Difference in Behavior and Recognition about Urban Rural Exchange of Urban Residents between Korea and Japan (일본 도시민 대상 설문조사 자료를 이용한 도농교류 행태 및 의식에 관한 한일 인식차이 비교)

  • In the midst of growing demand for rural life of urban dwellers, this study tried to investigate the difference in behavior and recognition about urban rural exchange between Korea and Japan. For this, this study utilized 2,000 total samples of the survey conducted by MLIT in Japan, because Japan has experienced a low birth rate and aging population earlier and actively promoting urban rural exchange program than South Korea. The result of the analysis is as follows. First, the needs for rural life of urban dwellers are similar both in Japan and South Korea. However, Japanese prioritize future efforts to current efforts. Second, urban dwellers' activities in rural areas were classified into three categories; field trips and hands-on activities, cruise and circulating activities, and leisure activities. Third, similarly three types of visit or intercourse of urban dwellers into rural areas were classified; repeatedly visit the same place as 'iterative type', visit a new place as 'new pioneer type', and not yet determined as 'undefined type'. Variables such as age of household, income, number of inmate, and number of children were analyzed linked to these three types of visit or intercourse in a Discriminant analysis. As a result, only 'age of household', however, turned out to be the crucial factor which influence decisively distinguishing characteristics of these three types of visit into rural areas.

Urban-Rural Exchange through Rural-studying Programs in Japan and its Possibility of Application in Korea (일본의 산촌유학을 통한 도농교류의 실태 및 국내적용 가능성 모색)

  • In recent time, rural-studying programs have emerged as an alternative to promoting exchange between urban and rural areas. The purpose of this research will be to take a look at such exchange activities through the study of cases involving rural areas using its human and material resources. The research will also consider the implications resulting from the possibility of its application in Korea. According to a Japan's rural-studying program, there was a whole family participation and there was cooperation between the school, village and the local government. There are some domestic places that applied this program, but only a few are successfully being implemented. To increase the possibility of successful application, building network systems between rural-studying schools will be vital. So will be the building of critical infrastructure to induce the return to farming and the establishment of assistance institutions. Also, visible assistance towards farms in rural area and conversion of recognition upon exchange activities between urban and rural will be necessary. Legislation of rural-studying program, establishment of local government assistance ordinance and continual education to local inhabitants will be central to the role of central and local government.

Structural analysis of Deactivation Factors behind Urban-Rural Exchange using DEMATEL method (DEMATEL기법을 활용한 도농교류 비활성화 요인 구조화 분석)

  • This study was attempted to analyze the causal relationship on the factors influencing the inactivation of urban-rural exchanges. 33 previous studies related to urban-rural exchange in Korea were investigated, and 27 factors were derived in 4 sectors (resources and facilities, contents and programs, human resources and management, legal system and support) by deriving, rearranging, and classifying various influencing factors suggested in previous studies. Based on the derived influencing factors, an expert survey was conducted, and the causal relationship between factors was structured through the DEMATEL method. As a result of the analysis, 'human resources and management' was the factors with the highest prominence and 'legal system and support' was analyzed as factors with a very strong dispatcher character, and other factors were analyzed as having a receiver character. This study is meaningful in that it provided basic information for establishing related policies by structurally analyzing and presenting the necessary influencing factors when implementing an efficient urban-rural exchange project despite several limitations.

A Study on the Consciousness of the City People to Revitalize the Green Tourism (그린투어리즘 활성화를 위한 도시민의 의식에 관한 연구)

  • The goal of this study is to deduce the image of city people on rural district, and to clarify the city people's demands on rural tour and their consciousness on green tourism. This study also aims to propose the effective ways of improving the environment of rural district to revitalize green tourism and to promote the exchange between urban and rural districts. The study results indicate that most city people have a warm-hearted lyric image on rural district. In addition, it is indicated that the city people like the rural district with beautiful scenery, which is easy to contact with nature. On the other hand, as the goal of green tourism, in addition to the contact with nature, the exchange between urban and rural districts and the understanding on the rural life through personal experience are also considered very important. Finally, the city people are classified into four types, and it is necessary to develop the green tour program with emphasis on the city people of overall-type.

  • With the increase in individual income and leisure time, those urban residents who want to stay in farmland on weekend are being increased. On the contrary, rural economic situation is getting worse due to the lack of labor and income. For this, as a win-win strategy between urban and rural life, a Kleingarten(below 'KG') has been attracted by local government such as Kyunggi prefecture in Korea. This article exam the situation of KG, a weekend farm where one can stay the night in a log cabin, from the perspective of Multi-habitation. For this purpose, this study surveyed four KG areas; two cases at Yangpyung and Yeonchoen in Korea, the rest are at Kasama and Yachiyo in Japan. The findings are as following. First, a standard regulation for the application and management of users in KG should be established as soon as possible. Second, the exchange between users in KG and local residents around KG should be activated in terms of well organized exchange program. Third, a sufficient budget by public sectors or an economic scheme where private sectors can participate in this program should be arranged. Lastly, a use of post occupancy should be well managed by user themselves in KG and well monitored by supervisor of KG simultaneously.

