  • New technologies are introduced to recently developed high­technology navigational instruments, and relevant international regulations, requirements and so on have thereby been developed and amended appropriately. These have to be reflected to education and/or training programs for watch officers and masters. In this connection, a syllabus of lectures for the electronic navigation system is proposed by using status analyses of navigational instruments and relevant international regulations and technologies. This can be served as a good reference and help for updating academic programs and detailed scope of examination for the issue of certificates.

  • A package to transport high-level radioactive materials is required to withstand normal transport and hypothetical accident conditions pursuant to the IAEA and domestic regulations. The package should maintain the structural safety not to release radioactive material in any condition. The structural safety of the package has been evaluated by tests using proto-type or scaled-down models, however, the method by analysis is gradually utilized due to recent advancement of computers and computer codes. In this paper, to evaluate the structural safety of a radioisotope package of the KAERI, the three dimensional impact analyses under 9m free drop and 1m puncture were performed with an explicit finite-element code, the LS-DYNA3D code. The maximum stress intensity on each part was calculated and the structural safety of the package was evaluated in accordance with the regulations.

A Study on the Navigational Rules and Regulations for the Narrow Channel (좁은 수로에 있어서의 항법에 관한 연구 - 완도구역 연안항로를 중심으로 -)

  • Recently, as the coastal trading is being increased rapidly, risk of collision being increased especially in the coastal route near around the port of Wando. In this paper, with the reference to various literatures and papers on collision avoidance rules, the navigational rules and regulations for the coastal area-especially for the narrow channel-are construed and introduced in brief. Also, 3 collision cases near around the port of Wando and statistical data during 5 years(1996 to 2000) are studied. The results of this study are as follows; 1. It is strongly recommended to separate the route of east-bound and west-bound in this area due to removing the risk of collision between the vessels in reciprocal way. 2. The owner of the fleet should lead that the master should con the vessel by himself when passing this area. 3. For the introduction of the Coastal VTS, it is required to investigate the capability to cooperate with military radar sites which based on all over the coast.

  • Air pollution associated with the SOx emission from the shipboard propulsion and generation engines is becoming one of the major environmental concerns these days. Lead by the international organizations including IMO and European Union, a significantly strengthened air pollution related regulations have been introduced and they are becoming in practice as scheduled. Such rules are basically giving the guidelines for permissible SOx emission which can be only met by using high quality fuel oils with less sulfur content or operating scrubbing systems aiming at reducing SOx at the engine exhaust. Since both countermeasures can lead to the cost increase in ship building and operation, Korean shipbuilding industries, leading the world's market, need to be well aware of the ever changing regulations and be prepared with proper solutions. Here, we briefly summarize such latest rules and regulations on the air pollution at sea, and review some technical issues on the scrubbing systems available with some suggestions.

Development of Stability Index for Vessel Operators Support System (선박 운항자 지원 시스템용 선박 복원성능 지수 개발)

  • All ships should ensure stability in accordance with IMO regulations. However, GM is only used to determine ship stability because it takes a lot of time to validate all regulations. This is a problem given that the safety of vessels cannot be guaranteed, potentially leading to accidents. There is a need for a more intuitive and comprehensive method of confirming the stability of ships. This study developed a stability index that expresses ship stability in one value. An index equation is defined based on the 6 stability criteria for ships prescribed by IMO and the result of calculating the ship stability of a model ship. A stability index has been derived for each loading condition by applying the index equation to the same ship. It can clearly be seen that this stability index appropriately explains the criteria. In other words, it is possible to assess ship stability with one value and confirm whether the ship stability satisfies IMO regulations. This index will help masters and officers more easily and accurately check ship stability.

The Scope of Potential Duties for Environment Protection in the Regulation on the Exploitation for Polymetalic Nodules in the Area (심해저 망간단괴 생산규칙의 잠재적 환경보호 의무 범위에 관한 연구)

