A Study on Validation Methodology of Fire Retardant Performance for Cables in Nuclear Power Plants (원자력발전소 케이블 난연성능 검증 방법론 개선을 위한 연구)

  • Fire protection for nuclear power plants should be designed according to the concept of "Defense in Depth" to achieve the reactor safety shutdown. This concept focuses on fire prevention, fire suppression and safe shutdown. Fire prevention is the first line of "Defense in Depth" and the licensee should establish administrative measures to minimize the potential for fire to occur. Administrative measures should include procedures to control handling and use of combustibles. Electrical cables is the major contributor of fire loads in nuclear power plants, therefore electrical cables should be fire retardant. Electrical cables installed in nuclear power plants should pass the flame test in IEEE-383 standard in accordance with NUREG-0800, "Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants". To assure the fire retardant of electrical cables during design life, both aged and unaged cable specimens should be tested in accordance with IEEE-383. It can be generally thought that the flammability of electrical cables has been increased by wearing as time passed, however the results from fire retardant tests performed in U.S.A and Korea indicate the inconsistent tendency of aging and consequential decrease in flammability. In this study, it is expected that the effective methodology for validation of fire retardant performance would be identified through the review of the results from fire retardant tests.

A study on the Rationalization of Safety Management in Chemical Facilities: Focused on Architecture Fire Resistance Standards (화학물질 취급시설의 안전관리 합리화 방안 연구: 건축물 내화기준 중심)

  • In Korea, the Ministry of Environment's Chemical Control Act is the basis for hazardous chemical substances and safety management is being carried out. In particular, the standards for the installation and management of facilities are strongly managed. There were problems in the early stages of implementation, conflict with other laws, size of facilities and non-reflection of material properties. In this study, more realistic and reasonable improvement was planned for the fire-resistance standard of buildings among these facilities. We compared the fire resistance standards of buildings in the Korean similar chemical facility safety management ordinance. Key problems were identified through examples of representative complaints concerning the criteria for facilities. Finally, the Chemical Control Act provided an improvement measure to apply the building fire-resistance standard by clarifying the size and chemical of facilities. In the future, the results of this study are expected to be consistent with the basic purpose of the Chemicals Contral Act considering environmental hazards and contribute to the standard of handling facilities of reasonable chemical management laws that can be applied to the industry in reality.

Study of Smoke Behavior and Differential Pressure in the Refuge Safety Area According to Damper Capacity of Smoke Control (제연댐퍼 송풍량에 따른 피난 안전 구역 차압 및 연기 거동 특성 연구)

  • In this study, we calculated the smoke movement at the fire area of the refuge floor which has the refuge safety area in case of fire in the high rise building by using a computational fluid dynamics (CFD) code of FLUENT (ver. 13.0). The buoyancy plume was applied using the temperature and flow velocity which represent 10 MW heat release rate in order to describe the fire, and the smoke movement was predicted using a species conservation equation. The pressurization system of smoke control was adopted with smoke control damper in refuge safety area, at the result, it is confirmed that the damper capacity was enough to smoke control in which the flow rate of supply was applied 25 $m^3/s$ in the case of the door at fire area opened only, and 50 $m^3/s$ in the doors at the fire area and lobby both opened case. They were satisfied in NFSC 501-A. Even though the door of fire area closed, there were smoke leakages at the gap between the door and wall. In addition, the refugee could be isolated in the fire area when the door of fire area closed during smoke control in the case of using the high damper flow rate of supply, 50 $m^3/s$. Therefore the proper damper flow rate of supply are needed in order to prevent the damage of refugee and this study proposes the suitable condition of damper capacity according to refuge scenario.

A Comparative Analysis of Domestic and Foreign Standards to Improve the Performance of Zone Smoke Control System (거실 제연설비 성능 개선을 위한 국내·외 기준 비교 분석에 관한 연구)

  • In Korea, smoke control measures through NFSC 501 are proposed to reduce human casualties caused by smoke in the event of a fire. However, as a result of investigating and analyzing domestic and foreign standards, it was found that domestic regulations do not set fire source, but simply set smoke emissions by floor area or height of smoke boundary. Foreign regulations set fire source. Therefore, it is judged that it is necessary to review whether the current domestic regulations can be applied in the event of an actual building fire. So, this paper aims to identify the differences in domestic and foreign standards through investigation and analysis of related standards for fire zone smoke control system in each country and use them as basic data to improve the performance of zone smoke control system.

