Due to the downturn in the local construction business, entry into the overseas markets has been regarded as one of the core tasks of the building sector and the government. Thus, entry into overseas markets, not only by large and middle-standing enterprises, but also by small and medium sized enterprises, has recently become a major construction policy. Therefore, this study identified and evaluated overseas construction support policies in the field of construction engineering, ranked them as the policies for developing market development funds, fostering and educating expert workers, and supporting the provision of information on winning orders. Through these policy assessment results, the study proposed improvement measures from the government and from the business side. As for the government viewpoint, a measure of providing information suited to engineers in design companies, project manager (PM), construction manager (CM), a measure of producing skillful workers through the expansion of education support policies, and the promotion of specialized overseas workforce in the construction engineering sector were proposed. In the construction engineering industry, this study suggested measures for securing global expert manpower, sharing performance of overseas construction market development project, strengthening construction project management capacity, and strengthening risk management.
The purpose of this article is to analyze the structure and characteristics of the care manager systems of the long term care insurance in Japan's social welfare institution. In order to realize such purposes, this paper develops the discussion process as follows. Firstly, this paper examines the developmental processes and contents of the long term care insurance system and the care plan services which are the services to aid the utilization of long term care services. Secondly, this paper describes the care manager which conducts the role of care plan services intentively. Thirdly, this paper makes the research framework which is formulated as the legislative views about the care manager on the long term care insurance act, task systems, recruitment and retraining systems, and research data of care manager. Summarizing the contents of care manager's circumstances and characteristics about the long term care insurance, the results are explained as follows. that is to define care manager's status as the components of care plan center, to control indirectly the activities of care manager's care plan by operating care service center and care plan center in equal corporate, to set role and task ambiguously, to recognize care manager's role as the attributed role of care service center, to give licence and qualification in local government. Therefore, it's difficult to realize care plan depending on speciality and neutrality for the service user. The essential parts for the reform of care manager systems may be to separate care service center and care plan center and to redefine the task and role of care manager, the role and task of which should be put on care plan services.
Korea's Export Support Policy has shifted from conglomerate to SMEs since the 1998 IMF financial crisis. Therefore the SME export result in 2011 has reached the quantitative growth of more than US$ 100 billion for the first time. However, the trend has remained stagnant since 2013. Such a stagnant is judged to exist on the part of the Export Support Policies that fail to significantly enhance export competitiveness. Therefore, in order to expand the base of the export capabilities of SMEs and enhance the export competitiveness, the researcher has analyzed the problems of the Export Support Policy focused from the major prior studies since 2010 and derived the efficiency improvement methods. The results of this study are as follows: First, it is necessary to select or combine the following measures. they are the coordination or combination of the functions of the export support institutions, the operation of the single export support institutions, the utilization of the cooperative support system between the support institutions, the use of the private enterprises. First, it is necessary to review the following measures: they are the functional adjustment and integration among export support agencies, the adjustment of support organizations by export stage, the role coordinating between the Small and Medium Business Administration and the Local Government. Secondly, it is necessary to build a customized support system for enterprises. Thirdly, in order to secure the manpower and expertise of the support organization, it is necessary to review the utilization of the retired manpower the from the trade companies or the youth intern system. Fourthly, it is suggested that the balanced performance index is required for the export support programs with a certain scale and need to increase the portion the external evaluation together with the quantitative and qualitative evaluation.

In this paper, we proposes a comprehensive analysis of the characteristics, selection procedures, and management perspectives of each university's financial support project, and derivation of a plan to integrate the information system of the university's financial support project. To this end, we analyze the current status of business operations before and after restructuring university financial support projects, and identified the characteristics, commonalities, and differences of each project. Individual projects are promoted segmentally, evaluation indicators and evaluation methods are different for each business, standardization is difficult, and in the absence of integrated governance, sympathy and will of the system integration of the government and the managing agency cannot be found. In order to integrate the system, the business management process must be integrated and standardized, and the system equipment such as budget category adjustment must be complemented, and a stable budget for system integration must be secured.
The Southeastern economic zone was centered on small and medium-sized manufacturing, but industrial changes and corona 19 caused the local economic downturn. This study presented the difficulties of companies related to the aviation specialization industry and suggested ways to revitalize the local economy in order to revitalize the local economy in the southeast region. First, aeronautical specialized parts companies need various support to improve the structural problems of passive industries. Second, the industry needs a systematic education system that develops products and technologies that meet international standards and conducts international certification education to support stable supply and demand of human resources by cultivating professional manpower for systematic project performance. Third, the industry needs financial and administrative support from the government to develop technologies and products that meet high standardization standards. In addition, it is necessary to provide support to systematically improve the limitations and difficulties of companies, such as finding and expanding customers of small and medium-sized companies and supporting investment for cost reduction.

