Integration of the Feasibility Assessment Procedure and EIA of the Big Public Investment Project : In the Case of the Saemangeum Reclamation Project (대규모 공공투자사업의 경제적 타당성 평가와 환경영향평가 통압 방안 - 새만금 간척사업을 사례로 -)

  • The choice of big public investment project needs an appropriate feasibility analysis before it is implemented, bemuse a rot wisely chosen one would bring about big and longrun societal costs. But the feasibility analysis for the big public investment project in Korea has been done without linking the economic benefits and environmental damages. Consequently social conflicts arose frequently during and after project implementation, owing to such concerns asincreasing costs and serious ecological damages. The recent social conflict over the Saemangeum Project is a typical case. This reclamation project began in 1991 and finished 60% of the whole process in 1999, when its feasibility was again assessed under the public pressure by the joint assessment team consisting of both citizen's and government's professionals. Even the assessment report by this joint team could not show the convincing results owing to the improper assessment procedure and failure to set proper feasibility criteria. This paper pointed out the limitations of our current procedure of feasibility assessment and identified the concrete problems that atosee during the recent reassessment process of the Saemangeum reclamation project by the joint team. In order to improve the current problem-ridden practices, it is concluded by the policy recommendation for establishing a right feasibility assessment procedure for the public investment projects.

  • Among large developmental projects, those of the government and public institutions with the total budget of more than 50billion wons can be executed only when the feasibility of the project has been testified through the procedure of preliminary feasibility study. Multi-purpose dams are public structures that can supply water, produce electricity, and control flood, they belong to large national projects that require legal evaluation procedures such as preliminary feasibility study and environmental impact assessment(EIA). The index that should be considered to be important in dam plan is the migration of residents in submerged district. The importance in the preliminary feasibility study is 4.93 points(98.6 in the scale of 100 at maximum). Among the 12 assessment elements of the policy and economy in the preliminary feasibility study, the element of environment assessment is turned out to be 4.68 points in the assessment importance (93.5 in the scale of 100 at maximum), which is the second in the total ranking and the first in the field of policy, indicating that the element is very important in dam construction planning.

A Study on the Feasibility Assessment for Selecting Recreation Forest Sites: The Case of Gwangju-si in Gyeonggi-do (휴양림 조성 대상지 선정을 위한 타당성 평가 연구 - 경기도 광주시를 중심으로 -)

  • This study sought to contribute to the revitalization of local economy by developing a natural recreation forest, which is the base of ecotourism recreation, through utilizing forest resources and the natural environment of Gwangju-si. The study conducted a feasibility assessment through on-site surveys such as the suitability of the candidate sites, location analysis, and possibility of damage to the forest, before developing recreation forest sites in Gwangju-si and, based on the result, selected appropriate subject sites. The candidates for this study were 5 forest sites such as one site in the Mokheon-dong area, two in the Docheok-myeon area, and one in the Toechon-myeon area. For this study, the current status of the natural recreation forest was surveyed, its feasibility index and assessment process were investigated, and the local status and related regulations of Gyeonggi-do and Gwangju-si were reviewed. The final subject sites were selected after feasibility assessment utilizing assessment index in order to evaluate the candidate sites. The feasibility assessment was conducted after three separate on-site surveys for each candidate site between October 2018 and January 2019 utilizing "The Feasibility Assessment Criteria for Natural Recreation Forest (Notification 2018-71)" of the Korean Forest Service. The items instrumental to the feasibility assessment were classified into landscape, location, water system, induction of recreation, and development condition; the assessment was made after redefining each item into detailed items. Through this process, the Usan-ri area was selected as the final site for developing natural recreation forest, having obtained more than 100 points according to "The Feasibility Assessment Criteria for Natural Recreation Forest" of the Korean Forest Service. In order to develop natural recreation forest in the Usan-ri area in the future, further discussion is necessary with the relevant departments in consideration of the degree of ecological zoning map.

  • The solid waste incineration facilities which cause environmental pollution. And those are some kind of loathing facilities for residents who do not want it. This problem could be solved by location feasibility study. The purpose of location feasibility study was to determine one site out of three candidate sites. This study which was done by the law, environmental and economic factor was considered for optimum site selection. Comparative evaluation among the candidate sites was done by ordinal scale and thus the optimum site was selected.

