Formulating Blue Ocean Strategy to Revitalize a Regional Industry : A Case of Rafting Industry in Korea (지역산업 발전을 위한 블루오션전략 수립 : 래프팅산업에의 적용 사례)

  • The framework of "blue ocean strategy (Kim and Mauborgne, 2005)" applies to not only business firm level but also region or regional industry level. The paper suggests an approach of survey-based blue ocean strategy formulation. The result from survey on customer group and non-customer group gives information on positions of value curves for regions on strategy canvas and hints on how to reposition the focal region's value curve for both increases in value for customers and decreases in cost for local government, i.e., value innovation. In the context of rafting industry in Korea, this study shows the process how blue ocean strategy can be formulated with results from the survey on customers and business people in rafting industry. Relative positions of value curves on strategy canvas and importance scores for strategy elements provides the local government in region A with implications on which elements to raise or to reduce to create "blue ocean" in rafting industry under fierce inter-region competition.

Needs Analysis of Experiential Learning Program for Eco-friendly School Farm Activation -Target of Teachers in Elementary School- (친환경 스쿨팜 활성화를 위한 체험학습용 프로그램 요구분석 -초등학교 교사를 대상으로-)

  • This research was conducted to analysis the Elementary School Teachers' needs necessary for developing the eco-friendly school farm program. To perform these research problems, 167 people from five Elementary School group (A, B, C, D and E). Of respondents of the survey, 160 questionnaires were significant. The frequency analysis was used with SPSS 17.0 statistics program. Teacher of the needs analysis results are as follows: Teachers want to help school farm program by gardening expert, experienced volunteer. Costs of instructor and material must be supported by the government, local government. Teachers are demanding an integrated program for horticulture. The teachers would have preferred an easy plant to grow and appear in textbooks. Therefore teachers' needs to be a convert-gence in the eco-friendly school farm program manual.

Efficacy of Needling at Sympathetic Point (an Auricular Acupuncture Point) in Migraine Patients: A Randomized Controlled Study

  • Background: Migraine is a common disabling headache that affects every aspect of a person's life. Auricular acupuncture is a cost-effective treatment modality for the management of painful neurological conditions. Previous studies have shown the beneficial effects of a combination of ear points in the management of migraines. However, no studies have evaluated the efficacy of a single auricular point (i.e., sympathetic point) in migraine. Thus, this study evaluated the efficacy of sympathetic points on pain intensity and depression levels in patients with migraine. Methods: In this randomized controlled study, 100 patients with migraine aged 18-45 years were randomly divided into either an auricular acupuncture group (AAG) (n = 50) or a placebo control group (PCG) (n = 50). The AAG underwent needling at the sympathetic point (an auricular acupuncture point), whereas the PCG underwent needling at a non-acupuncture point for 20 minutes daily for 7 days. Assessments were performed before and after the intervention using a 6-item headache impact test (HIT-6) and Beck depression inventory (BDI) scale. Statistical analyses were performed using SPSS version 16. Results: In within-group analysis, the AAG showed a significant reduction in HIT-6 and BDI, whereas the PCG showed a significant increase in HIT-6 and a significant reduction in BDI. In between-groups analyses, HIT-6 reduced significantly in the AAG compared with that in the PCG, whereas BDI reduced significantly in the PCG compared with that in the AAG. Conclusion: In patients with migraine, needling at the sympathetic point produces a greater reduction in the pain intensity level and lesser reduction in the depression level compared to needling at a non-acupuncture point.

Who Gets Government SME R&D Subsidy? Application of Gradient Boosting Model (Gradient Boosting 모형을 이용한 중소기업 R&D 지원금 결정요인 분석)

  • In this paper, we build a gradient Boosting model to predict government SME R&D subsidy, select features of high importance, and measure the impact of each features to the predicted subsidy using PDP and SHAP value. Unlike previous empirical researches, we focus on the effect of the R&D subsidy distribution pattern to the incentive of the firms participating subsidy competition. We used the firm data constructed by KISTEP linking government R&D subsidy record with financial statements provided by NICE, and applied a Gradient Boosting model to predict R&D subsidy. We found that firms with higher R&D performance and larger R&D investment tend to have higher R&D subsidies, but firms with higher operation profit or total asset turnover rate tend to have lower R&D subsidies. Our results suggest that current government R&D subsidy distribution pattern provides incentive to improve R&D project performance, but not business performance.

