In order to foster rapid disaster response and public life protection, National Emergency Management Agency has been trying to spread 'Emergency Rescue Standard System' on a national scale since 2006. The agency has also intensified management of firefighter's safety on disaster site by implementing danger predication training, specialized training and education and safety procedure check as a part of safety management officer duties. Nevertheless, there are limitations for effective fire fighting steps, such as damage spreading and life damage due to unawareness of illegal converted structure, structure transformation by high temperature and nearby hazardous material storage as well as extemporary situation handling endangered firefighter's life. In order to eliminate these limitations there is a need for an effort and technology application to minimize human errors such as inaccurate situational awareness, wrong decision built on experience and judgment of field commander and firefighters. The purpose of this study is to propose a new disaster response model which is applied with geospatial information. we executed spatial contextual awareness map analysis using fire-fighting vulnerable zone model to propose the new disaster response model and also examined a case study for Dalseo-gu in Daegu Metropolitan City. Finally, we also suggested operational concept of new proposed model on a national scale.
The purpose of this article is to search stakeholders' recognition related to Fire Construction Surveillance system; a client(order), fire fighting officer, supervision company, construction company, design company, other. The paper provides 4 important things. Firstly, a client(order) suggested the lowest recognition in the needs about the need of separation order, that of contract for any construction work limited registered companies, and that of standard price for engineering.. Secondly, the design company is lowest recognition in guidance and control participating in construction-design phase. Thirdly, the design company is lowest in adjustment about manpower-allocation according to allocation criteria of technical manpower. Fourthly, a client(order) and supervision company are relatively lower than other stakeholder in necessity on special education and training system for auditor in fire protection construction. Almost all related matters are related to more or less stakeholders' interest.
This study investigated the impact of post-traumatic stress of the fire-fighting officers who are exposed to traumatic events repeatedly on suicide and attempted to verify the moderating effect of cognitive emotion regulation in the relationship between post-traumatic stress and suicidal ideation. For this investigation, this study measured Post-traumatic stress Diagnostic Scale, Korean Beck scale for Suicidal Ideation, Cognitive Emotion Regulation Questionnaire. The research results are as follows. First, Post-traumatic stress, suicidal ideation, adaptive cognitive emotion regulation, and maladaptive cognitive emotion regulation were correlated. second, A hierarchical regression analysis was conducted in order to examine the moderating effect of cognitive emotion regulation in the relationship between post-traumatic stress and suicidal ideation, and as a result, it was found that a sub-factor of cognitive emotion regulation, adaptive cognitive emotion regulation had a moderating effect in a group of persons with low post-traumatic stress, while maladaptive cognitive emotion regulation had a moderating effect in a group of persons with high post-traumatic stress. These results, this study discussed the necessity of follow-up studies, in addition to its academic and clinical implications.

Special judicial police officer are exercising their right to investigate areas that require expertise that is difficult for ordinary police to investigate. The fire special judicial policer are also like this, and since they investigate the specialized field of fire offenders, they require not only expertise in the firefighting field but also professional capabilities in the investigation. To achieve this, there must be improvements in the selection process for fire and special judicial police officers to secure excellent investigative personnel. There is a lack of educational facilities and training content that can systematically educate selected investigative personnel and strengthen their expertise, so improvements are needed. must also be done. Laws on controversial areas surrounding the fire and special judicial police must be reorganized and poor investigative conditions must be improved so that the fire and special judicial policer can properly perform their role.