  • International Seabed Authority (ISA) is currently developing rules with regard to exploitation of manganese nodules which will be contained in its first regulations governing the exploitation of deep seabed mineral resources. A stakeholder survey was conducted in the early 2014 by ISA with the aim of facilitating participation of interested entities in the development process of the rules. The stakeholders who had replied to the survey included existing contractors, sponsoring States, environmentalists, academics, and nongovernmental organizations. Opinions given by them largely reflect their own interests. This paper aims to clarify the scope of the obligations regarding the environmental protection which may be imposed on contractors under the new regulations for the exploitation of manganese nodules. To do so, it first analyses the express provisions on environmental protection applicable to deep seabed mining included in the Law of the Sea Convention, its agreement on implementation of Part XI, and the regulations on exploration for manganese nodules. Secondly, it categorizes these obligations based on the categories of international obligations suggested by Combacau and Alland. Based on the categorizations this paper concludes that, in addition to the existing duties to protect deep seabed environment within the Law of the Sea Convention system, the following new obligations could be added: conservation of exploitation sites for a limited time after the contract is ceased; taking all necessary measures for rehabilitation of destroyed ecosystems that occurredas a result of mining activities; monitoring exploitation sites for a limited period time after the contract is ceased; observing rules and standards on safety of ships and environmental protection adopted under IMO instruments; regulation on the discharge of mine tailings from the facilities used for exploitation of deep sea minerals. Lastly, this paper attempts to provide ways of reflecting national interests in terms of potential obligations which may be included in the new regulations.

Recommendations for Improving Incentive Systems in the Building Sector of South Korea

  • Purpose: Reducing energy consumption and greenhouse gas emissions is a primary concern throughout the world, and the building sector is a particularly efficient area for making these reductions. In South Korea, the government has recently enacted policies for "Green Growth" that, among other things, enforce regulations in the building certification rating system (BCRS) and reorganize existing incentive systems. Method: In this study, we examined regulations and incentive systems used in the United Kingdom, Germany, and the United States that encourage the use of energy efficient technologies in construction and compared these policies to those used in South Korea. We also disseminated surveys to experts in the fields of architecture, planning and design, and engineering to better understand their knowledge and perception of the BCRS and its incentive systems. Additionally, we sought their recommendations for improving these incentive systems. Result: Based on our comparative case studies of regulations and incentives in other countries, alongside recommendations from experts in South Korea, we concluded that incentive systems in South Korea are limited and require improvement. We make recommendations for strengthening existing regulations and incentives and for implementing new incentive programs.

Some Suggestions to Reduce Environmental Hazards from Open Pit Mining and to Revise Related Regulations for Limestone Mines (석회석 자원의 노천채굴에 따른 환경 오염원의 저감 및 관련 제도의 개선방안)

  • Production of limestone for cement in Kangwon and Chungbuk areas reaches over 80 million tonnes per year. However, many regulatory activities for preservation of the environment against potential hazardous impacts from the open pit mining make it difficult for the industry. With recent improvement of the mining methods and working conditions, the regulations related to the quarrying of limestone may need to be revised. Methods for reducing environmental hazards are proposed in this paper, with some suggestions concerning the revision of related regulations. This study is expected to serve as a practical solution for the cement industry in balance of preservation and development.

  • A forklift truck, commonly used for transporting heavy materials in manufacturing industries, etc., is a useful machine. However accidents occur frequently during the operation of the machine. In order to prevent accidents it is necessary to examine the current safety regulations on a forklift truck. Because the regulations have not revised for a long time, they do not reflect the rapidly changing environment of industries. Proposed revision of standard on articles for forklift trucks was presented after analysing the causes of occurred injuries, comparing domestic standards with international standards and examining the survey results. We analyzed the safety regulation articles and the injuries according to the type of work conducted with forklift. The major differences in safety regulations between Korea and the major foreign countries were investigated. The opinions of field workers on the safety regulations were surveyed using e-mail or interview. As a result, it was found that preventing workers from contacting with the forklift is very important. To prevent accident due to movement of a stopped forklift, actions are necessary to prevent slip of a forklift. Also supervision is required to make workers fasten safety belt and to prohibit workers from using a forklift for undesignated purpose.

  • Earthquake resistance design has been developed many countries like Japan, USA, Mexico, New Zealand etc., which countries have experienced many earthquakes. Nowadays, earthquake resistance design has come into worldwide use. In Korea, the seismic design regulations have been established since 1988 in order to minimize the economic losses. Recently performance based design method has been adopted as a new Earthquake resistance design method. These regulations, however, are targeted for newly constructed buildings, In Korea, there are no regulations for existing buildings that built before 1988. So, we need to prepare the regulations that evaluate the seismic performance, furthermore proper retrofitting design guideline needs to be proposed when remodeling old buildings. This study was performed that many existing apartments is being a Remodeling object when considering the present condition of existing apartment and the problems of cost and environment in the future plan. When Remodeling construction is reviewed by former the Seismic Performance Evaluation Method, generating problems is evaluation by using Push-over. According to this, it provides the appropriate method of calculating the Seismic Ship Performance Index.
