A Study on Launching of New Climate System and Greenhouse Gas Emissions Regulations in China's Ports (신기후체제의 출범과 중국 항만의 온실가스 규제에 관한 연구)

  • In Climate change is a global issue that requires global responses. As a key factor in climate change, greenhouse gas (GHG) emissions have attracted increasing attention the international community. One of the crucial global efforts to alleviate climate change is the establishment of an international climate change regime, comprising rules, norms, principles, procedures that are applicable to a wide range of activities. The International Maritime Organization (IMO) received a mandate from the Kyoto Protocol to regulate shipping GHG emissions. However, the IMO Convention and the UN Convention on the Law of the Sea also provide regulations on regarding GHG emissions. To execute its mandate, the IMO has developed various regulatory initiatives. In addition, the Chinese government has declared new regulations which designate parts of its coastal waters as emission control areas (ECA). Owing to the growing recognition of the benefits of ECA, ships, including ocean-going vessels that operate in areas near the Pearl River Delta, Yangtze River Delta, and the Bohai Sea will be obliged to use fuel containing less than 0.5% sulfur. China's shipping industry is playing a growing role in the international shipping market, and its response to these initiatives will have a substantial effect on the future application of these regulations. This study analyzed the GHG mandates of the IMO and the Chinese government, and then examines the main outcomes that have been achieved.

  • The fourth industrial revolution and digital transformation are also bringing major changes to the financial ecosystem in Korea. Already, global financial firms overseas are opening their financial markets and exploring new financial businesses by seeking ways to co-prosperity with fintech firms. However, it is also true that the domestic financial environment has failed to respond to the changes due to its monopolistic and closed structure. In response, the government began pushing for the introduction of open banking in December 2019 with the aim of fully opening the financial settlement system. However, unlike the existing simple financial transaction structure, open banking still has an unresolved part due to the unclear relationship of responsibilities between interested parties in the event of financial accidents due to the complex linkage structure of transactions such as financial firms, fintech firms and customers. This study analyzed the security threat of open banking in depth. By doing so, the government and financial firms want to present policy proposals that need to be improved to enhance the safety of open banking in korea and protect financial consumers, as well as new financial models that have improved the vulnerable parts of existing models.

An Analysis on Limited Warfare through the Falkland Islands Dispute (포클랜드제도 분쟁을 통한 제한전 분석)

  • As a result of the Falkland Islands War from April 2 to June 14, 1982, Britain overcame severe economic depression and reclaimed the glory of the former British Empire by winning the war. On the other hand, Argentina was greatly affected by the collapse of a military dictatorship and the birth of a democratic government. This study suggests strategies for responding to maritime disputes that may occur in Dokdo Island in the future by applying "DIME on PMESII" to the Falkland Islands dispute. In particular, the study analyzes how DIME (diplomacy, information, military, and economy) capabilities have an effect as a means of the total national power of a country that effectively controls the disputed territory. Based on the results of this study, the response strategies related to the Dokdo maritime dispute are as follows. First, effective control over the disputed territory should be effectively maintained and strengthened like in Britain. This strategy inspires patriotism, supports the government during warfare, secures a just cause for war, and gains international support. Second, 'DIME on PMESII' was effective in modern warfare by focusing our DIME capabilities on the weaknesses of the other country's PMESII system. That is, wars are not won simply by the conflict of armed forces but by a nation's overall national strength, such as diplomatic, information, and economic capabilities. Third, appropriate strategies for neighboring countries are needed to overcome the possibility of limited warfare in the sea through preparations for Dokdo maritime disputes in the future.

A Study on the Improvement of Vocational Training Program in Digital New Technology of Government (정부의 디지털 신기술 분야 직업훈련 개선에 관한 연구)

  • In this study, K-Digital Training program, which is a representative government project of vocational training for new digital technologies in response to the 4th industrial revolution, is analyzed and an improvement model is suggested. The K-Digital training project is rapidly expanding, with the number of training operators increasing by 7.1 times and training course programs by 8.5 times within three years of implementation, but there is a severe problem in that education and training programs are concentrated in the metropolitan. To solve this problem, a shared training model is proposed. This model is a plan to maximize the use of local human and material resources, to respond to new digital technologies through systematic composition and operation, and to enhance the stability and reliability of education and training. In each region, a sharing and cooperation model in the form of a consortium is established that jointly utilizes resources scattered by various training institutions such as instructors, training contents, and training infrastructure related to digital new technology. In addition, a training certification evaluation system is introduced to increase the credibility of the rapidly developing digital new technology training.

