The Diagnosis of Work Connectivity between Local Government Departments -Focused on Busan Metropolitan City IT Project - (지자체 부서 간 업무연계성 진단 -부산광역시 정보화사업을 중심으로 -)

  • Modern urban problems are increasingly becoming a market mix that can not be solved by the power of a single department and the necessity of establishing a cooperation system based on data communication between departments is increasing. Therefore, this study analyzed Busan metropolitan city's IT projects from 2014 to 2018 in order to understand the utilization and sharing status of departmental data from the viewpoint that cooperation between departments can start from the sharing of data with high common utilization. In addition, based on the results of the FGI(Focus Group Interview) conducted for the officials of the department responsible for the informatization project, we verified the results of data status analysis. At the same time, we figured out the necessity of data link between departments through SNA(Social Network Analysis) and presented data that should be shared first in the future. As a result, most of the information systems currently use limited data only within the department that produced the data. Most of the linked data was concentrated in the information department. Therefore, this study suggested the following solutions. First, in order to prevent overlapping investments caused by the operation of individual departments and share information, it is necessary to build a small platform to tie the departments, which have high connectivity with each other, into small blocks. Second, a local level process is needed to develop data standards as an extension of national standards in order to expand the information to be used in various fields. Third, as another solution, we proposed a system that can integrate various types of information based on address and location information through application of cloud-based GIS platform. The results of this study are expected to contribute to build a cooperation system between departments through expansion of information sharing with cost reduction.

A Study on the Changes in Residential Environments after Residential Environments Improvement Projects (주거환경개선사업이후 주거 환경 변화에 관한 연구 - 대구광역시 주거환경개선사업의 물리적 환경 분석을 중심으로 -)

  • This research aims at analyzing the changes in residential environment after a residential environment improvement project focusing on the analysis into the physical environment of a residential environment improvement project, and examining in what direction the changes by residents' own efforts occurred after public support, such as infrastructure. The present residence development method has become different from the previous pulling down method and is focused on regeneration. By examining in what direction the target residence is being changed because of the development by residents' own efforts after the government's public investment at this time, this study also aims at investigating the direction to develop a guideline for residential improvement for later improvement of deteriorated residence. As for the contents of the analysis, changes in public support, such as infrastructure, and other areas after the residential environment improvement project were compared and analyzed from the land use, street system, and condition of buildings before the residential environment improvement project through field survey, geographic information system(GIS), registered land and building data and so on. The biggest change since the support from the government was that at the beginning of the project, the application of special provision of building laws and different financial supports led to lots of newly built buildings. Since then, their number has decreased rapidly, and in most cases, there have been some changes in part, such as changes in the use of land or repair of disposal tanks. Most newly built buildings were multi-household houses, and it has caused road capacity and parking lot capacity, etc., to be exceeded, which has worsened the pleasantness of the living environment. In addition, other problems have also appeared, for example, the lack of residence supporting facilities yet with a higher level of residential density. Regarding the changes in the residential environment after the residential environment improvement project, maintenance of houses were conducted in some degree as diverse alleviation policies to improve poor residence, yet the absence of the guideline for the direction of developing the whole district has made the residence environment more dense and deteriorated. To solve these problems, in advance to a residential improvement project, specific management methods based on short-, mid- and long-term plans for the direction of development by residents' own efforts and a sustainable guideline seem to be necessary.

Constructed Mobile System for Management affair of Water & sewage Facilities (상하수도 유지관리업무를 위한 모바일 시스템 구축)

  • Since 1995, One of the NGIS(National Geographic Information System) projects, the underground utilities project, has been finished in 2003. The 19 cities in korea for this project will use underground utilities management system using underground utilities database focusing on water and sewage system. However, special expert, technical and experience problem in computer environment has not been had in working department for water and sewage management and maintenance for each local government. The management and maintenance by underground utilities database by manual method is getting lowered a data qualify of underground utilities database because of the data omitting, error in writing and securing of the lasted database. Therefore, in this study, Application test for field workers using a mobile tool and environment analysis of wireless communication in Korea and application test of GPS receiver for mobile tools had been processed and made a mobile working environment. The efficient management and maintenance method for underground utilities database has been developed an off-line method for modification and update of database about general work which has a high working frequency because of the limitation of wireless communication environment. Also, the emergency working has been applied for on-line method.

