The Study of Death during Military Services and the advanced Death Investigation System (군내 사망사고 실태분석을 통한 변사체 검시제도의 개선에 관한 연구)

  • The necessity for the investigation of death occurred in military services has no differences to the death of civilians. But the death of military service members under the Universal Conscription System in Korea has special considerations because of hard accessibility by the bereaved family and closed environment of the army. The analysis of the death occurred during military service was carried out and the advanced death investigation system to prevent the death was proposed to prevent the declination of fighting spirit and efficiency and also to restore the solid support by the people. The deaths in the period 1995~2006 were 330 persons in 1995, 359 persons in 1996 and were decreased to 135 persons in 2006. The death caused by safety accidents including vehicle accident, drowning, fall were 56% and by military crimes including suicide, arms, homicide were 44%. The numbers of suicides were 108 persons in 1995 and were decreased to 79 persons in 2006. The numbers of suicides were decreased constantly, but the ratio of suicide to death were increased, so the suicide prevention is more important. The autopsy ratio was increased to 51.5% in 2005 and was much higher compared to the ratio for civilians. The main reasons of complaints by the bereaved family were for regaining reputation, death in harness and reinvestigation of death. The proposals for the advanced death investigation system were as follows. The unnatural deaths including the obvious accidental deaths and homicides have to be defined by the rules. The human resources to perform the autopsy can be supported by the forensic pathologists from medical school. The special training and quality assurance programs are needed for the crime scene investigator. To regain the impaired reputation from the suicide and to support the bereaved family has to be discussed by the government.

Fabrication and Inertia Dynamic Friction Properties of Pitch-based Carbon-Carbon Composites

  • This paper presents the effects of an initial braking velocity, a braking pressure, and the number of braking stop on the tribological behaviors for the three different C-C composites using an inertia dynamic-friction tester. The C-C composites were prepared through the processes of several cycles of pitch impregnation/carbonization with different friction surface texture such as continuous 8-harness satin fabric (ADD-1), chopped fiber (ADD-2) and chopped fiber (ADD-3) having higher fiber volume fraction on friction than ADD-2 by about 10%. ADD-1 exhibited a higher fraction coefficient (0.41~0.33) than those of ADD-2 and ADD-3 (0.32~0.26) under the various initial braking velocities and braking pressures. The fraction coefficients decreased with increasing the initial velocity and the braking pressures. Wear rate by the thickness change after every 25 stop indicated that ADD-2 and ADD-3 having 1.7~2.7 $\mu\textrm{m}$/stop/pair were much lower than that of ADD-1 showing 5.0~6.5 $\mu\textrm{m}$/stop/pair. All specimens showed a little bit lower wear rate during the middle stage than the initial and latter stages among 100 braking stops. ADD-1 showed higher friction coefficient and wear rate due to the active pull-out of the fibers, evidenced by thicker were film and wear debrises.

  • These days the automobile industry, which has rapidly progressed, has been an indispensable part in social and economic activities as well as its research and development have been activated in response to various needs of consumers and markets. The second and third generation control system, getting count on safety and convenience differently than early circuits, cause the hypertrophy of wire harness. The J/Box(Junction Box), which distributes power and wires, was developed to solve the problem. As vehicles have been better in quantity and intelligence, however, environment-friendly electric apparatus system has continuously increased and ITS(Intelligent Transport System) has been introduced in earnest. In result, wires got complicated and multilateral and also there has been a stronger probability that vehicles are out of order due to various problems including mechanical failure. In this study, ISJB(Intelligent Smart Junction Box) was introduced to solve the problem. The diagnosis system was applied to prevent the overload and short of ISJE. Also, the state of vehicles displayed so that drivers monitor it in motion. Likewise error data are saved in the memory so that such data can be analyzed retrospectively. The busbar was adopted in to the main power terminal and the part of power pattern was coverd by lead. Because ISJB is more sensitive to heat in comparison to the busbar type J/Box. With regard the circuits related with safe, alternative circuits were set up in order that electronic devices may be normally operated even when an error arises. ISJB is expected to improve the safety and quality of vehicles.

