The red line of Permanent Basic Farmland is the most important part in the "three-line" demarcation of China's national territorial development plan. The scientific and reasonable delineation of the red line is a major strategic measure being taken by China to improve its ability to safeguard the practical interests of farmers and guarantee national food security. The delineation of Permanent Basic Farmland zoning (DPBFZ) is essentially a multi-objective optimization problem. However, the traditional method of demarcation does not take into account the synergistic development goals of conservation of cultivated land utilization, ecological conservation, or urban expansion. Therefore, this research introduces the idea of artificial immune optimization and proposes a multi-objective model of DPBFZ red line delineation based on a clone selection algorithm. This research proposes an objective functional system consisting of these three sub-objectives: optimal quality of cropland, spatially concentrated distribution, and stability of cropland. It also takes into consideration constraints such as the red line of ecological protection, topography, and space for major development projects. The mathematical formal expressions for the objectives and constraints are given in the paper, and a multi-objective optimal decision model with multiple constraints for the DPBFZ problem is constructed based on the clone selection algorithm. An antibody coding scheme was designed according to the spatial pattern of DPBFZ zoning. In addition, the antibody-antigen affinity function, the clone mechanism, and mutation strategy were constructed and improved to solve the DPBFZ problem with a spatial optimization feature. Finally, Tongxu County in Henan province was selected as the study area, and a controlled experiment was set up according to different target preferences. The results show that the model proposed in this paper is operational in the work of delineating DPBFZ. It not only avoids the adverse effects of subjective factors in the delineation process but also provides multiple scenarios DPBFZ layouts for decision makers by adjusting the weighting of the objective function.
The environmental conservation-targeted zoning in urban planning process has been functioned as securing a ecological core in urban green spaces management. Hence, the designation of conservation zones in land use planning is considered as a key task to achieve the sustainability of urban planning. The recently introduced pre-environmental review system for the proposed urban plan, by which the conservative measures for urban ecosystem and landscape are suggested in aspect of environmental impact mitigation, has played an active role in enhancing the environmental performance degraded by wide range of development pressure. This study is aimed at drawing out of objective criteria for designation of environmental conservation zones, which can be applied to urban planning establishment and also to environmental assessment process. To achieve this goal, the study adopted the following methods; pre-study review, analysis of existing official opinion statements released by the Ministry of Environment, contents analysis of related laws, and experts' panel discussions on the finally arranged criteria. The results of this research can be summarized as follows: First, the total criteria of 48 are drown out with categorizing into environment-ecological and socio-cultural sectosr. Second, the environment-ecological part is composed of 33 criteria such as vegetation, animal, geomorphology, watershed, environmental land suitability, and etc. Here, the Degree of Ecological Function, Degree of Environmental Land Suitability, and Vegetation Map are mainly utilized. Third, the 15 socio-cultural criteria relating to the history, social ecology and landscape have such components as forest around relics, Seo-won(school), castle, tomb, landmark, skyline, natural landscape, and etc. Forth, these individual criteria can be applied to designation of each conservation zones among total of 11 conservation areas(or districts).

As the second-largest 1st degree of ecological zone in Kangwon Province, Pyeongchang County is expected to play an important role in expanding the protected areas of the Republic of Korea. However, Pyoungchang County is expected to experience an increase in demand for development due to the 2018 Winter Olympics. Problems related to various stakeholders and limited budget will arise regarding the issue of expanding the protected areas. In this study, in order to effectively control these problems, we designed expansion plans for the 1st degree ecological zoning map areas and the observed data of threatened species I and II in Pyoungchang County by using the MARXAN Software. As for the methods, we first set the planning units(PUs) for the spatial analysis. The PUs include boundary length, land cost, land status, etc. Then, we made the input data by controlling the conservation features, BLM(Boundary Length Modifier) and iteration numbers. There are two measures for the establishment of the protected areas, one of which only concerns with the ecological priority, and the other with combining the land cost on forest. The one illustrated shows that the larger patches that include the conservation feature was selected as a candidate of the protected areas. The other one presented shows that inexpensive land cost areas were selected. As this study produces visual results and enables an efficient application of various values in selecting protected areas, we believe that it will be useful to various stakeholders in spatial decision-making process.