Proposal on for Response System to primary leaders' Terrorism (국가요인 테러리즘의 대응체제 구축방안)

  • Various terrorism in modern society against nation's dignitaries are constantly existing. They damage severely to the society and the nation's security, and they cause disorganizations of social and national rule orders. In order to provide the key figures' perfect protection, the threatening terroizing environment for primary leaders and the route of terrorism should be intercepted. Effective methods of these are summarized as follow. First, recent terrorism against the primary leaders are mostly assassinations, bomb attacks, and suicide bomb attacks, which terminate in a moment. Therefore, security service agents should keep in mind that protection is the best, and government's anti-terrorism agencies should develop policies and set the directions within a new paradigm to the advance anti-terrorism. Second, advance prevention activities against nation's VIP terrorism should be strengthened, such as strengthening security informational activities, constructing cooperative systems of domestic and international facilities, considering continuous system to prevent terrorism, and intensifying safety counterplans of human and material weak points. Third, international cooperative system should be set to apply economical and political sanctions to nations which support terror organizations in direct or indirect ways, and this system needs to strengthen the punishment against terrorists. Fourth, security systems to protect nation's primary leaders should complement, and developing programs for coping with the terrorism and establishing laws for anti-terrorism should be made. Also, educational training of agents who perform anti-terrorism duties should be strengthened, and scientific techniques and equipment for security should be made to protect primary leaders from terrorism.

An Analysis on the Low- income Unemployed and a Policy Development for the Self-supporting Program on Gender-mainstreaming Perspective (성 주류화의 관점에서 본 저소득 실업자에 대한 분석과 자활사업 정착을 위한 정책 제안)

  • In the last two decades, the welfare states have undergone the changes of restructuring towards two ways. One is a restructuring of workfare and the other is a restructuring of the gender model of welfare state. In Korea, the workfare is reflecting on the DJ Welfarism 'Productive Welfare', but the gender model has a little effect on the public policies. By the way, It is imported that has the gender perspective in approaching the self-supporting program in the public assistance representing of the DJ Welfarism. Because almost 60% of the beneficiaries of the program are women. The Gender-mainstreaming strategy criticizes for the laws, the public policies, the public programs that considered gender-neutral or gender-blinded, and then complete the equality between women and men through the modification or development of those. The approach of Gender-mainstreaming is very important strategy for not only women who are self-reliance recipient but also successful settlement of self-supporting program. Nowadays that program is not execute yet. Then we hardly have information about recipients and the results that expected from that. At this point of gender-mainstreaming, this report suggest the strategy to development and settlement of the self-supporting program in the basics of analysis for the low-income unemployed and the government policy response to unemployment. For the gender models of the self-supporting program, the most important thing is throwing the male breadwinner model and adoption the dural-earner model (the gender model) about that program. Then we must produce gender-statistics data, develop programs for public work, job replacement, job training, evaluating system, etc. with gender perspective.

  • Outbreak of COVID-19 originated from China resulted significantly high casualties and social and economic damages. Currently the major countries see importance of accurate prediction of originating trend to prevent the spread of infectious disease and AI is actively utilized when establishing the system. Therefore this study has comprehended the status of utilizing the AI in overseas and made comparison and analysis with domestic status. It derived the necessity to establish national control tower based on One Health to respond to infectious disease to effectively utilize AI and suggested to establish higher organization, Medical Big Data Governance, to respond to the infectious disease. It is necessary to conduct further study to utilize the results and suggestions derived from this study into the policy and if the suggestions are reflected to improve institutional imperfection, it will be positively used for prevention of the spreading infectious disease and utilizing medical Big Data.

