A Study on the Improvement of the Domestic Maintenance Capability Development System of Military for Overseas Maintenance Items through the Case Study of Intermittent Failure of an Avionics (항전계통 간헐결함 사례 분석을 통한 군의 해외 정비품 국내정비능력 개발제도 개선방안 고찰)

  • A flare from an Air Force fighter was abnormally dispensed during the landing. To determine the cause of the abnormal dispensing, fracture analysis, signal analysis and reproduction experiments based on physics of failures were performed. The primary cause of the failure was analyzed to be due to an intermittent fault of an internal circuit card in the AN/ALE-40 chaff/flare dispenser by a broken lid of a capacitor, and the root cause which had derived the primary cause was considered to be an improper handling during the domestic maintenance which were changed from the overseas maintenance due to the DMSMS problem. Therefore, the overall process of the maintenance capability development system was reviewed and alternative ways that considers maintenance error decision aid(MEDA) for system improvement were suggested to prevent further failures.

  • 본 논문에서는 부가가치가 높은 군용 장비류의 해외정비품을 국내정비로 전환하기 위한 절차 중 최종 성능평가 절차를 제안하였다. 기존의 절차는 해외정비품의 성능시험을 위한 정비능력 개발시 개발된 국산화 시험장비의 유효성 검증을 위한 명확한 절차가 마련되지 않아 소요군 혹은 실무자에 따라 최종성능평가의 기준이 다른 점이 발생하였다. 따라서 본 연구에서는 통일화된 절차를 연구하여 제안하였다. 제안한 이 절차는 통일된 기준 마련을 통해 해외도입 시험장비와 국산화된 시험장비의 상호 같음을 검증하여 해외로 나가는 정비대상품을 국내정비로 전환하였을 때 품질면에서 동일함을 보증하기위한 중요한 수단이 될 것이라 기대한다.

  • This paper forces on the analysis of the overall outcome regarding Performance Based Logistics(PBL) application for Air Weapon System. We used data from domestically developed aircraft such as KT/A-1 and T-50 as well as data from foreign F-15K aircraft and F100 Engine to analyze the current ROKAF PBL application results. Furthermore, this paper thus suggests various techniques to maximize the outcome of user-based PBL performance such as clarifying the responsibility between customer and the company, developing standardized PBL performance index under TLCSM, PBL related maintenance capacity development, wartime PBL implementation process of domestic/foreign companies and many other schemes based on the analyzed data.

  • With the overwhelming development of information technologies, the need for software development that can deal with diversified and complex business processes has increased dramatically. As a result, companies prefer softwares that can handle far more complex processing ability and also it should be stable as well as easier to maintain. These ambivalent requirements keep the software development organizations from assessing the quantitative abilities, so that under the support of the U.S. Department of Defense the Capability Maturity Model (CMM) and Capability Maturity Model Integration (CMMI) have been developed. The CMMI upper levels for the software development companies will be evaluated to be excellent and authenticated, which drives the companies to get and maintain high levels of maturity. In this paper, a case study for a domestic software company has been exploited how to achieve CMMI level 4 and what kind of factors have been played an effective role. These issues at the domestic and international software and maintenance program, can influence the trustworthiness and marketing effects for the global market. In this paper, the company's actual case study will give clues to find out the important factors for the development and maintenance of software companies maturity levels.

  • Current domestic and overseas BIM practice and research efforts show very few examples that design and construction BIM data could be successfully used for efficient operation and maintenance (O&M) of infrastructure in particular. This study takes public wastewater treatment plant requiring an enhancement of operation and maintenance capability into account to develop a prototype BIM-based maintenance management system. The system is designed and implemented following a typical system development procedure and validated by the system outputs per four scenarios being considered to be main maintenance activities: The research results are expected to contribute to the upgrade of current wastewater treatment plant maintenance level, which is more demanded as water-related regulation and policy direction changes to region-based large scale O&M and asset management adoption, and overseas market participation.

