A Study on the outcome-oriented evaluation using System Dynamics: Focused on the Field of Disaster and Safety Management in the Combined Evaluation of Local Governments (SD를 활용한 성과지향적 평가에 관한 연구: 자치단체 합동평가 재난안전분야를 중심으로)

  • This study is firstly aiming at diagnosing the present problems of evaluating the performance, especially in the field of disaster and safety management, of LGA (Local Government Authorities) in Korea. The study also deals with developing alternatives to solve a series of barrier factors revealed during the evaluation process using System Dynamics. This paper therefore presents literature review including the official documents published by the government and the performance evaluation studies of LGA. Moreover the authors analyze the current practice of the CELG (Combined Evaluation of Local Governments) as performance management, address and map a series of barrier factors in the CELG process to elaborate the CLDs (Causal-Loop Diagrams) and find solutions using system thinking with the CLDs. According to the analysis results, the core barrier factors to overcome is lack of proactive indicators/indices in the current practice of the CLEG. The authors therefore recommend to develop more proactive indicators that leads to avoid difficulties in measuring the LGA output, as well as to lessen the burden in competition for rankings and goal of the displaced.

Current Status Analyses and Efficient Strategies Subjected to Safety Management of Small-Scaled Old Buildings (소규모 노후 건축물 안전관리 실태분석 및 효율화 방안)

  • Based on the current state of safety management for small-scaled old buildings, this study identified problems and proposed improvement plans. The study investigated the current status of safety management based on relevant laws and government and financial portal data, as well as budget documents related to the targets of safety management, the organization responsible for safety management, and the budget required for organizational operation. As a result, the study revealed the problem of safety management blind spots for buildings that are not included in the legal safety inspection targets. It also identified difficulties in securing specialized personnel for the operation of local building safety centers and financial constraints for the operation of building safety special accounting. To address these issues, the study proposed measures such as expanding the scope of safety inspection targets for small-scaled old buildings to reduce safety management blind spots, improving compensation regulations for specialized personnel, setting a minimum ratio for enforcement fines to secure financial resources, and gradually adjusting building permit fees. The study aimed to contribute to improving the efficiency of safety management for small-scaled old buildings based on these proposed measures.

The government official support status of the agricultural diseases, injuries and accidents among Korea and foreign countries and the implication of the agricultural policy of Korea (해외의 농업안전보건지원 실태 및 국내정책의 함의)

  • Object: The purpose of this study was to survey the government official support status of the agricultural diseases, injuries and accidents among Korea and foreign countries and to suggest the agricultural policy of Korea. Methods: For this purpose, we analyzed the current national management support status among four foreign countries and Korea about agricultural diseases, injuries and accidents of farmers. For the foreign countries and the national support current status of agricultural diseases, injuries and accidents, related literature such as books, theses, articles, and web documents from the government organization of each countries were collected and analyzed. Key words for web-site and web documents were agricultural diseases, injuries, and accidents, government official system, safety and health, farmer's welfare, and farmer's official support system. UK, United States of America, France, and Japan were selected as the foreign countries' cases. Results and Conclusions: Implications for the agricultural diseases, injuries and accidents derived from the reviews among foreign countries and Korea were as follows: governmental supports should include (1) efforts on unifying administrative systems, (2) special support and management systems focusing on special subjects such as the agriculture that have been neglected, (3) aligned strategies including vision, goals, long-term plans about national safety and health projects, (4) development of supporting systems considering the features of agriculture, (5) systemized national surveys about occupational injuries and accidents for basic statistics and national studies, (6) active prevention efforts of agricultural diseases, injuries and accidents, and (8) specialized funds for safety and health of Korean farmers.

A Study on Development of the Framework for Airport Sustainability (공항 지속가능 프레임워크 개발에 관한 연구)

  • International organization and airport operator have issued a guidance manual with regard to the sustainability specialized in airport by adopting environment friendly rating system and developing a variety of sustainable practices. The structure of framework is essential to the development of practical and effective sustainability guideline of airport. Evaluation criteria and method for airport sustainability properly designed is necessary for the assurance of the level of sustainability. In this study, evaluation criteria and method proper to airport after structuring of framework for airport sustainability will be suggested by reviewing a variety of reference documents issued from foreign and domestic organization.

  • The interest about sustainable development of airport operation field has been increased as the aviation industry has been gradually developed and the influence to the neighboring area of airport has been increased. International organization and airport operator have issued a guidance manual with regard to the sustainability specialized in airport by adopting environment friendly rating system and developing a variety of sustainable practices. In this study, the guideline of sustainability manual appropriate to the local airports will be suggested by reviewing a variety of reference documents issued from foreign airport operators.

