An Empirical Study on the Efficiency of Container Terminals in Russian and Korean Ports using DEA models

  • The steady growth of seaborne trade has resulted in the further development of container ships, ports, and container terminals, and the operating efficiency of a container terminal is a decisive element for its competitive ability in international markets. The aim of this research is to evaluate the relative efficiency of Russian and South Korean container terminals. For this purpose, the output-oriented DEA was applied to 31 container terminals of Russian and South Korean seaports for the years from 2012 to 2014. The results indicate that Korean container terminals exhibited higher efficiency scores than their Russian counterparts.

Multi-Frame Face Classification with Decision-Level Fusion based on Photon-Counting Linear Discriminant Analysis

  • Face classification has wide applications in security and surveillance. However, this technique presents various challenges caused by pose, illumination, and expression changes. Face recognition with long-distance images involves additional challenges, owing to focusing problems and motion blurring. Multiple frames under varying spatial or temporal settings can acquire additional information, which can be used to achieve improved classification performance. This study investigates the effectiveness of multi-frame decision-level fusion with photon-counting linear discriminant analysis. Multiple frames generate multiple scores for each class. The fusion process comprises three stages: score normalization, score validation, and score combination. Candidate scores are selected during the score validation process, after the scores are normalized. The score validation process removes bad scores that can degrade the final output. The selected candidate scores are combined using one of the following fusion rules: maximum, averaging, and majority voting. Degraded facial images are employed to demonstrate the robustness of multi-frame decision-level fusion in harsh environments. Out-of-focus and motion blurring point-spread functions are applied to the test images, to simulate long-distance acquisition. Experimental results with three facial data sets indicate the efficiency of the proposed decision-level fusion scheme.

Comparative Analysis on Efficiency and Productivity for Korea, Japan and Global Parcel Delivery Companies (한국, 일본, 글로벌 택배기업의 효율성 및 생산성 비교 분석)

  • Purpose - The parcel delivery service(courier) industry all over the world has been expanding its market so far, but its growth has been declining in recent years. In this situation, most parcel delivery companies are having trouble with managing themselves because of the pressure from the customer to increase service level and decrease the rate. The purpose of this study is to provide ways to improve competitive advantages of the parcel delivery service industry by evaluating the multi-period operating efficiency of Korea, Japan and global service providers. Research design, data, and methodology - The data for the period of 2011 to 2014 were collected from the annual reports published by parcel delivery companies. In this study, we analyze the marketability (revenue), profitability (operating profits), and management conditions (net profits) of parcel service companies by combining information on human resources (number of employees) and material resources (total assets and equity). Therefore, the number of employees, total assets, and equity are selected as input variables, and revenue, operating profits, and net profits as the output variables. In this study, DEA (Data Envelopment Analysis) is used to measure the comparative efficiency and MPI (Malmquist Productivity Index) is used to analyze the trend of change of the efficiency for a multi-year period. Results - The operational efficiency scores of medium-sized parcel delivery companies in Korea are higher than other larger competitors such as Korean, Japan and Global larger companies. As of 2014, Logen(1.878) was found to be the most efficient parcel delivery enterprise, followed by KGB (1.224), and Kyoungdong(1.002). Otherwise, Hanjin(0.235), CJ(0.262), Hyundai Logistics(0.657), DHL(0.611), UPS(0.766), FedEx(0.498), TNT(0.350), Yamato(0.762) and Sagawa(0.520), larger sized companies, were done inefficiently. The productivity of parcel delivery companies is influenced by endogenous factors as well as exogenous ones such as changes in business environment and technological advances. Conclusions - Korean medium-sized companies have relatively high efficiency scores in operation. That is why they still survive the competitive market in Korea where market restructuring on the industry has been expected to be conducted for many years. The reason why medium-sized couriers had higher efficient scores than larger couriers is that most of couriers spend more operating expenses versus unit price of delivery which is the amount of money that is needed in order to send a package by parcel service. So the delivery unit price must be taken into account by all the expenses associated with the cost of fuel, labor and maintenance expenses for facilities, etc. therefore, the unit price must be increased to strengthen business competitive power. In order for the industry to have more competitive advantage, the companies need to make profits by increasing demand volume and raising the delivery rate to provide high-quality delivery service to customers. And both endogenous and exogenous change must take precedence in order to strengthen their competitiveness.

