어선원들의 질병 실태 조사 (Investigation into Occupational Disease of Fishing Crew)

  • 어선원들의 승선근무로 인한 질병 발생 실태와 질병 발생에 영향을 주는 인자들을 파악하여 승선근무로 인한 질병발생 예방 및 건강증진을 써한 기초자료를 제공하기 위한 목적으로 624명의 어선원들을 대상으로 설문 및 면접을 통해 수집 분석한 결과는 다음과 같다. 최근 12개월 동안 당직근무에 지장을 받은 질병을 경험한 어선원이 70.2%였으며, 질병발생에 유의한 영향을 미친 변수들은 연령, 직위, 건강인식도, 피로도, 휴식시간, 노동강도, 초과근무시간 등이었다. 연령이 많을수록(p<0.01), 피로도가 높을수록 (p<0.01), 노동강도가 높을수록(p<0.01), 초과근무시간이 많을수록(p<0.05) 질병경험이 높았고 건강인식도는 낮을수록(p<0.01), 휴식시간은 짧을수록(p<0.01) 질병경험이 높았다. 당직 근무에 지장을 준 질병 중 가장 많이 경험한 질병은 위장병 8.7%> 디스크 7.2> 외상 7.1% 순으로 조사되었으며, 질병군별 분석에서는 근골격계 질환이 가장 높은 20.5%의 분포를 보였으며 그 다음으로 소화기계 14.3%> 손상 및 중독 13.5%> 구강계 11.9%순으로 많이 발생한 것으로 조사되었다.

연근해 어선에 대한 방수복 비치기준 개정을 위한 기초연구 (A Basic Study on the Criteria of Immersion Suits for Fishing Vessels Engaged in Coastal and Inshore Fisheries)

  • In order to reduce the risk of death from hypothermia for the fishing vessel's crew at sea, this paper suggests that the criteria of equipment of fishing vessels should be revised for fishing vessels engaged in coastal and inshore fisheries to be equipped with the immersion suit. The criteria of equipment of fishing vessels for immersion suits was amended to reflect the sinking of No.501 Oryongho but it was only reflected in ocean fisheries at Bering sea and Antarctic ocean that immersion suits must be provided with the same number of the total number of crew on board. Therefore, this paper analyses the relationship between maritime accident of fishing vessels and weather condition based on sea water temperature to find out the risk of hypothermia and also compares the international conventions(SFV Protocol 1993, Cape Town Agreement 2012, STCW-F 1995 and SOLAS 1974) and domestic law concerning criteria of equipment of fishing vessels. As a result, fishing vessels engaged in coastal and inshore fisheries are exposed to the risk of hypothermia when they are in distress and the criteria of equipment of fishing vessels should be amended to provide the immersion suits in accordance with the revision trend of international conventions.

  • Our status of off-shore stow-net fishery is in face with many difficult problems; the lack of fisherman by evading the 3-D occupation, the safety accident by unskilled crew and old type fishing system. In order to solve those problems, it is necessary to save the man power and ensure the safety of fishing work by the effective utilization of power and automatization of fishing gear system. This is consists of the side drum driven by main engine, the net hauler, the bow and stern capstan, jib crane etc. Therefore, we suggest the design on unification of power device of fishing gear system as follows; (1) fishing system by uni-hydraulic power and (2) fishing system by electric motor and electro-hydraulic power.

어선에서의 일본식 용어 사용에 관한 실태 조사(II) - 기관부 용어를 중심으로 - (Investigation and Research for Japanese Stylish Terms Used in the Korean Fishing Vessels)

  • The use of Japanese stylish terms in the Korean fishing vessels has been overdoing. It becomes a reason of preventing the communications between crews who have been working for many years and the beginners who newly work for the ships. Also the experienced crews cannot easily understand the contents of the texts and manuals for marine ship's machinery because the terms explained in the books are very different from those they always speak in the ships. It is reasonable to expel Japanese stylish terms from the vessel if possible to enable free communications to each other. I inspected and examined about 122 Japanese stylish terms that is spoken in the engineering part of the fishing vessels. So, I expect this paper is a basic research for the eradication of the Japanese stylish terms in the Korean fishing vessels.

