This study aims to examine problems of retail business operated by primary fisheries cooperatives and provide some suggestions for enhancing their retail business function. It reveals that although sales business function of fisheries cooperatives is very important for the members of Korean fisheries cooperatives, their performance and efficiency outcomes have been disappointing. The research offers six suggestions in two categories to resolve the issues. In the first category as a marketing plan for retail business of primary fisheries cooperatives, first, enhance of marine products business using local specialty goods. second, expanded of on-line shopping mall and third, joint marketings among primary cooperatives are necessary. In second category as an assistance plan of National Federation of Fisheries Cooperatives(NFFC) for primary fisheries cooperatives, First, we needed to making logistics system for fisheries. Second, conducting retail business consulting for primary fisheries cooperatives. Finally, human resource development programs are needed. Primary fisheries cooperatives have to discipline faithfully as a cooperatives for NFFC roles as a cooperatives. So making marine products sales business as a core of a economy business of primary fisheries cooperatives in Korea is very important.
In order to enhance consignment sale businesses of fisheries cooperatives, it is needed to seek measures to accept needs of customers who use the fisheries cooperatives consignment sale market by examining recognition of fishermen. Thus, the purpose of this study is to develop measurement items and scales of the consignment sale factors for fishermen of the fisheries cooperatives port consignment sale market, and to determine the difference between consignment sale factors importance and satisfaction of fishermen. For this, it conducted a survey targeting fishermen who use the fishery product port market consignment sale of the oyster hanging fisheries cooperatives. It used the Importance-Satisfaction Analysis (ISA) for an analysis tool.
Though the debate of the establishment time, place and characteristic of the first fisheries cooperatives in Korea has been existed, it is clear that they had been established in the neighborhood of Tongyeong during the period of Japanese colonial rule. But the objective, motive and historical background of the first fisheries cooperatives are still slightly vague. To explain and explore that of fisheries cooperatives, over 1,000 articles of media, about 100 document of the Japanese government-general of Korea and the annals of the Joseon dynasty, many of research paper and others were included and refined. Through the result of that process, three core factors were founded that affect both the emergence of fisheries cooperatives and relationship of the them. The first one is about the royal family's fishing area where in the neighborhood of Tongyeong. The next one is Kentaro Kashii who was called king or devil of the Korean fisheries industry and the last one is fishermen and their organizations including fisheries cooperatives. Some of the above and the fishing rights conflict that make a guidance for understanding them has not been clearly mentioned. The result of this study shows that the birth of the first fisheries cooperatives were caused by not only the Japanese government-general of Korea but mainly Korean fishermen's voluntary activity and free will against fishing rights conflict between them. And both of the first fisheries cooperatives had somewhat difference in their constitution of organization and their characteristics but it was a tragic irony that the more exploitation and despoliation were conducted by Japanese government-general and Japanese capitalist the more movement and activity of Korean were frequently and severely occurred. Even though the findings and results of this study would be a proof and helpful material for understanding the establishment and their activity of fisheries cooperatives in Tongyeong, more research and contribution would be need by members of fisheries academic and business world.
The purpose of this paper is to analyze factors affecting the net income of regional and industrial fisheries cooperatives in South Korea using panel data. This paper utilizes linear or GLS regression models such as pooled OLS model, fixed effects model, and random effects model to estimate affecting factors of the net income of regional and industrial fisheries cooperatives. After reviewing various tests, we eventually select random effects model. The results, based on panel data between 2013 and 2018 year and 64 fisheries cooperatives, indicate that capital and area dummy variables have positive effects and employment has negative effect on the net income of regional and industrial fisheries cooperatives as predicted. However, debt are opposite with our predictions. Specifically, it turns out that debt has positive effect on the net income of regional and industrial fisheries cooperatives although it has been increased. Additionally, this paper shows that the member of confreres does not show any significant effect on the net income of regional and industrial fisheries cooperatives in South Korea. This study is significant in that it analyzes the major factors influencing changes in the net income that have not been conducted recently for the fisheries cooperatives by region and industry.

Consequently under circumstances not to an amicable settlement bring the fisheries fund demand as policy financing, we should do continuous and sound development of fisheries financing by means of putting in good order of fisheries cooperatives mutual credit. Surveying a problem from these viewpoints, when we study more deep and a full into a subject about growth project of mutual credit, we think to expect continuous growth in mutual credit of Fisheries Cooperatives.
This paper aims to understand the points which the Board of Directors of the National Federation of Fisheries Cooperatives System has proposed, and to find some improvement. This Fisheries Cooperatives previously had a single board system operating two small board rooms which became independent within the two sectors of credit and .provision in addition to the existing board of directors. This is a very unique board of directors system which is not found in cooperatives in our country nor in the business world. This change of the board of directors of the Fisheries Cooperatives is ascribed to the reorganization of the system into a completely independent division system, which operates business separately based on each sector as opposed to the previous multiple cooperatives system. However, a plural board of directors system does contribute to the improvement of managerial efficiency by strengthening the self-control of each independent business section, but deepens conflicts between its internal organizations, and brings about a reverse function which might deteriorate both the controlling power of a systematic organization and the coordinating power between sectors. This paper made an analysis of acceptors' attitudes toward the board of directors of the fisheries cooperatives system by regulating all the staff directly related to the operation of the board of directors of the fisheries cooperatives system as a group of acceptors and by selecting one hundred and fifty persons among the staff as a sample. The inquiry into acceptors' attitudes was made using questionaries, and the data for this investigation was processed and analyzed using a statistical method. The contents of this paper are composed of I. an introduction, II. the findings of the questionary investigation, III. the overall opinion for the improvement of the board of directors system, and IV. a summary and conclusion.
