A study on the development of a system for collecting and displaying disaster site information for disaster situation management : focusing on earthquakes (재난상황관리를 위한 재난현장정보 수집 및 표출시스템 개발 연구 : 지진을 중심으로)

  • The importance of disaster management and response is emerging as various disasters such as COVID-19, torrential rains, and fires occur one after another. In addition, in order to respond efficiently throughout disaster response activities, it is necessary to quickly collect disaster site information and quickly check the site situation through photo and video information so that rapid disaster response can be achieved. In this study, essential information required for decision-making was derived by analyzing the essential activities of each disaster response stage, analyzing the crisis management standard manual and related laws for each disaster type, and daily comprehensive report. In addition, a list of information necessary to grasp the situation of the disaster site and grasp the status of real-time damage was derived to establish guidelines for collecting volatile disaster site information, and disaster situation information can be efficiently displayed through a spatial information-based display system. By presenting essential disaster management information to be collected first, the person in charge of collecting information can efficiently collect information, and the situation room in charge of disaster response decision-making is expected to enable more efficient disaster situation management by receiving only the necessary information.

  • This paper takes precautions proposals against prospective disasters from the space weather maximum in 2013. A geomagnetic space storm sparked by a solar maximum like the one that flared toward earth is bound to strike again and could wreak havoc across the modern world. The purpose of the study is that the disaster reduction and safety service implementation study on the ultimate space weather systems by the information systems of the space weather. The process methods of the study are that an implementation of preparation for the smart IT and GIS based disaster management systems of the solar maximum deal with analysis on the flare, solar proton event, and geomagnetic storm from space blasters, These approach and methods for the solar maximin display national policy implementation of the pattern of the radio wave disasters from the protection and preparation methods. This research can provide affective methods for the saving lives and property protections that implementation of the disaster prediction and disaster prevention systems adapts the smart IT systems and converged decision making support systems using uGIS methodology.

  • Recently, various research has been conducted on the use of a game engine instead of a commercial geographic information system (GIS) engine for the development of 3D GIS. The advantage of the 3D game engine is that it allows developers to develop various modules according to their abilities. In particular, in the area of disasters, a wide range of alternatives for prevention as well as prediction can be presented when new analyses are attempted by combining geographic information and disaster-related information. Furthermore, 3D analysis can be an important factor in analyzing the phenomena occurring in the real 3D world because of the nature of disasters. Therefore, in this study, we tried to develop a visualization module for flood disaster information through a 3D game engine by considering the solutions for cost and manpower problems and the degree of freedom of development. Raw flood data was mapped onto spatial information and interpolation was performed for the natural display of the mapped flood information. Furthermore, we developed a module that intuitively shows dangerous areas to users by generating cumulative information in order to display multidimensional information based on this information. The results of this study are expected to enable various flood information analyses as well as quick response and countermeasures to floods.

  • Purpose: The purpose of this study is to derive improvements through user satisfaction analysis for the smart traffic safety system being applied to improve traffic safety. Method: A survey-based IPA analysis was used to derive system and service improvements for groups of drivers and pedestrians. Result: As a result of the analysis, both drivers and pedestrian groups showed that Quadrant 1(Keep up the Good Work) was 'Perception of risk information', and Quadrant 3(Low Priority) was 'Reliability of warning information'. On the other hand, 'AI display suitability', which was analyzed as Quadrant 1(Keep up the Good Work) in the driver group, was found to be Quadrant 3(Low priority) in the pedestrian group. Conclusion: Satisfaction factors for smart pedestrian safety systems may vary depending on users, and it is judged that user-centered system construction and service provision are necessary.

LSTM-based Early Fire Detection System using Small Amount Data

  • Despite the continuous advancement of science and technology, fire accidents continue to occur without decreasing over time, so there is a constant need for a system that can accurately detect fires at an early stage. However, because most existing fire detection systems detect fire in the early stage of combustion when smoke is generated, rapid fire prevention actions may be delayed. Therefore we propose an early fire detection system that can perform early fire detection at a reasonable cost using LSTM, a deep learning model based on multi-gas sensors with high selectivity in the early stage of decomposition rather than the smoke generation stage. This system combines multiple gas sensors to achieve faster detection speeds than traditional sensors. In addition, through window sliding techniques and model light-weighting, the false alarm rate is low while maintaining the same high accuracy as existing deep learning. This shows that the proposed fire early detection system is a meaningful research in the disaster and engineering fields.

