Due to the city concentrated symptoms, high-rise building symptoms and diversity, the scale of fire disaster is increasing. So the economic expectation of fire disaster industry is growing. The domestic fire industry has an inadequate system, and hasn't a methodical system to foster the industry. And also most of the fire industry company are small and poor scale. So they haven't enough infrastructure like technical skill, manpower, marketing and so on. In order to drive fire industry from local fire protection industry to knowledge service, in this study, the items of human resources fostering, infrastructure and R&D were set and analyzed as detailed growth analysis factors. Also, the improvement plans were suggested and compared with IT industry which is defined as core industry in the 21st century knowledge-based economy in Korea.

This study analyzes the operating conditions of domestic marinas in response to changes in marine leisure trends and demand for recreational boats, and suggests ways to improve services according to the types and functions of marinas. In order to popularize marine leisure and to foster coastal and marine tourism industry, the 'Act on the Development, Management, etc. of Marinas' was enacted in 2010 and 'The 1st Marina Basic Plan' was established, and more than 34 marinas are operated nationwide. In order for domestic marinas to be used as an infrastructure for marine leisure activities, measures for enhancing service functions should be prepared in accordance with the size and characteristics of marinas. It is also necessary to improve facilities for marine leisure management and tourist convenience.

Purpose: The present research encircled on a systematic view of leadership in sports, an area that can be used to boost the skilling of employees. Four specific managerial development tools have been formulated during this research based on relevant materials studied in the previous section. Research design, data and methodology: This research used the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) standards to systematically search for, screen, and synthesize relevant past research on using sports leadership principles for team member development. Results: The findings in this research offer four staff leadership development program ideas that are unique and beneficial for firms looking to foster the development of strong leaders. By deploying sport-based principles and methodology, these approaches can solve the limitations of conventional leadership development programs. This will demonstrate how each plan can help HR managers develop the appropriate strategies for their companies. Conclusions: In sum, this research suggests that by incorporating time-honored principles of sports leadership, these models will provide HR managers with an excellent arsenal of tools for developing a generation of leaders endowed with the skills, mindset, and resilience required to ensure the organization's prosperity under the most adverse conditions.
Hot springs development will be more activated with the five-day work week system than before. Nevertheless, investment and development achievement of hot springs has not resulted in a successful performance to foster townships, and this calls upon locals to build a guideline to develop hot springs. This study intends to analyze laws on hot springs, which influence mostly on the hot spring development, to gather up the information on the present state of the development, and to suggest considerations for further development plans. Features of the hot spring development are as follows: One is that metropolitan cities will discover hot spring resources more than small cities. Therefore the development will be twofold : one for resort tour and the other for one-day rest and recreation. In addition, Korean laws on hot springs are more site development-oriented to support tourism and recreation than to protect environment and discover unused resources. This makes hot spring development easier and efficient being supported by hot spring law, law on territory development and use, and tourism promotion law. On the other side, planned landscape trimming can be uniformized and unharmonized in terms of local identity and environment-friendliness. This is why careful considerations such as goods and bads of the local resources, local history and culture are needed in hot spring development. A long-term development project should include remodeling based on local identity and development trends. The third point indicates that Korean hot springs development has recorded relatively low performance due to difficult private capital attraction, and a high fence on land purchase and development approval. It is essential to release restrictions on the hot spring development-especially on those whose development performance has not been successful so that best practice can be supported by the government in remodeling and marketing. New plans on hot spring development should be also examined based on developer's capacity and local authorities' volition on the plan. Last point shows that most hot springs development plans have been designed only based on territory utilizing plan and facilities arrangement, not considering much on fund-raising, operational plan or feasibility analysis. Therefore the tourism promotion law should reinforce guidelines on tourist site approval system by supplementing criteria. At the same time, an education on tourism development planning is necessary to deepen developers' understanding, since most developers are experts more on city development, landscape architecture, designing, constructing and engineering than tourism development.
With the tourism industry stagnating due to the recent COVID-19 virus issue, the importance of preparing a plan to resume and revitalize the tourism industry after the end of the COVID-19 is being emphasized. In particular, this researcher paid attention to the development of the horse industry as it can contribute to the differentiation of services as it is an experience-oriented tourism, and it can be said to be a field with a high potential for sustainable development in the future. However, in the domestic horse industry, legal problems related to installation, industrial structural problems organized around horse racing, and demand-based problems were scattered. Therefore, this researcher suggested a way to improve these problems, improve the quality of life of the people, and lead the horse industry to increase the income of rural residents. As a representative example, a legal improvement plan for the expansion and growth of equestrian facilities was presented, and a strategic incubating infrastructure construction plan was presented to support horse industry workers to nurture the horse industry as the 6th industry on their own. This movement will lead to qualitative growth through the conversion of the horse industry into local cultural contents, and not only to expand the base of public demand for the horse industry, but also to maximize the creation of added value through diversification of the horse industry, leading to qualitative growth of the horse industry.
The curriculum in the vocational training shall be planed and operated on a basis what is the occupational category that the students can be employed after their graduation and the ability necessary to the engagement in their occupations. Accordingly, the course selecting the quality of education in the curriculum plan for the vocational training shall be developed continuously and gradually through the maintenance of dose relation by the participation of the persons in the industries related to the major field. If the curriculum in the vocational training is for the preparation of employment, the focus of curriculum shall be adjusted to the employment. It needs to collect and analyze the related data between the universities and industries, particularly regional industries synthetically in order to develop the curriculum in the vocational training. The curriculum shall be planned on a basis of the data. As for the data related to the local community, it needs to develop new programs considering the prospect of demand of manpower by the industry, necessary knowledge, technology and attitudes, particularly considering the occupational category available in the employment with a bright prospect hereafter. Also, the contents to improve in the existing curriculum(a change of technology, a form of facilities for experimentㆍpractice, and a type of continuing & further education) shall be investigated and analyzed objectively. Accordingly, this study is to develop the curriculum more systematically in order to foster the character designer specially who to engage in the character industry that increases its role and expectation all the more with the development of animation industries and the extension of markets now. The purpose of this study is to decrease the estrangement between the school education that has been problems and the practical affairs in the field, to foster the special manpower that can satisfy the industries demand.
In this study, the implementation of science classes by pre-service elementary teachers were explored to foster the digital literacy of elementary students. To this end, interviews were conducted with four university students in their 4th year of study at 'G' Education University in Gwangju, also their teaching plans and class implementation videos were analyzed. Interview questions were divided into the science class planning stage, the science class implementation stage, and the post-science class implementation stage, and the interview contents were transcribed and categorized after recording. The results of the study are as follows. First, in the science class planning stage, pre-service elementary teachers considered the degree of elementary students' familiarity when choosing digital teaching and learning tools to foster digital literacy. While writing the teaching plan, it was difficult to set standards related to fostering digital literacy. Second, while pre-service elementary teachers had positive experiences such as improving students' participation in classes and increasing student-specific guidance through real-time data sharing, class time was exceeded due to poor use of digital teaching and learning tools. Third, after teaching their science classes, pre-service teachers presented reflections and requirements for the class. Based on these results, the necessity of developing digital literacy for pre-service elementary teachers and the need to improve the curriculum of education university were proposed.