Domestic Efforts for SFCL Application and Hybrid SFCL (국내 초전도 한류기 요구와 하이브리드 초전도 한류기)

  • We present domestic efforts for superconducting fault current limiter (SFCL) application in the Korea Electric Power Corporation (KEPCO) grid and pending points at issue. KEPCO's decision to upgrade the 154 kV/22.9 kV main transformer from 60 MVA to 100 MVA cast a problem of high fault current in the 22.9 kV distribution lines. The grid planners supported adopting an SFCL to control the fault current. This environment friendly to SFCL application must be highly dependent upon the successful development of SFCL having specifications that domestic utility required. The required conditions are (1) small size of not greater than twice of 22.9 kV gas insulated switch-gear (GIS), (2) sustainability of current limitation without the line breaking by circuit breakers (CB) for maximum 1.5 seconds. Also, optionally, recommended is (3) the reclosing capability. Conventional resistive SFCLs do not meet (1) $\sim$ (3) all together. A hybrid SFCL is an excellent solution to meet the conditions. The hybrid SFCL consists of HTS SFCL components for fault detection and line commutation, a fast switch (FS) to break the primary path, and a limiter. This characteristic structure not only enables excellent current limiting performances and the reclosing capability, but also allows drastic reduction of HTS volume and small size of the cryostat, resulting in economic feasibility and compactness of the equipment. External current limiter also enables long term limitation since it is far less sensitive to heat generation than HTS. Semi-active operation is another advantage of the hybrid structure. We will discuss more pending points at issues such as maintenance-free long term operation, small size to accommodate the in-house substation, passive and active control, back-up plans, diagnosis, and so on.

  • In this study we developed accelerated aging test cycle and equipment which can simulate domestic weather condition. And we proposed long term reliability assessment method for polymer housed distribution surge arresters. We carried out electrical and chemical analysis of the arresters which are used for accelerated aging test and outdoor exposure test. Through the analysis we verified the capability of the proposed method and we presented characteristic data for maintenance of domestic arresters.

  • It has been recognized that in keeping the national defense capability on a leading edge, not only the continued production of weapon systems but also the associated maintenance and upgrades are becoming the subjects of great importance. Based on systems engineering process, the domestic acquisition programs for weapons systems led by DAPA have made some advancement where both new systems development and systems upgrade have attracted attention. On the other hand, as a useful type of domestic acquisition the foreign purchase program has been conceived as a process of simply buying needed weapons from abroad. Therefore, if some degree of development is necessary in system upgrades by foreign purchase, many problems turned out to exist. To study a remedy is the objective of this paper. The issues are analyzed first and then a relevant process is proposed based on a systems engineering method. Also included in the improved process is on how to generate a requirement document and the corresponding template to meet the goals of the upgrades by development. By applying the proposed process and template in the foreign purchase upgrade programs, derivation of more appropriate requirements can be expected, thereby offering effective management of programs and target goals.

A study on estimation status and improvement plan of the repair and replacement cycle of a building (건축물 수선교체주기 산정현황과 개선방안에 관한 연구)

  • This study aimed at presenting the improvement plan for estimation of the repair and replacement cycle to analyze these current problems by considering the repair and replacement cycle theoretically and examining estimation status of home and abroad, and then drawing implication and problem based on brainstorming and expert opinion. The findings of a study is as follows. First, the problem is, for the domestic, that there is no clear standard of division to the cycle of repair and replacement and the repair and replacement cycle considering capability to deal with the change by construction method, development of the function of material and the number of years of progress is not being applied. That is, an estimation of economical repair and replacement cycle which considers the case that a large scale repair with the level of remodeling is done between 25 years and 35 years is necessary. For estimating the repair and replacement cycle, foreign country is providing this according to the use or the level of function of a building, but it is not the case for the domestic. A characteristic of each building should be reflected and the standard of estimation of the repair and replacement cycle to new construction material or method should be prepared to improve this. In addition, the method of classification of the subject item for the repair and replacement is necessary to be reorganized to be able to apply the standard of initial construction item of a building. Also, it is considered that a service standard which can reset the repair and replacement cycle based on status of a building with escape from the existing definite setup of the repair and replacement cycle through the management of background data of the repair and replacement is going to be necessary.