Development of Test Equipment for KSLV-I Upper Stage (KSLV-I 상단부 시험장비(UTE) 설계 및 개발)

  • The Test Equipment for the upper stage of KSLV-I has following functions via umbilical cable interface; external power supply, command output such as discrete and analog, data acquisition, CS-I interface simulation for first stage of KSLV-I and RS-422 serial communication for PDU. The main purpose of UTE is the experiment or function verification of system-level upper stage. To realize this system, we used PXI control system. The UTE is consisted of the PXI control system, power supply, terminal block, internal harness, connector panel and so on. The software functions of UTE are classified by four blocks. These are Discrete/Analog I/O control, PDU RS-422 serial communication control, power supply GPIB control and UTE remote control. In this paper, we will describe the design on the hardware and software of UTE.

Analysis on the performance and internal flow of a tubular type hydro turbine for vessel cooling system

  • The temperature of the main engine cabin of commercial vessel is very high. The material SS-316L undergoes creep damage at temperatures exceeding $450^{\circ}C$. It is essential to maintain the highly stressed engine cabin below the creep regime. Hence, seawater is employed in this kind of maritime vehicles as cooling liquid. It obtains the thermal energy at the cooling pipe line after passing through main engine cooling system. To harness the energy in the seawater, a turbine can be installed to absorb the energy in the seawater before being released into the sea. In this study, a cooling pipe line is selected to apply the tubular type hydro turbine for transferring the energy. Numerical analysis for investigating the performance and the internal flow characteristics of the tubular turbine is conducted. The results show that the maximum efficiency of 85.8% is achieved although the efficiency drops rapidly at partial flow rate condition. The efficiency descends slowly at the condition of excess flow rate. There is a relatively wide operating range of flow rate of this turbine to keep high efficiency at the excess flow rate condition. For the internal flow of the turbine, there is uniform streamline on the suction and pressure sides of the blade at the design point. However, the secondary flow appears at the suction and pressure sidesat the excess flow rate.In addition, it appears only at pressure side at the partial flow rate condition.

  • The Philippines was colonized by Spain for about centuries, from 1521 to 1898, and ruled by America for around four decades, from 1899 to 1946. After recovering from the Second World War, the government started to harness human labor as export itself. In the present time the overseas Filipinos keep the economy afloat with their steady transfer of money to relatives and dependents. Through the art works, the issue which Filipinos were exploited and exported by its government has been reflected as the various allegories. As Filipinos traditionally follow and keep Catholic belief, themes of Christ's sacrifice has allegorically been represented as salvation, struggle, suppression, and emancipation of people. Through the allegory, we can interpret both the intrinsic and superficial texts. Also we can identity certain modes of the visuality of allegory in selected works from Philippine art history that in their complex mediations materialize the people and dignity of their predicament and their prevailing. Philippine art can be divided as three different features: passion, vagrancy, and mass formation. The passion stage was depicted as deep structure of Christian thought and devotional feeling, harsh capitalist system. In the pictures of vagrancy, under the regime of Ferdinand Marcos, the themes of drift, deprivation, and homelessness are reckoned through the images of pictures. The stories represented with allegory have been played an important role to bring local issues up as national ones. Those stages take us to the processes of mass formation or the depiction of the people as a moment in the totality of force. The allegorical sign refers to another sign that precedes it, but with which it will never able to coincide reach back to a previous stage and in this constant attempt at return incorporates a structural distance from its origin. The true people's art is one that radically generates transformative technologies and techniques so that it irrevocably breaks the plane of "art". In the painting, the truth is represented by functioning as foundation of a rhetoric of the image. And at this axis, the passional, the vagrant, and the mass formation tend to come together because they render the form of contingency that must be suffered and hopefully surpassed, a Filipino subjectivity that must be stitched in time.

