최근 기후변화로 인한 지속적 자연재해 증가에 대비하여 강력한 방재시스템을 구축하는 것이 중요하다. 더욱이 재해발생시 행정력이 미치는 범위는 한정되기 때문에 주민 자율에 의한 재난 방지 시스템은 더욱 강력해야 한다. 본 연구는 재난에 대한 보호기관과 관리기관의 역할과 이러한 역할에 대한 주민들의 인지도에 관한 연구이며, 그 결과는 다음과 같다. 1) 재난 대비 상호지원기관은 하드웨어 부문에서 관리기관에 의존하고 있다. 2) 소프트웨어 영역에서 재해로부터 보호하는 일부 시스템은 기관의 통제를 받고 특정 부분은 관리 기관의 통제를 받는다. 3) 대피소는 모든 재난에 대처할 수 없기 때문에 지역내 존재하는 다양한 시설을 대피 장소로 활용해야한다, 4) 도시 내에서 일하는 직장인들은 재난 대책 조직에 대해 숙지하고 있으며, 재난 지도를 잘 인식하는 경향이 있어 방재활동의 중심적 담당자로 역할을 할 수 있다고 생각된다.

제3차 도서관종합발전계획에서는 도서관의 공식 및 비공식 사회적 안전공간 기능을 추진과제로 삼고 있다. 이에 본 연구에서는 도서관의 대피시설 지정여부 및 관련 서비스 현황, 재난 및 재해 대응 서비스에 대한 사서의 인지도, 인식 및 태도를 조사하였다. 이를 바탕으로 재난 및 재해 대응 서비스의 활성화 방향을 제안하고자 하였다. 연구결과는 다음과 같다. 첫째, 서비스 제공 주체인 사서들의 인식 개선이 필요하다. 둘째, 임시 또는 상시 등 공간적 측면에 대한 논의가 필요하다. 셋째, 재난 및 재해 관련 서비스 모델 개발이 요구된다. 넷째, 도서관의 사회적 안전공간 기능 수행의 실효성을 위해서는 행정부의 지원과 관리가 필수적이다. 다섯째, 사회적 대피처로서 도서관의 역할과 관련 서비스에 대한 가이드라인 개발 시에 개별 도서관과 사서들의 우려를 해소할 수 있는 구체적인 내용이 명시될 필요가 있다.

본 연구는 수학여행과 같은 단체 테마 현장체험학습의 사고 현황과 문제점을 분석하고 안전관리에 대한 개선점과 안전관리대책을 제시하여 안전사고를 예방하는데 목적이 있다. 이를 위해서 단체 현장체험학습에서의 안전사고 사례인 세월호침몰사고, 경주 마우나 오션리조트 체육관 붕괴사고를 분석하는 사례 연구방법과 지금까지 연구되었던 선행연구들과 신문, 인터넷 검색자료, 관련 법률 등을 참고하는 문헌고찰을 주로 활용하였고 또한 관계 부처와 협조하여 자료를 수집하고 안전관리의 방안을 모색하였다. 두 가지 사례를 분석한 결과 각각의 문제점에 대한 개선점(법제도의 체계적인 개선, 국민 안전의식 고취, 안전관리자의 육성 및 교육, 재난대응 조직구성, 중앙구조본부 및 구조 구급대 설치, 재난대응체계의 혼선에 따른 정비, 국가의 자체적인 대응능력 강화, 재난훈련의 의무화 및 제재강화, 대비 대응절차의 특성에 따른 평가절차의 마련 등)을 바탕으로 안전한 사회를 위한 법제도적 기반 마련 및 재난관리체계 및 위험관리시스템의 정비를 기여할 수 있다는 결론을 내렸다.

As a result of climate change, mountain sediment disasters due to localized heavy rain and mountain development are occuring more frequently, thus, increasing social attention to and demand for soil erosion control projects. However, since 2011 Seoul Wumyeon Mountain landslide, the public is expressing increasing anxiety as well as negative perception regarding defective project results. Therefore, this study investigated promotional terms and information media related to soil erosion control projects according to the consumer in order to increase awareness of soil erosion control projects. In this study, the information consumers were divided into experts and the general public and conducted a survey related to promotional terms and media for communicating relevant information. In the result, the experts chose landslide prevention and recovery projects (41.8%) as an appropriate promotional term for soil erosion control projects. The general public, however, chose mountain sediment disaster prevention projects (32.5%) as the appropriate promotional term. However, the analysis showed that it would be necessary to develop an promotional term that can encompass the concept of 'disaster prevention' including forest and soil disaster as the word 'landslide' can suggest soil erosion control is limited to landslides only. In the survey regarding the media for communicating information related to soil erosion control projects according to the consumer type, the experts preferred radio and TV as media to communicate the relevant information, while, among the general public, the youths preferred social media such as Facebook and Twitter (22.22%) and adults radio and TV (34.07%), As for the most effective way to promote soil erosion control projects, the experts chose traditional promotinal media such as newspaper, radio, and TV (0.172) whereas the adults and youths preferred the internet and Facebook (0.089). It appears that using the preferred media for communicating information related to soil erosion control projects according to the consumer type will be effective way to promote soil erosion control projects.

