이 연구의 목적은 한국의 사이버테러 방지를 위한 효과적인 대응방안을 고찰하는 것이다. 이 연구는 문헌연구 분석의 방법을 사용하였다. 이 연구의 결과를 바탕으로 연구자들은 1) 사이버테러에 대한 효율성을 담보하기 위해 '사이버테러방지법(가칭)' 제정, 2) 사이버테러 관련 실질적 콘트롤타워의 구축, 3) 사이버테러 전문가 양성을 확대 할 것을 제안하였다. 끝으로 이 연구의 한계 및 향후 연구를 위한 제언을 논의하였다.

Even if several chemical accident prevention systems such as PSM(Process Safety Management), RMP(Risk Management Plan), etc. have been carried out, many chemical accidents have still occurred at industrial plants in Korea. We describe the status of chemical industry and the trend of occurrence of chemical accidents in Korea. And this paper analyzes the recent chemical accidents in eight ways. These ways include chemical accident forms, ignition sources, sources of chemical equipment, human vs equipment/material causes, worker's working situation, employee scale, hazardous substances, week & time, fatalities of manufacture & contractor's workers. Finally we proposes the four representative prevention measures brought to result of cause analysis by accident statistics.

The purpose of this paper is to examine whether the international electronic payment system through IDENTRUS can be active in the future or not. For this purpose, we have reviewed the various aspects of the typical systems : their types, operational mechanisms and actual limitations in real trade. Then we have proceeded to examine the distinguished features of IDENTRUS in terms of operational procedures and characteristics by comparing to other systems. Specially as the preconditions of activation, the possibilities of cost down, time reduction, risk hedging and operational efficiency have been studied. Thus we are not sure that the IDENTRUS will have a position as a main stream in the future electronic payment system, but this system would contribute positively to the establishment of electronic payment system if some functional additions will follow.

High rising of the buildings offers a number of risk factors than ever before with regard to fire prevention. Especially in the construction site of high-rise buildings, people waste golden-time during the evacuation because temporary fire fighting facilities are not installed and transferred to a large fire because of fire suppression failure. In this study, the researcher derives the problems of fire protection in high-rise buildings construction sites and proposed the measures in such the legal aspects as fire building construction code and etc. There are the legal improvements such as orders of construction suspension in the problems of fire safety, appointing fire safety manager, temporary fire protection installation standards, enhancing penalty provisions regarding the use of fire, operating self fire brigade, confirming on-site after completing fire-protection facalities, establishment or strengthening special fire-protection investigations.

The purpose of this study is to explore the application sphere of BPM(Business Process Management) to e-trade process using BPM technology and its service architecture in order to expand the usage of e-trade platform which is developing. After close reviewing the current status of trade process, the possibility of BPM application by e-trade process will be analyzed. The result of analysis is that BPM application to local L/C and purchasing confirmation process could be implemented because those processes are very suitable to apply standardized process and can minimize the risk and confusion of users. BPM application to remaining trade process have to be considered by mid-term and long-term project with the reflection of pilot project performance. Also this study suggests a business management model of e-trade process based on BPM technology which is the new IT technology and integrated interface in view of trade community.

In this paper we present a safety plan to be applied to the development of the TCS(Train Control System). The safety plan that can be applied to the life cycle of a system, from the conceptual design to the dismantlement, shows the whole process of the paper work in detail through the establishment of a goal, analysis and assessment, the verification. In this paper we study about the making a plan, the preliminary hazard analysis, the hazard identification and analysis to guarantee the safety of the TCS. The process far the verification of the system safety is divided into several steps based on the target system and the approaching method. The guarantee of the system safety and the improvement of the system reliability is fellowed by the recommendation of the international standards.

It is demanded to produce the safety evidence documents in other to approval safety characteristic of railway signaling system which stands is included, it is demanding from IEC 62425 standards. Also it is express clearly that safety assessment if signaling system has to be verification of these safety evidence documents. This Safety Case has the results of safety activity through system life-cycle, such as hazard lists, hazard identification and analysis, risk assessment and countermeasure, verification and test results. Consequently, first of all, the analysis and verification of these Safety Case documents has to be accomplished to approval and acceptance of signaling system safety. And also if the safety assessor was want, it is able to be experimental test auditory which is, arbitrary faults injection test, to above described documents verification. In this paper, the contents and architecture of Safety Case are presented as first steps of safety assessment technology establishment for railway signaling system.

재난은 언제, 어디서 발생할지 알기 힘들뿐만 아니라 여러 가지 요인의 상호작용으로 전개양상 또한 복잡하다. 따라서 모든 재난을 정확히 예측하고 이에 대비하기는 사실상 불가능하다. 본 연구에서는 조직이 재해재난으로부터 안정적인 활동을 유지할 수 있도록 재해재난 경감정책의 개선안을 제시하고자 한다. 관련된 주요내용은 첫째, 위험분석을 통한 재난경감정책을 수립해야 한다. 둘째, 재난경감정책의 체계화가 필요하다. 셋째, 지방자치단체의 재난경감정책 활성화가 이루어져야 한다. 넷째, 선진 안전문화의 정착이 필요하다.

The objective of this study is to develope estimation techniques of flood inundation area for given rainfall frequency using GIS. For this, Namdae-cheon is selected as pilot station and Inundation area is estimated with routing of flood volume from river mouth to upstream. As a results inundation area of Namdae-cheon estimated with $1.5km^2\~9.7km^2$ for $5\~500$ frequency years. In addition it is noted that results of this study can use in flood risk analysis for establishment of flood countermeasures.

Airworthiness certification is a repeatable process implemented to verify that a specific aircraft can be safely maintained and operated within its approved flight envelope. Airworthiness certification activity for the FA-50 aircraft has been performed according to the Airworthiness Certification Criteria, issued in 2011 by DAPA. It is a right time to study the application of those existing ACC process and tools to the hypothetical modification aircraft. This paper describes airworthiness engineers view of the integrated activities required to substantiate the modified aircraft performance. The compliance methods applicable to the airworthiness certification criteria is also suggested. It will be useful for the establishment of the future Korea modified military aircraft's ACC with the risk assessment and methods of compliances tailored to the legacy aircraft.