Job Perception and the Need for Job Improvement among School Nutrition Teachers in Seoul (서울지역 일부 학교 영양교사의 직무에 대한 인식과 개선 요구도)

  • Objectives: The objectives of the study were to investigate the school nutrition teachers' perception on their job and to find out recommendations needed for its improvement in order to provide a quality foodservice and nutrition education at schools. Methods: A total of 219 school nutrition teachers in Seoul were surveyed using selfadministered questionnaires. Results: The perceived importance of the 16 job duties was rated 3.8 based on a 5-point scale (1: very unimportant - 5: very important). The importance of six duties including nutrition management, production management, nutrition education, and food safety management were rated over 4 point but that of record-keeping for documents, official reporting, and service management was rated the lowest. Importance-Performance Analysis showed that nutrition management, receiving/storage management, production management, menu management, food safety management, and equipment/facilities management should be emphasized to maintain the current performance of duties. The performance of the nutrition education and counseling needed to be improved since the importance scores were greater than average but the performance scores were lower than the average. Official reporting and miscellaneous jobs were rated the highest for simplification need. More than half of the respondents agreed that equipment/facilities management, miscellaneous jobs, service staff supervision, and service line supervision could be allocated to other school departments. Conclusions: School nutrition teachers should invest more time and resources on their core job duties such as nutrition management, production management, food safety management, and nutrition education for providing quality foodservice and nutrition education. To reflect the environmental changes of school foodservice, a reasonable staffing index of school nutrition teachers needs to be developed. In addition, hiring an assistant or implementing school nutrition teacher internship programs can be useful to reduce workloads of the nutrition teachers.

  • Air logistics is getting growing continuously because customers need to increase rapidity and accuracy, but it isn't enough to study the process about air logistics in South Korea. We analyze the AS-IS process and problems by studying previous documents and researching in this field. We offer how to adopt the ways that are solutions concerning AS-IS process and benchmarking e-freight of IATA. Our suggestion reduces stakehoders' work load by using integrated system. We believe it will contribute to improve air logistics process by making simple the process.

Occupational Health Policies on Risk Assessment in Japan

  • Industrial Safety and Health Law (ISH Law) of Japan requires abnormalities identified in evaluations of worker health and working environments are reported to occupational physicians, and employers are advised of measures to ensure appropriate accommodations in working environments and work procedures. Since the 1980s, notions of a risk assessment and occupational safety and health management system were expected to further prevent industrial accidents. In 2005, ISH Law stipulated workplace risk assessment using the wording "employers shall endeavor." Following the amendment, multiple documents and guidelines for risk assessment for different work procedures were developed. They require ISH Laws to be implemented fully and workplaces to plan and execute measures to reduce risks, ranking them from those addressing potential hazards to those requiring workers to wear protective articles. A governmental survey in 2005 found the performance of risk assessment was 20.4% and common reasons for not implementing risk assessments were lack of adequate personnel or knowledge. ISH Law specifies criminal penalties for both individuals and organizations. Moreover, under the Labor Contract Law promulgated in 2007, employers are obliged to make reasonable efforts to ensure employee health for foreseeable and avoidable risks. Therefore, enterprises neglecting even the non-binding provisions of guidelines are likely to suffer significant business impact if judged to be responsible for industrial accidents or occupational disease. To promote risk assessment, we must strengthen technical, financial, and physical support from public-service organizations, encourage the dissemination of good practices to reduce risks, and consider additional employer incentives, including relaxed mandatory regulations.

Beach-Lifeguard Considerations for Individuals with Disabilities: A Literature Review (장애인을 위한 해양 라이프가드 고려사항: 문헌연구)

  • Beach lifeguards in Korea are unprepared to perform the rescue and safety management for individuals with disabilities. There is no lifeguard training that offers information regarding the rescue of individuals with disabilities. The purpose of the study was to conduct literature review and determine significant issues related to beach lifeguard and provide suggestions for lifeguard training programs and water safety for individuals with disabilities. Databases (i.e., CINAHL Plus with Full Text, ERIC, MEDLINE, SPORTDiscus with Full Text) were used to search research articles and organizational documents. To find relevant documents, search terms such as water safety, lifeguard, drown prevention were used. Data were content analyzed to identify key issues. Based on the literature review, five critical issues regarding rescue of individuals with disabilities, drown prevention, and water safety were drawn and discussed in the article.
