  • GIS is used much research for efficient forest fire management and forecasting and slope has been known as high-leverage thing in spread of forest fire specially. Various algorithms are used usually to calculate slope angle of topography from DEM(Digital elevation model). However, because spread speed of forest fire is different according to uphill slope and downhill slope, it need new slope calculation algorithm. Therefore, developed slope calculation algorithm can reflect uphill slope and forest fire spread speed of looking downhill slope.

  • All around tile world there has been great human and economical damage continuously by disasters like the earthquakes and storms(Tsunami) in eastern asia which recently occurred, and like the New Orleams hurricane in USA. The situation is our countries damage from natural disasters due to heavy snow, storms, forest fires have been increasing In this research we obtained GSIS data of the 05' Yang-yang forest fire disaster area using multi-sensors like airborne laser data, GPS/INS, aerial photograph surveying. In result we produced digital topographical maps, digital elevation models, digital external models, digital images, infrared images. By, analyzing and comparing with past aerial photography we obtained the exact damage area, amount of damage, estimated tile areas where a landslide might occur, and we analyzed vegetations amount of damage and possibility of recovery.

  • Recently the increase of natural disaster and man-made disaster, newly emerging infectious diseases and bioterrorism attack changed the world in many aspects. So the Ministry of Health and Welfare and other related agencies are trying to solve the problems with disasters. We discussed these problems in the following eleven categories. (1) emergency medicine (2) communicable disease control, (3) food safety control, (4) public facilities safety, (5) social welfare facilities safety, (6) bioterrorism control, (7) geriatric health care, (8) insurance support, (9) overseas disaster victim support, (10) national organization protection, (11) fire fighter safety in forest fire. Through the reviews on the various kinds of disaster, we proposed the disaster control measure for the near future.

A Numerical Study of 1-D Surface Flame Spread Model - Based on a Flatland Conditions - (산불 지표화의 1차원 화염전파 모델의 수치해석 연구 - 평지조건 기반에서 -)

  • The characteristics of the spread of a forest fire are generally related to the attributes of combustibles, geographical features, and meteorological conditions, such as wind conditions. The most common methodology used to create a prediction model for the spread of forest fires, based on the numerical analysis of the development stages of a forest fire, is an analysis of heat energy transmission by the stage of heat transmission. When a forest fire breaks out, the analysis of the transmission velocity of heat energy is quantifiable by the spread velocity of flame movement through a physical and chemical analysis at every stage of the fire development from flame production and heat transmission to its termination. In this study, the formula used for the 1-D surface forest fire behavior prediction model, derived from a numerical analysis of the surface flame spread rate of solid combustibles, is introduced. The formula for the 1-D surface forest fire behavior prediction model is the estimated equation of the flame spread velocity, depending on the condition of wind velocity on the ground. Experimental and theoretical equations on flame duration, flame height, flame temperature, ignition temperature of surface fuels, etc., has been applied to the device of this formula. As a result of a comparison between the ROS(rate of spread) from this formula and ROSs from various equations of other models or experimental values, a trend suggesting an increasing curved line of the exponent function under 3m/s or less wind velocity condition was identified. As a result of a comparison between experimental values and numerically analyzed values for fallen pine tree leaves, the flame spread velocity reveals a prediction of an approximately 10% upward tendency under wind velocity conditions of 1 to 2m/s, and of an approximately 20% downward tendency under those of 3m/s.

A Study on the Correlation between Forest Fire Occurrence and Asian Dust during the Spring Season from 2000 to 2008 (2000~2008년 봄철 황사와 산불발생의 관계 분석)

  • The purpose of this study is to analyze the patterns of forest fire possibly related with Asian dust event and carry out a correlation analysis between forest fire occurrence and existence or not of the Asian dust event during dry seasons i.e. February to May in 2000 to 2008. To study the correlation of forest fire and Asian dust, we surveyed information of Asian dust observations, forest fire statistics, fire danger rating index, weather data such as temperature, relative humidity and wind speed of the day occurring the forest fire. As a consequence of analysis, the regional frequency of Asian dust was the highest in Gyeonggi and Chungbuk divisions. Frequencies of forest fire occurrence by the Asian dust events were the highest in the day before three days of the Asian dust event. The highest frequent regions of forest fire occurrence were district of boundary line between Gyeonggi and Western of Gangwon, Chungbuk and Gyeonbuk inland. The correlation between forest fire and fire danger rating index showed the high correlation with the day before three days and after three days of the Asian dust event. These correlation coefficients were 0.50038 and 0.53978 to 1% significance level. The result of analysis between the frequency of forest fire occurrence and wind speed had a highly negative relationship at all the Asian dust days, the day before and after three days. The correlation coefficients had been -0.58623 to -0.61245 to 1% significance level. Relative humidity showed a little of negative relationship with forest fire occurrence in -0.2568(p ${\leq}$ 0.01) for the Asian dust day and -0.35309(p ${\leq}$ 0.01) for next three days. Moreover, at the day before three days of Asian dust events, it was -0.23701 to 1% significance level. However, the mean temperature did not correlate with frequency of forest fire occurrence by Asian dust events at all.

