The phenomenon that young people avoid employment in industrial complexes, which is one of the biggest issues at social and economic dimension, is getting more important. The purpose of this study is to analyze the characteristics of youth attraction types by industrial complexes by making Youth Attraction Index. First, as the correlation between youth distribution of each industrial complex and youth attraction index of each industrial complex is analyzed, it shows a high level of correlation coefficient. There is also positive correlation between youth distribution of industrial complexes and other specific sectors except for accessibility. In addition, industrial complexes with superior working environment, innovation environment and amenities of surrounded areas are included in type I(type with superior youth attraction) and different characteristics are shown by each type. In consideration of these, policy priorities of each type are suggested. Based on these results, customized package programs need to be established for each type of youth attraction.

Since 2017, the Occupational Safety and Health Act has been fully applied to school food services, and risk assessments have been implemented since 2019. The introduction was slow compared to other industries and was evaluated by non-professional nutritionists, so there was a limit to establishing the system. All schools under the Seoul Metropolitan Office of Education apply the KRAS every year in accordance with the OSH Act for school foodservice and a notice from the Ministry of Employment and Labor. A risk assessment is applied according to legal regulations. On the other hand, the effectiveness of risk assessment has been questioned because the frequency and intensity criteria of the risk are qualitative and subjective. Based on the accident statistics of catering workers, the frequency and intensity criteria of risk were presented quantitatively and objectively, and a risk assessment was conducted by applying a new calculation standard for some work during the catering service and compared with current risk assessment results. The risk was increased, and the improved effectiveness was confirmed by the specific suggestions for improvement. Thus, the pilot evaluation for the entire food service should be expanded, and the feasibility confirmed. The pilot evaluation should be applied to all schools to enhance the effectiveness and operability of the risk assessment.
This study aims to analyse the redistributive impact of the welfare state growth in Korea after 2000s and establish whether there are people excluded from the benefits of the growth. The growth of the Korean welfare state has been achieved by universalizing welfare benefits under the social insurance-centered institutions which are the legacies of the productivist/developmental welfare regime. When it comes to redistribution impacts, the welfare state growth improved inequality among old age populations to a certain degree due to the introduction of the Basic Pension. On the other hand, welfare benefits for the working poor population has hardly been improved in spite of the growing welfare state. It can be said, therefore, that low-income working-age populations have been excluded from the growth of Korean welfare state. These groups are mostly in middle-old age, unemployed or precariously employed and half of them were female householders. The exclusion of these groups from the Korean welfare state shows that the growth of the Korean welfare state was unbalanced. To include the excluded into the Korean welfare state, it is necessary to increase non-insurance social provisions, extend the range of application of the social insurances, integrate income protection, employment service, and vocational training for the working poor, and combine universal and targeted welfare benefits.
The purpose of this study is to explore various factors during the career development period affecting the formation of the perspective on work of young workers after they graduated from high school, and to analyze the influence of each factor. The panel data of the Korean Education Longitudinal Study 2005 was used for the study. Specifically, the data on the 303 employees in the 7th year(2011) of their employment was used. First, perspective of young workers on work was affected by social self (self-awareness-related variables), educational background of their father(family background-related variables), and intrinsic and extrinsic learning motivation(learning motivation-related variables) formed during the career development period. However, extrinsic learning motivation had a passive and negative effect on motivation and giving value to work. Second, the variables related to self-awareness in the career development period and the variables related to the family background were found to have a causal relationship with the formation of young workers' perspective on work. This study is significant in that the learning motives formed during the career development period are found to be very meaningful and important variables for the formation of young workers' perspective on work.

The purpose of this study is to provide basic data for the development of school education and employment policy by analyzing the differences between image of meister high school students anticipated by industrial HR managers and image actually perceived. For this, semantic differential method developed by Osgood (1957) was selected as the study tool. To find out images of meister high school students, validity of 50 adjectives suggested by Osgood and 21 additional adjectives used in previous studies was reviewed by 10 experts. Final 20 adjectives were selected by excluding adjectives that fail to satisfy validity of contents. Proportional sampling in metropolitan and non-metropolitan areas was done to select 350 final survey samples. A total of 600 surveys were distributed and 230 were returned. Return rate was 38.3%. The results of this study are as follows. First, image of meister high school students anticipated by industrial HR managers showed average score of 2.49, which indicates a positive image. In addition, factor analysis was performed to classify adjectives into groups, and they were divided into three factors including external factor, way of thinking factor, and internal (personality) factor. Second, image of meister high school students currently perceived by industrial HR managers showed average score of 3.24, which indicates a positive image. Third, image of meister high school students currently perceived by industrial HR managers was not as positive as image they anticipate.