North Korea declared itself complete with nuclear force after its sixth nuclear test in 2017. Despite efforts at home and abroad to denuclearize the Korean Peninsula, the prospects for the denuclearization are not bright. Along with political and diplomatic efforts to deter NK's WMD threats, the government is required to strengthen its consequence management capabilities against 'catastrophic situations' expected in case of emergency. Accordingly, this study was conducted to present measures to strengthen follow-up management against CBRN threats. The research model was partially supplemented and utilized by the THIRA process adopted and utilized by the U.S. Department of Homeland Security among national-level disaster management plan development models. Korea's consequence management (CM) system encompasses risk and crisis management on disaster condition. The system has been carried out in the form of a civil, government and military integrated defense operations for the purpose of curbing the spread or use of CBRNs, responding to threats, and minimizing expected damages. The preventive stage call for the incorporation of CBRN concept and CM procedures into the national management system, supplementing the integrated alarm systems, preparation of evacuation facilities, and establishment of the integrated training systems. In the preparation phase, readjustment of relevant laws and manuals, maintenance of government organizations, developing performance procedures, establishing the on-site support systems, and regular training are essential. In the response phase, normal operations of the medical support system for first aid and relief, installation and operation of facilities for decontamination, and development of regional damage assessment and control guidelines are important. In the recovery phase, development of stabilization evaluation criteria and procedures, securing and operation of resources needed for damage recovery, and strengthening of regional damage recovery capabilities linked to local defense forces, reserve forces and civil defense committees are required.
Arts organizations commonly face a range of operational challenges, from a lack of skilled workers to limited financial resources and thus are dependent on subsidies from the government. Yet, to fully realize their mission arts organizations must both develop strategies to effectively utilize government support and seek a way forward that does not depend on public subsidies. Business diversification, a strategy from corporate management, entails the expansion of products and services, and entry into new industries, enabling companies to disperse risks and increase profits. We propose that business diversification can be effectively applied to arts organization to address the myriad operational difficulties they face. To understand how an arts organization might deploy business diversification we conducted a case study of an organization that is actively pursuing the strategy: Sanwoollim Theater. We interviewed staff members of Sanwoollim including the executive director, as well as selected audiences, to understand how the business diversification model was being applied at Sanwoollim. Our findings indicate that, in a complex arts and cultural space, business diversification is a fresh and flexible new strategy that can enable private cultural arts organizations to thrive sustainably. It is also evident that government support in the initial stages of the process encourages diversification and that successful private arts organizations will leverage government subsidies into a sustainable business plan.

This research intends to suggest the ways to improve protected area management in Korea. To this end, the current protected areas appointed in the nation and their management has been examined, and the problems of management have been identified by means of a field research of protected areas and a survey. In addition, a scheme for an integrated management system has been suggested for management improvement, and a management plan guide, as well as after-evaluation guide, has been suggested. The outcome of the research is as follows. First, the protected area management plan is needed since the protected area in our nation is not managed in a proper way after being appointed as such. Second, when making a management plan, a management organization should make a management plan that can attract voluntary participation from stake-holders by means of efficient communications with them. Third, to maintain the management plan in a consistent and systematic way, related policy, law, and institutions should be (re)formulated. Fourth, an organization responsible only for management of protected areas should be established in consideration of management inefficiency due to the overlapped appointment of managing the protected area. Fifth, the management plan guide and after-evaluation guide can be used for effective protected area management. The results of this study are expected to be helpful for creating a management improvement scheme to address the problems related to the protected areas in our nation. But, it is required to review the guides for the management plan and after-evaluation, and consistent and systemic support from the government in such areas as legislation and policy are also in great need.
In this study, the methodology for measuring the structure of the Korean defense market and the competition status, and the characteristics of the Korean defense industry and the market are examined. To analyze the structure of the Korean defense market and the competition status, the market share, concentration ratio, and the Herfindal-Hirschman index are employed based on the annual sales of major Korean defense companies. On a basis of the result of the analysis, the suggestions for the Korean defense market to escape from the monopolistic market to be a competitive geographical market are presented. To present the suggestions, markets that have a similarity with the dense market are analyzed. The government's support policy, the selection of the companies led by the government, and the cost of the military are suggested for the defense market on a basis of analyzing similar markets. With the suggestions, when the government pursues the policies, the defense market sticking to principles and fairness is created and the efficiency of the companies operation is achieved, by enhancing the structure of the market fundamentally and the development of the policies in the industry's perspective.
Public institutions guaranteed exclusive position of core business are likely to be inefficient in management. Past governments made various efforts to innovate public institutions. Participatory government drove innovation of public institutions through Ministry of Planning and Budget, and this innovation policy had problems as followings: shortage of common sense of innovation, lack of understanding of innovation, gradual execution of innovation instead of system innovation for business innovation, lack of consideration of characteristics of various public innovation, overlapping of evaluation system, and nonobjective design of evaluation indicator. MB government has diverse assignments for improvement of these problems as followings: transformation of business mind, voluntary participation of employee, improvement of management system of public institutions, reform of business evaluation system, promotion of internal competition, and construction of performance based business system. What is the most important point for successful reform of public institution is to achieve the support of general public with effective action plan and substantial programs.