CALS Implementation Policy for Information-based Management of Small and Medium Companies (중소기업의 정보화를 위한 CALS 도입 정책 방안)

  • This study aims to suggest CALS implementation strategies and policies for information-based management of small and medium companies in Korea. At the turning point from traditional document-based management to recent digital-based one, it is well known that implementation of CALS concept is crucial for advancing business management of small and medium enterprises In order to attack the aim, this paper critically analyzes the empirical difficulties and obstacles of the current information-based management of small and medium companies in Korea. On the basis of the above analysis, this paper suggests the strategic plans and policies of CALS implementation for small and medium enterprises in Korea as follows. First, government should provide the supporting policies and proper system so that the large enterprise can be linked with small and medium companies for sharing necessary information. Second, similar enterprises should be integrated on the basis of information and automation evaluation. Third, implementation strategies and plans should be advanced on the basis of the informationalized phases with respect to the technology level of small and medium enterprises. For more efficient CALS implementation, this paper also proposes the following subsidiary policies. First, it is substantially important to publicize the nation-wide spreading of CALS mind. Second, it is strongly recommended to educate and train CALS specialist on a consistant basis. Third, government should support the enterprises by providing sufficient fund for CALS implementation. Fourth, the ideal CALS implementation models for small and medium enterprises should be developed. Fifth, the consulting and training program for CALS implementation should be established through ECRC (Electronic Commerce Resource Center).   • The trial business of e-trade service providers for supporting small enterprises to find their markets abroad is about to begin from the end of March, 2003. The department of Industrial Resources held the "Committee of e-trade service provider selection" with professors of e-trade field, and selected three companies: ECplaza, EC21 and Tpage Global. The e-trade service providers combine the various technologies of on-line trades and off-line trades to support small enterprises with lack of marketing skills by intermediation of overseas buyers and production, registration of e-catalogs and offers, administration of inquiries, trade negotiations, and contract settlement. Prospective small enterprises with exports under US$ 5 million will be selected by 2005. The selected companies will be supported fully by the government, and will be provided with the services by the e-trade service providers. e-Trade service will be the most potential and successful ones in the future, which helps traders and organizations preparing for globalization.

  • Hospice Care is the best way to care for terminally ill patients and their family members. However most of them can not receive the appropriate hospice service because the Korean health delivery system is mainly be focussed on acutly ill patients. This study was carried out to clarify the situation of hospice in Korea and to develop a hospice care delivery system model which is appropriate in the Korean context. The theoretical framework of this study that hospice care delivery system is composed of hospice resources with personnel, facilities, etc., government and non-government hospice organization, hospice finances, hospice management and hospice delivery, was taken from the Health Delivery System of WHO(1984). Data was obtained through data analysis of litreature, interview, questionairs, visiting and Delphi Technique, from October 1998 to April 1999 involving 56 hospices, 1 hospice research center, 3 non-government hospice organizations, 20 experts who have had hospice experience for more than 3 years(mean is 9 years and 5 months) and officials or members of 3 non-government hospice organizations. There are 61 hospices in Korea. Even though hospice personnel have tried to study and to provide qualified hospice serices, there is nor any formal hospice linkage or network in Korea. This is the result of this survey made to clarify the situation of Korean hospice. Results of the study by Delphi Technique were as follows: 1.Hospice Resources: Key hospice personnel were found to be hospice coordinator, doctor, nurse, clergy, social worker, volunteers. Necessary qualifications for all personnel was that they conditions were resulted as have good health, receive hospice education and have communication skills. Education for hospice personnel is divided into (i)basic training and (ii)special education, e.g. palliative medicine course for hospice specialist or palliative care course in master degree for hospice nurse specialist. Hospice facilities could be developed by adding a living room, a space for family members, a prayer room, a church, an interview room, a kitchen, a dining room, a bath facility, a hall for music, art or work therapy, volunteers' room, garden, etc. to hospital facilities. 2.Hospice Organization: Whilst there are three non-government hospice organizations active at present, in the near future an hospice officer in the Health&Welfare Ministry plus a government Hospice body are necessary. However a non-government council to further integrate hospice development is also strongly recommended. 3.Hospice Finances: A New insurance standards, I.e. the charge for hospice care services, public information and tax reduction for donations were found suggested as methods to rise the hospice budget. 4.Hospice Management: Two divisions of hospice management/care were considered to be necessary in future. The role of the hospice officer in the Health & Welfare Ministry would be quality control of hospice teams and facilities involved/associated with hospice insurance standards. New non-government integrating councils role supporting the development of hospice care, not insurance covered. 5.Hospice delivery: Linkage&networking between hospice facilities and first, second, third level medical institutions are needed in order to provide varied and continous hospice care. Hospice Acts need to be established within the limits of medical law with regards to standards for professional staff members, educational programs, etc. The results of this study could be utilizes towards the development to two hospice care delivery system models, A and B. Model A is based on the hospital, especially the hospice unit, because in this setting is more easily available the new medical insurance for hospice care. Therefore a hospice team is organized in the hospital and may operate in the hospice unit and in the home hospice care service. After Model A is set up and operating, Model B will be the next stage, in which medical insurance cover will be extended to home hospice care service. This model(B) is also based on the hospital, but the focus of the hospital hospice unit will be moved to home hospice care which is connected by local physicians, national public health centers, community parties as like churches or volunteer groups. Model B will contribute to the care of terminally ill patients and their family members and also assist hospital administrators in cost-effectiveness.

