Classification of Disaster Safety Data Management System based on Daily Situation Report (일일상황보고를 중심으로 재난안전 데이터 관리 체계의 유형화)

  • This study investigated a total of 22 types (15 types of natural disasters and seven types of social disasters) of disaster and safety data based on the National Daily Situation Report, Disaster Yearbook and annual Disaster Annals issued by the Ministry of Public Administration and Security. Disaster safety data were collected from the daily situation report of MOIS (Ministry of the Interior and Safety). The number of total data cases were 1,760, of which 656 were natural disasters and 1,104 were social disasters. The disasters were then patternized according to their characteristics. The patterning was conducted to set up the disaster and safety data system designed to keep disaster situations under prompt and effective management. The study analyzed the data associated with the activities in the response and recovery stages according to the disaster type. Furthermore, based on the management activities performed with the flow of time following a disaster, this study classified and proposed disaster and safety data patterns to achieve effective disaster management work by analyzing the characteristics of a disaster and safety data and disaster and safety management procedures. Disasters of high similarity were classified by merging and deleting them. This was done to consider the scalability and mutual linkage so that it can be used in the establishment of national statistical data, such as the disaster annual report and disaster annuity.

A Study on the Establishment of Typhoon Context Awareness Information through Analysis of Disaster Cases (재난사례 분석을 통한 태풍 상황인지정보 구축방안 연구)

  • Purpose: As the frequency of impact typhoons increases and the form of damage becomes more complicated, the need for information to help disaster response workers recognize the typhoon situation in advance is growing. In this study, Definitions and implementation measures for information utilized at each stage of the task were proposed in carrying out typhoon response tasks that occur every year. Method: In 2019, the government classified information that was used for each step of work and conducted analysis on necessary information for the situation. Based on the analyzed information, typhoon status information was established through an opinion survey by central and local government officer. Result: The task of typhoon situations was the most important part of monitoring weather conditions and sharing damage situations, and the information utilized was analyzed to require information derived through the convergence of historical and situation information. Conclusion: As the correlation between work and information between the response departments increases as the typhoon situation progresses, information about typhoon situation should be applied to the actual typhoon situation in the future to enhance information and establish a related system.

  • In this study, using the synetics technique for strategies by making unfamiliarity into familiarity in the case of 911 terrorism. This study has meaningful messages for citizens and firefighters' illness caused by disaster sites in the field of disaster management in Korea. There are 7 stages to explain cause of a variety of cancers happening to citizens and firefighters in this study. The 7 stages are composed of real situation, direct analogies, personal analogies, symbolic analogies, new direct analogies, and review. This synetics will contribute to providing better ideas for citizens and firefighters' physical and mental health conditions.

  • Purpose: This study seeks to draw out implications that must be considered in the process of establishing measures to evacuate residents in preparation for domestic nuclear disasters by conducting an investigation about the disaster situation at the time of the Fukushima nuclear power plant explosion, emergency warning situation for residents protection, evacuation situation and In addition to investigating problems and measures raised in the resident protection system at that time. Method: A literature survey was conducted focusing on reports published by Japan's national, parliament, local governments and related agencies from right after the Great East Japan Earthquake to the present. Result: Found out what needs to be considered in the process of establishing domestic radiation disaster measures through the results of the survey on the problems and countermeasures derived from the process of evacuation of residents at the time of the Fukushima nuclear power plant explosion. Conclusion: The reviews were classified into four categories and detailed reviews were presented.

  • Purpose: This paper aims to verify the applicability of MORT-TAC and expand the scope of research by studying disaster cases using MORT-TAC, a factor for considering disaster site situation evaluation presented in Dr. Kim Sung-geun's doctoral thesis. Method: In order to achieve the research purpose, disaster cases were studied using MORT-TAC, focusing on literature research. Result: The Disaster Site Situation Assessment Consideration Element (MORT-TAC) can be used as a useful research methodology in studying disaster cases and allows a three-dimensional understanding of the disaster site through disaster site situation assessment. Conclusion: Studying disaster cases using MORT-TAC, a factor considering the situation evaluation of disaster sites, is useful for improving the expertise of disaster officials and gaining insight into disaster sites

A Study on Implementation of a Disaster Crisis Alert System based on National Disaster Management System

  • In this paper, we propose a function and service of the Disaster Crisis Alert Management System that automatically analyzes the situation judgment criteria to issue a disaster crisis alert and a plan to operate in the National Disaster Management System(NDMS). In the event of a disaster, a crisis alert(interest-caution-alert-serious) is issued according to the crisis alert level. In order to automatically analyze and determine the crisis alert level, first, data collection, crisis alert level analysis, crisis alert level judgment, and disaster crisis alert management system that expresses the crisis alert level by spatial scale(province, city, district) were implemented. The crisis alert level was analyzed and expressed in two ways by applying the intelligent crisis alert level(determination of regional sensitivity, risk level, and crisis alert level) and the crisis alert standard of the crisis management manual(province-level standard setting). Second, standard metadata, linkage of situation information of target) and API standards for data provision are presented to jointly utilize data linkage and crisis alert data of the disaster and safety data sharing platform so that it can be operated within the NDMS.

  • As disaster potential power of modern society grows larger, to improve and reinforce efficiently a national system which prepares and responds disasters, analyzed the survey for government officials of the department disaster management. Following is the contents of this research. First, cooperative relationship to disaster management organizations. Second, necessity of law establishment related crisis and disaster department. Third, by recognition regarding disaster management situational variable, overall recognition regarding disaster management situation, overall recognition regarding crisis type, recognition regarding occurrence possibility along disaster scale. Fourth, by recognition regarding structural variable of disaster management, the National Emergency Management Agency regarding disaster management, related organization, recognition difference of local government. It is a research about confusion regarding step of prevention - preparation - correspondence - restoration.

  • Storm and flood damage management systems in national disaster management system(NDMS) were organized into three operation systems. They are prevention, preparation, response, and recovery systems. Disaster resources in each system must be promptly and exactly applied to minimize casualties and loss of properties. However, the disaster resources in current management system can not be immediately used in calamity situation due to the lack of efficiency in statistical data. In this study, the classification system of the disaster resources in storm and flood damage systems was examined to develop the a standard technology in disaster resources management. Problems and reformation points of the classification system were also presented to improve the classification technique and to construct the data base.

A Study on the Effective Command of Disaster Site: Lessons Learned from Sinking of the Sewol Ferry (효과적인 재난현장 지휘에 관한 연구: 세월호 사례의 교훈)

  • Today, scale of a disaster becomes huge, all the available resources should be mobilized to control the disaster situation, and situations of the disaster site is broadcasted by the various media on a real-time basis. Accordingly, The commander of the disaster site should manage the situation taking all the factors into consideration. Despite the importance of the factors affecting the command of disaster site, there are not much research on this topic. This study utilizes METT-TC(Mission, Enemy, Troops, Terrain and weather, Time available, and Civilian considerations) which is applied in a combat situation by the military area and proposes MORT-TEC(Mission, Object, Resources available, Terrain and weather, Time available, Exercise, and Civilian considerations) as factors affecting the effective command of disaster site. These factors are applied to the Sewol Ferry Incidents and policy implications which can help researchers and practitioners in the area are suggested.
