Yersinia enterocolitica is a zoonotic agent, and to cause food poisoning. This study was carried out to get some basic information for the control of Yersinia infection. A total of 1,680 samples were collected from beef and pork carcasses from January 2006 to December 2007 in Seoul. The isolation rate was higher in pork carcass than in beef carcass. Five (0.59%) Yersinia enterocolitica were isolated from the 840 of beef carcasses, and eighteen(2.14%) were isolated from the 840 of pork carcasses. Among 23 strains, 22 were classified into biotype 1A, and one was biotype 6. In serotyping of Y enterocolitica isolates, 21 strains were untypable (UT), and 2 were O5 and O8 respectively. In PCR, Ail gene was not detected in all of 23 strains that determined non-pathogenic. In antimicrobial susceptibility test, twelve strains (52.2%) of 23 isolates showed the multi -resistant patterns with over 3 drugs. PFGE was performed after the genomic DNA of twenty three isolates, which was digested with Xba I. the 23 isolates showed 12 ($A{\sim}L$) PFGE type.

The extension service for rural tourism is especially important because farmers are usually new in the service industry, while the extension service system for this purpose is yet to be established in Korea. The Israeli case of rural extension service system is studied in this paper in order to explore the implications of the extension service system for the rural tourism in Korea.

이 연구에서는 국회도서관 이용자인 입법관련 종사자와 일반 이용자를 대상으로 국회도서관의 공공기관 및 정부정보 서비스에 대한 설문조사를 바탕으로, 이용행태 및 만족도에 대해 분석하였다. 분석결과 공공기관 및 정부정보의 이용 및 필요성은 입법관련 종사자가 일반 이용자에 비해 더 많은 것으로 나타났다. 응답자들은 전체적으로 국회도서관의 공공기관 및 정부정보 서비스를 개선할 필요가 있으며, 공공기관 및 정부정보를 통합하여 검색 제공할 포털사이트에 대한 필요성 역시 비교적 높게 인식하고 있는 것으로 조사되었다.

인터넷의 사회화가 심화됨에 따라 최근 우리나라도 '정부3.0'을 기치로 맞춤서비스를 국민에게 제공할 수 있는 방안을 적극 모색하고 있다. 정부의 공공서비스는 크게 데이터서비스와 행정서비스로 구분되는데, 본 연구는 후자에 초점을 두고 있다. 데이터의 경우 플랫폼서비스로 가능하지만, 행정의 경우는 맞춤의 정수인 개인화 서비스가 사실상 불가능하기 때문이다. 더욱이 행정의 맞춤서비스라는 개념이 모호하여 이를 구현하기 위한 구체적 방안이 마련되지 못하고 있다. 따라서 본 연구에서는 '맞춤'에 대한 개념적 고찰에 근거하여 서비스의 수요자 지향성(Degree of Citizen-Oriented)과 공급자 주도성(Degree of Government-Driven) 등 두 가지 기준으로 행정서비스 분류 틀을 개발하고 각 분면별 특성과 구현요건을 제시하였다. 이와 함께 행정서비스의 개인화 수렴조건을 '3V', 즉 연계성 (Versatile), 선택성(Variety), 신속성(Velocity) 등 세 가지로 제시하고 분류 틀의 서비스 유형별 개인화 수렴조건이 어떻게 충족될 수 있는지에 대한 설명과 개념적 사례, 그리고 정책적 시사점을 논의하였다.

최근 이슈가 되고 있는 '빅 데이터'의 사회적 잠재성을 정부의 대국민 서비스와 연계지어, 정부의 행정서비스 혁신에 빅데이터의 사상이 기여할 수 있는 구체적 방안을 모색하였다. 특히 주민 생활공간과 정부 업무공간의 이원화가 초래한 정부 행정서비스의 본원적 한계를 행정 프로세스의 외부 확장을 통해 극복할 수 있는 방안을 제시하였다. 또한 이로부터 제기될 수밖에 없는 선결과제, 즉 주민 공간의 각종 사물데이터를 어떻게 행정 데이터 영역에 편입할 것인가에 대한 논의를 포함하였다. 이로써 행정서비스 영역에 대한 빅데이터 기반 조성이 신고와 신청에 의존하던 수동적 행정서비스를 선제적으로 바꿔내는데 어떤 역할을 할 수 있는지에 대한 시사점을 제시하였다.

Objectives: This study aims to develop a community care model in traditional Korean medicine (TKM) by developing a community care participation model for the health of the elderly and deriving tasks to implement it. Methods: This study implemented a group interview with experts. A fact-finding survey was conducted targeting 16 local governments that are implementing a leading project to identify the status of TKM service provision and welfare service linkage in all regions. An expert group interview (FGI) targeted public and private sector experts for each job role, the former represented by those in charge of the central government's health care policy and administrative delivery system, and the latter by professors majoring in social welfare, professors majoring in health, and local TKM societies. After forming the expert groups, three expert group interviews were conducted. Results: Through collective interviews with experts, a model for providing TKM and welfare services in community integrated care was derived by dividing it into local and central government levels. The strategies and tasks for promoting TKM-oriented health welfare services were derived from 3 strategies, 8 tasks, and 20 detailed tasks. Conclusion: The core direction of the TKM health care model is the region-centered provision of TKM and welfare services. To this end, policy support for the use and linkage of health care service resources is required at the central government level, and linkage and provision of health welfare services centered on TKM are necessary through linkage and convergence between service subjects and between government health care projects.