Small Business Technological Assets Protection Factors Analysis Using Logistic Regression Analysis (로지스틱 회귀분석을 이용한 중소기업 기술보호 요인 분석)

  • The main objective of this study was to identify the factors that can maximize the effect of preventing technology leakage by government support. Therefore we used the 2013 small business technology protection capabilities and level of research which is conducted by the Small and Medium Business Administration, and have analyzed the presence of small business technological assets leakage protection eand skills. Multiple logistic regression analysis was performed to identify 1,518 small companies (43 big companies are excluded) which are divided into 155 technological assets leaked small business and non-leaked 1363 small business. The most important factors associated with technology leakage were entrant control system, security audit, employee absence of security activities and important data protection measures. This result shows that if the government can support more for these details, technological asset leakage prevention effect is expected to be maximized.

Investigation and Risk Characterization on the Contamination Level of Herbal Medicines Without Legal Benzo(a)pyrene Specification (벤조피렌 기준 미설정 한약재의 오염도 조사 및 위해도 결정)

  • By analysing the benzo(a)pyrene concentration using HPLC-FLD and LC-MS/MS, pollution levels of herbal medicines without permitted benzo(a)pyrene specification were investigated. Average benzo(a)pyrene concentrations were 38.30, 37.46 and 21.22 ㎍/kg for Amomi Tsao-ko Fructus, Mume Fructus and Coptidis Rhizoma, respectively, which are 4 to 7 times higher than maximum permitted benzo(a)pyrene concentration of Rehmanniae Radix Preparata and Rehmanniae Radix, i.e. 5.0 ㎍/kg. Proportion of detected samples exceeding 5.0 ㎍/kg benzo(a)pyrene concentration was 22% for Cimicifugae Rhizoma and Scrophulariae Radix, 44% for Forsythiae Fructus, 67% for Mume Fructus, 100% for Amomi Tsao-ko Fructus and Coptidis Rhizoma, and collectively 29% (36 out of 125 samples) in average. In terms of risk characterization results, human exposure of benzo(a)pyrene were 7.96, 3.49 and 1.61 ng/kg b.w./day and the margin of exposure(MOE) were 1.25 × 104, 2.86 × 104 and 6.20 × 104 for Mume Fructus, Amomi Tsao-ko Fructus and Coptidis Rhizoma, respectively. MOE banding of those herbal medicines was categorized to 'low concern'. However, considering that human exposure of benzo(a)pyrene for food is legislated to 1.4~2.5 ng/kg b.w./day, it was urgent to set up the guideline of benzo(a)pyrene in herbal medicines.

  • Based on the empirical analysis result of informatization in Kang Won province, the major goals of diffusion for the advanced informational society may be summarized as follows: (i) The basic goal for local informatization, an affluent wealthy society for our life, should be come true. (ii) The informatization should be forwarded in order to accelerate the domestic industrial promotion. (iii) The formation of nucleus cities for information backbone in Kang Won province & local informatization based on balance and combination between city and rural and between regions should be forwarded. In order to establish the domestic informatization referred above, the following specific practice should be accompanied. (a) The effective separation of role and affair on local informatization between central and local governments should be studied. (b) The financial resources should be considered, due to the economic unbalance between locals. (c) The preparation for local informatization spreading method by private enterprise's initiative rather than the government's. (d) The specification of the systematic support for the local informatization business by central government. (e) The establishment of collaboration with the other city, province and local government.
