  • The purpose of this study are to analyze economic and psychological factors associated with the forest protection of the mountain people, and to explain the forms of the forest management by ownership classes, especially with forest in the production structure of the mountain villages, particulary from Aprial 1st to 20th in 1975. And the basis of the data for this study is to have been obtained by the sample of 462 households, in Jeonbuk province, which were selected by the method of Yandom sampling. In order to determine what relations there are between the forest ownership classes are independent and each of the selected economic and psychological factors, the chi-squre test was used. The findings may be summarized as follows; 1. The area per household forest land of the mountain villages farm families with forest was 1.4ha and are middle classes with the cultivated area, and manage their forest in favor of the forest fuel and the byproducts, which we call "Earn Ownership Management Form". As it is acomplished by the agricultural surplus labor, we can't expect the positive forest investments. 2. The expectation of the proceeds of forest investments seems to be high but 30% of them doubtful. And the mountain villages farm families with above 3ha forest area expect their forest investments to be positive and in future they have hope in the economic management from. 3. The mountainous mountain fram families reply to a small sums of capital and the control of after the fact on account of the negative factors of forest investment. But rural mountain villages farm famillies assist on spending too much money for the control and nexious insects damage. 4. The reason about illegal cut away was mainly their fuels problem and then most of moumtain farm villages was used to forest fuel in their fuel. But 57% of mountainous mountain villages farm families not having forest area, and 66% of them get their fual on the self-supply, and 66.9% of them get from public and nationat forest and other's forest. That is one of the big problems of the forest protection. 5. Above 66% of mountain people think that forest law is severe and 50% of mountainous mountain villages farm families think if usual. Especially ones not having forest area but taking advantage of forest among them think so. 6. Rural mountain villages farm families have comparatively positive attitude for protecting forest, but mountainous mountain villages farm families negative. Classes with above 3ha forest area have more outlook of forest protection. And the more such classes are, the better they can protect forest. 7. There are problem about operation and education of the forest law on the mountainous mountain villages farm families.

  • The aim of this study was to provide the basic information necessary to identify Korean fir (Abies holophylla), momi fir (A. firma), and Nikko fir (A. homolepis), and other fir trees planted in South Korea that are protected by law. Analysis of the morphological characteristics of the needles from each sample was investigated. The shape of the needle-leaf tip from A. holophylla was acute, whereas that from A. firma and A. homolepis was emarginate and that from the protected fir trees was obtuse. The number of stomata on the needles was not significantly different between A. holophylla and A. firma, and the number of stomata on the needles from A. homolepis and the protected fir trees were highly similar. In addition, the genetic differences among the Abies species were analyzed using the sequences of five chloroplast DNA regions-matK, atpF-atpH, rpoC2-rps2, rpoC1, and psbA-trnH.The atpF-atpH and psbA-trnH regions were useful for discriminating A. firma from the other species, but there were no differences among A. holophylla, A. homolepis, and the protected fir trees. The same chloroplast sequences were found in both A. holophylla and A. homolepis, which suggests that additional genetic studies might be necessary to identify the Abies species planted in both South Korea and Japan.

  • Wind is a meteorological factor that has a significant impact on agriculture. Gust cause damage such as fruit drop and damage to facilities. In this study, low-altitude wind speed prediction was performed by applying physical models to Local Ensemble Prediction System (LENS). Logarithmic Law (LOG) and Power Law (POW) were used as the physical models, and Korea Ministry of Environment indicators and Moderate Resolution Imaging Spectroradiometer (MODIS) data were applied as indicator variables. We collected and verified wind and gust data at 3m altitude in 2022 operated by the Rural Development Administration, and presented the results in scatter plot, correlation coefficient, Root Mean Square Error (RMSE), Normalized Root Mean Square Error (NRMSE), and Threat Score (TS). The LOG-applied model showed better results in wind speed, and the POW-applied model showed better results in gust.

  • This research deals with the combustion experiment of pine trees, which are the most representative species in Korea. Experimental data are compared with theoretical ones using Fire Simulation Program(FDS). It is considered that horizontal/vertical temperature distribution and radiant heat influence on adjacent areas in fire scenes. The linear function for separation distance to temperature was drawn by applying Stefan-Boltzmann's law; $y=112.13133{\times}({\sigma}T^4)^{-0.52916}$ for calculating the separation distance. In combustion experiment, the radiant heat came to $1.4{\sim}1.5kW/m^2$ in case of the separation distance by one meter. The numerical values mean that human body show the critical level of pain after one minute without a protective equipment.

  • The purpose of this study is to investigate the causes of the dramatic process in forest policies from July of 1972 to June of 1973. In 1972, the core forest problem calling for an immediate solution was the severe forest degradation such as a low growing stock ($11m^3/ha$) and lots of non-tree forest land corresponding to 12% of total forest land. There could have been various approaches to solve the problem at that time. By the end of 1972, the Korean government was afoot to choose the management-oriented approach to carry out reforestation as a part of forest management. In order to implement this approach, the Korean government established the Forest Development Law enforcing establishment of the Forest Management Corporation as a public organization to carry out forest management in the special development land. However, the Korean government changed the management-oriented approach into the administration-oriented approach to carry out reforestation as a part of forest greening in order to rehabilitate severe degraded forests as soon as possible in early 1973. The Forestry Administration (refer to Forest Service) was transferred from the Department of Agriculture and Forestry to the Department of Interior for the efficient rehabilitation in advance, before the 1st 10-year National Greening Project. After the organization's transfer, the government established the 1 st 10-year National Greening Project aiming to reforest one million ha from 1973 to 1982 to use activities like the national greening campaign and the administrative organization mobilization including police force. Reforestation policy as a part of forest management lost effect due to the greening-oriented approach choice. Moreover, the Government struggled to provide 20 billion won for the establishment of the Forest Management Corporation. After all, on March 5th of 1973, the management-oriented approach dropped a curtain deleting the clauses defining the establishment of the Forest Management Corporation. Park, Chung-hee who was the then president of Korea might have felt the 'time restriction' to lose no time to habilitate degraded forests. Due to his awareness, the approach regarding reforestation was changed into administration-oriented activities. The president's awareness was considered as an invisible cause at that time.