Effectiveness Enhancement Measures for Local Government Environmental Impact Assessment (EIA) by Improving Small-scale EIA Institution (소규모 환경영향평가 제도개선을 통한 지자체 환경영향평가 효과성 증진방안)

  • In the Republic of Korea, the target project scope of the small-scale EIA is stipulated as the plan area above around 5,000~60,000m2 depending on a type of project and classification of land use. Whereas, the lower limit of the corresponding local government EIA project is generally located above the small-scale EIA's limits, and overlapping ranges exist. This situation has been enlarged since road construction and district unit planning were included as the target projects for small-scale EIA in the "Enforcement Decree of the Environmental Impact Assessment Act", which was partially revised in November 2016, and the current consultation system needed discussion in that small-scale EIA is allowed to be done without gathering review opinions at the local level. In fact, projects subjected to local government EIA but consulted as small-scale EIAs may seem insignificant because of a small number of total cases; however, it is worth paying attention to the fact that a local government may not add a target project due to the small-scale EIA. This study suggested the three policy measures for improving small-scale EIA to enhance the effectiveness of local government EIA: supplementing the institutional arrangements to incorporate the review opinion from the local region in small-scale EIA, giving priority to local EIA for conducing the projects in overlapping ranges with partial amendments on EIA law regarding exceptions to local government EIA, including small target projects (not to be small-scale EIA targets) to the ordinance that are deemed necessary to be conducted as local government EIA. Even though a positive function of small-scale EIA has been confirmed, efforts should be made to improve the situation in which many projects within local governments are consulted without review from the region.

Techniques for Evaluation of Ecological and Aesthetic Aspects of Landscapes through GIS Overlay Method (생태경관다양성과 시각경관민감도를 적용한 GIS중첩평가 계획기법)

  • In this study a landscape evaluation was carried out for the submission of a natural landscape conservation plan with the intention to prevent damage to natural landscapes through incautious exploitation. In the case of Korean landscape evaluation, in fact, only the aesthetic value of the landscape is evaluated as related to development projects but the ecological relevance of the landscape cannot be estimated by evaluating only the aesthetic. For that reason, this study performed a landscape evaluation, including the sensitivity limit of visible scenery and the diversity of ecological scenery. For the intention of landscape evaluation in the designation of an essential conservation area and for devising a plan related to this area, a GIS applied to Ian McHarg's map overlay method was used and both the ecological landscape diversity and the aesthetic value of the landscape was surveyed using this map overlay method. A region can be analyzed in relation to the needs for concentration of management in influence analysis of landscape effect elements.

A Study on Business Promotion Procedure and Service Model for Ubiquitous Sensor Network Based Ground Facility Management (USN 기반의 지상시설물 관리를 위한 추진절차 및 서비스 모델 연구)

  • This research dealt with the methodological procedures of ubiquitous sensor networks, applying to urban ground facilities. Recently Korean government established a guide, "u-City IT Infra guide v1.0" when promoting u-City implement projects. This guide conceptually included general processes about u-City mainframe in overall, but its guidance could not lead the detailed procedures and methods for specific ground facility. Therefore, this research proposed the details of the procedure for the intelligence of facilities after reviewing the existing procedures for ubiquitous city. Newly proposed procedure for the intelligence of facilities was consisted of selection of facility and sensors for intelligence, setting a level for intelligence, and suggestion of service model for the selected facility.

