Characteristics of Transitional Period of Korean Family and Family Policy (한국 가족의 전환기적 특성과 가족정책)

  • Since the Framework Act on Healthy Families came into effect in 2005, family policy has become a primary field of social policy, and 'family' has emerged as an important keyword for solving Korean society's various phenomena and problems. In order to seek practical plans for reforming social policy through family policy, this thesis has analyzed the transitional characteristics of Korean families in relation to where Korean families currently stand and the situation they are facing. This thesis has also reviewed the content of family policy in the master plan of healthy families, the starting point of the actual family policy, and other related policies. It also has analyzed the key content of child care support policy. From these various analyses and discussions, this thesis has emphasized "family care" as the keyword of family policy, family effect analysis as the means of reinforcing family perspective, and family integrity for policy effectiveness.

A Study on the Education Plan for Empowerment of Healthy Family Specialists in the Family Policy Delivery System (가족정책 전달체계 전담인력의 역량강화를 위한 교육방안 모색을 위한 기초 연구)

  • The number of Healthy Family Support Centers has dramatically increased and the services for healthy families such as family education, family counsel, family culture and family care have increased during the past ten years since the Framework Act on Healthy Families was enacted. This growth is largely credited to Healthy Family Specialists. At a time when the family policy delivery system is changing, it is most urgent to enhance the capability of Healthy Family Specialists. In this study, we aim to investigate the current capability of Healthy Family Specialists and suggest the education plan for their empowerment. We collected data from 151 Healthy Family Support Centers by mail and e-mail in June 2014. There were total of 1,001 subjects for analysis(781 by mail and 220 by e-mail). We analyzed the capabilities of Healthy Family Specialist by service areas according to work-related characteristics and possession of a license. Our findings revealed that the capabilities of Healthy Family Specialist varied depending on the service year and whether or not having a licence. These results suggest that the education program for empowerment will provide a differentiated content according to the service year and whether or not having a license. This study contributes to a better understanding of Healthy Family Specialists' current capability and provides insights on how to enhance their capability in order to change the family policy delivery system.

Influence of Adolescent Female Single-parent's Stress on the Sustainability of Education: To investigate the moderating Effect on the Single-parent Family Policy Support for child rearing (청소년 여성 한부모의 스트레스가 학업지속에 미치는 영향: 아동 양육비 및 돌봄 지원 한부모가족 정책의 조절효과 검증)

  • The Korean government implemented better support for adolescent single-parent families by expanding the coverage of the Single-parent Family Support Act in 2010. In order to understand the effect, this study verified the moderating effect of the single-parent family policy's support for child rearing in the context of adolescent female single-parent's stress levels and education sustainability. This study utilized part of the National Youth Policy Institute's 'Research on the Actual Condition of the Adolescent Pregnancy, Birth and Rearing Children'. Participants of the study were 248 adolescent single-parents aged 24 and below. The findings and discussion of this study are as follows. First, the stress level of adolescent female single-parent in continuing studies was lower than those for discontinued studies. Students who discontinued their education in the middle of studies showed an increase in life stress level relative to age because they had a low level of education and had discontinued studies before pregnancy. Second, the public nanny service has been verified as an element to increase the continuation of education by controlling the level of stress. It is advisable to fortify and expand the scope of support for childcare services in the form of a study assistant or child education assistant. Last, adolescent single-parent childcare subsidies have been verified as a direct factor that raised the meaningful level of education continuity potential to a meaningful standard that can be seen as a more effective method than general policy support for single-parent families.

The Ecological Variables on Adolescent's Popularity (청소년의 사회측정적 인기도에 영향을 미치는 생태학적 변인)

  • The Purpose of this study was to investigate the ecological variables on adolescent's sociometric popularity. Independent variables were organism(sex, age, aggression, self-esteem, impulsiveness, prosocial behavior, dominance), microsystem(parenting style, family support, friends relationship, teacher support), mesosystem(family-peer relationship, family-school relationship), and exosystem(positive community environment, social support of extended family, school's policy). The subjects were 835 - 1st and 2nd graders of two middle and two high schools in Daegu. Adolescent's sociometric popularity and ecological variables were measured with questionnaire. Adolescent's sociometric popularity was measured with sociometric popularity questionnaire. Organism variables were measured with sex, age, aggression, self-esteem, impulsiveness, prosocial behavior and dominance questionnaire. Microsystem variables were measured with parenting style, family support, friends relationship and teacher support questionnaire. Mesosystem variables were measured with family-peer relationship and family-school relationship questionnaire. Exosystem variables were measured with positive community environment, social support of extended family and school's policy questionnaire. The data analyzed by frequency, percentage, mean, cronbach's $\alpha$, and multiple regression. The major findings were as follows: First, adolescent's sociometric popularity was affected by age, overt aggression, academic self-esteem, social self-esteem, and impulsiveness of organism variables. Second, adolescent's sociometric popularity was affected by mother's affectional parenting, mother's control parenting, and attachment to friends of microsystem variables. Third, adolescent's sociometric popularity was affected by family - peer relationship and family - school relationship of mesosystem variables. Fourth, adolescent's sociometric popularity was affected by appraisal support of extended family, after-school activity, and circle activity of exosystem variables.

A Proposal for Activating a Family Therapy Service to resolve Korean families' problems (한국가족문제의 해결을위한 가족치료서비스의 활성화 방안)

  • The purposes of this study are to explain the need of family therapy service in Korea to explain the realities and problems of family welfare policy, family therapy institutions and family therapist of Korea and to suggest several ways in terms of family welfare policy family therapy institutions and family therapist for activating family therapy service. One of the most important factors to activate family therapy service is the financial support of government for family therapy service.