충돌사고 감축을 위한 어선의 대응 방안에 관한 연구 (A Study on the Requirement to the Fishing Vessel for Reducing the Collision Accidents)

  • 해양안전심판원에 따르면 선박의 등록 척수는 점차 줄어드는 추세이지만, 전체 해양사고 척수와 충돌사고 척수는 증가 추세를 보이고 있다. 2008년부터 2012년까지 최근 5년간 해양사고 발생 현황을 분석해 보면, 해양사고에서 충돌사고가 37 %로 가장 높게 나타났으며, 이러한 충돌사고에서 어선이 58 %로 가장 많이 발생되었는데, 그 중에서도 20톤 미만의 소형선박의 충돌사고가 26 %로 가장 많은 것으로 확인되었다. 또한, 충돌사고의 절반이 넘는 56 %의 선박이 충돌직전까지 상대선박을 발견하지 못한 것으로 분석되었는데, 이러한 사실은 충돌사고가 대부분 경계소홀로 인하여 발생한 것임을 알 수 있다. 따라서 이러한 충돌사고를 줄이기 위해 어선의 운항특성 및 운항과 관련된 제반 규정을 검토하여 어선의 승선 인원, 교육 및 훈련, 그리고 항해장비 측면에서 개선 및 보완할 수 있는 방안을 제시하였다.

생력형 5단 유자망 양망기의 효율성에 관한 연구 (A Study of the Efficiency of the Labor-saving-type, Five-step-drum Net Hauler)

  • As part of a series of studies about improving yellow croaker drift gill net fishing gear and the development of a labor-saving fishing system, we installed a labor-saving-type, five-step-drum net hauler, and a triple-V-type net hauler in 108 Daeheung-ho, a fishing boat which operates drift gill nets for yellow croakers mainly in the sea near Chu-ja Island. Net damage with the labor-saving-type, five-step-drum net hauler is lower than for the triple-V-type net hauler. In addition, there was a reduction in the standard operational crew of two people. The lead time for hauling the labor-saving net was approximately 10% and 19.2% less than for hauling the triple-V-type net hauler and for hauling by hand, respectively. It was found that there were fewer slip in fishing gear and less damage to the wing of the drum as well as less damage to the fish when the labor-saving-type, five-step-drum net hauler was used than when the triple-V-type net hauler was used. In the survey, the lead time for hauling the net was approximately 21.6% and 45.2% more effective than hauling with the triple-V-type net hauler and hauling by hand, respectively. The crew was reduced by approximately 18.2% and 25% than when hauling with the triple-V-type net hauler and hauling by hand, respectively. In addition, cessation of operation and damage to the fish were reduced when compared to the triple-V-type net hauler and hauling by hand.

ILO어선원노동협약과 어선법의 어선거주설비에 대한 고찰 (A study on the work in fishing convention, 2007 and the fishing vessel's accommodation facilities standards in national fishing vessel act)

  • This study intends to present a direction for the better reforming of fishers'onboard living conditions and proposals for preparing for ratification of the Work in Fishing Convention by means of making a comparison between standards on recent national fishing vessel accommodation facilities and standards on the Work in Fishing Convention and Its Recommendation, 2007, ILO. For the most part of standards on national fishing vessel accommodation facilities are somewhat insufficient to satisfy the provisions in Annex III of the Convention. Considering by items on fishing vessel accommodation facilities, the standards on insect protector, noise and vibration, heating and air conditioning, lighting, persons per sleeping room, recreational facility are not provided in national law. Headroom, separation of accommodation, sleeping room floor area, mattress size, mess room, galley and food storage are partially sufficient for the Convention. In case of sanitary facilities, national standards are not sufficient for the Convention. The other side, facilities related safety of ship and crew such as emergency escape etc., are fully sufficient for the Convention. These insufficiencies caused by different types of fishing vessel depend on originality of fishing method and practices. In the comparison between equivalent tonnage about vessel's length on convention and calculated tonnage of national existing fishing vessel, the difference are 226tons about length 24m and 501tons about length 45m. For that reason, headroom, persons per sleeping room, cabin of sicker and injured, sanitary facilities may decide to use gross tonnage in place of length (L) and the alleviating measure basis of convention. But in case of standards on sanitary facilities which are unsufficient for the Convention, specially in coastal fishing vessel length basis should be adopted with alleviating basis for less than length 24m.