Efficiency and Effectiveness of Government R&D Projects for SMEs (중소기업 R&D지원사업의 효율성과 효과성 분석)

  • Government R&D support for SMEs is very important and the R&D budget is also increasing. This study suggests a new method for analyzing a performance of R&D programs and analyzes the performance of R&D programs funded by small & medium business administration using the method. We discuss new measures "efficiency" that means short-term performance and "effectiveness" that means long-term performance. Weights based on the R&D programs' characteristics among the various sub-indicators of two measures were derived, and then the final scores were calculated by combining the weights with the responses on the indicators. Finally, this study tests the mean differences between R&D programs statistically. As a results, efficiency of R&D programs shows a significant difference between the R&D programs, while effectiveness does not. Most of the efficiency scores are low, whereas the effectiveness scores are high. The results explain that the R&D programs are managed inefficiently. However, most SMEs predict a positive impact of government R&D supports on effectiveness in the long term. Government needs to try to improve the efficiency of R&D supports because SMEs cannot expect sustainable performance with no improvement in efficiency.

Development and Application of the Sleeve-type Restraints for Intensive Care Unit Patients (중환자실 환자를 위한 소매형 억제대의 개발 및 적용)

  • Purpose: The purpose of this study was to develop sleeve-type restraints and to compare the sleeve-type and conventional wrist restraints. Methods: Forty four pairs of intensive care unit (ICU) patients and their families participated in the experiment. The nurses applied sleeve-type restraints to the patients in the experimental group, and wrist restraints to the control group. The trained research assistant measured ROMs, skin temperature, edema, and skin lesions of both upper extremities (UEs) before, 24, 48, and 72 hours after the restraints applied. The emotional response of family was measured 72 hours after the restraints applied. Thirty one ICU nurses evaluated the efficiency of both types of restraints. Results: Compared to the control group, changes of ROMs, edema, and skin abrasions on both U/Es of the experimental group indicated a significant difference in physical side effects. The emotional response scores of the experimental group were significantly lower than those of the control group. The mean efficiency scores for the sleeve-type restraints were significantly higher than those for the wrist restraints. Conclusion: The results indicate that the sleeve-type restraints are better than wrist restraints with respect to physical side effects, emotional responses of family members, and application efficiency.

A Study on the Productivity Measurement and Effect Factors of Management Evaluation in Public Firms with a Focus on the Port Authorities

  • In this study, we first measured the malmquist productivity index by DEA among the Korean public firms. Second, there are 12 public corporations whose productivity (MPI) has decreased compared to 2014. This is mainly because of a decrease in productivity, as well as a decrease in the technical efficiency change index (TECI), impacted by the internal environment, and the increase in productivity because of an increase in the technology change index (TCI) impacted by the external environment. Finally, the analysis of the impact on the management assessment scores showed that the productivity (MPI), scale efficiency (CRS), size of sales, operating profitability, and total capital investment efficiency are significantly related (+), except for the asset turnover, which is a static financial ratio. Meanwhile, the management evaluation scores between the high-productivity public corporations and low-performing public corporations were significantly discriminating. Thus, it is confirmed that the nation's state-run companies must manage their MPIs in a time series to score high in management evaluation.