  • Vital to the prevention of work-related ill-health (WRIH) is the availability of good quality data regarding WRIH burden and risks. Physician-based surveillance systems such as The Health and Occupation Research (THOR) network in the UK are often established in response to limitations of statutory, compensation-based systems for addressing certain epidemiological aspects of disease surveillance. However, to fulfil their purpose, THOR and others need to have methodologic rigor in capturing and ascertaining cases. This article describes how data collected by THOR and analogous systems can inform WRIH incidence, trends, and other determinants. An overview of the different strands of THOR research is provided, including methodologic advancements facilitated by increased data quantity/quality over time and the value of the research outputs for informing Government and other policy makers. In doing so, the utility of data collected by systems such as THOR to address a wide range of research questions, both in relation to WRIH and to wider issues of public and social health, is demonstrated.

Evaluation of the Effectiveness of Emission Control Measures to Improve PM2.5 Concentration in South Korea (미세먼지 농도 개선을 위한 배출량 저감대책 효과 분석)

  • On September 26, 2017, South Korean government has established the Particulate Matter Comprehensive Plan to improve Korean air quality by 2022, which aims to reduce annual mean surface $PM_{2.5}$ concentration to $18{\mu}g/m^3$. This study demonstrates quantitative assessment of predicted $PM_{2.5}$ concentrations over 17 South Korean regions with the enforcement of the comprehensive plan. We utilize the Community Multi-scale Air Quality (CMAQ) modeling system with CAPSS 2013 and CREATE 2015 emissions inventories. Simulations are conducted for 2015 with the base emissions and the planned emissions, and impacts from model biases are minimized using the RRF (Relative Response Factor). With effective emission reduction scenario suggested by the comprehensive plan, the model demonstrates that the surface $PM_{2.5}$ concentration may decrease by $6{\mu}g/m^3$ ($23{\mu}g/m^3{\rightarrow}17{\mu}g/m^3$) and $7{\mu}g/m^3$ ($25{\mu}g/m^3{\rightarrow}18{\mu}g/m^3$) for Seoul and South Korea, respectively. The number of high $PM_{2.5}$ days(daily mean>$25{\mu}g/m^3$) also decreases from 21 days to 4 days.

Evaluation of Good Clinical Practice(GCP) Implementability at the Designated Clinical Trial Hospitals (임상시험 지정병원의 "의약품 임상시험 관리기준(KGCP)" 수행 가능성 평가에 관한 연구)

  • Clinical trials of drugs on humans is the final and most important stage in evaluating the safety and efficacy of the drugs. Good Clinical Practice(GCP) standards were announced in 1987 to protect testees' rights as well as to ensure validity of the clinical trial results, but its implementation has been delayed until now. The purpose of this study is to evaluate the preparedness of the designated institutions to abide by GCP standards during clinical trials, and thereby to determine GCP implementability at the institutions. Survey on the status of clinical trials was conducted for the designated 83 clinical trial hospitals. Response rate was 95.2%. Donabedian's quality assessment model was applied as the basic framework for the study. And the relative - weights for the evaluation items were determined by expert's evaluation. Among the designated 83 hospitals, 39 conducted clinical trials to obtain drug manufacturing approval from 1990 to 1994. Only 19 institutions are found to be able to meet the requirements of KGCP. Structure variables - manpower, organization, and facility -, which are the basic elements for GCP, are evaluated as unsatisfied in many hospitals. Institutions which established IRB accounted for 41 or 51.9%, but those who have a protocol evaluation guideline, or Adverse Drug Reaction(ADR) reporting system were only 12 and 21 institutions, respectively. Also, the institutions providing educational programs on conducting clinical trials are few - 20. The study results indicates that the level of conducting KGCP is unsatisfactory. However, more institutions are expected to be able to meet the standards soon because GCP standards does not require so much regulation on facilities, but stress importance on research methodology and human right. At present as the institutions for clinical trials are primarily training hospitals with residency programs, such efforts as education will accelerate the implementability of GCP in Korea. Institutions must build the appropriate infrastructure and government must prepare to strongly enforce KGCP before it can successfully take place.
