Study on the Status Change in Rural Landscape Planning and Landscape Project in the General Agriculture Fishing Village Development Project (일반농산어촌개발사업에 있어 농촌경관계획과 경관사업부문의 위상변화에 관한 연구)

  • Although the General Agricultural Fishing Village Development Project had a significant impact on the landscape formation and management in rural area, the rural landscape planning and project sectors was not stable by fluctuation variables. On the basic understanding the institutional status of rural landscape planning, some conclusions could be discussed as follows through the analysis of quantitative and qualitative changes and the background factors. The rural landscape plan lacked its own legal and institutional foundations, and the landscape project of the General Agricultural Fishing Village Development Project was mainly focused on the environment-improving H/W project for expanding the basic living infrastructures. In order to reflect the characteristics of the region and become independent rural landscape management, it is necessary to change the contents so that the S/W business such as the deepening landscape awareness and empowerment linked with improving the physical landscape. To this end, it is necessary to establish a foundation for the rural landscape planning system to have its own status, and it seems to seek to supplement with what is included S/W contents reflecting the context of higher level landscape planning. The landscape sector of the General Agricultural Fishing Village Development Project proved to be in the process of shrinking in both quantity and quality, despite the temporary expansion in the past. In addition, considering the distortion of the contents of landscape projects in rural sites, it seems that the rural landscape-related public project are now in a position to seek a new phase change beyond quantitative expansion. In particular, along with institutional improvements to secure the independent status of rural landscape planning that contributes to village community regeneration and social sustainability through the role of intermediary support organizations in landscape management activities. Through the integrated landscape plan, which is established in advance and led by the residents in the early stages, there is a need to change the direction to enhance meaning of the landscape planning goes beyond the facility design or space improvement.

The Effect of General Rural Development Project on Spiritual Leadership, Social Capital and Subjective Well-being (일반농산어촌개발사업이 지도자의 영성리더십, 마을의 사회적 자본, 주민의 주관적 복지에 미치는 영향)

  • Korea's general rural development projects, which has shifted its paradigm to a bottom-up approach, should be promoted in the direction of focusing on the subjective well-being of the residents in rural areas. This study analyzed the effect that a general rural development project impact on the subjective well-being of the residents and the village leader in the relationship the spirituality of leadership, the village's social capital to analyze the impact any general rural areas, attributed the success of development projects with diversified.. The results are as follows: First, the basic living-based projects among general agricultural fishing village development projects have positive effects on the subjective welfare of the residents. Second, it was found that the basic living-based projects and regional income raising projects in general agricultural fishing village development projects had a positive effect on the altruistic behaviors and beliefs of spiritual leadership. Third, as a result of analyzing the effect of the level of general farming and fishing village development on social capital, regional income raising projects have a positive effect on the formation of social capital such as trust and network. Finally, as a result of analyzing the influence of social capital on subjective well-being, it was found that social capital such as trust and network has a positive effect on the subjective well-being of rural residents. In future research, it is required to select more extended research subjects not limited to residents of limited areas, and conduct repeated studies, with expanding the model to include the important variables that affect the subjective well-being of the residents.

  • This study aimed to explore the methods to provide life service for hinterland villages, which is the biggest function of the seat of myeon in rural areas, and enhance central functions/roles. This study also aimed to provide basic information to establish a direction of the future projects of the seat of myeon through empirical study on the comprehensive improvement projects of the seats of eup and myeon and related demanders' perception for sustainable rural area. Based on the results, a variety of hardware manuals are correspondent with present rural situations in the comprehensive improvement projects of the seats of eup and myeon. Therefore, community-based welfare facilities should be expanded. Also, village infrastructure facilities and village landscape projects should be promoted to improve pedestrian environment. Finally, switching into an ecological environment project should be considered to improve village environment as well as supply energy saving facilities.

  • As demands and interests in visiting rural village increases, government authorities are promoting eco and green tour village development project through plural functions of rural village. The purpose of this study is to understand infrastructure improvement direction by researching the case study of general rural villages' changing to eco and green tourism villages. As for the research method, the character of each village was verified, then the case studies of improvement by life infrastructure using the identity of villages were analyzed. Finally, it was found that infrastructure through public facilities improvement and environment improvement project was expanded and relaxative and experiential space was offered by creating tour infrastructure using the identity of villages. Also, it was shown that farming infrastructure creating project was executed to promote the income base of locals.

  • The study intends to find out contents and impacts of rural development projects implemented by government in Ucheon myon-center village (Hoingseong-county) between 1989-1995. The projects in concern are Rural Industrial Estate Project(1989-90) and Rural Collective Village Project(1992-93), The restructuring of village plan introduced new construction and renewal of buildings that are required for a myon-center in general has to be. The study reveals some morphological patterns the village has and needs to be adjusted. As a conclusion, it proposes a conception of self-containment for a myon-center development. It is necessary that a project plan strategy should be based upon harmonious exploitation between old and new, flexible planning, and sense of technological alternatives.

  • The Korean government has promoted rural development projects aimed at bridging the gap between cities and rural areas. However, prior research in assessing available rural projects was mainly focused on only part of the agricultural area, evaluation of project types and improvement measures, analysis of operating management policies, and measuring levels of importance by sub-project categories, and yet the study found a little study on residents' satisfaction of the project who is the direct and fundamental beneficiary. In particular, comparative studies on rural and fishing village residents were insufficient. Thus, the present study chose village residents from Chodo-ri where the Ministry of Oceans and Fisheries held the Customized Capacity Empowerment Project from the Gangwon Fishing Village Specialized Support Center and Songgye-ri where was the project area for rural revitalization project to navigate changes on both perception and satisfaction of the village residents before and after the education.

