A Study on New Data Format of Electrical Shocks in the Environment of Smart Grids (스마트 그리드 환경에서의 전기 감전 재해 자료 형태에 관한 연구)

  • Since Korea has high accident rate for the electrical shock than other advanced countries, it causes very serious problems. In this paper, a new classification method for analyzing electricity accidents is proposed, which is based on the microscopic view while existing methods have been based at the macroscopic view point. Electrical accidents cases can be mainly divided by three cases, which are from live works, incompleteness of the grounding system and imperfectness of the safety education and public relations. New data format of electrical shocks are proposed in the environment of smart grids.

Analysis of Electric Shock Accident on 4.16 kV Class Circuit breaker for Power Plant (발전소용 4.16 kV급 차단기에서 감전사고 사례 분석)

  • This paper describes electric shock accidents on a 4.16 kV class circuit breaker for power plant. Electric shock accidents mostly involve damage of human life, in comparison with electrical fire, rate of human death tend to be higher in electric shock accidents. Specially, in a high voltage facilities rate of human death comprised about 43.7% by electric shock accidents. If electric shock accidents happen in a 4.16 kV class circuit breaker for power plant, then the power plant discontinue power production. Electric shock accidents in a power plant have a great ripple effect such as an electric power shortage. In this paper, we analyzed electric shock accidents on a 4.16 kV class circuit breaker for power plant. From the analysis results, we confirmed a cause of electric shock accidents on a 4.16 kV class circuit breaker, it happened by defect of interlock equipment or occurrence of breakdown between first feeder contactor and shielding plate. In order to reduce electric shock accidents on a 4.16 kV class circuit breaker, the power plant should consider improvement of interlock equipment and insulation of feeder contactor in circuit breaker.

  • The live line working is inherently dangerous as the workers have to work under the risk of electrical shock and most of works are carried out at height. The live line working need the some specific techniques and higher level safety measures such as a risk assessment to carry out works safely, but the electrical construction companies performed live-line working are usually small-sized companies. They have less capacity to have own safety management system. This study intended to conduct an in-depth analysis on the cause of electric shock accidents to provide basic data for policy proposing taking into considering the past eleven years for a long-term plan. And the aim of this study is to propose the policy about the equipment performance standards and/or worker's safety standards to revise the standards for preventing electric shock accidents, moreover, co-relation of the electrical work order form and on safety workings, especially electrical construction company/work.

Descriptive Study of Occupational Accidents and their Causes among Electricity Distribution Company Workers at an Eight-year Period in Iran

  • Background: Occupational accidents are unplanned events that cause damage. The socio-economic impacts and human costs of accidents are tremendous around the world. Many fatalities happen every year in workplaces such as electricity distribution companies. Some electrical injuries are electrocution, electric shock, and burns. This study was conducted in an electricity distribution company (with rotational 12-hour shift work) in Iran during an 8-year period to survey descriptive factors of injuries. Methods: Variables collected included accident time, age of injured worker, employment type, work experience, injury cause, educational background, and other information about accidents. Results: Results indicated that most of the accidents occurred in summer, and 51.3% were during shift work. Worker negligence (malpractice) was the cause of 75% of deaths. Type of employment had a significant relationship with type of injuries (p < 0.05). Most injuries were electrical burns. Conclusion: High rate of accidents in summer may be due to the warm weather or insufficient professional skills in seasonal workers. Shift workers are at risk of sleep complaints leading to a high rate of work injuries. Acquiring knowledge about safety was related to job experiences. Temporary workers have no chance to work all year like permanent workers, therefore impressive experiences may be less in them. Because the lack of protective equipment and negligence are main causes of accidents, periodical inspections in workshops are necessary.

  • The main cause of cable accidents is the accelerated deterioration of the cable itself or internal and external electrical, mechanical, chemical, thermal, moisture intrusion, etc., which reduces insulation performance and causes insulation breakdown, leading to cable accidents. Insulation deterioration can occur even when there is no change in the appearance of the cable, so there is a difficulty in preventing cable accidents due to insulation deterioration. Since cable accidents can occur in areas with poor insulation due to the effects of overvoltage and overcurrent, it is necessary to comprehensively analyze transformers and circuit breakers, and ground faults caused by phase-to-phase imbalance. Ground fault accidents due to insulation breakdown of cables can occur due to defects in the cable itself and poor cable construction, as well as operational influences, arcs during operation of electrical equipment (switchers, circuit breakers, etc.). analysis is needed. This study intends to examine the causes of cable accidents through analysis of cable accidents that occurred in a manufacturing factory.

  • Street light facilities, which are easily accessible, can be in danger of electric shock when water percolates the facilities especially in summer. In case deteriorated facilities are not checked regularly, they can cause accidents such as electric shock. We should consider regional characteristics to prevent this kind of accidents. In this paper, we analyzed the problems according to the facilities through the research on the actual conditions. We also analyzed the facilities by region and the standards by the conditions.

  • It is necessary to study a conductive characteristics of electrical facilities covered with particulate for the analysis of electrical accidents in vulnerable area where are included market place, a sawmill and so on. Therefore, there are studied on risk assessment and contact angle measure(CAM) according to surface deterioration of PVC and phenolic resin Through the contact angle measure of samples, there are ascertain whether hydrophobicity or not. These data would used to be judged by the causes of electrical accidents.

  • In this paper, we analyzed causes of accidents that recently increased in the illegal and defective LED lamps. They were analyzed by the electrical characteristics calculation and reappearance experiments. The causes of the accidents were analyzed from the circuit affected by the variation of voltage, current and power by harmonics. We drew a conclusion for electrical safety in illegal or degraded LED lamps from the analysis result. The management factors for electrical safety in LED lamps were harmonics, reactive power and power factor. It is possible to secure the electrical safety through monitoring of power factor in failure products and available in smart meters or smart distribution boards.

  • Insulation diagnosis techniques of power equipments for the stable power supply and prevention from accidents are of high importance. Diagnosis techniques is able to prevent from large accidents before they happen by finding signs of the accidents. From this point of view, this paper simulated discharge progress and partial discharge using needle-plan electrode system in air, studied the distribution of frequency spectrum of the radiated electromagnetic waves using biconical antenna and spectrum analyzer. From results of this study, the new method was introduced for measurement and analyzation of the radiated electromagnetic waves in accordance with discharge progress in air, Besides, according to the consideration of the mutual relation between frequency spectrum of the radiated electromagnetic waves and discharge progress, it was confirmed that detecting partial discharge and estimating discharge progress were possible.

  • According to the analysis of crosswalk pedestrian accidents, accidents that occur at night represent 70% of all deaths among crosswalk pedestrians when compared to accidents occurring in the daytime. This is due to the poor visibility that hinders drivers to recognize pedestrians at night. Illuminance on the horizontal plane of the road and the current state of crosswalk lighting are not sufficient enough to comply with standards. Thus, we analyzed factors derived from lighting environment studies on improving crosswalk visibility, domestic and foreign crosswalk lighting standards, and subsequently proposed solutions which are needed to raise domestic crosswalk lighting standards, and a means to uphold those standards through proper verification.
