Recently, world-wide focusing on the interest for the reduction of greenhouse gas emissions associated with climate change and global warming, South Korea also has set up a national greenhouse gas reduction target and action plans seeking to achieve them. In particular, in the construction area, to encourage green building certification of the building and carbon labeling acquisition of building products, in order to reduce the environmental impact caused by the industrial activities have been in steady efforts. Therefore, this study estimates the life cycle carbon footprint of building construction materials applied to carbon emissions reduction technology and analyzes the results. Through the CO2 emissions analysis in construction phase and maintenance phase of the building, it provides basic resource for future research expansion and establishes a step-by-step whole life cycle carbon emissions reduction plan in new construction and existing buildings.

Although this target is not higher than other industrial sectors, it is not easy to achieve the reduction target without radical advance in technology, which cannot be expected to happen soon, considering the conservative characteristics of construction industry. Most researches on environmental issues focus on the issues related to energy saving matters during material production stage or maintenance stage, such as heating and insulation, and few deal with the issues directly related to the energy use in the construction sites. This research regards the operation of equipment for the on-site construction processes as a system and attempts to model the energy use processes related to the activities in construction sites, and provides simulation results of earth excavation and hauling processes. The result of this research is expected to aid construction planners estimating the time-based patterns of energy use and assessing greenhouse gas emission and to help selecting more energy efficient alternatives at the planning stage.