  • This paper evaluate use on facilities of green tourism by participator's questionnaire and urban inhabitants' questionnaire. As the result of study, it shows follows; 1) To make town look more traditionally we should rebuild the buildings and the styles of roof with our own traditional rural system. And, we also change the block and brick style fence into soil or rock one instead to look rural path. The agricultural land and watercourse should be left naturally to be looked non-polluted environment. 2) The outdoor toilet, washing stand and distribute should be maintained and managed clearly every time. Residents' own housing also should be maintained to promote the home-stay lodging. 3) To improve the satisfaction of people's need of agricultural product, the special market building or place that could be packed and sold the product at the same time should be built or made. And, it should be located in the harmonious spot with the natural scenery and good parking lot.

Awareness and Needs of Original Inhabitants on Urban to Rural Migration (귀농귀촌에 대한 원주민의 인식과 욕구)

  • The purpose of this study is to observe the awareness and needs of original inhabitants on urban to rural migration and propose public projects with a consideration of their stance based on the results. To comprehend their awareness and needs on urban to rural migration through their experience related to it, focus group interview was done and three categories were identified as a result, which are 'relative deprivation', 'limitations and difficulties of urban to rural migration', and 'plans for successful settlement'. First, the original inhabitants were discontent towards the government policies related to urban to rural migration and migrant's behaviors seemed to form negative perception on it. Second, financial difficulty and trouble in stable crop cultivation and acquirement of farming techniques were identified as limitations and difficulties of urban to rural migration. Third, the original inhabitants recognized the need of direct communication between original inhabitants and migrants and activation of meetings for exchange of information to positive relationship between the two groups and migrants should have proper attitude and effort to learn the rural culture for interaction and cooperation. Fourth, there's in need for an institution, which serves as a focal point that provides information and support urban to rural migration. Fifth, successful plans for settlements of migrants thought by the original inhabitants were found. Sixth, there's a need for the original inhabitants to play the role of a mentor to the migrants for their settlement and to promote positive relationship between them.

Analysis of the Effects of Advection and Urban Fraction on Urban Heat Island Intensity using Unified Model for Seoul Metropolitan Area, Korea (통합모델을 활용한 이류와 도시비율이 서울 수도권 지역의 도시열섬강도에 미치는 영향 분석)

  • This study investigates the impacts of urban land-use fraction and temperature advection on the urban heat island intensity over the Seoul metropolitan area using the UM (Unified Model) with the MORUSES (Met Office Reading Urban Surface Exchange Scheme) during the heat wave over the region from 2 to 8, August 2016. Two simulations are performed with two different land-use type, the urban (urban simulation) and the urban surfaces replaced with grass (rural simulation), in order to calculate the urban heat island intensity defined as the 1.5-m temperature difference between the urban and the rural simulations. The land-use type for the urban simulation is obtained from Korea Ministry of Environment (2007) land-use data after it is converted into the types used in the UM. It is found that the urban heat island intensity over high urban-fraction regions in the metropolitan area is as large as 1℃ in daytime and 3.2℃ in nighttime, i.e., the effects of urban heat island is much larger for night than day. It is also found that the magnitude of urban heat island intensity increases linearly with urban land-use fraction. Spatially, the estimated the urban heat island intensities are systematically larger in the downwind regions of the metropolitan area than in the upwind area due to the effects of temperature advection. Results of this study indicate that urban surface fraction in the city area and temperature advection play a key role in determining the spatial distribution and magnitude of urban heat island intensity.

A Study on Function of Greentourism Core Facilities in Japan (일본의 농촌관광의 거점시설 기능에 관한 연구)

  • The roles and needs for the greentourism facilities require the associated functions and systems which can be determined from considering the existing successful facilities. Some of successful examples for the greentourism facilities in Japan have been investigated, and their functions and systems carefully examined. This paper is intended to provide a meaningful step for introducing and applying the functions and systems for the greentourism facilities in Japan to Korea. The facilities should support the greentourism that leads to the active cultural exchange between urban and rural areas. The required specific facilities are discussed in this paper. For newly developed facilities, restaurants, specialty stores, and hotels may be effective facilities for the greentourism. The design for the entire greentourism facilities should consider, for the development of the area, the several kinds of required functions of the greentourism, such as the travel guide center, the marketing center, the information center, the business center, the human resources center, and the environment conservation center.

The Development of Evaluation Index of Retiree Rural Village Development Project (전원마을 조성사업 평가항목 개발 연구)

  • New rural village development programs have been implemented, and rural village land use is expanded to encompass green-tourism, citizen and silver domicile space because of the internal and the external changes in the agricultural environment. This study was conducted to propose the evaluation index for retiree rural village development project issued by Ministry for Food, Agriculture, Forestry and Fisheries. The evaluation index was consisted of four categories (population, economic, environment, and living), which were consisted of 35 variables. The relative weight for 35 variables was calculated based on the questionnaire survey from the experts and AHP (Analytical Hierarchy Process). Growth rate of population in population criteria, job creation by exterior inflow in economics criteria, improvement of exchange between urban and rural in life criteria, and the flood outbreak in environment criteria were the most important contents of 35 variables. These results are consistent with the objectives of retiree rural village development project, and indicate the need of prevention the negative sides by implementation of the project.