This study is aimed at establishing the categories and items for ecological assessment and evaluation of the environmental friendliness of golf courses in the capital region of Korea. The categories and items for the assessment have been derived based on the existing literature and interviews with golf experts. This study covers 32 golf courses in the capital region of Korea that are available in terms of data and on-site surveys. In order to conduct a comprehensive assessment of the environmental friendliness of the golf courses, the assessment area was divided into 4 categories that include a total of 14 sub-categories. The 4 categories encompass 1) location, 2) topography, 3) vegetation, and 4) construction. As its sub-categories, the location category includes current land use and zoning in the National Land Use Management Law. Topography has 2 sub-categories in the damage ratio of existing topography, gradient, cut area, and slope height. The assessment of vegetation is largely based on site surveys in the categories of preservation of the existing vegetation, the use of natural resources and existing trees, the component ratio of native tree species, the multi-layered structure of vegetation, and the utilization of water purification plants. In the aspect of construction, afforestation on tile slopes and the utilization of existing surface soil were evaluated. The examination of comparative analysis among the 10 items as a ratio measure showed that the scores were low in the sub-categories of current land we, the use of existing trees, and the multi-layered structure of vegetation. However, the rating results were satisfactory in the 2 sub-categories including cut area, and the utilization of native tree species. Those proved to be contributing factors in the ecological health of the golf courses. According to correlation analysis of the 10 items to the overall ecological rating of each golf course, the sizes of the 32 golf courses were mainly affected by the damage ratio of existing topography, gradient, preservation of vegetation and slope height. This study has the initiative to conduct an ecological assessment of golf courses in the country based on site surveys. The study results revealed that location factors such as current land use, damage ratio of topography and gradient and topographical factors were the main factors affecting the environmental friendliness of golf courses. This indicates indicating the significance of these factors in the future construction practices of golf courses. Furthermore, this study raises the need for follow-up studies to establish more detailed assessment criteria and to develop assessment techniques for areas such as slope afforestation and water purification plants that need a qualitative approach.
This study sought to contribute to the revitalization of local economy by developing a natural recreation forest, which is the base of ecotourism recreation, through utilizing forest resources and the natural environment of Gwangju-si. The study conducted a feasibility assessment through on-site surveys such as the suitability of the candidate sites, location analysis, and possibility of damage to the forest, before developing recreation forest sites in Gwangju-si and, based on the result, selected appropriate subject sites. The candidates for this study were 5 forest sites such as one site in the Mokheon-dong area, two in the Docheok-myeon area, and one in the Toechon-myeon area. For this study, the current status of the natural recreation forest was surveyed, its feasibility index and assessment process were investigated, and the local status and related regulations of Gyeonggi-do and Gwangju-si were reviewed. The final subject sites were selected after feasibility assessment utilizing assessment index in order to evaluate the candidate sites. The feasibility assessment was conducted after three separate on-site surveys for each candidate site between October 2018 and January 2019 utilizing "The Feasibility Assessment Criteria for Natural Recreation Forest (Notification 2018-71)" of the Korean Forest Service. The items instrumental to the feasibility assessment were classified into landscape, location, water system, induction of recreation, and development condition; the assessment was made after redefining each item into detailed items. Through this process, the Usan-ri area was selected as the final site for developing natural recreation forest, having obtained more than 100 points according to "The Feasibility Assessment Criteria for Natural Recreation Forest" of the Korean Forest Service. In order to develop natural recreation forest in the Usan-ri area in the future, further discussion is necessary with the relevant departments in consideration of the degree of ecological zoning map.

The purpose of this study is to build fundamental data for the classification of landscape type as a base for landscape planning and management practices. To do this, prior dissertations and landscape plan reports were analyzed, which presented the classification criteria for landscape type. Based on this, classification criteria for landscape type which could be usable in zoning ordinances has been suggested. The result is as follows: Firstly, in landscape analysis and assessment study based on ecological and formal aesthetic models, landscape type is classified by the character of the landscape element. Secondly, there is no logical classification of landscapetype in urban landscape planning according to mixed use of landscape type for analysis and planning. It is therefore difficult to identify the object of landscape planning, which is intimately linked with the shortage of concrete practice for landscape management. In connection with this issue, classification criteria for landscape type are suggested based on utility in landscape planning. This could be divided into internal criteria and external criteria. The former are land-use, topographical characteristics, characteristics of the view object, and landscape elements while the latter are viewpoint, distance to view object, and urban form. Applying the landscape type classified by the criteria suggested in this paper, it is possible to manage an entire urban area. In addition, landscape type could be reference data for operating a zoning system.