국가의 온실가스 감축목표를 달성하기 위한 방안으로 온실가스 목표관리제를 시행하고 있다. 온실가스 감축목표를 달성하기 위해서는 온실가스 인벤토리가 구축되어야 하며, 효과적인 온실가스 감축 수단을 도출하기 위해서는 온실가스 배출 특성을 분석해야 한다. 국내외에서는 온실가스 배출 및 에너지 사용 특성을 분석하기 위한 방법론으로 로그평균디비지아지수(LMDI: Log Mean Divisia Index) 분석 기법이 자주 사용되고 있다. 본 논문에서는 온실가스 배출특성을 LMDI 분석 방법론을 통해 전환효과, 원단위효과, 생산효과, 거리효과 등의 4가지 요인으로 나누어 분석하였다. 분석 대상은 한국철도공사가 관리하는 광역철도 및 도시철도를 대상으로 하였으며, 자료의 분석 기간은 2000년부터 2007년까지로 설정하였다. 분해분석결과 2000년과 2007년 사이의 철도수송에 따른 온실가스 배출량의 총효과는 96,813톤$CO_2eq$으로 나타났다. 철도 수송에 따른 온실가스 배출량 증가에 영향을 미치는 효과는 생산효과와 거리효과로 나타났으며, 온실가스 배출량 감소에 영향을 미치는 효과는 전환효과와 원단위효과로 나타났다.
포항철강산업단지의 온실가스 잠재 감축량에 대한 연구를 수행하였다. 2010년 기준 철강산단의 온실가스 배출량은 4,174,000~4,574,000 $tCO_2-eq$로 추정되고, 정부의 온실가스 감축 목표를 달성하기 위해서 2020년까지 최소 552,000 $tCO_2-eq$의 온실가스 감축이 요구된다. 온실가스 잠재 감축량을 추정하기 위하여, 자발적 온실가스 감축사업에 등록된 사례 기술들을 온실가스 목표관리제도 대상으로 지정된 51개 기업의 공정에 적용하였다. 기술적 용이성과 투자비 회수기간 측면에서 분석한 결과, 연료전환과 폐열회수를 이용하여 단기적으로 160,000 $tCO_2-eq$를 감축할 수 있는 것으로 예상된다. 중기적으로는 철강금속 산업 분야에 적용 가능한 열 부문과 전기 부문 기술을 이용하면 각각 229,000과 125,000 $tCO_2-eq$를 감축할 수 있을 것으로 예상된다. 온실가스 예상 목표 감축량 대비 중 단기 기술로 달성할 수 없는 차이(38,000 $tCO_2-eq$)에 대해서는 장기적으로 근본적인 공정 혁신과 최신 설비 및 신재생에너지 기술 도입을 통한 감축 노력이 필요하다.
2015년 '파리협정' 및 2021년 '기후위기 대응을 위한 탄소중립·녹색성장 기본법' 제정에 따라 2030년 국가 온실가스 감축목표(NDC, 2018년 대비 40% 감축) 달성을 위해서는 지자체별 적절한 온실가스 감축 목표 설정과 이행 노력이 필수적이다. 이에 이 연구에서는 충청북도 지역을 중심으로 1990-2018년 까지 온실가스 배출 현황을 시계열로 분석하였고, 2030년 국가 온실가스 감축목표와 시나리오를 바탕으로 충청북도의 2030년 온실가스 감축 목표를 제안하였다. 또한 감축 목표 달성을 위해 BAU 대비 장래 배출량을 고려한 2030년까지의 감축 잠재량을 추정하였다. 그 결과, 첫째, 우리나라와 충북의 온실가스 배출량은 1990년 이래 인구 및 경제 성장에 따라 증가해온 것으로 나타났으며, 2018년 국가 대비 충북의 온실가스 배출량은 3.9%로 매우 낮은 편이였고, 시멘트 및 석회 생산, 제조업 및 건설업, 수송업 등 연료연소에 의한 배출이 주를 이루는 것으로 나타났다. 둘째, 2030년 NDC 및 2050 탄소중립 시나리오를 반영한 2030년 충청북도 온실가스 감축 목표는 2018년 대비 40.2%로 설정하였다. 이에 장래 배출량을 고려할 경우 목표 달성을 위한 감축 잠재량은 2018년 대비 46.8%인 것으로 추정되었다. 상기 결과는 국가 및 지자체의 온실가스 감축 목표 달성을 위해서는 분야별 온실가스 감축 수단을 통한 감축 잠재량을 충족하는 것이 중요하다는 것을 의미한다. 또한 2030년 NDC 및 2050 탄소중립 시나리오 달성을 위해 충북을 포함한 국가 및 각 지자체는 온실가스 장래 배출량을 연도별로 추정하여 매년 감축 목표와 감축 잠재량을 구하고 이를 삭감할 수 있는 구체적인 감축 수단을 마련할 필요가 있음을 말해준다.
An embankment raising project on 113 agricultural reservoirs in Korea was implemented in 2009 to increase water supply capacity for agricultural water and instream uses. This study evaluated the future water supply capacity of the Imgo reservoir at which the agricultural reservoir embankment raising project was completed, considering climate change scenarios. The height of the embankment of the reservoir was increased by 4.5 m, thereby increasing its total storage from 1,657.0 thousand to 3,179.5 thousand cubic meters. To simulate the reservoir water storage with respect to climate changes, two climate change scenarios, namely, RCP 4.5 and RCP 8.5 (in which greenhouse gas reduction policy was executed and not executed, respectively) were applied with bias correction for reflecting the climate characteristics of the target basin. The analysis result of the agricultural water supply capacity in the future, after the agricultural reservoir embankment raising project is implemented, revealed that the water supply reliability and the agricultural water supply increased, regardless of the climate change scenarios. By simulating the reservoir water storage considering the instream flow post completion of the embankment raising project, it was found that water shortage in the reservoir in the future is not likely to occur when it is supplied with an appropriate instream flow. The range of instream flow tends to decrease over time under RCP 8.5, in which the greenhouse gas reduction policy was not executed, and the restoration of reservoir storage was lower in this scenario than in RCP 4.5, in which greenhouse gas reduction policy was executed.
The amount of greenhouse gas (GHG) emissions has been increasing steadily over the last 4 years, averaging 6.8 percent a year, due to the growth of low cost carriers and the increased demand for air transportations. For the aviation GHG reduction, various fuel saving activities are implemented in many areas such as high-efficiency aircraft and bio-fuel development in the technical part and low carbon flight procedures, short cut route development in the operational approach. Among the various reduction technologies, we focused on low carbon flight procedures that are crucial to GHG reduciton and suggested a reduction effect according to target implementation rate using by fuel saving estimation data in each aircraft type.

According to the United Nations Framework Convention on Climate Change (UNFCCC), many countries around the world have been concerned with reducing Greenhouse Gas (GHG) emissions. Reducing the level of building energy consumption is particularly important in bringing GHG down. Because of this, many countries including the US and the EU are enforcing energy-related policies. However, these policies are focused on management of single types of buildings such as public buildings and office buildings, instead of management on a national level. Thus, although various policies have been enforced in many countries, $CO_2$ management on a national level is still not an area of focus. Therefore, this study proposed a community-based $CO_2$ management process that allows government-led GHG management. The minimum unit of the community in this study is a plot, and the process consists of three steps. First, the current condition of the GHG emission was identified by plot. Second, based on the identified results, the GHG emission reduction target was distributed per plot by reflecting the weighted value according to (i) the target $CO_2$ reduction in the buildings in the standard year, (ii) region, and (iii) building usage and size. Finally, to achieve the allocated target reduction, building energy management was executed according to the properties of the building located on each plot. It can be expected that the proposed community-based $CO_2$ management process will enable government-level GHG management, through which environment-friendly building construction can be promoted.