Study on Guideline of Water Supply System for Forest Fire (산불방지 급수시설 설치 기준 마련에 관한 연구)

  • Permanent water supply and water sprinkling systems are essential to protect major forests and facilities from forest fire. Back in 2005, Naksan Temple, a valuable cultural asset of Korea, was burned down in a forest fire that took place in Yangyang. This started a series of movements including installing water supply facilities and managing forests near important cultural assets. As for the existing facilities, however, they were installed without any standard guidelines for management and installation according to each constructor's specifications, which were based on the National Fire Safety Code 109. Unfortunately, this is not effective in protecting facilities from forest fires such as they have a small protection area, limited simultaneous sprinkling, and a difficult the movement of fire hose. Against this background, the study examines the condition of water supply facilities currently in use, identifies their deficiencies, and suggests how to improve the criteria for water supply service to effectively prevent forest fire. Specifically, three systems were proposed: Water Sprinkler Tower System for preventing spread of crown fires, and Forest Fire Hydrant System and Portable Water Spray System to be effective for suppressing surface fires. In addition, the standards on the performance and components of water pumps are also suggested.

Analysis of Forest Fire Damage Using LiDAR Data and SPOT-4 Satellite Images (LiDAR 자료 및 SPOT-4 위성영상을 활용한 산불피해 분석)

  • This study estimated the forest damage of Kangwon-Do fire disaster occurred April 2005. For the estimation, the delineation of fire damaged area was performed using SPOT-4 satellite image and DSM (Digital surface model)/DTM (Digital Terrain Model) was generated by airborne and ground LiDAR data to calculate forests height. The damaged amount of money was calculated in forest area using stand volume formula, combining the canopy height from forest height model and digital stock map. The total forest damage amounted to 3.9 billion won.

Spatio-temporal enhancement of forest fire risk index using weather forecast and satellite data in South Korea (기상 예보 및 위성 자료를 이용한 우리나라 산불위험지수의 시공간적 고도화)

  • In South Korea, forest fire occurrences are increasing in size and duration due to various factors such as the increase in fuel materials and frequent drying conditions in forests. Therefore, it is necessary to minimize the damage caused by forest fires by appropriately providing the probability of forest fire risk. The purpose of this study is to improve the Daily Weather Index(DWI) provided by the current forest fire forecasting system in South Korea. A new Fire Risk Index(FRI) is proposed in this study, which is provided in a 5km grid through the synergistic use of numerical weather forecast data, satellite-based drought indices, and forest fire-prone areas. The FRI is calculated based on the product of the Fine Fuel Moisture Code(FFMC) optimized for Korea, an integrated drought index, and spatio-temporal weighting approaches. In order to improve the temporal accuracy of forest fire risk, monthly weights were applied based on the forest fire occurrences by month. Similarly, spatial weights were applied using the forest fire density information to improve the spatial accuracy of forest fire risk. In the time series analysis of the number of monthly forest fires and the FRI, the relationship between the two were well simulated. In addition, it was possible to provide more spatially detailed information on forest fire risk when using FRI in the 5km grid than DWI based on administrative units. The research findings from this study can help make appropriate decisions before and after forest fire occurrences.

Combustion Characteristics of the 5 Species in Warm Temperate Forest Zone (난대지역 5수종의 연소특성)

  • 내화수림대 조성을 위하여 난대수종 중 내화성 수종을 선발하고자 콘칼로미터를 이용하여 5수종(감탕나무, 구실잣밤나무, 동백나무, 붉가시나무, 후박나무)을 대상으로 수피, 가지, 생엽 등 부위별 연소특성을 분석하였다. 난대수종의 평균 열방출율(HRR)은 감탕나무($167.66kW/m^2$)>구실잣밤나무($142.80kW/m^2$)>동백나무($116.78kW/m^2$)>후박나무($95.48kW/m^2$)>붉가시나무($79.80kW/m^2$) 순으로 나타났다. 따라서, 붉가시나무가 산불 발생시 다른 수종에 비해서 화재강도가 낮은 것으로 사료된다. 수종별 부위(생엽, 가지, 수피)의 착화특성을 분석한 결과, 생엽에서 최초자연발화온도는 동백나무, 감탕나무($697^{\circ}C$)>후박나무($672^{\circ}C$)>구실잣밤나무($663^{\circ}C$)>붉가시나무($658^{\circ}C$) 순으로 나타났으며, 가지에서는 구실잣나무($671^{\circ}C$)>후박나무($669^{\circ}C$)>감탕나무($661^{\circ}C$)>붉가시나무($657^{\circ}C$)>동백나무($591^{\circ}C$) 순으로 나타났으며, 수피에서 동백나무($839^{\circ}C$)>후박나무($804^{\circ}C$)>동백나무($784^{\circ}C$)>붉가시나무($780^{\circ}C$)>감탕나무($749^{\circ}C$) 순으로 나타났다. 수종별 부위에 있어서 최초자연발화온도가 다른 것은 수종에 따라 조직과 세포간극 형태에 따라 수분함량의 차이가 착화특성을 다르게 나타내는 것으로 사료된다.

The Study on Surface Fire Spread in Fuel Bed (Fuel Bed에서의 지표화 확산에 관한 연구)

  • In this study a Fuel bed where surface fire spreads through is made to measure the data such as the flame height, radiation, spread rate and temperature distribution of Fuel bed. As experimental variables species of trees, wind velocities and slop are chosen. Fallen leaves of Quercus Variabilis (Q.V.) and Pinus Densiflora (P.D.) are used as fuel. Wind velocity is controlled by simply designed wind turnnel from 1 to 5 m/s. Slope of fuel bed is changed from $0^{\circ}$ to $30^{\circ}$. For the measurements of temperature distribution and spread rate total 35 of K-type 1.6 mm thermocouples are positioned as a lattice design. Radiant heat flow meters are used besides video camera and thermovision camera.