The extreme weather events have increased around the world this century. One of the main reasons of frequent occurrence is the change of atmospheric circulation by El nino. also Korea Peninsular is not exception. The 97 % of death toll and 89 % of property loss of total are related with extreme-weather events for the last 10 years. for example the heavy rainfall (1998-4999) and Typhoon Rusa and Mamie. In spite of the percent of death toll by extreme-weather disaster is increasing and the total population is growing. but the number of death toll from natural disasters is decreasing. It shows that the loss of property and life can be minimize by preparing the proper disaster prevention measures. There are several preparations to reduce the damage by extreme-weather events: Public facilities have overall check up, to recognize the weather alert, the awareness of the escape route and the art of measures

Industrial disaster caused the deaths of 2,114, construction workers among them was the highest of 621 deaths. In the construction industry, has established a number of safety alternatives to prevent accidents. But until now, the cause of the accident has stopped being superficial analysis, awareness on the root cause of the acciden did not reflect. In this study, we analyze the characteristics and causes in G contractors' safety accidents. And innovation strategy, organization-wide safety management system and detailed tasks to derive essentially was to prevent the occurrence of large construction companies. A lot of business for accident prevention effect was transient and formal, to reflect a management style and organizational culture, and try to prevent construction accidents. we will strive to prevent the disaster from the construction site through the improvement of these.

This study is to investigate the degree of field awareness of how each provision of the Serious Disaster Punishment Act will affect accident prevention. As a result of conducting a survey of construction site workers, it was analyzed that construction site workers had a low sense of safety and did not voluntarily engage in safety activities. And it can be seen that they are taking a very passive position that it is efficient to implement safety under the supervision of the supervisor. Workers who need voluntary construction site safety activities are most aware of the situation at the site, but the problem was pointed out as "lack of procedures for listening to opinions and preparing improvement measures" for these problems. Future research is needed to see if this is a problem for individual workers or for those in charge of safety and health who do not correct it even though active opinions have been submitted.

본 연구는 건설현장 관리자를 대상으로 중대재해처벌법 인식이 건설업체의 경영성과에 미치는 영향을 실증적으로 확인하는 것이다. 최근의 사회적 이슈가 되는 중대재해처벌법이 건설회사 이미지 실추, 경제적 손실 등의 간접적인 손실뿐만 아니라, 최고경영자에게 직접적인 영향을 미친다. 또한 건설업체에서 중대재해 발생시에는 중대재해처벌법에 의하여 최고경영자의 구속등으로 기업의 업무연속성에 영향을 미치는 사회재난이다. 건설현장을 운영하는 기업의 사업주에게 중대재해로부터 실질적인 대처방안이 필요하며, 대안으로 건설현장 관리자의 중대재해처벌법의 위험성에 대하여 인식을 강조하여, 건설현장에서의 관리자가 주체가 되어 중대재해를 예방하고, 기업의 연속성을 확보하는 것이 필요하다.

According to Department of labor guideline "2012-104 (2012.9.26.)" This study is to suggest the basic information and the improvement for the application of risk assessment on a construction site by group interview & survey of construction worker who is the practice of the subject and then numerical analysis about awareness and action plan of Safety and health. The result of group interview and survey of construction worker, most of construction worker feel the danger during the work. Then construction worker analysis results that risk assessment helps to change & raise awareness of safety and reduce an industrial disaster. Easy Safety management activity such as TBM & safety education active will be necessary for safe worksite and then I suggest the TBT(tool box talk) active which combines TBM & safety education.

The development of society and the desire for a happy life for the safety of the public's interest in higher things of the increased body, Bain safety awareness and safety of repeated disasters without action to prevent the spread will have no choice but to tough it will also harm. Safety education training from an early age desperately needed for safety's why. Elementary Middle High School students' characteristics and level of safety for your knowledge, skills, attitudes and habits in order to train to teach in any manner whatsoever any information about the study will assess the need.
