대함유도탄 요격 확률을 고려한 함정 대공방어유도탄의 최적 운용 연구 (A Study on Optimal Operation against Anti-Air Missiles with Consideration of Anti-Surface Missile Kill Probability)

  • A naval surface-to-air missile is an effective countermeasure against increasing threats of anti-ship missiles. Optimal operation is imperative for high survivability due to limited defense resources of a warship. This paper addresses a problem of optimal engagement to maximize the overall probability of intercept under Shoot-Look-Shoot tactics. The problem is formulated and analyzed with consideration of a realistic single-shoot probability model. The analysis shows that a global solution is achieved for some engagement scenarios. A numerical algorithm to optimize the overall probability of intercept is suggested. An illustrative example is provided to verify our results.

참여적 과학기술 거버넌스의 전개와 전망 (The Past and Future of Public Engagement with Science and Technology)

  • 이 논문에서는 과학기술학에서 공중의 과학기술 관여가 논의되어온 방식이 갖는 유용성과 한계를 정당화와 실질적 수용의 측면에서 살펴보고자 한다. 이를 위해 우선 과학기술 전문가의 지식 체계가 포함하는 불확실성과 비전문가의 일반인 지식에 관한 STS의 통찰이 왜 그동안 참여적 거버넌스의 양적, 질적 확산으로 충분히 이어지지 못했는지의 문제를 이론적, 실질적 층위에서 논의하였다. 이어서 어떤 전문성이 참여적 거버넌스의 구성과 지속을 지지할 수 있는 것인가에 대한 답을 찾기 위한 예비적인 시도로서 한 사례-제주도 풍력 발전시설 개발과 제도 정비 과정에서 나타난 비전문가의 활동-에 주목하였다. 논문의 주장은 다음과 같이 요약된다. 첫째, 참여적 거버넌스를 정당화할 수 있는 근거는 시민/비전문가라는 사회 집단이 갖는 어떤 본질적 특성에서 도출할 수 없다. 둘째, 참여의 정당한 조건으로 수용될 수 있는 전문성의 형식과 내용은 사실 진술과 가치 판단의 경계를 재구성하는 수행의 결과로서 사후적으로 부여된다. 셋째, 제주도 풍력자원 공유화 과정에서 복잡한 사회-기술 체제의 실질적 재구성에 기여했던 것은 새롭게 유통될 수 있는 사물-사람의 관계를 만드는 '연계적 전문성'이었다. 넷째, 시민과 전문가의 전문성은 모두 대체가 아닌 보완을 필요로 한다. 궁극적으로 이 논문은 참여적 거버넌스에 대한 STS 논의가 실제로 갈등이 발생하고 결정이 이루어지고 있는 현장에 주목하여, 과거와 현재, 사실과 가치, 과학기술과 사회의 경계를 재구성하는 행위자들의 구체적 수행을 분석하는 작업으로 확장되어야 할 필요성을 강조한다.

새로운 측정 모델을 이용한 과학기술 국민이해 조사연구 - 문제 및 이슈와 연관짓기를 중심으로

  • The purpose of this study is to conceptualize PUST (Public understanding or science and technology) with a new theoretical perspective and to measure the Korean PUST through a national survey. Then, it suggests policy implications of improving the Korean public understanding of science and technology. Our new theoretical perspective is focused on an information receiver's one rather than an information provider's one. Thus, we concepualized PUST as a process of engagement: how a citizen becomes to be engaged to science or technology. It does not stress how hard s/he is pushed to learn science or technology. A national survey was done by a face-to-face interview method. About 1,200 adults were sampled from 18 or more years old population by a stratified area sampling method which had been used as a common and reliable one in South Korea. Each half of the total sample were for science or technology. The survey was conducted in September, 2001. We found that many Korean adults had positive but disproportionate impressions of science or technology that were related mostly to utilities for life such as computer, internet, car, refrigerator, television, etc. Most of them failed to continue to be engaged to sciences and technologies after first exposure to them through compulsory education. They were not able to relate sciences or technologies to solving individual or social salient problems. This study shows that PUST would be improved by our engagement to sciences or technologies through their relationship with social problems or issues.