  • Currently, disasters occurring in Korea are characterized by unpredictability and complexity. Due to these features, property damage and human casualties are increasing. Since the initial response process of these disasters is directly related to the scale and the spread of damage, optimal decision-making is essential, and information of the site must be obtained through timely applicable sensors. However, it is difficult to make appropriate decisions because indiscriminate information is collected rather than necessary information in the currently operated Disaster and Safety Situation Office. In order to improve the current situation, this study proposed a framework that quickly collects various disaster image information, extracts information required to support decision-making, and utilizes it. To this end, a web-based display system and a smartphone application were proposed. Data were collected close to real time, and various analysis results were shared. Moreover, the capability of supporting decision-making was reviewed based on images of actual disaster sites acquired through CCTV, smartphones, and UAVs. In addition to the reviewed capability, it is expected that effective disaster management can be contributed if institutional mitigation of the acquisition and sharing of disaster-related data can be achieved together.

  • Recently, there are some outdoor floor advertising lighting devices as one of the active marketing methods. However, for outdoor use, there are many restrictions due to the Outdoor Advertisement Act, according to requiring high-output heat generation, waterproofing, and AC power, etc. The purpose of this study is to develop a Duo Light product optimized for indoor use through publicity and information guidance in normal times and automatic evacuation route guidance display in case of disaster, in conjunction with disaster safety. To that end, patent search and patent association analyses were conducted, and a comparative analysis with commercial products was conducted as a case study. In addition, prototypes were designed and produced through the review of operation principles, where field environment surveys and self-tests were conducted. Also, technology roadmaps were presented by preparing plans for expandability and advancement of products. For the analysis of technology commercialization, the feasibility of technology commercialization was examined through the analysis of Jolly's Model and Lean Canvas Model. The results of this study will be able to contribute to minimize human damage through the effective response to disasters, which can increase the effect of indoor advertising by using the proposed indoor floor advertising lighting device in advertising and disaster situations.

GIS Based Realistic Weather Radar Data Visualization Technique

  • In recent years, the quixotic nature and concentration of rainfall due to global climate change has intensified. To monitor localized heavy rainfalls, a reliable disaster monitoring and warning system with advanced remote observation technology and high-precision display is important. In this paper, we propose a GIS-based intuitive and realistic 3D radar data display technique for accurate and detailed weather analysis. The proposed technique performs 3D object modeling of various radar variables along with ray profiles and then displays stereoscopic radar data on detailed geographical locations. Simulation outcomes show that 3D object modeling of weather radar data can be processed in real time and that changes at each moment of rainfall events can be observed three-dimensionally on GIS.

  • Our society is endemic in safety insensitivity, yet we have been concerned for safety education and disaster drill since the Sewol Ferry accident. However, the practical training costs very high, and it has its limit to increase reality. Recently, industry fields put emphasis on virtual reality (VR) as alternatives, so various contents are invented by using advantages of VR. The paper explores crucial application in 3-dimensional simulation for fire drill, suggests novel design, and contemplates about educative result through designing process. In order to construct and materialize the suggested system, practical 3D spatial information model and various disaster-drill scenarios are necessary. Also, to apply game elements for augmentation in users' utility, educations based on computer science and visual art are inevitable, which requires skills in programing and modeling respectively. Thus, this study investigates educational effect of convergence field through the suggested system designing process.

  • AIS and V-PASS, which are used for safe navigation and automatic vessel arrival and departure, are mandatory standard equipment installed on all ships. If an aircraft is equipped with a ship identification system using AIS and V-PASS, and then ship identification information is received by a vessel such as a large fishery inspection boat or a patrol ship or a ground control system, we can quickly perform maritime surveillance and disaster response. This paper describes the development of a ship identification and display system using a ship identification device for aircraft. Flight test results and a future application plan are also included.
