  • This paper is a study on the "Development of Assessment Index for Women's Entrepreneurship support programs." This research highlights the absence of specific assessment indicators for selecting women-led enterprises in women's entrepreneurship support programs, thereby illuminating the limitations of current evaluation methods. It emphasizes the necessity for effective indicators to more successfully select women entrepreneurs and enterprises. The study derives numerous success factors for women's entrepreneurial ventures from prior research and develops a more likely to succeed assessment index for women-led enterprises using the Delphi methodology and collaboration with expert panels. The result is a new assessment index reflecting the characteristics of women entrepreneurs, expected to overcome the limitations of existing selection methods and contribute to enhancing social support and policy development for women-led enterprises.

The Effect of Startup Support Policy on Entrepreneurship: Focusing on TIPS Support Projects by the Ministry of SMEs and Startups (창업지원정책이 기업가정신에 미치는 영향: 중소벤처기업부 팁스(TIPS) 지원사업을 중심으로)

  • This study studied the effect of the TIPS support project of the Ministry of SMEs and Startups on the entrepreneurship of TIPS start-ups. The Tips start-up company, which is the subject of the study, was selected for the TIPS support project, participated in all commercialization funds, incubation facilities, and capacity building programs, and was selected as a company that received private investment. One-on-one in-depth interviews were conducted for about eight weeks from January 14, 2022 to March 11, 2022. For this study, the TIPS support project was subdivided into four categories: commercialization funds, incubation facilities, capacity building programs, and private investment attraction, and entrepreneurship factors were classified into four categories: innovation, challenge spirit, leadership, and risk-taking. As a result of the in-depth interview, the influence of the TIPS support project on entrepreneurship factors was in the order of challenge spirit, innovation, risk-taking, and leadership. Specifically, it was found that commercialization funds influenced innovation and risk-taking, incubation facilities had a challenge spirit and risk-taking, competency-building programs had a challenge spirit and leadership, and attracting private investment had an influence on innovation and challenge spirit. The implications of this study are that the TIPS support project, a private investment-led technology start-up support program, was introduced in 2013 and as of the end of March 2022, and a report was prepared focusing on visible performance such as private investment performance and employment rate. However, through this study, by analyzing whether the TIPS support project contributed to the cultivation of entrepreneurship for TIPS start-ups, it was found that it had a positive influence not only on quantitative growth but also on qualitative growth.

  • This study analyzes the types of linkages between major projects used by firms that attracted venture capital among firms that received government support in the field of SME startups. It identifies the types of linkages between support programs related to attracting venture investment and verifies the usefulness of integrated and cooperative support. The main findings of this study are as follows. First, Startup Success Packages, Startup Foundation Funds*, Youth Entrepreneurship Centers, and Training are the main programs used by startups and venture firms, and support-implementing agencies use these programs to provide support for each stage of growth. Second, the majority of startups and venture firms receiving policy support for job creation and manpower enhancement projects. Third, export-type growth companies receive continuous support from MSS, MOTIE, MSIT, and KIPO. Fourth, job creation programs drive the employment performance and creation of companies. Fifth, local government support projects tend to rely heavily on central government support programs. Sixth, growth companies in the startup and venture sector have a clear link to credit guarantee scheme by KIBO. These findings provide empirical evidence on the necessity and feasibility of integrated and collaborative support, and are expected to contribute to the direction of better support policies.

A Study on the Improvement the Start-up Support Policy: Focused on the ICT Start-up (창업기업 지원 정책 개선 방안 연구: ICT 창업기업을 중심으로)

  • Various government support policies are being promoted in order to stimulate growth of SMEs. The government is striving to provide effective support through direct methods of tax, finance and indirect methods through support programs. However, the view on the government's startup policy is still tense. We are sympathetic with the need for support, but discussions continue to be made on the effectiveness of support projects and support projects. Therefore, this study evaluates the importance and satisfaction of the government start-up support project. For this purpose, we conducted questionnaires on ICT start-ups who have experienced government start-up support projects. Of these, 128 were analyzed for GAP analysis and ISA. As a result of the GAP analysis of the government start - up support project, the degree of satisfaction (4.408) was lower than the degree of importance (5.221), confirming that the beneficiary's evaluation on the start-up support project was negative. As a result of the importance-satisfaction analysis, 'R&D' and 'commercialization' are located in the maintenance area, and 'government funding', 'marketing, overseas advancement' projects are included in the concentrated area. In the low-ranking areas, there are 'entrepreneur events and networks' items. Finally, there are 'facilities and spaces', 'mentoring and consulting', and 'entrepreneurship education' in the surplus areas. As a result of multiple regression analysis, it was found that 'R&D', 'entrepreneurial education', and 'government funding' influenced satisfaction. Based on the results of this study, it is expected that it will contribute to improving the quality level of the government start-up support project by establishing the support policy for the ICT start-up enterprises and improving the system.

  • The Government of South Korea is actively promoting entrepreneurship policies to help solve an age old problem of unemployment; however, the unemployment rate of youth entrepreneurship remains at a low. Primarily due to the government fragmented policies that are unable to solve the daily difficulties young entrepreneurs undergo. Therefore, this study aims at deriving a modern solution to an age old problem that exists through the use of co-creation by first interviewing young entrepreneurs to help derive a paradigm model. The model was developed through a grounded theory approach to help strengthen the young venture entrepreneurs. The results revealed that majority of the young entrepreneurship revitalization policies had exclusive participation structure, allowing only a selected few: complex policies of various government departments, short-term funding, one-size-fits-all training and support, lack of follow-up support policies after start-up, excessive administrative requirements, and performance-oriented fragmented support. Concluding that the policies were unrealistic and ineffective for the entrepreneurs. Accordingly, the result suggests that Co-creation entrepreneurship revitalization policy, based on the experiences of entrepreneurs, will need to be established to formulate an effective policy that provides practical assistance to the entrepreneurs in the field.