In this study, we tried to analyze the suitability of factory development location in environmental aspects using the Green Development Suitability Map(GDSMap) which was created by GIS analysis about the optimal location of development projects. For this, it was evaluated a influence of various environmental factors that were caused by developments by setting the legislative, environmental and ecological assessment items. In addition, we made the GDSMap by reflecting the characteristics of region & development project overall. And, it were compared a location distribution on the GDSMap & NEZMap(National Environmental Zoning Map) to analyze a suitability of factory development location about the 39 factories located in study area. Results of analysis, the factory locations of about 23% of total development projects were confirmed that it was performed in development restrictions area on the NEZMap which was utilized current in selecting the location of development projects. And the factory locations of about 31% of total development projects could confirm that it was performed in development restrictions area on the GDSMap which was made in this study. Therefore, it was judged that it must be determined the development location by considering the characteristics of development projects & that region when selecting the location of various development projects.

In spite of the ecological value of the DMZ, there have not been established guidelines for sustainable conservation and use on the DMZ and adjacent area. In this study we suggested a method about zoning the conservation and utilization area considering environmental data and the characteristic of the DMZ region, and we make the guideline for conservation of the DMZ region based on the zone. Using 10 legal protection areas, the Environmental Conservation Value Assessment Map (ECVAM) and the boundaries of the DMZ region, we evaluated this region into conservation areas, management areas, and utilization areas. The results showed that as much as 91.8% of the DMZ region was evaluated as conservation areas, 6.9% as management areas, and 1.3% as utilization areas. After consultation with experts we suggested management principles, the direction, and the guideline based on the planning process considering the evaluation map. The study suggests principles and guidelines for management, and the guidelines could be a effective tool for the sustainable conservation and management strategy of DMZ region.

This study presented a plan for the establishment of conservation areas and the ecological management of those areas in the stream based on the Marxan with Zones Program for a Jungrangcheon Stream in downtown Seoul. The application of the Marxan with Zones Program included the stage of planning unit setting, application of mapping indices, numerical correction for repetitive analysis, creation of scenario-specific optimizations through analysis, analysis of sensitivity by scenario, review, and the selection of optimal plans among the scenarios considered. As a result of the establishment of a conservation area near Jungrangcheon Stream, which has several watershed areas, including an upper-middle-class wildlife protection zone, which was previously designated and managed as a conservation area, and the migratory protection zone downstream of Jungrangcheon Stream were designated as key conservation areas. A number of wild birds were observed in the upper reaches of Jungrangcheon Stream, adjacent to the forests of Suraksan Mountain and Dobongsan Mountain. The downstream area is a habitat for migratory birds that travel along the stream and the adjacent river ecosystem, including the Hangang River confluence and Cheonggyecheon Stream confluence. Therefore, the upper and lower reaches of Jungrangcheon Stream are connected to forest ecosystems such as Dobongsan Mountain, Suraksan Mountain, and Eungbongsan Mountain, as well as urban green area and river ecosystems in the basin area, which influence the establishment of conservation areas. This study verified the establishment and evaluation of existing conservation areas through the Marxan with Zones Program during the verification of the conservation areas and was presented as in-stream management and basin management method to manage the basin areas derived from core conservation areas determined through the program.

This study, which was conducted from Apr. 2013 to Jan. 2014, was carried out as part of a project of making a more detailed ecological zoning map with 1/5,000 scale. The necessity of electronic vegetation map with large scale has arisen in order to make the best use of basic research findings on resource monitoring of National Parks and to enhance efficiency in National Park management. In order to improve accuracy and speed of vegetation research process, the data base for vegetation research was categorized into five groups, namely broad-leaved forest, coniferous forest, mixed forest, rock vegetation and miscellaneous one. And then a vegetation map for vegetation research was created for the research on the site. What is in the database for vegetation research and the vegetation map reflecting findings from vegetation research showed similar distribution rate for broad-leaved forest with 71.965% and 71.184%, respectively. The distribution rate of coniferous forest (16.010%, 15.747%), mixed forest (10.619%, 12.085%), and rock vegetation (0.015%, 0.002%) did not have much difference. In a detailed vegetation map reflecting vegetation research findings, the broad-leaved mountain forest was the most widely distributed with 60.096% based on the physiognomy classification. It was followed by mountain coniferous forest (16.332%), mountain valley forest (15.887%), and plantation forest (3.558%) As for vegetation conservation classification evaluated in the national park, grade I and grade II areas took up 200.44 km2, 61.80% and 108.80 km2, 33.55% respectively. The combined area of these two amounts to 95.35%, making this area the first grade area in ecological nature status. This means that this area is highly worth preserving its vegetation. The high rate of grade I area such as climax forests, unique vegetation, and subalpine vegetation seems to be attributable to diverse innate characteristics of Odaesan National Park, high altitude, low level of artificial disturbance, the subalpine zone formed on the ridge of the mountain top, and their vegetation formation, which reflects climatic and geological characteristics, despite continuous disturbance by mountain climbing.