An Analysis of Suitable site of Constructed Wetland using High Resolution Satellite Image and GIS in Kyoung-An Stream (고해상도 위성영상과 GIS를 이용한 인공습지 적지 분석 -경안천을 대상으로-)

  • Various human activities such as the Urbanization and Industrialization are estimated the main factors to pollute the stream. Now days, numerous studies are carried out for managing non-point sources which have un-effect on water quality of streams by land-use and livestock. In case of Korea, a matter of concern that the management of Pal dang reservoir - the main water resources of the national capital region - has been occurring. Especially, large-scale constructed-wetlands are planned and constructed at the end of Kyoung-an stream. Additionally a lot of sewage treatment plants are newly installed and extended in this watershed. According to these efforts, water quality of Kyoung-an stream is predicted that would be improved. But the more detail and scientific analysis should be carried out for the water quality improvement, because, existing water quality improvement projects are not involved to analyze root of water quality deterioration and improvement plans. Therefore, this study aims to select suitable areas for constructed-wetlands and to calculate size of the constructed-wetlands for water quality improvement in Kyoung-an stream through the geographical pollutant distribution analysis and land-use pattern analysis by high resolution satellite image and suitable area analysis of constructed-wetlands by GIS(Geographic information system). The progress of this study is (1) to select maximum pollutant loaded area by geographical analysis based on water quality data, (2) to analyze land-use patterns using high resolution satellite image, (3) to select suitable areas of constructed-wetlands, (4) to calculate area and volume of chosen constructed-wetlands using GIS. Basically, sizes of constructed-wetlands are induced through the constructed-wetlands design index based on treatment ratio(provided by Korea Water Resources Corporation). As a result of this study, two areas are selected to construct constructed-wetlands. One of the area was $127,586m^2$ near by Yong-in sewage treatment plant, and the other area was $1,647m^2$ near by Ju-buk stream and Dae-dae stream.

A Study on Area-Wide Integrated Termite Management for the Preservation of Wooden Built Heritage (목조건축문화재의 예방 보존을 위한 공간적 통합 흰개미 관리(AW-ITM)의 적용)

  • A number of wooden built heritage remain in Korea, and most have been damaged by various biological factors including termite. Owing to the irreversible damage caused by termites, wooden built heritage are losing their authenticity and structural stability. In this study, Area-Wide Integrated Termite Management(AW-ITM) was proposed to prevent termite damage. First, to understand the locational characteristics of these sites, the distance from adjacent forests and surrounding forest areas was analyzed for 182 national designated wooden built heritage(national treasures, treasures) using the Geographic Information System(GIS). By analyzing existing pest control projects(2003-2020) and the components of the ITM, the characteristics of termite control for cultural heritages were determined. Based on these results, the cultural heritage sites and their surrounding spaces were divided into three areas, and the types of cultural properties were divided into six types according to the location and number of buildings. Along with this, termite control measures were proposed for each area and type. The concept of AW-ITM has been partially applied to the "Comprehensive Control of Termites in wooden built heritages Sites" by the Cultural Heritage Administration. Caution must be taken with regard to the establishment of a cultural heritage management policy; AW-ITM should be applied on a trial basis with the results then being carefully analyzed and reflected in the establishment of policies pertaining to the conservation management of cultural heritage.

Animal Infectious Diseases Prevention through Big Data and Deep Learning (빅데이터와 딥러닝을 활용한 동물 감염병 확산 차단)

