A Study on the Approach Method for the Excavation of the Outstanding Projects in the Agricultural Sector (농업분야 국제개발협력 우량사업 발굴을 위한 접근법 연구)

  • This study analyzes the approach method for the excavation of the outstanding projects in order to improve the ODA quality in the agricultural sector in a situation of the recent quantitative expansion of the Korea's ODA. This analysis is based on the ODA development paradigm of the international society, Korea's ODA development trends, the problems of system, procedure and contents. The analysis drew five approaches, such as an approach based on the strategies, an approach based on the comparative advantage, an approach based on the partnership, an approach based on the networking, an approach of modeling. If each approach method is applied to the excavation of project closely linked to other approach methods, it would be easier to excavate outstanding project. And it could lead to enhancement of project effectiveness. This study introduced the KAPEX program which excavate the customized ODA projects through the application of these approach methods.

  • The insistence of rights and interests in contract is being generalized by opening in construction market which is following F.T.A, internationally. Conditions of contract in construction have different specialities compared with other industries. Different conditions of contract should be established because of a specific character that is different from each construction, such as work, environment, circumference conditions. Although the order of Turn-key is being expanded by increasing construction scale and demanding hybrid function, the suitable regulations of contract are not settled. As a result, various factors of claim is occurring in Change Order-Claim, because they just obey a part of guide-line. This study suggests useful solutions in detail concerned with the main factor of Change Order-Claim by each D/B phases through practical sorting and analysis of the causes of Change Order-Claim.

Feasibility of Exporting Korean major Non-Timber Forest Products in Japan Market (주요 단기임산물의 일본 수출 가능성)

  • Exports of Korean non-timber forest products to the Japanese market decreased 46.3% from 17.54 million dollars in 2010 to 9.42 million dollars in 2014. This research aims to find the appropriate strategies for exporting Korean non-timber products, such as chestnut, shitake, persimmon, and wild ginseng. We applied conjoint analysis to investigate the preferences of Japanese homemakers for Korean non-timber products. The results are as follows: (1) There is a clear distinction in the preference for the attributes and levels of products; (2).Korean products are preferred to Chinese products, but have lower competitiveness than Japanese products; (3) Japanese homemakers responded sensitively, not to the forest product prices, but to changes in their specific attributes. These results can be used to promote the export of Korean non-timber products to the Japanese market.

A Study on the Flight Safety Analysis of Military Aircraft External Stores (군용 항공기 외장물의 비행 안전성 분석에 관한 연구)

  • The external store fitted to the aircraft may affect the flight characteristics and flight safety of the aircraft, which requires the analyses and testing on it. The purpose of this study is to identify and analyze types of failures that can affect the flight safety of aircraft due to the installation of external stores, and to check the flight safety of aircraft through dropping tests of the external stores. After identifying the types of failures that could affect the flight safety of the aircraft, the criticality was calculated to analyze the effect on the flight safety of the aircraft. Four types of failures were selected: unintentional dropping, failure of dropping, unintentional main wing deployment, and release of tail wing restraint of the external store, which are considered to affect the flight safety of the aircraft due to the operation of the external store. As a result of the aircraft's flight safety analysis on the failure types, the criticality requirements were met. Based on this, after obtaining the airworthiness certification, the drop test was successfully performed to confirm the flight safety of the aircraft by mounting an external store on the aircraft. However, in addition to the four hazards carried out in this study, the real external stores of the military aircraft may have various factors affecting the flight safety of the aircraft, so further research will be needed.

A Framework for Construction Research Program Valuation (건설기술 연구과제 종합 기술가치 분석)

  • Korean construction industry faces diverse social and economical changes. Labor shortage, Free Trade Agreements (FTA), high oil prices alert industry practitioners to the new challenges and opportunities. It is time to make novel approaches for significant improvement of industry performance. Korean government and companies have plans for interdisciplinary research and development efforts. To this end, technology evaluation and market needs analysis should be extensively carried out prior to research initiation. Research programs developed in this way are presented in term of budget estimate, research scope and timeline. A framework for construction technology valuation methodology is also suggested to evaluate the holistic technology value and return on investment of research, development and commercialization.

A Comparative Study on the Determinants of the GCC Countries' Exports: A Gravity Approach (중력모형을 이용한 걸프협력회의(GCC) 국가들의 무역 결정요인에 관한 비교연구)

  • This paper aims to quantify the determinants of the Gulf Cooperation Council (GCC) countries' exports by using an augmented gravity model. The gravity model was applied to the six members of the GCC (Kuwait, Saudi Arabia, Bahrain, Qatar, the United Arab Emirates and Oman) with datasets that consist of their major 55 trading partners. The findings of this paper reveal that the product of the exporter's GDP and its trading partner's GDP had a significantly positive effect on the exports of five GCC members, except for Qatar. Distance had a significant and negative effect on the exports of the UAE, Saudi Arabia and Oman, while it had a significantly positive effect on those of Bahrain and Qatar. The exporter's GDP per capita had a significantly positive effect on the exports of Bahrain, the UAE and Oman, while a negative effect on Saudi Arabia's exports. The exporter's population had a significantly positive effect on the exports of all six GCC members, while the importer's population had a significantly positive effect on the exports of Kuwait, Bahrain and Qatar, yet, a significantly negative effect on Saudi Arabia's exports. Borders had an insignificant effect on the exports of the six members. The common language had a significant and positive effect on the exports of Kuwait, Saudi Arabia, Bahrain and Oman. FTAs had a significantly positive effect on the exports of Bahrain and a significantly negative effect on Qatar's and Oman's exports. The membership of the GCC had a significantly positive effect on the exports of Kuwait, Bahrain and Qatar, while it had a negative effect on Saudi Arabia's exports.