A Study on Securing Safety of Evacuation through Smoke Control in Case of Fire at the Central Corridor Type Intelligent Buildings (중복도형 인텔리전트빌딩 화재시 연기제어를 통한 피난안전성 확보에 관한 연구)

  • This study investigated the smoke blocking and control systems for the safety of residents evacuation and for the prevention of smoke spread through the central corridor in the event of central corridor type of intelligent building fire. We offered additional ways of utilizing smoke ventilators and intake ventilation equipment and utilized CFD-based fire simulation program(FDS Ver.5.5.3) in order to analyze the effect. As a result, many differences in the smoke block effect, depending on the application of smoke ventilator and location of installation, was found. In addition, the result was found that larger effect was showed not in the case of application of smoke ventilator in central corridor only but application in fire room. The reason is that the smoke leakage is blocked primarily as air is flowed in the fire room through open door by operation of intake smoke ventilator in the public corridor and secondarily, the smoke leakage to the public corridor could be blocked as fire and smoke were released to the opened smoke ventilator continuously. Especially, the effect was maximized through complex interactions by applying smoke ventilator and intake ventilation equipment in corridor together rather than applying smoke ventilator and intake ventilation equipment independently. The proposed measure through this study shall be considered from architectural plan as one of ways for blocking from smoke spread to the central corridor in the central corridor type of intelligent building. In addition, flaws on regulation shall be established and supplemented.

  • We proposed a design method for squib current supply & interlock circuits in guided-missile fire control systems. In order to design squib current supply circuits, various missile squib loads including line resistance and squib devices have to be considered in advance minimizing probability of redesign of circuits and reducing the development cost by implementing the most proper squib current supply circuit. Also, we presented a hardware interlock logic instead of the commonly used software safety logic to improve the safety of guided-missile fire control systems. The proposed squib interlock circuit enhances safety requirements of guided-missile fire control systems. We confirmed that simulation and measurement results of the proposed design method are the same as theoretical analysis results.

  • Control devices for fire safety systems located in a engine room are to be arranged at a safe position which is easily accessible during a fire. To develop an interpretation for the safe position in engine rooms, calculation and experiments are carried out to determine a correlation between radiant heat and distance from fire in this paper. On the basis of results of this research, the control devices for a main engine are to be installed in the behind side of an obstruction to reduce radiant heat from the fire of the main engine. In case of other control devices, they are also to be provided in the same manner of control devices for the main engine or are to be placed with 5 meters far from fire hazards.

  • This paper describes the design and test of the thermal control and fire safety system for thermal control and the fire/explosion prevention of inside the compartment during the preparation and operation of the space launch vehicle at the launch pad. The system considered here is for the test launch vehicle which is being developed as part of the development of the Korean Space launch vehicle-II. This system applies the high pressure system based on the heritage of Naro launch vehicle. The selection of thermal control and fire safety system from high pressure and low pressure system is done in consideration of the characteristics of the launch pad gas supply system and the characteristics of launch vehicle, and the system configuration is also changed accordingly. As a result, it has been confirmed that the developed system satisfies the initial design conditions through the test. Moreover the system will be applied to the development of the Korean launch vehicle in the future.

  • 본 연구에서는 제연구역과 옥내와의 차압 및 출입문의 폐쇄력 측정을 통해 제연구역 출입문의 작동패턴을 해석하였다. 이를 통해 제연구역 출입문의 폐쇄력 측정시 정확한 측정을 위해 출입문을 완전히 폐쇄한 상태에서 측정을 하여야 하며, 문의 크기에 비례하여 증가하는 폐쇄력을 고려한 제연설비 설계에 대한 근거를 제시하였다.

  • The fact that the smoke hinders evacuation and fire-fighting activities as well as becomes the major cause of life casualty emphasizes the importance of smoke control system. As one of the fire safety standards designed to secure the smoke safety, NFSC501A (Design Guide for Smoke Control System of Special Evacuation Stairwell and Lobby) has been proposed, preventing smoke from penetrating into the smoke-free escape route by raising the pressure of the smoke control zone higher than fire area. For model building of 20 stories, pressurization system was designed according to standard and pressure field of compartments in whole building induced by pressurization system was analyzed using the network model.
