematic and hierarchical analysis. We had checked a safety education specialist group to identify the priorities of important factors to improve the efficiency of analysis. The male group first considered the change of the beneficiary by policy guidelines, and the female group regarded the change of interest and public opinion as important. This has studied the difference in approach between the two groups, although the key elements of the detailed policy are the same. This study suggests that school safety education is effective in improving effective gender safety education response capacity and ensuring substantive policy sustainability.