This is a study to search for the ethical basis for valid informed consent of organ donors. It is an admirable action that a person give his own body part or organ as a gift to another person. The organ for transplantation can be removed only when the donor consents voluntarily to donation. It is recently proposed as the need for organ transplantation is increased that organs can be harvested although the consent of deceased cannot be obtained. This may raise many moral issues because human beings all have an unalienable right to control their own bodies. The principle of autonomy is usually regarded as an ethical basis for informed consent. However, some people criticize that the principle of autonomy requires a person and his decision to be autonomous (but there are many patients who aren't autonomous due to their confusion or unconscious condition in a clinical situation). or this principle can foster indifference to patients needing help: thus respect for principles of care and beneficence is necessary. When we consider the complexity of making a decision about organ donation. the principle of autonomy should be replaced by the principle of respect for individual autonomy. as expressed by Childress (1990). This principle requires the care givers to respect the client's individual decisions. The elements of informed consent are threshold elements: competence to understand and decide. voluntariness in deciding: information elements: disclosure of material information. recommendation of a plan. understanding of disclosure and recommendation: and consent elements: decision in favor of a plan. authorization of the chosen plan. In cases of living donors. the elements of competence and voluntariness are more important than the others. So only an adult can give a recipient his own body part. but it should be forbidden to harvest from minors or protected adults (i.e. developmentally disabled person However. when organs are removed from a cadaver donor. we ought to respect the donor's decision. So we ought to try to seek donor cards or any documents expressing the donor's opinion about organ transplant. All health care givers ought to disclose donor information about organ transplantation clearly enough for the donor to understand it and to be able to weigh the harms and benefits. We are going to propose 'the subjective standard' as the ethical standard of disclosure. This standard will assure that patients have enough information to be able to decide autonomously from their own position.