  • This study was conducted to provide the policy information on implementing forestry mechanization through analyzing the project results and policy effectiveness. Study method adopted LISREL (Linear Structural Relationships) model which is the covariance structural equation model. Data was collected by questionnaires on the executors who are actually executing the forestry mechanization project. The analysis results on project outcome, policy satisfaction, and education and training showed the average. But the policy consistency, the consolidation of law and system and the spreading of forest machines showed bellow the average. Therefore, it is necessary to implement the consistent policy through the consolidation of law and system, and to increase the spreading ratio of forest machines in the forestry mechanization. In forestry mechanization project, the policy basis, the spreading of forest machines, and the education and training showed the positive affect on the policy outcome, respectively. The policy outcome had the positive affect on policy satisfaction. Accordingly, although the forestry mechanization policy system is important, it is necessary to spread the forest machines and to increase the training and education of operators for the successful forestry mechanization in the future.

  • Payment of Forest Landscape Service (PFLS) is based on the value of landscape conservation and is a positive forest policy inducing the owners of mountains to improve environmental service quality with economic incentives. The purpose of this study is to test the feasibility of PFLS and find out the elements related to PFLS such as associated statutes, target applications, eligible owner's requirements, and applicable environmental services. Research sites were selected in designated reserved forests by law and surveys were carried out with 28 professional forestry engineers and 10 owners of reserved forests located in Chungnam Province in November, 2008. As a result, the owners are willing to participate pilot-project of PFLS if they could have tax incentives. Preferred activities in their forestry are eco-tourism and carbon emission trading as PFLS business model. Although they expect low economic benefit from the PFLS, respondents answered introducing PFLS will give good opportunities for owners of a reserved forest to enhance willingness to manage their forestry properly for the landscape conservation. In this study, PFLS evaluation indicators and policy directions are established and recommends the strategies to cope with changing needs of forestry conservation by inducing the owners' active participation in the sustainable forest landscape management.

  • This study aims to assess MEE(management effectiveness evaluations) on PAs(protected areas) for forest genetic resources which play an important role in biodiversity conservation, and then to suggest better ways to manage PAs for forest genetic resources. This study applies same indicators of the MEE on PAs as the ones described in the prior study(Ryu et al. 2011). The indicators applied are composed of five elements, thirty-two indicators which all would be grouped into one element by each traits. Overall indicators belonging to the element of output and outcome are comparatively low. Especially the ones related to the change of biodiversity, degree of ecosystem health, variation of civil complaint and visitor satisfaction are ranked mostly low. The element of input shows the low rank on the number of staff and budget. The score of indicators related to the identification of the threats of PAs and local communities' supports turn out to be low in the element of Context. The element of process, however, has scored low on Staff management, Education/Awareness programs and Governance, while the law enforcement, management regulation and capacity to prevent forest disasters have made relatively high score. Meanwhile, all indicators in the element of planning have scored relatively high as compared to the indicators belonged to other elements. This study suggests to strengthen a few constructive proposals, such as facilitating efficient management framework for PAs, developing local community cooperation program, establishing survey, research and monitoring system, and registering PAs to the WDPA(World Database on Protected Areas) according to the IUCN categories.

  • Forest biomass energy is based on scientific evidence in response to carbon neutrality and the climate crisis, international consensus, and environmental-geographic characteristics of each nation. In this study, the authors aimed to analyze macroscopic forest biomass energy policies for ten major countries. They categorized them into six detailed categories (Sustainable utilization, Cascading Uutilization, Replacement of fossil fuel/Carbon intensive products, Utilization of forest by-products/residues as the source of energy, Contribution to carbon-neutral/climate change, and Biomass combined with CCS/CCUS ). In addition, the surveyed nations have developed a policy consensus on the active use of forest biomass with sustainable forest management except for the cascading utilization category. Furthermore, the authors evaluated the mid to long-term plans of the Korean government for improvements in the policy and legal aspects. As a result, the authors derived four major directions that South Korea should approach strategically in the future (1) secure financial resources for sustainable forest management and stimulating investment in the timber industry, (2) promote unified policies to establish a bio-economy, (3) enhancement of the forest biomass energy system, and (4) reorganization and promotion of strategy centered on the opinions of field experts in internal and external instability.

  • For policies and actions associated promotion of social and environmental benefits of forest in Korea, various polices have been progressed based on newly established ordinances along with full progresses of subdivision of the Forest Law since reorganization of regulatory system by functions focused on the Basic Forestry Act. In these policies, water resource conserving function and national land conserving function which have little close relation to the people's daily life including formation of forest for conservation of water supply and erosion control have continued to be promoted since 1970s. Especially in recently years, the policy of biodiversity conserving function according to importance of health and recreation function and conservation management of forest ecosystem and animal and plant are being promoted actively. Among them, the health and recreation functions is featured for various policies to be promoted in spite of small budget for responding actively to various forest recreation demands after settlement of 5-day workweek system. It seems because the health and recreation function could obtain visible results of governmental investment and high responses from the peoples as a function having close relationship with the people's daily life.