Study on Development and Feasibility of Concept Map as a Tool of Performance Assessment in Mathematics (수학과 수행평가 도구로서 개념망 과제의 개발과 적용 가능성)

  • The purpose of this study is to develop concept map as a tool of performance assessment in mathematics and to conduct feasibility test of the task. I developed and applied a concept map, an assessment tool, in the form of a mathematics performance task for 1st and 2nd year middle school students. I also conducted feasibility test of the task, and at the same time sought ways to guarantee reliability of the assessment procedure. Results of the task assessment can be summarized into the following four points. First, the concept map task was found to be appropriate for an assessment of mathematics in middle school. Second, results of all 10 factors on verification of validity of the content of the task were positive with over 50%. Third reliability of teachers who conducted marking of the four concept map tasks was high, all recording over .871 in correlation number.

  • Since 2001, the Pangyo district multipurpose rural water development project has been promoted as a new target project for stable supply of agricultural water and improvement of the living environment of rural areas in Seocheon-gun. Detailed data analysis and logic must be reinforced, focusing on the items reorganized by the reorganization of the preliminary feasibility study. The purpose of this study is to promote the smooth promotion of projects by conducting a policy effect assessment following the reorganization of the preliminary feasibility study system. This study conducted a policy assessment of agricultural infrastructure improvement project for preliminary feasibility study. The policy assessment is divided into three parts: project implementation conditions, policy effects and special assessments. The newly established policy effect is to assess the job effects, living conditions impact, environmental evaluation, and safety evaluation that contribute to the quality of life. Sixteen policy assessment items were selected and evaluated quantitatively and qualitatively. The results of the study are expected to provide basic data for the comprehensive judgment of the preliminary feasibility study of agricultural infrastructure improvement project in the future.

Economic Assessment of Biomass Heating for Rural Application (바이오매스를 이용한 농업용 난방계획의 경제성 검토)

  • Biomass is one of the most competitive renewable energy resource and can be used for heating for rural applications. A economic assessment was made of biomass heating, using the tool BIOH2000 from $RETScreen^{\circledR}$ International Clean Energy Decision Support Centre. For a 260kW heating system for 50 farm houses, the assessment showed a very promising results. Internal rate of return was $19.7\%$ and year-to-positive cash flow was 5.1 years. Relative price of biomass over fossil fuel significantly affected the economic feasibility of the project. Heating demand was directly related to annual demand of biomass and economic feasibility. Relative cost of distribution pipe over the total initial costs also affected the economic feasibility of the project. The economic feasibility was expected to be improved by the probable greenhouse emission reduction credit and reduction of initial costs through utilizing existing heating system for peak or back up heating system.

  • The study demonstrated the pre-feasibility evaluation of the new agricultual technology R&D project and the ways to improve it. The study created new criteria for pre-feasibility evaluation based on the results acquired from the examination and analysis of pre-feasibility evaluation systems and criteria of various institutions at home and abroad in order to understand the current state of the evaluation method conducted by the Rural Development Administration and to seek ways for its improvement. The new criteria include indices for technicity, marketability, and feasibility. Based on these, questionnaires were prepared and the answers on them were statistically analyzed to set weights between indices. It was found that feasibility appeared the highest, in particular, feasibilities related to budget appropriateness, novelty, possibility of demand for the technology, and potential of commercialization appeared high. Referring to this conclusion, a simple operation process of pre-feasibility evaluation was introduced in the study.

  • The methodology and feasibility analysis model for small hydropower plant has been studied and developed. It consists of two main part, the performance prediction model to estimate the performance characteristics and economics anaysis model to evaluate economical characteristics for surveyed sites. The performance characteristics and feasibility assessment for surveyed sites were analyzed, using developed models. Also, primary design specifications such as design flowrate, capacity, load factor were estimated and discussed for surveyed sites in Dan-yang and feasibility was suggested through analyzing the investment, unit cost and payback period.

  • Feasibility assessment for small hydropower plants using diversion weirs located in stream for agricultural purpose has been studied. The model, which can predict flow duration characteristic of stream, was developed to analyze the inflow caused from rainfall. And another model to predict hydrologic performance for small hydropower plants is established. Preliminary survey was performed identifying several candidate sites, and two sites were selected finally for actual site reconnaissance. During the course of site survey, generating capacity, construction and equipment cost, and payback through life time of each sites were calculated for economical feasibility analysis. The results of this study have estimated that the small hydropower plants using diversion weirs for agricultural purpose may offer better opportunities in future with increasing fuel cost and nation's energy policy.