Relationship between Family Burden, Family Support Depression, and Satisfaction of the Elderly Caregiver (장기요양서비스 노인 주 부양가족의 가족부담감, 가족지지, 우울, 만족도 평가)

  • Purpose: This study was aimed to explain the relationship of family burden, family support, depression and satisfaction among caregivers of the elderly. Methods: The study population were 126 caregivers of 5 elderly residing in institutionalized nursing homes in Seoul and Kyunggi. The research tool of this study was a structured questionnaire on family burden, family support, depression and satisfaction. The data were collected from March 13 to April 30, 2008, and analyzed by Cronbach's alpha, descriptive statistics, t-test, ANOVA and Pearson's correlation coefficient and multiple regression by using the SPSS/WIN 14.0 program. Results: The major findings of this study were as follows: a significant positive correlation between family support and depression (r=.65, p=.001) was found. A significant positive correlation between family support and satisfaction (r=.68, p=.001) was perceived. Significant factors influencing Satisfaction were Family Support, which explained 38.2% of the variance of Satisfaction of Elderly Caregiver. Conclusion: This study suggested that we should develop programs and policies to increase the satisfaction of caregivers for their family support. In conclusion, the study was done to give suggestions to improve caregiver satisfaction of the aged and to serve as a basis for policy strategies by examining the current conditions of the nursing facilities.

A Study on the Discourse of Family and Family Policy in the Legislative Process of Strong Family Act (건강가정기본법 제정과정에 나타난 가족 및 가족정책 담론)

  • This study explores the discoures of family and family policy in the legislative process of Strong Family Act. Critical discourse analysis was used. The results are follows. The Strong Family Act made family issue as a political agenda in spite of much critics. The characteristics of the family discourse in "strong family camp": 1) The emphasis on the moral principle in family 2) denial of deinstitutionalization of family 3) regarding the family problem as a moral and individual problem 4) regarding the state as managing and controling the family. The characteristics of the family discourse in "critical camp": 1) strong family discourse is related to "the family" ideology 2) regarding the family problem as a social, structural problem 3) regarding the state as subsiding, supplementing families. The characteristics of the family policy discourse in "strong family camp": 1) casual efficiency as justifying logics 2) family policy as means to recover family values 3) deunifying the family policy. On the one hand, the characteristics of the family policy discourse in "critical camp": 1) social consensus and academic discussion as justifying logics 2) regarding the family policy as a means of gender equality and strategical point of welfare state expansion. The discourse of family and family policy, especially 'Strong Family Discourse" resulted in conjugation of nationalism and neoliberalism.

Associations between Use of Single-Parent Facility Programs and Public Support Programs and the Mental Health for Adolescent Single-Parent (청소년 한부모의 입소시설 프로그램 및 한부모가족 정책사업 수혜경험과 정신건강과의 관련성 탐색)

  • The adolescent birth rate has doubled in the recent decade. As a result, the Korean government has implemented support for adolescent single-parent families by expanding the scope of coverage of the Single-parent Family Support Act in 2010. In order to understand whether experiences of facility entry programs and the Single-parent Family Support Act for adolescent single-parents were helpful or not, this study verified the relationship to mental health. This study utilized a part of the National Youth Policy Institute's 'Research on the Actual Condition of the Adolescent Pregnancy, Birth and Rearing Children.' Participants of the study were 218 adolescent single-parents at the age of 24 and younger. This study used the research methods of descriptive statistical analysis, ${\chi}^2$test, t-test, and one-way analysis of variance. The findings and discussion of this study are as below: Firstly, the depression level of adolescent single-parents who had been raised by grandparents was higher than other family types to a meaningful standard and adolescent single-parent's cognition of the original family's economic level was related to self-esteem and parenting efficacy. Secondly, the practical single-parent family support policy for adolescent single-parent's pregnancy, birth and rearing children has shown a higher reception rate, and medical service of facility entry programs has a higher satisfaction level. However, some of the facility entry programs and the Single-parent Family Support Act have a low reception rate and it should be considered whether to maintain them or not.Lastly, parts of facility entry programs and the Single-parent Family Support Act for adolescent single-parents have increased self-esteem and parenting efficacy and reduced parenting stress and depression's levels.

The Effects of Social Resources on Depression Among Family Caregivers Caring for the Elderly in Need of Long-term Care: The Mediating Effect of Spiritual Well-being

  • The purpose of the present study was to investigate the causal relationships between social support, spiritual well-being, and depression among family caregivers caring for the elderly in need of long-term care. Based on previous studies and theoretical backgrounds, a mediation research model including the aforementioned variables was proposed. A total of 383 family caregivers from 25 long-term care facilities in G Metropolitan City were included in the present study and hierarchical regression was used. The primary results were as follows. First, family caregivers' social support was negatively associated with depression. Second, family caregivers' social support was positively associated with spiritual well-being. Third, family caregivers' spiritual well-being was negatively associated with depression. Fourth, social support was positively associated with spiritual well-being, which was related to weaker depression among family caregivers. Finally, theoretical implications of these findings and recommendations for policy and practice were also discussed.

The effects of social support and family function on life satisfaction of the middle-aged and old-aged for the policy implications (정책적 시사점 도출을 위한 사회적지지와 가족기능이 중.노년의 삶의 만족도에 미치는 영향에 관한 연구)

  • The study was to test hypothesis that social support and family function affect on life satisfaction, suggested the policy implications. I established research model based on reference review and took a questionnaire on the life satisfaction to the middle-aged and old-aged people over the age of fifty, who live in G city among the attendants at the program that was held by the local government. According to analytical results, social support and family function affected on social participation and life satisfaction. This study suggested theoretical and policy implications based on analytical results.
