An Empirical Study on the Perception of Disaster Management by Public Officials (공무원의 재난관리인식에 대한 실증적 연구)

  • This study conducted an empirical analysis based on the results of a survey conducted to determine the level of awareness of disaster safety management work of public officials working in disaster-related departments in 22 cities and counties in Jeollanam-do. Men were found to have more positive perceptions of individual competencies and organizational environments according to gender, and women were found to have more positive perceptions of disaster education than men. It was found that men and women had the same positive perception of departmental competency. Respondents to individual competency, organizational environment, departmental competency, and disaster education according to individual characteristic factors generally had positive perceptions.

Development of 3D Mapping System for Web Visualization of Geo-spatial Information Collected from Disaster Field Investigation (재난현장조사 공간정보 웹 가시화를 위한 3차원 맵핑시스템 개발)

  • With the development of GeoWeb technology, 2D/3D spatial information services through the web are also has been used increasingly in the application of disaster management. This paper is suggested to construct a web-based 3D geo-spatial information mapping platform to visualize various spatial information collected at the disaster site in a web environment. This paper is presented a web-based geo-spatial information mapping service plan for the various types of 2D/3D spatial data and large-volume LiDAR point cloud data collected at the disaster accident site using HTML5/WebGL, web development standard technology and open source. Firstly, the collected disaster site survey 2D data is constructed as a spatial DB using GeoServer's WMS service and PostGIS provided an open source and rendered in a web environment. Secondly, in order to efficiently render large-capacity 3D point cloud data in a web environment, a Potree algorithm is applied to simplifies point cloud data into 2D tiles using a multi-resolution octree structure. Lastly, OpenLayers3 based 3D web mapping pilot system is developed for web visualization of 2D/3D spatial information by implementing basic and application functions for controlling and measuring 3D maps with Graphic User Interface (GUI). For the further research, it is expected that various 2D survey data and various spatial image information of a disaster site can be used for scientific investigation and analysis of disaster accidents by overlaying and visualizing them on a built web-based 3D geo-spatial information system.

Comparison of Airport Emergency Plans in Korea and Japan and Survey of Emergency Response of Airline Employees at Check-in Counter (한·일 공항비상계획 비교 및 체크인카운터의 항공사 직원 비상대응 실태조사)

  • This study is a basic study to improve responsiveness in the event of a disaster in the landside area of the Airport Passenger Terminal, and it investigated the airport emergency plan and the status of emergency response in the event of a disaster by the airline's ground staff. The Airport Emergency Plan examined the airport evacuation plan of Korea's Gimpo Airport and Japan's Ministry of Land, Infrastructure, and Transport, confirming that the domestic airport emergency plan was not specific. In addition, a survey of 100 airline ground employees working at check-in counters found that 69% of the respondents were unaware of their role in disaster situations, 90% were not educated in emergency response and 98% were not trained in disaster training in landside areas. Cross-analysis confirmed significant results in the safety of the airport where the service life worked and whether it was a role in the event of a disaster. Therefore, it is suggested that the airport emergency response plan should be improved to improve the ability to respond to disaster sites in the landside area of the airport passenger terminal and that the airline's ground staff should be educated and trained to enhance disaster response.

A Study on Elementary School students Recognition of Forest Fire Disaster (산불재난에 대한 초등학생들의 인식 연구)

  • Purpose, Methoud: In this study, a survey was conducted on elementary school students in the region of Youngdong, Gangwon Province, to find out their awareness about their forest fire disaster experiences, the occurrence of forest fire, forest fire disaster education and coping behaviors for it. It's meant to provide some information on forest fire education based on the results of the survey. Four research questions were posed: 1. What is the awareness of elementary school students on their own forest fire disaster experiences? 2. What is their awareness on the occurrence of forest fire disaster? 3. What is their awareness on forest fire disaster education? 4. What is their awareness on coping behaviors for it? Result: The findings of the study were as follows: First, as for awareness on forest fire disaster experiences, 95.8 percent of the students that accounted for the majority knew about the meaning of forest fire. The students who knew about the meaning of disaster represented 80.8 percent. Second, as for awareness on the occurrence of forest fire, 35.8 percent thought forest fire broke out the most in summer. The students who had never seen forest fire in person accounted for 79.2 percent, which were the majority. Concerning the route of being aware of forest fire, the largest number of the students learned about it from TV, followed by families, friends, teachers, radio/schools and textbooks. Third, as for learning experiences on forest fire disaster, the students who had received this education accounted for 83.3 percent, which were the majority. This education was mostly provided by schools, and the second most common educational place was fire stations. Fourth, as for coping behaviors for the occurrence of forest fire, 80.5 percent replied they would dial the 119 emergency center, and the second most dominant answer was going up to the mountaintop, followed by quickly coming down to go home and having no idea. Conclusion: Through this study, It is judged that education on forest fire disasters and production of educational materials should be consistent and continuous education should be conducted.