The purpose of this study was to verify whether the entrepreneurial capacity indicator utilized by the pre - founder can predict the start-up's performances in advance. The questionnaire for this study was measured at a single point in food, clothing, cosmetics, and coffee industries, which account for more than 50% of self-employment in korean economy. A total of 1,600 questionnaires were distributed and retrieved. And the final results were obtained through regression analysis. The empirical results show that the entrepreneurial capability index was related to the entrepreneurial performances. In particular, job satisfaction was found to be significant, but some significant results were found in the detailed indicators of financial aspect, and the significance was confirmed in terms of the necessity of further research among the entrepreneurial competency indicators composed of single indicators. From the policy point of view, it was suggested that entrepreneurial capability index can be a good tool to increase the entrepreneurial performance of the entrepreneur. In particular, it was confirmed that personal characteristics, entrepreneurial knowledge, entrepreneurial execution capacity, and external environment items were closely related to job satisfaction among measured competency indicators. Self-employed businesses, such as cosmetics and food, ware based on their own know-how and technology, and therefore, they were more likely to be influenced by their ability to run and business environment than others.
The purpose of this study is to analyze the influential factors on the change in life satisfaction of elderly households. In this study, single and couple elderly households were defined as elderly households and the 2nd, 3rd, and 4th data of the Korean Longitudinal Survey of Ageing (KLoSA) provided by the Korea Employment Information Service (KEIS) were used. And 677 respondents aged 65 and over who had replied to all 3 sessions were included in the final subjects. multinomial logistic regression analysis was conducted to examine the influential factors on life satisfaction by the type of elderly households according to consumption pattern and the result showed that there were common influential factors such as house owning status and subjective health status and the factors that influence specific types such as expectancy of standard of living. In addition, in the longitudinal analysis of life satisfaction of elderly households, individual satisfaction level was confirmed to reduce with time and the factors that influence the longitudinal change in the level of life satisfaction of elderly households was analyzed through the conditional model of a latent growth model. The analysis results showed that household type, house owning status, and subjective health status influenced the initial value of life satisfaction of elderly households while household type and expectancy of living standard influenced the change rate of life satisfaction of elderly households. Based on the results of this study, the followings are suggested. There is a need to improve the life satisfaction of old age by increasing the opportunity for self-realization of elderly households and also policy approach should be made selectively taking various types into consideration.
This study aims to analyze the influence of network of elderly with his or her non cohabiting children on their depression and its regional differences between urban and rural areas. The analysis is based on the sample of 1,609 elderly of 65 and above (1,011 Urban residents and 598 Rural residents) from the third time span(year 2010) to the fifth time span(year 2014) collected by the Korean Longitudinal Study of Ageing, whose research conducted by Korea Employment Information Service. First, it is found that rural elderly are more likely to suffer from depression than urban elderly. Second, it is found that rural elderly have on average a bigger number of non cohabiting children in their network, whereas geographical proximity and frequency in meeting, and economic support is stronger upon urban elderly. Third, urban elderly tend to suffer from depression as the frequency of phone calls with their non cohabiting children increases with time, and as the frequency of meeting and relationship satisfaction is decreases with time, whereas rural elderly tend to suffer from depression as their geographical proximity with their non cohabiting children is decreases with time. Based on the results of this analysis, this study further suggests practical policy interventions to prevent elderly depression.
The purpose of this study is to derive obstacle factors to 'high value vocational training' and to suggest development strategies. The training aims to solve the quantitative and qualitative problems of female employment by providing professional training in high value areas such as ICT, SW and knowledge service. To verify the training to meet these objectives, 48 processes operated in 2018 were analyzed and field monitoring was conducted. As a result of the analysis, problems were identified and improvements were derived in terms of learners management, training course design, field practice operation, and performance evaluation. Based on these results, researchers suggested four ways to develop high value vocational training. First, select learners based on combined talent and second, strengthen the project of linking enterprises and structured field practices. Third, establish a performance evaluation system of its own and manage performance and fourth, expand support for excellent training courses and provide consulting for course development. The results of this study are expected to be used as a reference for establishing policies for high value occupational training. In the future, quantitative research should be conducted to clarify the performance and problems.
This study aims to compare and analyze the work-based learning programs of the U.K. in order to find out the successful strategies of the Korea's youth internship which has not got employment effects. Furthermore, to seek a fundamental improvement plan of the Korea's work-based learning programs. The implications through comparative analysis are as follows. For internship performances, the curriculum should be standardized on the basis of industry-specific job criteria, which can be reflected by industrial demands and be correspond to needs at the workplace. Also, it is imperative that the curriculum is linked to national qualifications to guarantee the job ability. Additionally, an infrastructure for effectively monitoring, managing, and evaluating programs should be established. However, these strategies are still constrained in improving the job ability of vulnerable targets and fostering the future-leading manpower in the new industry. In order to reform the work-based learning program, it needs to be structured with a variety of programs suitable for different levels of participants by introducing traineeship, apprenticeship and further education.
