Methods: Disaster nursing contents from 11 Korean community health nursing textbooks and 3 Japanese disaster nursing textbooks were analysed. Results: Three themes and 8 categories of disaster nursing content in the selected textbooks were analyzed. The themes classified include 'understanding of disaster', 'disaster management' and 'disaster management system'. The theme of 'understanding of disaster' consists of such categories as 'disaster concept/outline', 'classification of disaster', 'disaster management step' and 'disaster impact'. The theme of 'disaster management activities' consists of categories such as 'disaster management activities' and 'disaster nursing'. The theme of 'national disaster management system' consists of categories like 'national disaster management system' and 'international disaster relief'. From the comparison of disaster nursing education in the two countries, we found that themes were similar but there were differences between the two countries in content configuration. Korea and Japan have adopted the framework of International Council of Nurses for disaster nursing education. Korea stressed legal and ethical capabilities, while Japan included psychological support for disaster management service providers. Conclusion: Disaster education is an important factor in a nurse's ability for a disaster management. Development of a comprehensive disaster education program is necessary to enhance disaster care capacities.

  • The present study purposed to establish a network for building an efficient disaster response system and for this purpose, we compared cases of disaster response in Japan and Korea. In Japan, disasters are responded jointly through the network of the central government, local self governing bodies and non governmental organizations. In Korea, however, the cooperative network among different areas is weak and this is aggravating damages caused by disasters. That is, in Korea, disaster response services have been mainly carried out by the public sector. The public sector can operate a powerful disaster management system using its extensive management resources, compelling power, and legal authorities. However, it was found that, due to the characteristics of contemporary society, efforts by the public sector including the central government and the local self government bodies have limitations in managing disasters effectively. Thus, for efficient disaster response in Korea, it is urgently required to establish a national disaster response network as well as a private sector cooperation system and to induce NGOs to participate in the disaster response system through institutional devices.

  • This study analyzes the present state of disaster management system in Korea and the international standardization trend of disaster management systems in advanced nations. ISO has developed international disaster management standards in ISO/TC 223 Societal Security Technical Committee, and the advanced nations such as U.S.A., U.K. and Japan are in competition with each others to reflect their national disaster management standards in international standardization. Each disaster management organization in Korea separately carries on the disaster management standardization and activities because national standards for the disaster management is not established yet. The national standardization efforts for disaster management system have to be executed in Korea to raise efficiency in disaster management activities and to cope with the international standardization of disaster management.

  • Cooperation between government agencies is important for disaster management, and a thorough and objective cause investigation is important to prevent the recurrence of similar disasters. In South Korea, individual laws are scattered by ministries according to the disaster type, and most are operated as non-permanent organizations that are employed when disasters occur. Although expertise is recognized for each disaster type, each government agency's operation method is different, so when a large-scale disaster involving multiple ministries occurs, there is a limit to the coordination of roles and integrated management between government agencies. In particular, whenever a large-scale complex disaster occurs, problems arise regarding the independence, professionalism, and fairness of the cause investigation. Therefore, to supplement this, reviewing the management methods and systems of disaster cause investigations in advanced countries is necessary. Thus, in this study, the organization status, manpower, organizational structure, and cause investigation work system of NTSB of the United States, JTSB of Japan, and SHK of Sweden are identified to improve the disaster cause investigation system in Korea and are compared and analyzed with Korea's GDCIG. Additionally, issues and problems for the advancement of Korea's disaster cause investigation system are considered and improvements are suggested.

  • Efficient recovery assistance for individual households is one of the inevitable issues in management after a disaster. Discussion on how the assistance should be provided to them, however, has been put aside whereas amount or contents of it have been disputed every time a disaster happens. Public support system in a time of disaster in Japan is very complicated because many laws are related to recovery support and each law covers just a part of total recovery needs of affected household. It is difficult to see whole picture of the system for affected households. Therefore, households must have many interactions with various sections in charge of particular assistance service to know the contents of each assistance and requirements to receive it to decide combination of supports they use. It is crucial for efficient recovery assistance operation to manage those customer relations since considerable part of troubles in individual recovery came from failure in each interactions caused by lack of common understanding on each recovery process between them. In this paper, I want to introduce how support system in Japan is fragmented, a case of Anamizu town which adopted a customer-oriented framework of information management system for their assistance operation after Mar. 2007 Noto peninsula earthquake and what was learned from the case.
