  • The competition for attracting outstanding HRST (human resource for science and technology) who can lead technological innovation is heating up all over the world. The various concepts, which are brain drain, brain gain, brain overflow, brain migration, brain circulation, are used to explain the international mobility of HRST. But the concept of brain scout is the more adequate for explaining in the case of outstanding HRST as the main cause of excessive competition for scouting. This study analyzed the critical factors of the determinants of Korean students in the USA who have intentions of returning to Korea in view of brain scout. As the first step in this study, potential factors and hypothesis are established by the interviews. As the second step, the major factors are examined by surveys and hypothesis testing. Also, a new model for decision-making is proposed which describes intentions of returning to Korea by logistic regression analysis and contributions of each factor derived from this study were compared. Finally, policy implications for attracting outstanding HRST and the limit of this study are discussed.

  • The purpose of this study was to evaluate the effects of horseback riding simulation training(HRST) on gross motor function of children with cerebral palsy. Twenty-four children with cerebral palsy participated were divided into two groups randomly. Control group and experimental group both received 30 minutes of regular neuro-rehab exercises for three times a week per twelve weeks, but experimental group received additional 15 minutes of the HRST. Gross Motor Function Measure(GMFM) was used to evaluate the changes before and after HRST. Normalized GMFM scores were compared using Mann-Whitney U test, statistical significance was set at a=.05. The results were as followings: First, in each compared before and after the experiment, the control group showed significantly increased GMFM score in dimensions A and B. The experimental group showed significant increasing in all dimensions of GMFM test. Second, the experimental group showed significant differences comparing to control group in dimensions C, D and E of GMFM test. Consequently, HRST should be considered as a therapeutic method for physical therapy for the children with cerebral palsy to improve the functional movements.

  • The purpose of this study is to extract a skill level of human resource in the field of science and technology. To accomplish the goal of this study, precedent research was conducted and then, the draft of skill level for Human Resource in the field of Science and Technology (HRST) was created by wrap-up meeting. The skill level of the HRST was finalized after confirming verification of 20 SMEs (Subject Matter Experts) from January to February 2016 by two times. The conclusions are as follows; First, the skill level of the HRST consists five categories. Each of the level has educational background, work experience, certification, duty, major and so on. Second, the contents of the skill level were found to be mostly valid.

  • Objectives : In order to study the effects of Harpagophyti Radix Aqua -acupuncture in rats with arthritis induced by Freund's complete adjuvant, performed several experimental items : that is edema rate, number of WBC, hemazocrit, platelet, total protein and albumin. Methods : In this study rats were divided into five groups : Normal group (non treated group), Control group (non-injected group in rats with arthritis induced by FCA), ST group (0.2cc normal Saline-injected group at right Chok-Samni(Zusanli,$ST_{36}$) once in every two days during the two weeks in rats with arthritis induced by FCA), HRS group (0.2cc Harpagophyti Radix-subcutaneous injected group once in every two days during the two weeks in rats with arthritis induced by FCA), HRST group (0.2cc Harpagophyti Radix-injected group at Chok-Samni($ST_{36}$) once in every two days during the two weeks in rats with arthritis induced by FCA). Results : 1. In the right plantar edema, HRS group showed a decrease with statistical significance on the 2 weeks and HRST group showed a decrease with statistical significance on the 1 weeks as compared with control group. 2. In the WBC, HRST group showed a meaningful decrease with statistical significance and also HRS group showed a decrease with statistical significanae as compared with control group. 3. In the platelet, HRST group showed a decrease with statistical significance as compared with control group. 4. In the hematocrit, HRS group showed a increase with statistical significance as compared with control group. 5. In the serum total protein and albumin, HRS group showed a increase with statistical significance as compared with control group. Conclusions : According to the above result, it is concluded that Harpagophyti Radix Aqua-acupuncture showed the therapeutic effect of antiinflammation in adjuvant arthritis and it is suggested that further studies and researchs for clinical use be needed.

  • As depopulation era is coming, increasing utilization of human resource becomes one of main policy issues. Transferable skills have been highlighted as one of key factors to deal this issue. This paper surveys transferable skills of new human resource in science and technology who firstly entered labor market in recent two years. Teamwoking, problem solving and creativity have been identified as the most important transferable skills. In addition, there is no difference among industry sectors in terms of required transferable skills. Based on the survey results, we consider political implication in engineering education.

  • Primary malignant pericardial mesothelioma(PMPM) is more rare than heart tumor, and the term of mcsothelioma was first used by Adami in 1910, although the lesion was Hrst descripted by Wagner in 1870. Most of 1:le reported 40 cascs have becn diagnosed on autopsy. Antemortem diagnosis are rarely reported with only 40 cases in the world. According to Cohen, its incidence in 500,000 autopsies were 2.2. An analysis of the recent review shows that an antemortem diagnosis was made in only 19∼25% of total cases. This report co sist of a case of our experience of PMPM.

  • From January 1986 to June 1993, 12 patients Aad required reoperation: 9 had undergone mitral and 3 aortic valve replacement. Five were male and 7 female, and ages ranged from 29 to 61 years. Replacement of the prosthetic heart valve was performed at a mean interval of 98 $\pm$ 1 months after the Hrst operation. In aortic valve replacement patients the mean interval was 115 $\pm$ 2 months and in mitral valve replacement patients 98 $\pm$ 4 months. Primary tissue failure was the most frequent reason of replacement (10 patients) followed by valve thrombosis (1 patient) and prophylactic replacement (1 patient) in order. The most pronounced pathology of the failed prosthetic heart valves seen in the primary tissue failure group was calcification, perforation, shrinkage and tearing of the cusps. There was one early operative death (8.3%) due to intractable low cardiac output and acute renal failure. Eleven early survivors had successful operative results and there was no late death.

  • The development of Semantic Web basically requires knowledge induced from the formalization and semantization of information, and thus ontology should be introduced as a knowledgization tool. URI(Universal Resource Identifier) is an indispensible scheme to uniquely indicate individuals on ontology. However, it is difficult to find the use cases of URI in real data including science and technology papers. This paper describes the method to construct internal and external human resource information based on URI from the papers. We use co-authors, e-mails, publication date, and affiliation for discriminating authors with the same strings. HRST(Human Resources devoted to Science and Technology) is referred to acquire URIs for human resource. We expect the internal and external human resource information would be adopted to outcome analysis applications such as researcher network analysis and outcome statistics.