  • Animal infectious diseases, such as avian influenza and foot and mouth disease, occur almost every year and cause huge economic and social damage to the country. In order to prevent this, the anti-quarantine authorities have tried various human and material endeavors, but the infectious diseases have continued to occur. Avian influenza is known to be developed in 1878 and it rose as a national issue due to its high lethality. Food and mouth disease is considered as most critical animal infectious disease internationally. In a nation where this disease has not been spread, food and mouth disease is recognized as economic disease or political disease because it restricts international trade by making it complex to import processed and non-processed live stock, and also quarantine is costly. In a society where whole nation is connected by zone of life, there is no way to prevent the spread of infectious disease fully. Hence, there is a need to be aware of occurrence of the disease and to take action before it is distributed. Epidemiological investigation on definite diagnosis target is implemented and measures are taken to prevent the spread of disease according to the investigation results, simultaneously with the confirmation of both human infectious disease and animal infectious disease. The foundation of epidemiological investigation is figuring out to where one has been, and whom he or she has met. In a data perspective, this can be defined as an action taken to predict the cause of disease outbreak, outbreak location, and future infection, by collecting and analyzing geographic data and relation data. Recently, an attempt has been made to develop a prediction model of infectious disease by using Big Data and deep learning technology, but there is no active research on model building studies and case reports. KT and the Ministry of Science and ICT have been carrying out big data projects since 2014 as part of national R &D projects to analyze and predict the route of livestock related vehicles. To prevent animal infectious diseases, the researchers first developed a prediction model based on a regression analysis using vehicle movement data. After that, more accurate prediction model was constructed using machine learning algorithms such as Logistic Regression, Lasso, Support Vector Machine and Random Forest. In particular, the prediction model for 2017 added the risk of diffusion to the facilities, and the performance of the model was improved by considering the hyper-parameters of the modeling in various ways. Confusion Matrix and ROC Curve show that the model constructed in 2017 is superior to the machine learning model. The difference between the2016 model and the 2017 model is that visiting information on facilities such as feed factory and slaughter house, and information on bird livestock, which was limited to chicken and duck but now expanded to goose and quail, has been used for analysis in the later model. In addition, an explanation of the results was added to help the authorities in making decisions and to establish a basis for persuading stakeholders in 2017. This study reports an animal infectious disease prevention system which is constructed on the basis of hazardous vehicle movement, farm and environment Big Data. The significance of this study is that it describes the evolution process of the prediction model using Big Data which is used in the field and the model is expected to be more complete if the form of viruses is put into consideration. This will contribute to data utilization and analysis model development in related field. In addition, we expect that the system constructed in this study will provide more preventive and effective prevention.

Land-Cover Change Detection of Western DMZ and Vicinity using Spectral Mixture Analysis of Landsat Imagery (선형분광혼합화소분석을 이용한 서부지역 DMZ의 토지피복 변화 탐지)

  • The object of this study is to detect of land-cover change in western DMZ and vicinity. This was performed as a basic study to construct a decision support system for the conservation or a sustainable development of the DMZ and Vicinity near future. DMZ is an is 4km wide and 250km long and it's one of the most highly fortified boundaries in the world and also a unique thin green line. Environmentalists want to declare the DMZ as a natural reserve and a biodiversity zone, but nowadays through the strengthening of the inter-Korean economic cooperation, some developers are trying to construct a new-town or an industrial complex inside of the DMZ. This study investigates the current environmental conditions, especially deforestation of the western DMZ adopting remote sensing and GIS techniques. The Land-covers were identified through the linear spectvral mixture analysis(LSMA) which was used to handle the spectral mixture problem of low spatial resolution imagery of Landsat TM and ETM+ imagery. To analyze quantitative and spatial change of vegetation-cover in western DMZ, GIS overlay method was used. In LSMA, to develop high-quality fraction images, three endmembers of green vegetation(GV), soil, water were driven from pure features in the imagery. Through 15 years, from 1987 to 2002, forest of western DMZ and vicinity was devastated and changed to urban, farmland or barren land. Northern part of western DMZ and vicinity was more deforested than that of southern part. ($52.37km^2$ of North Korean forest and $39.04km^2$ of South Korean were change to other land-covers.) In case of North Korean part, forest changed to barren land and farmland and in South Korean part, forest changed to farmland and urban area. Especially, In North Korean part of DMZ and vicinity, $56.15km^2$ of farmland changed to barren land through 15 years, which showed the failure of the 'Darakbat' (terrace filed) project which is one of food increase projects in North Korea.