  • In recent years, various studies have been carried out on various types of entrepreneurship and comparative activities according to policy efforts and support such as the activation of a bachelor's degree in the establishment of a university, and attention has been paid to the fact that the participation and the educational effect of the students may be different depending on the type. The purpose of this study is to investigate entrepreneurial motivation, entrepreneurship, and entrepreneurial intention in the case of experiential entrepreneurship class focusing on the theoretical-oriented general entrepreneurship class, And the effect of entrepreneurship on entrepreneurial intention. The data were collected and empirical analysis was conducted to compare the difference between the two groups. The results of this study are as follows: First, out of the motivation factors of entrepreneurs, entrepreneurship education, achievement desire, human network, self - esteem, etc. We can confirm that the motivation of entrepreneurs is recognized more greatly. Second, the entrepreneurship factor was not significantly different from the perception between experiential entrepreneurship lecture and theoretical entrepreneurship learner. Third, experiential entrepreneurship learner perceived more willingness to start business than theoretical entrepreneurship learner. Finally, among the entrepreneurship motivation factors, among the entrepreneurship education, achievement desire and entrepreneurship factor, the risk sensitivity affects the entrepreneurial will. This study suggests that the direction of entrepreneurial education focused on quantitative expansion and the creation of qualitative effects of entrepreneurship education are needed. In the future, it will provide policy implications for revitalizing experiential entrepreneurship education In addition, it can contribute to the diffusion of research on the effect of entrepreneurship education.

  • In the rapidly changing industrial environment, the continuous increase in demand for entrepreneurship emphasizes the effective support of the government for the survival and growth of entrepreneurs and the necessity of establishing systematic initiative promotion policies. To this end, Of the total number of enterprises. The purpose of this study is to establish a new classification system for entrepreneurial industry that reflects the trend of entrepreneurship based on convergence technology that emerged during the 4th Industrial Revolution era in order to establish a systematic initiative upbringing policy. In this paper, we propose a new classification system for entrepreneurial ecosystem by using Delphi technique. As a result of the study, the categories of entrepreneurial industry are classified into technology entrepreneurship and general entrepreneurship. Technology entrepreneurship is divided into ICT services, ICT manufacturing, general manufacturing, cultural contents and biotechnology. The results of this study suggest a meaningful implication in the establishment of effective policies to support entrepreneurship in the future by establishing new standards of industry classification system of entrepreneurs.

  • The second venture "boom" diffusion strategy can be confirmed to be focused only on financing investment and finance, including achieving 5 trillion won annually in new venture investments, creating 20 unicorns, activating M&As and creating dynamic recovery markets. Of course, existing studies show that the fund is a very important policy for corporate growth, but various policy support will be needed to effectively scale up. To overcome these limitations, the scale-up support policies already in operation are analyzed by introducing scale-up policies in advanced countries such as the U.S. and Britain. It also aims to analyze domestic scale-up policies to draw up implications for establishing more effective scale-up policies. Academically, we are very lacking in research on scale-up at home and abroad, and we propose suggestions through this comparative study of policy cases to contribute to the promotion of various studies related to the scalability aspects of future research topics related to scale-up.

  • This study is an empirical analysis on Moderating Effect of Government support on Relationship between Social Entrepreneurship and Organizational Performance. Previous studies have focused on case studies for specific companies and studies on Social entrepreneurship have been carried out in recent years. As the interest in social enterprises is increasing due to the problem of social polarization, it is necessary to study the causal relationship between social entrepreneurship and organizational performance deeply, and the government continues to provide government support for social enterprises. However, there is a lack of research on the effects of government support on social entrepreneurship and organizational performance. Therefore, this study analyzes the Proactiveness and Risk-taking of social entrepreneurship and examines the causal relationship between the organization's economic performance and social performance and the moderating effect of government support on the members of the social enterprise in Chungcheong area based on the previous research It is expected that the researcher will give academic and practical value to practitioners. As a result of this study, it is shown that the risk sensitivity of social entrepreneurship has a significant effect on the economic performance, and the Proactiveness of entrepreneurship and Risk-taking of social entrepreneurship all have a positive effect on the social performance, The results of the study show that government support has only a positive effect on the moderating effects of the variables of enterprising and social performance among the variables. The results of this study suggest that social entrepreneurship in social enterprises is an important factor affecting organizational performance. Therefore, if managers of social enterprises continue to educate and apply social entrepreneurship to their members, The social and economic performance of social enterprises will increase, which will help to enhance the competitiveness of enterprises. In addition, although the government has implemented various policies to support social enterprises, there is no expectation of government support for organizational performance because of the lack of support from the government after social enterprise certification. And to develop the government's fine - tuned upbringing policy that can improve organizational performance.

  • This paper discusses entrepreneurship as a mean to overcome problems that arise from economic growth with no job growth and with aging population. In particular, this paper focuses on senior (elderly) entrepreneurship based on technology. It examines and defines restraints of various public and private sponsor programs for senior entrepreneurship. In comparison, Bridge Program of Finland was studied and its success factors are presented. Some of these success factors are enterprise-driven program operation, diverse education program focused on successful senior entrepreneurship, providing networking opportunities among entrepreneurs, and increased awareness in social responsibility of private enterprises. This paper suggests CBI (Corporate Business Incubator) in order to promote senior entrepreneurship. This study is expected to foster economic growth and job creation through utilizing increased elderly population in today's aging demographics. In addition, this study will be able to identify direction for government's role in boosting senior entrepreneurship.