  • Purpose: The purpose of this study is to analyze the impact of seven sub-components of the business continuity management system(BCM) on disaster management performance and disaster site response. Method: After establishing a hypothesis through prior research and conducting a survey of employees of telecommunication business organizations, a total of 327 pieces of data were gathered and the hypothesis was verified through statistical analysis. Result: First, the leadership, planning, support, operation, and performance evaluation of the business continuity management system were found to have a positive (+) impact on disaster management performance. Second, leadership, planning, support, operation, performance evaluation and improvement were found to have a positive (+) impact on disaster scene response. Conclusion: The business continuity management system was confirmed to have an overall significant impact on disaster management performance and disaster site response. In order to improve a company's disaster management performance and ability to respond to disaster scenes, it is necessary to establish and operate a business continuity management system.

  • After destruction of the Naksansa which was due to Yangyang forest fire, this the fundamental research about the disaster prevention countermeasures of tradition buddhist temple cultural treasure was performed. The present condition of tradition buddhist temple and related laws were investigated and the present damage condition of the Naksansa was surveyed. Also, the fire damage cases of tradition buddhist temple and the fire laws and regulations were investigated, and the survey about disaster prevention countermeasures was carried out. This research drew up the basic material about the disaster prevention countermeasures of traditional buddhist temple.

  • After the 10.29 Itaewon disaster, interests in the crowd crush injury increased, but it is pointed out that the academic and practical basis related to crowd crush is still weak in Korea. Therefore, in this study, terms and concepts related to crowd crush were investigated and proposed, and representative cases of crowd crush events were investigated and summarized. Approaches based on representative cases were investigated, and among them, video analysis, simulation, questionnaire survey and interview methods were derived as an essential approach methods. Through this research, it is expected that standardization of Korean terminology, concept establishment, evaluation, and systematization of approach methods of crowd crush can be accomplished.

A Study on the Cause and Measures of Itaewon Human Stampede Accident Using Delph-AHP Survey Method (Delph-AHP기법을 이용한 이태원 압사 사고에 대한 원인 및 대처방안 조사 연구)

  • Human stampedes were a major hazard that could occur during mass gatherings, but they have received limited attention in korea. However, after the 10.29 Itaewon disaster, this atmosphere has turned around. The cause of such an accident and how to prevent it should be considered. The main aim of this study is to identify the reason why did the accident happen at that time, the root cause, and the triggering cause with Delphi-AHP survey method. In addition, various preventive measures were investigated by experts to prevent accidents similar to 10.29 Itaewon disaster. Problems and solutions were presented by collecting expert opinions on the causes and preventive measures of the 10.29 Itaewon disaster. However, the opinion of the experienced peoples who experienced the risk at the Itaewon was not included, so further investigation is considered necessary.

Basic Research for Preparation of a Disabled-Inclusive Public Disaster Management System (장애포괄적 재난관리체계 마련을 위한 기초 연구)

  • This research aimed to examine the problems in a current national emergency management system that does not consider the disabled in the face of manmade catastrophes and natural disasters, and to conduct an expert opinion survey to explore the direction of disabled-inclusive public disaster management system. As a result of the analysis, the respondents of the survey revealed a need for a designated government department for disaster management systems for the disabled and the experts preferred the Ministry of Public Safety and Security (50%) than the Ministry of Health and Welfare (37.5%). However, 12.5% of the surveyed experts perceived cooperation between the two Ministries, rather than selecting a certain ministry, as necessary to establish a disaster management system for the disabled. Additionally, the experts recognized the response period (43.8%) of the disaster management life cycle to be the most important phase. Thus, at the disaster response period, the experts suggested utilizing an emergency alarm system to effectively rescue the disabled in the face of disaster. Based on this discussion, the paper explores ways to establish a disabled-inclusive public disaster management system.

Investigation of Standardization for Natural Disaster Classification (자연재해 분류 표준안에 관한 고찰)

  • Right comprehension of the natural disaster could reduce the damage of human life and property by explaining the cause of the disaster and considering a counterplan to decrease or prevent it. To do this, it should precede to clarify the category of the natural disaster and classification. Also, when the disaster occurs, swift site survey and the establishment of the data by the professionals should be done for clarifying the reason. Our classification of the natural disaster is written on the Law of the Nature Disaster Relief. But, this classification is made for the management of the disaster, so it is required to review the establishment of the technical information by the professionals. Therefore, the Korean type classification is required considered by the professionals who collect and study the information of the natural disaster for the other countries. If the DB of the natural disaster is made, it is able to get various services through the internet virtual space and it will be helpful to prepare the prevent countermeasures against the disaster. In this research, the korean type classification plan of the natural disaster is suggested which is suitable to the professional technology by collecting and analyzing the domestic and the international classification of the natural disaster.