A Measurement Way of Competition Power of Container Port: AHP and DEA Approach (컨테이너항만의 경쟁력 측정방법:AHP와 DEA접근)

  • The purpose of this paper is to investigate the international competition power between Korean ports and Chinese ports according to the port efficiency scores of DEA(Data Envelopment Analysis) by newly introducing the priority vector of AHP(Analytic Hierarchy Process) to the DEA method. Empirical analysis shows the followings: First, there was not big changes of DEA rankings when we use the input-oriented CCR and BCC models after introducing the AHP priority vectors to the input variables. Yantian Port's competition power was declined, but that of Busan Port was up in the BCC model. Second, there was some changes of DEA rankings when we use the output-oriented CCR and BCC models after introducing the AHP priority vectors to the output variables. Rankings of Dalian, Qingdao, Shanghai Ports were up. But Shekou, Yantian Ports showed the declined ranking position in the CCR model. In the BBC model, rankings of Shanghai and Busan Ports were up. But those of Shekou and Yantian Ports were declined. The main policy implication based on the findings of this study is that The Ministry of Maritime Affairs & Fisheries in Korea and China should introduce AHP and DEA approaches when they measure the international competition power by using the porrt efficiency scores of DEA.

Managerial Efficiency & Productivity Growth Analysis of Tertiary and General Hospitals in Korea: DEA & Malmquist Productivity Index Model Approach (상급종합병원과 종합병원의 경영 효율성과 생산성 변화 분석 - DEA와 Malmquist 생산성지수 기법을 활용하여 -)

  • Objectives : This study analyzed the managerial efficiency of hospitals and identified the productivity trends for three years. Methods : Data were collected from 44 tertiary hospitals and 32 university hospitals from 2009 to 2011. Efficiency scores and productivity trends were evaluated with the DEA (Data Envelopment Analysis) method. The input variables were the numbers of beds, doctors, nurses, and health personnel, and the medical costs. The output variables were the numbers of outpatients, and inpatients, and the medical revenues. Along with the traditional input-oriented DEA analysis, the Malmquist Productivity Index(MPI) was calculated. Results : First, the mean values of the study variables showed gradual increases in all the variables for all the study years. Second, technical efficiency scores varied depending on the study year. Third, MPI decreased from 2009 to 2010 (MPI=0.986), and then increased from 2010 to 2011(MPI=1.011). The contributions of the Efficiency Change Index and Technical Change Index on the MPI varied depending on the study year. Conclusions : This study provides information to hospital managers about changes in hospital performances. External environments had more influence on hospital performances, and hospital managers will need to manage these influences from factors surrounding the hospitals.

An Aggressive Formulation of Cross-efficiency in DEA (DEA에서 교차효율성의 공격적 정형화)

  • We propose a new aggressive formulation of cross-efficiency in Data Envelopment Analysis(DEA). In the traditional aggressive formulation, the efficiency score of a test DMU is maximized as the first goal while an average of efficiency scores of peer DMUs is minimized as the second goal. The proposed model replaces the second goal with the minimization of the best efficiency score of peer DMUs. We showed the model is a quasi-convex optimization problem, and for a solution method we developed a bisection method whose computational complexity is polynomial-time. We tested the model on 200 randomly generated DEA problems, and compared it with the traditional model in terms of various criteria. The experimental results confirmed the effectiveness and usefulness of the proposed model.

A Non-Oriented DEA Game Cross Efficiency Model for Supplier Selection (비방향 DEA 게임 교차효율성을 이용한 공급업체 선정방법)

  • This study intends to propose a non-oriented DEA based game cross-efficiency approach for supplier selection. With a discussion on the choice of DEA models and approaches that are most appropriate for supplier selection, we propose a game cross efficiency model based upon the non-oriented variable returns-to-scale RAM DEA by adapting the existing game cross efficiency model based upon the oriented constant returns-to-scale CCR DEA. We develop the RAM game cross efficiency model and a convergent iterative solution procedure to find the best game cross efficiency scores that constitute a Nash equilibrium. We illustrate the proposed model with two data sets of supplier selection, and demonstrate that significantly different results are obtained when compared with the existing approaches.