원격교육에서 학습참여에 대한 인지욕구의 매개효과 (Mediating Effect of Need of Cognition on Learning Engagement in Distance Education)

  • 본 연구의 목적은 원격교육에서 미디어 멀티태스킹이 학습참여에 미치는 영향에 있어 인지욕구가 매개효과를 나타내는지 확인하기 위함이다. 연구대상은 한 학기 이상 원격교육을 받은 경험이 168명의 대학생이었으며 미디어 멀티태스킹, 인지욕구 및 학습참여에 관한 설문지를 이용하여 자료를 수집하였다. 자료분석은 SPSS WIN 20.0 프로그램을 이용하여 상관분석, 위계적 회귀분석 및 Sobel test를 시행하였다. 연구결과 미디어 멀티태스킹과 학습참여 간 유의한 정적 상관을 보였고(r=.52, p<.001), 인지욕구와 학습참여 간에도 정적 상관을 보였다(r=.39, p<.001). 미디어 멀티태스킹은 학습참여에 유의한 영향을 미쳤으며(β=.52, p<.001), 설명력은 27%이었다. 인지욕구가 투입시 미디어 멀티태스킹의 학습참여에 대한 효과가 감소하여(β=.52 ⟶ .44) 미디어 멀티태스킹이 학습참여에 미치는 영향에서 인지욕구가 부분 매개효과를 보이는 것으로 나타났다(Z=2.77, p<.01). 따라서 원격교육을 위한 수업계획시 온라인 콘텐츠를 사용하게하고 미디어 멀티태스킹을 촉진하는 학습활동을 구성할 것을 제안한다. 또한 원격수업에서 인지욕구를 촉진할 수 있는 다양한 교수 전략을 개발하고 적용해볼 것을 제안한다.

The Role of the University in the Innovation Ecosystem, and Implications for Science Cities and Science Parks: A Human Resource Development Approach

  • In the 21st Century, scientific discovery and technological development are fueled by unprecedented changes in knowledge, societal needs and wants, engineering designs, materials, and instrumentation. Such rapid global changes pose major opportunities and challenges for the innovation ecosystem-especially in developing countries. In particular, our models for human resource development and engagement must evolve so as to better prepare leaders in higher education institutions, research institutes, science cities and science parks, businesses and industries, and governments. Universities throughout the world must play a greater role in both the research and practice of human resource development and engagement for the knowledge-based and creative economies. This paper explores the current and potential talent development and talent engagement dimensions of universities in economic development, and research and practice in education and policy-with implications of such dimensions for science cities/science parks. The paper highlights the importance of a greater role for universities, in collaborating with business/industry and governments, in examining new economics-sensitive and values-sensitive models for education and human resource development so as to better understand and support innovation in global contexts.

Digital Diplomacy via Social Networks: A Cross-National Analysis of Governmental Usage of Facebook and Twitter for Digital Engagement

  • Over the last couple of years, digital diplomacy has become a fascinating area of research among Mass Communication, Peace and Conflict Studies, and International Affairs scholars. Social media and new technology open up new avenues for governments, individuals, and organizations to engage with foreign audiences. However, developing countries' governments are still lacking in the realization of the potential of social media. This study aims to analyze the usage of social media (Facebook & Twitter) by the two biggest countries in South Asia (Pakistan and India). I selected 10 government officials' social media accounts including prime ministers', national press offices', military public relations offices', public diplomacy divisions', and ministries of foreign offices' profiles. The study relies on quantitative content analysis and a comparative research approach. The total number of analyzed Twitter tweets (n=1,015) and Facebook posts (n=1,005) include 10 accounts, five from each country. In light of Kent and Taylor's (1998) dialogic communication framework, the results indicate that no digital engagement and dialogue occurs between government departments and the public through social networking sites. Government departments do not engage with local or foreign audiences through digital media. When comparing both countries, results reveal that India has more institutionalized and organized digital diplomacy. In terms of departmental use of social media, the digital diplomacy division and foreign office of India is more active than other government departments in that nation. Meanwhile, Pakistan's military public relations office and press office is more active than its other government departments. In conclusion, both countries realize the potential of social media in digital diplomacy, but still lack engagement with foreign audiences.

