A Validation on Estimate at Completion Evaluation Methods of EVMS (EVMS에서 최종예상공사비(EAC) 평가방법에 관한 검증)

  • Earned Value Management System(EVMS) has been institutionalized as an advanced management technique of construction project lately. And its research has been in the active progress in order to utilize the earned value concept as a project management tool for construction project ordered by both government and private sector. However it is necessary to test and prove the EVMS's adaptability to our construction environment by EVMS's several of operations before its introduction. Project forecasting phase of EVMS is the Estimate at Completion by utilizing earned value data. So, the purpose of this study is to propose EAC evaluation method for evaluation the accuracy of the EAC and encouraging cost realism, and to test for proving the validity of the evaluation methods through hypothesis testing.

  • The System Engineering(SE) and the Earned Value Management System(EVMS), as parts of the scientific project management methodology, have been applied to Surion Helicopter R&D Program. The concept and application process of SE methodology, requirements management and applications output by DOORS program are described in this study. The concept and application process of EVMS, analysis results of schedule/cost variance for Surion RF equipment are also discussed in this study. Though the Surion R&D program is still on-going, it is found that the measures of effectiveness of SE and EVMS applications are verified.

  • It is lately issued studies on EVMS(Earned Value Management System) throughout construction industry, which is management system integrating cost and schedule effectively. So identifying importance and circumstance of introducing EVMS, CPI(Cost Performance Index) and SPI(Schedule Performance Index), which are critical components on schedule introducing EVMS, calculate and it intends to analyze the trend and problem of cost and time throughout project management, applying various statistical data analysis method.

  • Recently, many business and government organizations have benefitted by executing projects using TOC-CCPM(Theory of Constraints-Critical Chain Project Management). In parallel, Earned Value Management(EVM) metrics have also become popular. Many organizations like US government requires that all large projects measure and report project progress status using EVM. Thus, project management in business fields such as plant construction, IT development, ship building need to integrate TOC-CCPM and EVM in oder to keep and reduce the delivery date of projects for improvement of customer satisfaction and enlargement of business opportunity. This paper proposes the scheme and case of developing the Synchro-EVM system which TOC-CCPM and EVM are connected.

  • Under the fast technology changes and budget constraints, the organizations related to national defense face increased demands to develop innovative strategy and methodology to maximize performance with drastically reduced cost. In this context, the management of innovation and change in the defense acquisition area is vital to the Ministry of National Defense, related organizations and industries. In this paper, we discuss three comprehensive innovation strategies and methodologies for the defense acquisition area preparing for next-generation warfare; EVMS (earned value management system), PBL (performance based logistics) and SBA (simulation based acquisition). These collaborating innovative efforts enable us to tackle defense challenges for government and industries with a flexible and optimistic approach that maximizes productivity and performance with minimum cost.

  • The project control system based on the actual values of three objects shall be operated continuously in a timely manner. For collecting/tracking accurate actual performance data, a reasonable basis of measuring work performance and its related measuring methods are needed. Therefore, this research proposes a method of developing and operating the construction progress measurement system. The problem of the conventional method is the difficulty to construct control accounts and to define the basis of measuring the performance of each control account. Therefore, this research proposes the preferable, formal methodology that produces the progress value of the smallest work unit by surveying the installed quantities and estimates percent complete of groups of works or entire project by earned value concept. This research in connection with the hereafter research of the weight value of control accounts will contribute to apply in practice and to develop the scientific construction management technique in the construction industry. Further researches how to trend and forecast the project using the measured progress value are recommended for putting the prosed system of this research to practical use.

  • It is generally recommended to use EVM as an efficient means for measuring project performance and progress so that the EVMS user could manage his project successfully. In spite of it's favorable intention, most project participants think it as a heavy load or a sub practiced job with low responsibility. Even though there are lots of variables triggering unpredictable troubles in EVM application, EVM still could be a valuable project health indicator. In this paper we introduce a performing method for EVM based on system engineering process.

  • EVM(Earned Value Management) is a management methodology for integrating scope, schedule and resources, and for objectively measuring project performance and progress. EVMS(Earned Value Management System) has been used for the performance measurement of R&D and construction projects in developed countries such as United States, United Kingdom and Australia. The nuclear power plant (NPP) projects in Korea have not applied EVMS. However, EVMS has come into request for overall schedule and cost risk management and performance measurement in overseas project of the nuclear power plant as a contractor. In this paper, based on the global EVMS guidelines, EVMS per unit processes have been developed for NPP projects. Moreover, using Business Process Management (BPM), it proposes an integrated process model with tasks, roles, and procedures for EVMS for NPP construction projects.

  • Application of system engineering should be realized on necessary condition being to propel National Defense R&D Program. But, these necessity is yet not realized easily to many project managers of Defense Acquisition Program Administration(DAPA). As one person of DAPA project manager, system engineering hard to approaches easily by the word itself. There are a lot of difficult sections where should apply how. This paper established DAPA Project Manager and Acquisition Point of Contact of demand Military by main customer (reader), and wished to make understood more easily and approach system engineering application to these. Also, this paper studied project management example that scientific project management techniques of Earned Value Management(EVM) and Cost As an Independent Variable(CAIV) etc. is taken abuzz in DAPA inside by Project management technique that become reform, arc Integrated in system engineering.

  • EVMS(Earned Value Management System) is a project management method for analysis of current state of project and estimation of future state by the periodic tracking of schedule and value that activated by the project manager of government and contractor. Some countries, such as U.S.A and Austria, require the use of an EVMS for all major defense R&D project and many cases have proved that EVMS ensures that cost, schedule, and technical aspects of the contract are truly integrated and estimated, and actual progress of the project can be identified. However, the recent implementation of EVMS on Korean defense R&D project has shown number of challenges. In this paper, we defind the cancept of EVMS and analyzed EVMS implementation m order to conduct their problem.