Improvement and Evaluation of Resident Satisfaction Degree on Rural Village Development Project by Rural Territory (지역유형을 고려한 농촌마을종합개발사업의 주민평가 및 개선방안)

  • This research had selected current rural village development projects with the representative meaning of rural regional development projects in order to analyze results of projects and various policies of the government to enhance the quality of resident life and to develop rural regions. For the analysis, this research had selected 2 districts of the case study in Gyeongnam-province and Jeonnam-province, respectively. In the result of the satisfaction analysis on the projects, it was considerably difficult to analyze satisfaction degree by using a clear distinction of each region type when promoting overall project. However, this research confirmed that there were some differences about residents' understanding of the project and satisfaction degree in the process of projects according to the regional characteristics (rural and mountain areas). In general, two districts' residents of rural areas expressed relatively more negative feedbacks in process of the project compared to two district residents of mountain areas. This research suggested that it is needed to have residents' understanding of the project, a restoration of village community spirit to help each other and to cooperate, fostering a desirable leader, establishing effective village regulations, transition into an open and inclusive attitude, promoting rural village development project, and realization of the operating method in order to have an amicable project process in the future.

A Study on the Characteristics of Rural Convention in Geongsang Region - Focused on the Rural Development Projects, Hierarchical Structure and Living Area - (경상지역 농촌협약 특징 - 일반 농산어촌개발사업, 계층구조, 생활권 설정을 중심으로 -)

  • The purpose of this paper is to provide basic data to Si and Gun preparing for rural agreements in the future through consideration and case analysis for rural conventions, such things as living standards, hierarchical analysis methods, and general rural development projects. In the 1970s, sporadic and one-off projects focused on individual projects were repeatedly carried out in rural areas, which were undergoing dramatic changes in population movement, land use, landscape, economic growth and living. The keyword of the government's policy has changed to a way that existing rural development projects are planned and promoted by local governments themselves in conjunction with the issue of autonomy and decentralization. In addition, with the introduction of Rural Convention, the central and local governments are striving to achieve common policy goals. However, due to the lack of understanding of the Rural Convention introduced as a pilot project in 2020, the lack of living areas setting-standards, unclear classification of hierarchical structure, and excessive goal consciousness for general agricultural and fishing village development projects remain, fading the original purpose of the Rural Convention. Therefore, this study analyzed the seven reports of the Gyeongsang region selected in the 2021 Rural Convention to identify the characteristics of living area, hierarchical structure analysis, and detailed projects (rural center revitalization project, basic living base development project) and provided them as basic data. As a result of the study, first, according to the results of the hierarchical structure analysis, the first class was derived from 6 out of 7 Si and Gun. This is judged to be the result of the current rural population, social, and economic problems. Second, according to the results of the division of living areas, it was confirmed that except for one local government in seven cities and counties, the remaining six local governments were divided into three single living areas and three two living areas. This is the result obtained through a comprehensive review by overlapping the results of various analyses such as hierarchical analysis and resident surveys and OD data, and shows a different form from the existing upper or related plans. It is judged that this is the result of including qualitative contents such as residents' opinions along with various analyses when determining the living area. Third, the proportion of the budget for rural center revitalization and basic living base development projects to the total project cost subject to the Rural Convention was 59.6%, which was relatively higher than that of other general agricultural and fishing village development projects. It is judged that it is preferred because the unit project cost is relatively high in Si and Gun, and that quantitative results can be visually shown after the project is terminated.

An Estimation of the Standard Cost of Project Management of Empowerment Sector in Comprehensive Rural Village Development Project (일반농산어촌개발 지역역량강화사업비의 적정요율 산정)

  • The existing standard cost of project management of empowerment sector in general rural development project has problems with standard cost system without considering characteristics of empowerment project and unclear division of works. These problems are a lot of trouble to fulfill the project. Thus, it needs an arrangement of standard cost considering detailed characteristics of project management in the empowerment sector. The contents and results of this study can be summarized as follows. 1) To set accurate standard cost, we carried out three-step processes, such as elicitation of standard works, calculation of workload and determination of standard cost. (1) In an investigation of 30 rural area dividing 8 parts about an workload of empowerment project, an average workload is 1,499 hours. (2) Based on this results, the standard cost is calculated at 15% of project cost in over 600 million won, at 28.75% of project cost in under 500 million won, by standards of empowerment project cost. 2) It set the responsibility management cost to 15% of empowerment project cost considering existing awareness, workload and work professionalism of project management. Based on the results, It suggested the practical use as basis for efficient management of the future empowerment projects. To achieve this, It needs to promote maximizing results on the whole project through the legalization processes including amendment of existing regulations.

Conservation and Utilization of Sang-dang Mountain Fortress, Cheong-Ju City (청주시 상당산성의 보전 및 활용방안)

  • This study is to propose development direction of sang-dang mountain fortress toward the utilization of historical and cultural heritage as tourist attraction through the consideration of problems on sang-dang mountain fortress development. First of all, the historical significance, development project and status of Sang-dang mountain fortress was figured out. Furthermore, using pattern and general user's view was understood through the questionnaire survey then research on the actual condition of traditional korean village was performed. The ongoing development project focusing on restoration of cultural properties to its original state through an archaeological excavation investigation turned out to be lack of consideration on the utilization of sang-dang mountain fortress such as tourists inducement. Furthermore, the measures on traditional korean village which has been a problem by forming commercial area recklessly have been left off. Therefore, additional development plan is required on convenient and amenity facilities and rest places for visitors including environment improvement of traditional korean village based on the development for the restoration of cultural properties to its original state.