After Liberation of Korea, Korean fisheries economy fell into an exhausted conditions because of the damage of Japanese colonization policy and the Korean War, and fisheries organizations of those days established for the improvement of fishermen's welfare could not carry out their primary purposes and functions. Under such circumstances, Fisheries Cooperatives starting on April 1st in 1961 played a great role in settling the socio-economic confusion of those days. Fisheries financing was also more systematic and substantial after establishment of Fisheries Cooperatives. In fact fisheries industry was faced with much more riskiness than any other industry on account of its speciality and such a riskiness induced general financial institutions to be reluctant to lend money to the fishermen. In order to overcome such a capital rationing, it was necessary to establish the reciprocal financing system based on the principle of mutual protection of economic weakers. Credit business in Fisheries Cooperatives beginning in 1963 was mainly dependent on governmental fund as fund sources. But the size of fund was too small to satisfy fishermen's fund demand, therefore Fisheries Cooperatives carried out the movement of raising its own fund. As a result of the movement the ratio of its own fund to total funds amounted to 47.7% in 1980, but external funds still take a greater part of all funds. To settle the weakness of the ratio of its own fund and chronic deficiency of fund, a conclusion can be drawn as follows : 1. The enlargement of Fisheries Cooperatives' raising ability of funds. .The expansion of urban branch to absorb idle funds in urban area. .The diversification of financing service to compete with genetral financial institutions. 2. The enlargement of governmental fund and preferential treatment of fishermen's savings. 3. Vitalization of mutual finance and fixation of Fisheries Cooperatives' two-phase organization. 4. The re-enforcement of supervisory financing and post management system.
This study is to evaluate member fisheries cooperatives' self-effort for managerial improvement qualitatively and quantitatively. The impaired member cooperatives' got grant from National Federations of Fisheries Cooperatives for managerial improvement for 2003~2004 with establishment of MOU. This MOU describes a self-effort of memebr cooperatives' required fulfillment items for managerial improvement. From the various level of analyses, we conclude that per capita total return or ROA has direct and positive effect on the improvement of net capital ratio or profit ratio. However, other MOU items like human resource management or an investment increment did not have a correlation with it. In addition, an aggregate financial indicator, such as ROA, seems to have a positive effect on the improvement of net capital ratio or profit ratio for the group of well restructured member cooperatives, but does not for the bad performance group. This is because the good performance has leads to the improvement of net capital ratio for the well-restructured member cooperatives since there is little chance to have additional weakness. From this study we can check the proper selection of MOU items should be based on the analysis of its effect on the managerial improvement.
The paper examines the dividend on purchase and revolving funds system of fisheries cooperatives, and discusses how to reform the current revolving funds system. In general, there are two types of dividend that fisheries cooperatives pay to their members : (1) dividend on capital and (2) dividend on purchase or patronage dividend. During the last 5 years from 1990 to 1994, the rate of total dividend ranged from 7.5% to 8.6%. The average rate of dividend on capital and dividend on purchase are 7.3% and 0.5%, respectively. On average, the level of dividend on capital is almost 15 times as high as that of dividend on purchase. Since the dividend on purchase is supposed to be reinvested into capital by the Articles of the cooperatives, it is paid only if there are additional funds available after the payment of dividend on capital and is regarded as the secondary type of dividend. For this reason, even though most of fisheries cooperatives pay the dividend on capital, only a small number of cooperatives pay the patronage dividend. This means that most of cooperatives cannot materialize the managerial function of dividend on purchase to improve their operational efficiency under the current system of revolving funds. Therefore, the paper suggests that in the long run, the system of revolving funds should be reformed in the way that revolving funds could serve to complement equity capital for only a fixed time, after which they are repaid to members.
This study aims to examine factors affecting the seafood processing business of primary cooperatives. For this purpose, I divided primary cooperatives that participate to seafood processing business into three group by sales scale. And then analyzed survey results for the four items that might be affecting the seafood processing business, type of seafood processing methods, HACCP certification status, distribution channels, processing difficulties during project implementation, etc. The result offers four implications. First, It is desirable to reduce the burden of the initial investment by leveraging the consignment process at the initial entry to seafood processing business. Second, HACCP certification is essential factor in order to promote seafood processing business as a long-term economic business. Third, To the steady growth of the seafood processing business, it is important to secure fixed large customers, as well as a individual customer. Fourth, For the continued growth of the seafood processing business it should be approached differently by way of sales, when the National Federation of Fisheries Cooperatives support to primary cooperatives.