본 연구는 정부지원 중소기업 융복합 컨설팅에 있어 컨설팅 신청동기가 품질지각과 결과활용도간의 경로에 미치는 영향을 확인하고자 진행하였다. 정부지원 컨설팅을 경험한 중소기업을 대상으로 설문조사를 실시하여 구조방정식모형분석 등을 실시하였으며 연구 결과는 다음과 같다. 첫째, 컨설턴트수행품질과 정부지원품질에 대한 지각은 컨설팅결과품질에 대한 지각에 정(+)의 영향을 미치는 것으로 나타났다. 둘째, 컨설턴트수행품질에 대한 지각은 컨설팅결과활용도에 정(+)의 영향을 미치는 것으로 나타났다. 셋째, 정부지원품질에 대한 지각은 컨설팅결과활용도에 영향을 미치지 않는 것으로 나타났다. 넷째, 컨설팅결과품질에 대한 지각은 컨설팅결과활용도에 정(+)의 영향을 미치는 것으로 나타났다. 다섯째, 컨설팅에 대한 비자발적 신청집단과 자발적 신청집단간의 경로에는 차이가 있는 것으로 나타났다. 본 연구 결과는 컨설턴트역량, 정부지원제도, 컨설팅에 대한 자발적 신청을 강화할 필요가 있음을 시사하고 있다.

It is very necessary to find how to develop international government procurement by analyzing functions and roles of information providing circumstance and existing total international government procurement information system. In addition, it would require to draw up a way of improving current international government procurement information system based on the problems of existing system. In this study, we analyze the current status of Korean international government procurement information system and give an idea of mutual cooperating with DGMARKET, a good example of international government procurement information system. As a practical method, cooperating with DGMARKET by building each countries' gateway will be very helpful in cost saving and providing information. It will also complement the limitation of Korean system's one way service. But supplying only international government procurement information is insufficient in realization of e-trade in international goverment procurement market. To settle these problems, treating international government procurement as a same field of trade and giving political support and incentive to company which hopes to participate international goverment procurement are absolutely needed.

4차 산업 코로나19의 진전으로 비대면 접촉이 활성화되면서 정부의 민원서비스도 급격히 이러한 현상을 반영하고 있다. 하지만 디지털 문화에서 비교적 소외 되고 있는 고령자에게는 상당히 부담스럽고 오히려 불편하게 다가오는 경우도 있다. 이에 본 연구에서는 정부민원통합서비스인 '정부24'를 고령자들이 이용함에 있어서 영향을 미치는 요인들을 실증적으로 분석하고자 했다. 이를 위해 고령자의 특성과 서비스의 특성에 주목하였다. 고령자의 특성 요인으로 인지적 특성, 심리적 특성, 신체적 특성을 도출하였고 서비스의 특성으로 '정부24' 이용 시 유용성, 용이성, 보안성 그리고 정부의 지원을 도출하였다. 이러한 요인들이 정부24 이용의도에 미치는 영향을 실증 분석하였다. 실증 분석을 위해 60대 이상 고령층을 대상으로 설문조사를 실시하였으며, 이중 유효한 250부를 분석의 대상으로 삼았다. 분석 결과는 다음과 같다. 고령자의 특성중 인지적 특성, 심리적 특성, 신체적 특성은 모두 정부24 이용의도에 유의한 부(-)의 영향을 미치는 것으로 나타났다. 한편, 유용성, 용이성, 정부지원은 '정부24' 이용의도에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 반면 보안성은 정부24 이용의도와 유의한 관계가 검정되지 않았다. 유의한 영향을 미치는 변수 중에서 정부24 이용의도에 가장 큰 영향을 미치는 것은 고령자의 심리적 특성으로 나타났다. 이어서 유용성, 인지적 특성, 신체적 특성, 용이성, 정부지원 순으로 나타났다. 본 연구는 고령자의 특성과 서비스 특성을 결합하여 실증 분석한 점은 학술적 차원에서 의미가 있었다. 아울러 심리적 특성이 가장 중요한 요인으로 나타난 것을 감안하여 고령층의 정부24 이용 활성화를 위해 이러한 점을 감안할 필요가 있어 보인다.

최근 정부는 창조경제라는 패러다임에 따라 다양한 분야의 공공데이터를 개방하고 여러 종류의 대국민 서비스를 구축하는 등 공공데이터 활용을 통한 가치창출에 역점을 두고 있다. 본 논문에서는 여행에 관한 공공데이터와 사용자 정보를 융합하여 사용자에게 맞춤형 여행 정보를 추천하는 시스템을 구현하였다. 본 시스템에서는 사례기반추론(CBR) 방식을 이용하여 사용자별 맞춤형 정보 추천이 가능하도록 하였다. 본 시스템은 사용자 중심의 여행 정보를 제공한다는 측면에서 기존의 여행 시스템들과 차별화된다고 할 수 있으며, 턴키(Turn-key) 방식의 콘텐츠 제공으로 사용자의 편의성을 극대화할 수 있는 유용한 도구로 활용될 수 있을 것으로 판단된다. 본 연구가 공공데이터의 성공적인 활용 사례가 되기를 기대한다.