In this study, the problems in the domestic disaster management system were identified through the examination of the system, relevant implications were drawn through the present status of domestic integrated disaster management system, and the consciousness survey for the integrated disaster management system targeting fire-fighting officers in the front line of the disaster was carried out to identify the measures to improve the system. Based on the findings, the measures to establish and revitalize the integrated disaster management system was presented, and the contents of the measures are as follows. In order to establish and revitalize the integrated disaster management system, the following measures should be prepared for each item. In the organizational aspect, the coordination system between government agencies should be established properly and the relevant information should he shared and delivered smoothly. In the legal and institutional aspect, the improvement is required to prevent any miscommunications in the coordination and joint operation plan through the collaboration between government agencies should be established in consideration of characteristics of each government agency. Also, in the aspect of system, the equipment should be maintained and updated continuously in order to respond to rapidly changing disasters and the organization, laws, institutions and system should be improved systematically and harmoniously. And, the detailed measures appropriate for the characteristics of domestic disasters should be prepared through the examination of advantages and disadvantages of integrated disaster management system in advanced countries in details and the detailed plans for the establishment of integrated situation management system in relevant organizations and the unification of situation room through the establishment of efficient integrated management system should be established.

In recent years, the high growth of the Korean society has led to the development of large and small incidents and accidents, while safety regulations, such as the firefighting sector, have been strengthened with the expectation of people desiring safety. This study surveyed the problems and improvement plan of the current operation centered on the fire service public officers in Gyeonggi-do and Gangwon. As a result of the main research, it is necessary to arrange and carry out excellent investigative manpower, such as lawyers and professional career veterans in the fire department, metropolitan city and provincial firefighting headquarters, and frontline fire departments. In particular, it was suggested that a special task force should be established and set up in the above agency, and the planning investigation and enforcement work should be solved through subdivision of the fire special enforcement officer tasks, and the judicial cases that are difficult to be handled by the local fire station. In future research, it will be necessary to study the field of fire - fighting specialists' needs for more specialized education and various disaster field experiences.

The basic safety training for fisheries is being conducted to cope with an emergency situation and prevent the maritime accidents. A new joined person must be educated the safety training and a refresher must be completed the refresher training course every 5 year in according to the STCW-F and seafarers' Act. In order to achieve the objectives of marine safety training, it is necessary to distinguish the trainees by ship's type and the courses should be implemented in consideration of safety equipment of fishing vessels. However, since the classification criteria of seafarers' Act are unclear, the officer of fishing vessels which is over G/T 25 tons has been trained through the same course and curriculum for merchant ship's seafarers. About 80 % of domestically registered fishing vessels are small size ships(less than 100 tons) and there is not many safety equipment required by law. In case of marine accidents such as collision, the small vessel losses its buoyancy and stability caused by damage of hull. despite fisheries fall into the sea during fishing work in bad weather on the deck, there was no safety equipment by law. So fisheries must be trained by a safety training course suitable for fishing vessel. The purpose of this study is to develope the suitable course for fisheries by analysis current curriculum and rules. so suggested the basic safety training course for fisheries and institutional improvement.

This study was conducted to determine the association between quality of sleep (QOL) and the general characteristics, the health-behavioral factors, and the occupational characteristics of firefighting officers. The survey was conducted in October 2016 with a self-administered questionnaire using the Pittsburgh Sleep Quality Index (PSQI) developed by Pittsburgh University, targeting 600 male firefighting officers working at five fire stations in D city. As a result, the QOL of the study subjects measured by the PSQI revealed 13.2% to be good, and 86.8% to be poor. In relation to general characteristics and health habits, the rate of the group who had poor quality sleep was significantly higher in those with a lower subjective health status, in the non-smoking group, and in the low sleep-quality group, compared to the good sleep-quality group. For occupational characteristics, the rate of those with poor quality sleep was significantly higher in groups such as the fire suppression group, the shift work group, the hard physical labor group, the group with a lower sense of satisfaction in their work, and in the group classed as unfit for the job but who were not considering quitting their jobs, compared to their respective counterparts. Multiple regression analysis revealed factors of influence with explanatory powers of 24.4% for subjective health status, alcohol use, subjective quality of sleep, career, job position, and physical labor. The results of this study suggest that the quality of sleep for firefighting officers is significantly related to general characteristics, health-behavioral characteristics, and occupational characteristics.