연근해 어선용 활어조 냉각장치의 성능특성 (Performance Characteristic of Live Fishing Tank in Cooling Apparatus inshore Fishing Boat)

  • 별도의 엔진 구동형 소형 패키지 해수냉각시스템을 개발하기 위하여 압축기 회전수와 냉각수 유량 및 온도, 냉수 유량을 파라미터로 장치의 운전 특성을 파악한 결과 다음과 같은 결론을 얻었다. (1) 압축기 회전수와 증발기의 냉수 및 응축기의 냉각수 유량이 증가할수록 장치의 냉동능력은 증가하였으며, 압축기 회전수 및 냉각수 온도가 증가할수록 구동엔진의 연료소비량도 증가하였다. (2) 압축기 회전수와 냉각수 및 냉수의 유량이 증가할수록 냉각시스템의 성능계수는 증가하였으며, 냉각수 온도 및 압축기 회전수가 감소함에 따라서는 감소하였다. (3) 별도 엔진 구동용 소형 해수냉각장치 개발 및 운전조건 변화에 따른 시스템의 특성과 운전조건변화의 상관 관계를 파악할 수 있었으며, 시스템의 상용화 설계를 위한 기초자료를 얻을 수 있었다.

어선원 복지공간 확보를 위한 5톤급 쌍동형 연안어선 선형개발에 관한 연구 (Study of Hull Form Development of 5-Ton-Class Catamaran-Type Coastal Fishing Boat for Welfare Accommodation of Fishing Crew)

  • This paper reports the hull form development and resistance performance of a 5-ton-class catamaran-type coastal fishing boat. The weight estimation and preliminary design were basically extracted from existing coastal fishing vessels. In addition, the resistance performance was investigated using a model test in a high-speed circulating water channel and was analyzed in comparison to an existing catamaran fishing vessel. As a result, the modified hull achieved an approximately 30% reduction in resistance compared to the previous hull. The stability or boarding sensitivity of the modified hull form was more stable or comfortable than the original hull form based on a trim and sinkage comparison between the two boats.

유실된 플라스틱 붕장어 통발에 어획된 해양 생물의 종류와 지속적인 Ghost Fishing의 가능성 (Composition of Marine Organisms Caught from Lost Plastic Pot and Possibility of Sustainable Ghost Fishing)

  • 우리나라 남해안에서 플라스틱 붕장어 통발을 사용하는 통발어선이 연간 유실하는 통발의 개수는 통상 조업시 시용하는 통발의 2~4배인 것으로 나 타났다. 이러한 통발의 유실은 보통 조업중에 발생되므로 어구의 유실과 함께 어획물의 손실도 발생하게 된다. 어획불과 미끼가 들어있는 유실된 통발 은 붕장어뿐만 아니라 다른 해양 생물을 유인하여 어획할 수 있는 것으로 밝혀졌다. 그리고 유실된 붕장어 통발에는 어류, 갑각류, 두족류 등이 들어있었고, 이들 가운데는 붕장어의 먹이가 되는 베도라치, 청보리멸, 양태, 붉은메기와 새우류 등이 어획되어 있었다. 따라서 조업시 어획된 붕장어 이외에도 붕장어가 이들 통발 속에 들어있는 어획물을 섭이하기 위해 통발에 들어가므로서 추가적인 Ghost fishing의 가능성은 크다고 할 수 있다.