Long-Term Survival Analysis of Unicompartmental Knee Arthroplasty (슬관절 부분 치환술의 장기 생존 분석)

  • Purpose: This study evaluated the long term clinical and radiographic results and the survival rates of unicompartmental knee arthroplasty (UKA). In addition, the factors affecting the survival of the procedure were analyzed and the survival curve was compared according to the affecting factors. Materials and Methods: Ninety-nine cases of UKA performed between December 1982 and January 1996 were involved: 10 cases with Modular II, 44 cases with Microloc, and 45 cases with Allegretto prostheses. The mean follow-up period was 16.5 years. Clinically, the hospital for special surgery (HSS) scoring system and the range of motion (ROM) were evaluated. Radiographically, the femorotibial angle (FTA) was measured. The survival rate was analyzed using the Kaplan-Meier method. Cox regression analysis was used to identify the factors affecting the survival according to age, sex, body mass index, preoperative diagnosis, and type of implant. The Kaplan-Meier survival curves were compared according to the factors affecting the survival of UKA. Results: The overall average HSS score and ROM was 57.7 and 134.3° preoperatively, 92.7 and 138.4° at 1 year postoperatively, and 79.1 and 138.4° at the last follow-up (p<0.001, respectively). The overall average FTA was varus 0.8° preoperatively, valgus 4.1° at postoperative 2 weeks, and valgus 3.0° at the last follow-up. The overall 5-, 10-, 15- and 20-year survival rates were 91.8%, 82.9%, 71.0%, and 67.0%, respectively. The factors affecting the survival were the age and type of implant. The risk of the failure decreased with age (hazard ratio=0.933). The Microloc group was more hazardous than the other prostheses (hazard ratio=0.202, 0.430, respectively). The survival curve in the patients below 60 years of age was significantly lower than those of the patients over 60 years of age (p=0.003); the survival curve of the Microloc group was lower compared to the Modular II and Allegretto groups (p=0.025). Conclusion: The long-term clinical and radiographic results and survival of UKA using old fixed bearing prostheses were satisfactory. The selection of appropriate patient and prosthesis will be important for the long term survival of the UKA procedure.

Vulnerability Assessment Procedure for the Warship Including the Effect of Shotline and Penetration of Fragments (탄두의 관통 효과를 고려한 함정 취약성 평가 절차에 관한 기본 연구)

  • The survivability of warship is assessed by susceptibility, vulnerability and recoverability. Essentially, a vulnerability assessment is a measure of the effectiveness of a warship to resist hostile weapon effects. Considering the shot line and its penetration effect on the warship, present study introduces the procedural aspects of vulnerability assessments of warship. Present study also considers the prediction of penetration damage to a target caused by the impact of projectiles. It reflects the interaction between the weapon and the target from a perspective of vulnerable area method and COVART model. The shotline and tracing calculation have been directly integrated into the vulnerability assessment method based on the penetration equation empirically obtained. A simplified geometric description of the desired target and specification of a threat type is incorporated with the penetration effect. This study describes how to expand the vulnerable area assessment method to the penetration effect. Finally, an example shows that the proposed method can provide the vulnerability parameters of the warship or its component under threat being hit through tracing the shotline path thereby enabling the vulnerability calculation. In addition, the proposed procedure enabling the calculation of the component's multi-hit vulnerability introduces a propulsion system in dealing with redundant Non-overlapping components.

A Study on the Institutional Barriers in the Defense Trade between Korea and U.S. (대미 방산 수출의 제도적 장벽에 관한 연구)

  • There has been a adverse balance between Korea and U.S. in defense trade. This paper investigates the current status of the defense trade imbalance in terms of numerical values, and also analyzes the institutionalized barriers to Korea defense exporters imposed by laws and regulations. It is found that the amount of Korea defense import is several tenfold that of the export to U.S. in 2011. The barriers are analyzed to be the american laws and regulations. The buy american act is applied to the U.S government procurements and the Berry amendment is applied to the defense procurements. These two laws has been implemented by the defense federal acquisition regulation which allows U.S. Dept. of Defense to buy only american products. To overcome the barriers, Korea ought to sign a defense MOU with U.S., so that the buy american act and the Berry amendment can be waived.

Life-cycle estimation of HVDC full-bridge sub-module considering operational condition and redundancy (HVDC 풀-브리지 서브모듈의 동작 조건과 여유율을 고려한 수명예측)

  • The life-cycle prediction of the sub-module which is the unit system of MMC is very important from the viewpoint of maintenance and economic feasibility of HVDC system. However, the life-cycle prediction that considers only the type, number and combination of parts is a generalized result that does not take into account the operating condition of the sub-module, and may significantly differ from the life-cycle of the actual one. Therefore, we design a fault tree for the purpose of reflecting the operation characteristics of the full-bridge sub-module and apply the MIL-HDBK-217F to the failure rate of the basic event to predict the life-cycle of the full-bridge sub-module. It compares the life-cycle expectancy of the conventional failure rate analysis with the proposed fault-tree analysis and compares the lifetime according to whether the redundancy of the full-bridge sub-module is considered.
