Construction Plan of Ground Fire Fighter Conduct Manual on Forest Fire Occurrence Site -Case Study on Ground Fire Fighter Team of National Forest Office- (산불현장 지상진화 행동매뉴얼 구축 방안 -국유림관리소 지상진화대원 업무를 중심으로-)

  • The manual was proposed for individual role, according to the stages of forest fire suppression at forest fire occurrence site, for forest fire crew who has a responsibility of national forest office. The scopes of this manual are (1) apply to initial attack before arriving helicopter, (2) apply to ground fire fighting support with air attack, (3) apply to mop-up after withdraw air attack, (4) apply to night suppression when air attack is impossible. This manual is arranged for incident commander or ground fire fighter duties from the 1st stage of acceptance of forest fire to the 10th stage of withdraw of helicopter. This was developed for the purpose of every awareness of the crews and therefore of fire reduction of damage of lives, properties and forest through systematic and rapid response to forest fire.

  • This study will build a prompt response system based on accurate information about the internal structure of cultural heritages, including the roof structure, to improve the ability to contain and respond to the fire of wooden structure for safe preservation of cultural heritages with historical and academic values that are very vulnerable to fire, and develop a training simulation program based on virtual reality by applying the concept of Edutainment for systemized and interesting training of trainees with a response manual.

  • Facilities used by senior citizens, infants, and disabled people have characteristics that make it difficult to escape on their own or require a lot of evacuation time. Therefore, to ensure safety in case of fire, clear measures for securing safety of facilities, fire response methods, and training are required in accordance with the regulations. In case of postnatal care center facilities, newborn babies and mothers reside 24 hours a day, and as they are located in high-rise and multi-use facilities, measures for fire safety are necessary, but the domestic manual lacks. Accordingly, a field survey for security of the manual revealed that the establishment of awareness and facilities on temporary waiting areas and smoke control, which are easy for evacuation and fire safety, was a problem.

  • Low story apartments and housings with manual fire extinguishers are very susceptible to fro damages, when people are absent or there are old and weak peoples. To reduce such fire damages, automatic fire suppression at the early stage is very important, and thus automatic and cost-effec-tiye fire extinguisher was developed. This study revealed that the reaction temperature and response time are greatly influenced by the small thickness variation of the detective parts and heating rates. The influence of the thickness of the detective parts was shown significant when the heating rate was low, The reduction in the thickness could lower the response time to 40seconds.

  • Title of management of cultural asset architectures made of wood managed by nation or local government is separated and there is a high concern about the disappearance of many national cultural asset architectures by fire. This study investigated the effectiveness of major installed appliances in terms of disaster prevention, and problems by early suppression in the event of fire and by mobilization of fire engines in depth. Also, this study derived problems by conducting an in-depth individual interview on interested parties for installation of fire extinguishing system by related law and to improve system to make realistic maintenance. As a result, it was identified that they have reached the positive aspects of protecting cultural asset architectures from disaster as fire by maintaining and managing facilities by establishing proper disaster prevention measures because they are surrounded by mountain or buildings are contiguous. Wooden cultural asset architectures are often excluded from regulation for installation of fire-fighting facilities under the Fire Services Act because most of wooden cultural assets are detached buildings, occupy small area, and are one-storied architecture. The best method is having extinguishing ability themselves according to the manual by making fire manual as management policy before the outbreak of fire. This study intends to suggest a follow-up study for practical considerations to establish or designate a professional management agency for them to protect important national cultural heritage buildings at the state level before they are destroyed by fire.

  • The disasters in Korea, such as the Sewol Ferry Ship sinking disaster has had problems related to the medical response system, with the problems of emergency medical support team in the site, the cooperation between medical staff and fire department officer at disaster site, field medical support and hospital acceptance of the wounded in trouble, the lack of specific systematic medical response manual. Therefore, from May 2014, when the disaster emergency information center in Central Emergency Medical Center starts, collection, modification and education of scattered preexisting disaster emergency medical manual had appeared as important issues. So, it was necessary to develop the early medical response system to disaster. The correction planning of disaster emergency medical response system by Central Emergency Medical Center included quick response system with the fast medical team operation, but the practical application was not enough. So the researcher and his team developed the first Korean disaster emergency medical response manual and the process of development was documented and arranged with the application by education and training.

A Study on the Essential Information to Collect Disaster Sites for Effective Disaster Management : Focused on Jecheon Sports Center Fire case (효율적인 재난 상황관리를 위한 재난현장 필수정보 연구: 제천 스포츠 센터 화재사건을 중심으로)

  • Purpose: When a disaster occurs, information is collected and sent indiscriminately to the disaster safety situation room, making it difficult to make quick and correct decisions. Therefore, in this study, both the field response team and the situation room attempted to derive the essential information elements for disaster management so that they can identify and respond optimally. Method: In this study, the actual disaster response process was first identified based on the case of large-scale fire disasters in multi-dense facilities. Afterwards, essential information on disaster management was obtained by analyzing the standard manual for large-scale fire crisis management in multi-dense facilities and the fire situation report form prepared at the time of disaster. Result: The Essential information on disaster management was divided into four stages: situation reception·reporting·transmission, total response·regional emergency rescue control group·regional disaster safety task force, operation stage of central emergency rescue control group·central disaster safety task force, and recovery stage. Since then, the information to be collected at each stage and the information relevant to core tasks are presented. Conclusion: The Essential information on disaster management thus obtained can serve as a guide for the person who collects information on site to collect information efficiently. In addition, it is expected that the situation room in charge of disaster response decision-making will receive only the information necessary for decision making, so that it is possible to make a quick situation decision and more efficient disaster situation management.

  • This research paper surveyed the awareness of general administrative officials who oversee the disaster management and firefighting officials who take part in emergency rescue work in local governments on disaster response exercises. The result of the survey showed that both officials acknowledged the need of the equipment used in disaster response exercises, securing the budgets for exercises, establishing a network among related institutions, reflecting actual conditions and local characteristics to the exercises, reflecting the result of exercise evaluations to the disaster response manual and next exercises, and securing a command communication system required for exercises.

  • In modern society, the paradigm of terrorism is shifting to the form of soft targets focusing on an unspecified number of people, which is different from previous terrorist tendencies, and frequent attacks using chemicals. Therefore, this study analyzed the evacuation environment and characteristics, manual analysis of a terror response manual, and the domestic chemical management status of multi-use facilities, and proposed the following management measures for chemical terror prevention in multi-use facilities. First, a multi-use facility guideline for prompt onsite response is proposed. Second, an improvement plan is suggested through the analysis of the manual for counter terrorism. Third, integrated management is proposed through the selection of chemicals available for terrorism. Through this, it is expected that an additional improvement plan will be prepared for countermeasures against chemical terrorism in multi-use facilities. In the future, it will be necessary to analyze the problems through cases of foreign countries and take customized countermeasures.

  • Due to the frequent occurrence of large-scale disasters such as recent earthquakes, the problem of the safety of old school buildings has emerged. The need to secure safety management technology through constant monitoring is increasing in an attempt to supplement old school buildings with weak disaster response capabilities. Traditional research is approaching the development of an existing sensor-based risk precursor information monitoring system. However, unlike this, in this study, we will focus on the development of a data analysis platform as part of the development of a continuous monitoring system that can be prepared for earthquakes, collapses, and fires, based on constantly measured data. For this reason, the development of a safety diagnostic algorithm based on the optimal sensor-attached points and sensor data reflecting the fragile characteristics of old school buildings was derived. Utilizing this, a message and action manual system for each management / use entity of school buildings after retirement was constructed.