  • 본 논문에서는 가변 연속사격 시간을 고려한 근접 방어 시스템(Closed-In Weapon System, CIWS)의 최적 무장 할당 알고리듬에 대해 다룬다. 본 연구에서 근접 방어 시스템의 무장 할당 문제는 혼합정수계획법(Mixed Integer Linear Programming, MILP)을 기반으로 정식화된다. 제안한 방법은 연속사격 시간을 교전 사거리와 관계없이 일정하다고 가정한 기존 연구와 달리 사거리에 따른 요격확률을 바탕으로 가변 연속사격 시간을 고려한다. 따라서 기존의 방법대비 보다 현실적인 교전상황을 반영할 수 있을 뿐만 아니라 표적 대응시간을 향상할 수 있다. 본 논문에서는 가변연속사격 시간이 반영되도록 기존의 혼합정수계획법 기반 무장 할당 문제를 변형시켰으며, 상용최적화 프로그램을 활용한 수치 시뮬레이션을 통해 제안한 방법의 성능을 검증하였다.

자동화 수동변속기용 건식클러치의 속도기반 Kiss-Point 능동 보상에 관한 연구 (A Study on the Speed-based Active Compensation of the Kiss-Point of Dry-type Clutch Equipped with Automated Manual Transmission)

  • Clutch torque control is the key to the ride comfort improvement of a vehicle equipped with AMT (automated manual transmission). For such control, the torque transfer starting point, known as the "kiss point," should be indicated or at least estimated to compensate for the clutch torque. The kiss point changes due to wear, high temperature, and fatigue; as such, it should be estimated while the vehicle is being driven. In this study, the method of kiss point active estimation for an AMT vehicle with a dry-type clutch was devised. The kiss point is learned while the engine is in an idle state and while the transmission is at a neutral gear position. It is determined when the input shaft of the transmission starts to rotate by slowly engaging the clutch. The noise of the shaft speed signal during the slow engagement process is filtered for accurate control. The kiss point estimation at various clutch engagement speeds was analyzed via a vehicle test.

과학관에서의 사용자 참여 행동과 상호작용적 경험 (Participatory Behaviors and Interactive Experiences at a Science Museum)

  • In allowing visitors to manipulate objects or models with their hands, science museums can become informal education institutions. However, little research has been conducted analyzing the specific interactions of visitors at museums and the effects that specific characteristics of interactive exhibit have on visitors. This research classified exhibits according to the three characteristics: the presentation of concepts, interaction with exhibits and concept levels. Further, relationships among engagement behaviors, visitors'attraction to exhibits, and the holding power of exhibits were analyzed. Using the three characteristics, 55 exhibits were classified into five styles. The results suggest that intriguing content and novel interfaces, maximizing information on science and technology, should be developed for the educational purpose of encouraging visitors to engage in active learning with interactive exhibits. The results of this study provide useful data that planners, designers, and instructors of science museums can use to maximize visitors' participatory learning and interactions.

MOVING FORWARD WITH RADIOACTIVE WASTE MANAGEMENT IN THE UK

  • Radioactive waste has been produced in the UK for many decades. Since the 1950' s much of this has been associated with civil nuclear power production and the nuclear weapons programme. There have been a number of unsuccessful attempts in the UK since the 1980s to deal with the waste and find suitable sites for its disposal. However, the UK Government has addressed this and in 2001 introduced the "Managing Radioactive Waste Safely" programme. The aim of this was to make decisions on the long-term radioactive waste management policy through stakeholder engagement. In 2006, it adopted a policy of geological disposal for higher activity wastes and following further consultations, is now at the stage of choosing how that policy should be implemented.
