  • There is increasing interest, on the global basis, in the operation of ocean surface radars for measurement of coastal sea surface conditions to support environmental, oceanographic, meteorological, climatological, maritime and disaster mitigation operations. In south Korea, ocean surface radars are operating to monitoring oil spill, outflow from dike or preventing from safety-accidents in the 6 regions (16 radial sites) by main frequency about 13, 25 and 42 MHz until the present. However, that ocean surface radars have been operated on an experimental spectrum basis. In the results of 3~50 MHz band domestic analysis to improve the regulatory status of the spectrum used by oceanographic radars, it was demonstrated that sufficient frequency bands are available for oceanographic radars on the frequency band above 20 MHz. It is difficult to deploy and operate oceanographic radars in the sub-bands below 20 MHz except for 13 MHz band. For using HF ocean surface radars one should understand the spectrum environment in Korea and should prepare a suitable operating system and data processing techniques.

  • ROCSAT-2 mission is to daily image over Taiwan and the surrounding area for disaster monitoring, land use, and ocean surveillance during the 5-year mission lifetime. The satellite will be launched in December 2003 into its mission orbit, which is selected as a 14 rev/day repetitive Sun-synchronous orbit descending over (120 deg E, 24 deg N) and 9:45 a.m. over the equator with the minimum eccentricity. National Space Program Office (NSPO) is developing a ROCSAT-2 Image Processing System (IPS), which aims to provide real-time high quality image data for ROCSAT-2 mission. A simulated ROCSAT-2 image, based on Level 1B QuickBird Data, is generated for IPS verification. The test image is comprised of one panchromatic data and four multispectral data. The qualification process consists of four procedures: (a) QuickBird image processing, (b) generation of simulated ROCSAT-2 image in Generic Raw Level Data (GERALD) format, (c) ROCSAT-2 image processing, and (d) geometric error analysis. QuickBird standard photogrammetric parameters of a camera that models the imaging and optical system is used to calculate the latitude and longitude of each line and sample. The backward (inverse model) approach is applied to find the relationship between geodetic coordinate system (latitude, longitude) and image coordinate system (line, sample). The bilinear resampling method is used to generate the test image. Ground control points are used to evaluate the error for data processing. The data processing contains various coordinate system transformations using attitude quaternion and orbit elements. Through the qualification test process, it is verified that the IPS is capable of handling high-resolution image data with the accuracy of Level 2 processing within 500 m.

  • The GPS signal delays in troposphere, which are along the signal path between a transmitting satellite and GPS permanent station, can be used to retrieve the precipitable water vapor. The GPS remote sensing technique of atmospheric water vapor is capable of monitoring typhoon and detecting long term water vapor for tracking of earth’s climate change. In this study, we analyzed GPS precipitable water vapor variations during the heavy snowstorm event occurred in the Yeongdong area, 2014. The results show that the snowfall event were occurring after the GPS precipitable water vapor were increased, the maximum fresh snow depth was recorded after the maximum GPS precipitable water vapor was generated, in Kangneug and Wuljin, respectively. Also, we analyzed that the closely correlation among the GPS precipitable water vapor, the K-index and total index which was acquired by the upper air observation system during this snowstorm event was revealed.

  • Steam and advection fogs are frequently observed in the Yellow Sea from March to July except for May. This study uses remote sensing (RS) data for the monitoring of sea fog. Meteorological data obtained from the Ieodo Ocean Research Station provided a valuable information for the occurrence of steam and advection fogs as a ground truth. The RS data used in this study were GOES-9, MTSAT-1R images and QuikSCAT wind data. A dual channel difference (DCD) approach using IR and shortwave IR channel of GOES-9 and MTSAT-1R satellites was applied to detect sea fog. The results showed that DCD, texture-related measurement and the weak wind condition are required to separate the sea fog from the low cloud. The QuikSCAT wind data was used to provide the wind speed criteria for a fog event. The laplacian computation was designed for a measurement of the homogeneity. A new combined method, which includes DCD, QuikSCAT wind speed and laplacian computation, was applied to the twelve cases with GOES-9 and MTSAT-1R. The threshold values for DCD, QuikSCAT wind speed and laplacian are -2.0 K, $8m\;s^{-1}$ and 0.1, respectively. The validation results showed that the new combined method slightly improves the detection of sea fog compared to DCD method: improvements of the new combined method are $5{\sim}6%$ increases in the Heidke skill score, 10% decreases in the probability of false detection, and $30{\sim}40%$ increases in the odd ratio.

  • Background: The Japan Atomic Energy Agency (JAEA) is specified in the Disaster Counter-measures Basic Act as a designated public corporation for dealing with nuclear disasters. Materials and Methods: The Nuclear Emergency Assistance and Training Center (NEAT) was established in 2002 as the activity base providing technical assistance to both national and local governments during nuclear emergencies. The NEAT has a robust structure and utilities and special installations, and it organizes training and exercises. Results and Discussion: Due to an offshore earthquake that caused a devastating tsunami in March 2011, a nuclear accident occurred at the Tokyo Electric Power Company's Fukushima Daiichi Nuclear Power Station. The NEAT responded by conducting off-site environmental radiation monitoring and contamination screening, dispatching special vehicles, offering telephone consultations, and calculating the dispersion of radioactive materials. An examination of the emergency response activities revealed that the organization was prepared for these types of disasters and was able to plan long-term response. Conclusion: As a designated public corporation, the JAEA technically supports the national government, the Fukushima prefectural government, and the Ibaraki prefectural government, all of which responded to the off-site emergencies resulting from the March 2011 Fukushima Daiichi accident

  • Although many researches related to monitoring and automatic measuring devices for early warning system during slope failure have been carried out in Korea and aboard, most of the researches have installed measuring devices on the slope surface, and there are only few researches about warning systems that can detect and warn before slope failure and disaster occurs. In this study, slope failure simulation experiment was performed by attaching sensors to rock bolts, and initial slope behavior characteristics during slope failure were analyzed. Also, the experiment results were compared and reviewed with varied slope conditions, i.e. shotcrete slope and natural slope, and varied material conditions, i.e. GFRP and steel rock bolt. This study can be used as a basic data in development of warning and alarm system for early evacuation through early detection and warning before slope failure occurs in steep slopes and slope failure vulnerable areas.