An Ontology Model for Public Service Export Platform (공공 서비스 수출 플랫폼을 위한 온톨로지 모형)

  • The export of domestic public services to overseas markets contains many potential obstacles, stemming from different export procedures, the target services, and socio-economic environments. In order to alleviate these problems, the business incubation platform as an open business ecosystem can be a powerful instrument to support the decisions taken by participants and stakeholders. In this paper, we propose an ontology model and its implementation processes for the business incubation platform with an open and pervasive architecture to support public service exports. For the conceptual model of platform ontology, export case studies are used for requirements analysis. The conceptual model shows the basic structure, with vocabulary and its meaning, the relationship between ontologies, and key attributes. For the implementation and test of the ontology model, the logical structure is edited using Prot$\acute{e}$g$\acute{e}$ editor. The core engine of the business incubation platform is the simulator module, where the various contexts of export businesses should be captured, defined, and shared with other modules through ontologies. It is well-known that an ontology, with which concepts and their relationships are represented using a shared vocabulary, is an efficient and effective tool for organizing meta-information to develop structural frameworks in a particular domain. The proposed model consists of five ontologies derived from a requirements survey of major stakeholders and their operational scenarios: service, requirements, environment, enterprise, and county. The service ontology contains several components that can find and categorize public services through a case analysis of the public service export. Key attributes of the service ontology are composed of categories including objective, requirements, activity, and service. The objective category, which has sub-attributes including operational body (organization) and user, acts as a reference to search and classify public services. The requirements category relates to the functional needs at a particular phase of system (service) design or operation. Sub-attributes of requirements are user, application, platform, architecture, and social overhead. The activity category represents business processes during the operation and maintenance phase. The activity category also has sub-attributes including facility, software, and project unit. The service category, with sub-attributes such as target, time, and place, acts as a reference to sort and classify the public services. The requirements ontology is derived from the basic and common components of public services and target countries. The key attributes of the requirements ontology are business, technology, and constraints. Business requirements represent the needs of processes and activities for public service export; technology represents the technological requirements for the operation of public services; and constraints represent the business law, regulations, or cultural characteristics of the target country. The environment ontology is derived from case studies of target countries for public service operation. Key attributes of the environment ontology are user, requirements, and activity. A user includes stakeholders in public services, from citizens to operators and managers; the requirements attribute represents the managerial and physical needs during operation; the activity attribute represents business processes in detail. The enterprise ontology is introduced from a previous study, and its attributes are activity, organization, strategy, marketing, and time. The country ontology is derived from the demographic and geopolitical analysis of the target country, and its key attributes are economy, social infrastructure, law, regulation, customs, population, location, and development strategies. The priority list for target services for a certain country and/or the priority list for target countries for a certain public services are generated by a matching algorithm. These lists are used as input seeds to simulate the consortium partners, and government's policies and programs. In the simulation, the environmental differences between Korea and the target country can be customized through a gap analysis and work-flow optimization process. When the process gap between Korea and the target country is too large for a single corporation to cover, a consortium is considered an alternative choice, and various alternatives are derived from the capability index of enterprises. For financial packages, a mix of various foreign aid funds can be simulated during this stage. It is expected that the proposed ontology model and the business incubation platform can be used by various participants in the public service export market. It could be especially beneficial to small and medium businesses that have relatively fewer resources and experience with public service export. We also expect that the open and pervasive service architecture in a digital business ecosystem will help stakeholders find new opportunities through information sharing and collaboration on business processes.