Simulator Development of Wireless Avionics Intra-Communications (항공기내 무선 네트워크용 시뮬레이터 개발)

  • Recently, many researches have been conducted on the aviation industry to replace the wire harness cable between the avionics of the aircraft with the wireless network. In this paper, we present an Event-Based Simulator for Wireless Avionics Intra-Communications (ES-WAIC) that can verify core technologies of wireless networks and efficiently integrate different layers of the network. ES-WAIC is developed to enhance the readability between the real time control application developers of the higher layer and the network layer developers. Specifically, the practical implement relies on an event-based programming concept to increase portability and compatibility that can be applied to the realistic low-power wireless embedded networks. ES-WAIC implements the overall system layers including the wireless channel modeling of the 4.4GHz band, the physical layer, the medium access control, the network, and the application layer of wireless avionics intra-communications.

A Communication Platform for Mobile Group Peer-to-Peer Services (모바일 그룹 P2P 응용 서비스를 위한 통신 플랫폼)

  • As the wireless network technologies and the capability of the mobile terminals are evolving, advanced peer to peer applications for mobile users are attracting interests. In this paper, we propose the mobile P2P communication platform(MPCP) which provides transparency to the wireless network technologies and solutions to the limited resources of the mobile terminals. MPCP classifies the connection into two levels: a virtual channel and a session. A virtual channel is the network layer connection between the terminals whereas a session is the application layer connection. MPCP classifies the sessions into four types and applies different scheduling priority and data processing policies such as segmentation and reassembly. It selects proper wireless network technologies depending on the distance between the communication endpoints. To acquire dynamically changed access address, we harness the Session Initiation Protocol. We implemented MPCP on embedded Linux simulator and utilized the implementation in mobile P2P service development. For the quantitative analysis, we compared the performance of MPCP with that of ftp. Regardless of the number of simultaneous sessions, MPCP maintains the relative performance.

High aspect ratio wrinkled patterns on polymers by glancing angle deposition

  • Instability of a thin film attached to a compliant substrate often leads to emergence of exquisite wrinkle patterns with length scales that depend on the system geometry and applied stresses. However, the patterns that are created using the current techniques in polymer surface engineering, generally have low aspect ratio of undulation amplitude to wavelength, thus, limiting their application. Here, we present a novel and effective method that enables us to create wrinkles with a desired wavelength and high aspect ratio of amplitude over wavelength as large as to 2.5:1. First, we create buckle patterns with high aspect ratio of amplitude to wavelength by deposition of an amorphous carbon film on a surface of a soft polymer poly(dimethylsiloxane) (PDMS). Amorphous carbon films are used as a protective layer in structural systems and biomedical components, due to their low friction coefficient, strong wear resistance against, and high elastic modulus and hardness. The deposited carbon layer is generally under high residual compressive stresses (~1 GPa), making it susceptible to buckle delamination on a hard substrate (e.g. silicon or glass) and to wrinkle on a flexible or soft substrate. Then, we employ glancing angle deposition (GLAD) for deposition of a high aspect ratio patterns with amorphous carbon coating on a PDMS surface. Using this method, pattern amplitudes of several nm to submicron size can be achieved by varying the carbon deposition time, allowing us to harness patterned polymers substrates for variety of application. Specifically, we demonstrate a potential application of the high aspect wrinkles for changing the surface structures with low surface energy materials of amorphous carbon coatings, increasing the water wettability.

Security Improvement Plan for Nationwide Key Energy Facilities (국가주요에너지시설 보안향상방안)

  • This study shows the result of the security assessment of the nationwide key energy facilities and suggests the ways of improving the security level. According to the study, most of the energy facilities are adequately equipped with physical security factors such as security personnel, security systems, fences, and guard posts, but lack of awareness is pervasive among those concerned, so the security operation is inefficient. In other words, inefficient deployment of security personnel, lack of the fundamental knowledge of the security systems, excessive dependence on surveillance cameras' functions such as Pan/Tilt/Zoom, misplaced cameras, low efficiency of monitoring, and irrelevant security plans. To solve these problems, above all, the authority concerned need to develop professional training programs to secure certified security mangers, and need to standardize security process to ensure consistency and to harness the standardization as a source of self assessment to improve security level.