Objective : This study is an experimental study which is designed to examine the differences between knowledge and self-confidence before and after theory education(CPR PPT material) based on guidelines of CPR and emergency cardiac treatment of American Heart Association(AHA, 2005) and video self-instruction program for the general public by Korean Association of Cardiopulmonary Resuscitation(KACPR), trace CPR performance ability after CPR and AED education and investigate the accuracy of artificial respiration and chest compression, and know the difference in CPR performance abilities including AED. Methods : Subjects of this study include ground crews and staffs at M airport in G province equipped with emergency equipments for CPR according to Art. 47, Sec. 2 of Emergency Medical Law, airport police, rent-a-cops, security guard, quarantine officer, custom officer, and communication, electricity, civil engineering, facility management staff, airport fire fighting staff, air mechanic, traffic controller, and airport management team among airport facility management staffs. They were given explanation of necessity of research and 147 of 220 subjects who gave consent to this research but 73 who were absent from survey were excluded were used as subjects of this study. of 147 subjects, there were 102 men and 45 women. Results : 1) Knowledge score of CPR was $6.18{\pm}0.87$ before instruction and it was increased to $15.12{\pm}1.78$ after instruction, and there was statistically significant difference. 2) Self-confidence score in CPR was $3.16{\pm}0.96$ before instruction and it was increased to $7.05{\pm}0.75$ after instruction, and there was statistically significant difference. 3) Total average score in CPR performance ability after instruction was 7.46 out of 9, performance ability was highest in confirmation of response as 144(97.95%), follwed by request of help as 140(95.25%) and confirmation of respiration as 135(91.83%), and lowest in performing artificial respiration twice(gross elevation of chest) as 97(65.98%). Accuracy of artificial respiration(%) was $28.60{\pm}16.88$ and that of chest compression(%) was $73.10{\pm}22.16$. 4) Performance ability of AED after instruction showed proper performance in power on by 141(95.91%) and attaching pad by 135(91.83%), hand-off for analyzing rhythm showed 'accuracy' in 115(78.23%) and 'non-performance' in 32(21.77%), delivery of shock and hand-off confirmation showed 'accuracy' in 109(74.14%) and 'inaccuracy' in 38(25.86%), and beginning chest compression immediately after AED was done by 105(71.42%).
Since the September 11, 2001, the motives and objectives of terrorism that have been targeted at hard targets such as key national facilities have now shifted towards soft targets such as subways, department stores, and tourist hotels; the attacks on these soft targets are steadily increasing. Simultaneous, unconventional, and indiscriminate terrorist attacks on civilians has also increased. In November, 2010, nearly forty states of the G20 and B20 (Business 20) will join in international summits to be hosted in Seoul. This coming July, an additional 350 troops will be deployed to Afghanistan for the sustainment of public security. Such events are sensitive topics, and there is the possibility of terrorist movement. Korea has successfully hosted various international events such as the APEC and ASEM Summits, and the 2002 Korea-Japan World Cup. The experiences from these events must be applied to ensure the safety of public facilities against the dangers of terrorism. First, counter-terrorism center must be established for the long-term, above the General Officer level to ensure the safety and efficiency of multilateral, international summits, as well as promoting policies and legislation aimed at preventing terrorism. Second, a terrorist threat management system must be secured and safety measures must be emphasized. Third, a fundamental structure must be established for the prevention of terrorism on public facilities, as well as legal and government action against the new threat of IED. Fourth, the police and fire fighting networks' must have a firm rapid response posture on the scene of an attack. Fifth, the state of mentality on the recognition of terrorist threats must be changed and restructured by promoting to and educating the population. Sixth, prevention measures must be established via research and academia. Seventh, for the guarantee of security in public facilities, safety management should employ cutting edge technology such as the 3D SICS and further develop and apply such technology. All methods and resources must be fully utilized for the establishment and strengthening terrorism prevention measures.
